Get PDF沖縄県内の高齢者福祉施設において、入居者・利用者の沖縄戦体験の語りを施設従事者がどのような想いで対応しているのかを明らかにすることが本稿の目的である。255名を対象とした調査の結果、ベテラン職員よりも若手職員の方が、戦争で家族や友人等を亡くした体験や悲惨な戦争体験の語りを多く聴いていることが示唆されたが、語られることに戸惑いを感じ、体験者の語りを抑制する対応が目立った。今後は、戦争体験等の語りへの対応に関する施設職員研修、認知症高齢者の自発的なナラティブを活かした心理的援助技法の開発が必要である

Get PDF社会党等をはじめとする全国の革新政党の掲げる「地域民主主義」や「自治体改革」論は、「革新自治体」による開発に抗し運動を組織する主体としての市民／住民を想定してこなかったため、開発を推進する「自治体」とそれに抵抗する「住民」との間で矛盾が顕在化した（道場親信、2002年）。1960年代後半の日本各地における反開発運動で見られた革新自治体に対する住民の抵抗という構図を、施政権返還前後の革新屋良県政へのCTS、石油精製工場建設反対を組織した金武湾闘争は共有している。施政権返還前後の沖縄において、石油備蓄基地の建設による「平和産業」論を掲げてきた屋良知事と県当局、革新与党、労組その他団体はそれぞれ、既設のCTSでの事故や公害の発生以後、CTS建設計画に対し反対や撤回を主張し始めた。しかし、1973年９月以降、CTS建設計画への抗議・撤回要請を組織した「金武湾を守る会」とは対立する姿勢を示し、結果的には沖縄三菱開発によるCTSの建設が進んだ。本稿では、「平和産業」論を掲げた屋良知事やその支持基盤である県内の革新与党、労組その他団体が、1973年半ばから展開するCTS建設撤回の動きと、その挫折の過程を、政党・団体の抗議声明や県議会会議録、当局者らの回想録からたどる。
Reformist political parties’ theory of “regional democracy” and “municipal reform” have failed to establish citizens / residents as agents organizing a movement against progressive local governments’ development projects, thus exposing the contradictory relationship between the “local government” and the protesting “residents” （Michiba, 2002）. During the reversion period in Okinawa the Kin Bay Struggle organized against the reformist Yara prefectural government in their opposition to CTS and construction of oil stockpiling tank, sharing with other anti-development protest movement throughout Japan during the latter half of the 1960s this framework of residents resisting municipal reform.Former Okinawan Governor Chobyo Yara, prefectural authorities, reformist administrative parties, labor unions and others promoted oil tank construction as part of the “peace industry,” the alternative to the military-base-dependent economy. These “peace industry” promoters began making statements against the oil tank construction projects when they saw oil leak accidents and environmental pollution at the operating oil tanks in the eastern coast of Okinawa Island. However, the progressive local government and reformist political parties continued to be in conflict with the residents’ organization of Kin Wan o Mamoru Kai （or the Kin Bay Protection Society）, and colluded passively to the Okinawa Mitsubishi Coporation’s construction of oil tanks. This paper examines the discussion of oil tank construction promoted by the “peace industry” advocates, such as Governor Yara, reformist parties and other labor unions of Okinawa from the middle of 1973. It also explores the statements of the reformist parties and organizations, including the proceedings of the Okinawa Prefectural Assembly and the commentaries of the governor and other officials

Get PDF2004年８月「対馬丸記念館」が那覇市若狭にオープンした。会長の高良政勝氏は、沖縄戦の歴史を事実として語り継ぐだけでなく、犠牲となった子どもたちの目線から、今を生きる子どもたちへと過去の記憶を共有し伝えていくことが建設理念の一つであると唱えている。それは、犠牲者の心の痛みに少しでも共感し近づこうとすることによって、歴史の真髄を語ろうとする大変意義深い試みだと思う。事実の表面からは語りえない沖縄戦の「真実」を知る為に、犠牲者の心の奥深く内在する「思い」を共有し、哲学的解釈をもって鑑みることは、沖縄戦を語り継ぐ上で必要なことではないだろうか
