    Advieswaarden PFAS in zwemwater

    Het RIVM heeft nieuwe advieswaarden voor per- en polyfluoralkylstoffen (PFAS(Per- en polyfluoralkylstoffen)) in zwemwater bepaald. Deze waarden zijn bepaald op basis van de effecten van deze stoffen op de gezondheid (gezondheidskundige advieswaarden). De nieuwe advieswaarden zijn berekend voor PFAS in water van zwembaden en in oppervlaktewater van bijvoorbeeld recreatieplassen. Overheden die verantwoordelijk zijn voor de kwaliteit van zwemwater, kunnen deze advieswaarden gebruiken om de kwaliteit ervan te beoordelen. Voor zwembaden stelt het RIVM een gezondheidskundige advieswaarde voor PFAS voor van 71 nanogram PEQ per liter (PEQ staat voor PFOA(perfluoroctaanzuur)-equivalenten; de som van meerdere soorten PFAS, uitgedrukt in PFOA-eenheden). Per liter oppervlaktewater is dat 280 nanogram PEQ. Deze advieswaarde is anders omdat mensen minder vaak in oppervlaktewater zwemmen dan in zwembaden. Aanleiding voor de update is de nieuwe gezondheidskundige grenswaarde voor deze stoffen die de Europese Autoriteit voor Voedselveiligheid EFSA(Europese Voedselveiligheidsautoriteit) in 2020 heeft bepaald. Deze nieuwe grenswaarde is lager, en dus strenger. Dit betekent dat de stoffen al bij een lagere blootstelling schadelijk kunnen zijn voor de gezondheid. Het RIVM heeft daarna een methode ontwikkeld om de gezondheidskundige grenswaarde van EFSA te vertalen naar een bredere groep PFAS. PFAS komen namelijk bijna nooit als enkele stof voor, maar meestal in mengsels met verschillende soorten PFAS. Deze methode is nu gebruikt voor zwemwater. PFAS zijn chemische stoffen die door mensen gemaakt zijn en van nature niet voorkomen in het milieu. Als ze eenmaal in het milieu zitten, blijven ze daar vanwege hun eigenschappen (forever chemicals). Een van de mogelijkheden om aan deze stoffen bloot te staan, is door te zwemmen in vervuild zwemwater. Het RIVM heeft de advieswaarden bepaald in opdracht van het ministerie van Infrastructuur en Waterstaat (IenW(Infrastructuur en Waterstaat)).RIVM has established new advisory values for per- and polyfluoroalkyl substances (PFAS) in swimming water. These values are determined based on the health effects of these substances (health-based advisory values). The new advisory values have been calculated for PFAS in swimming pool water and surface water in recreational areas, such as lakes. Authorities responsible for the quality of swimming water can use these advisory values to assess its quality. For swimming pools, RIVM proposes a health-based advisory value for PFAS of 71 nanograms PEQ per litre (PEQ stands for PFOA equivalents, i.e. the sum of various PFAS types expressed in PFOA units). For surface water, this value is 280 nanograms PEQ per litre. This advisory value differs because people swim less frequently in surface water than in swimming pools. The reason for the update is the new health-based guidance value for these substances set by the European Food Safety Authority (EFSA) in 2020. This new guidance value is lower, and therefore stricter. This means that the substances can be harmful to health at a lower exposure level. Subsequently, RIVM has developed a method to apply EFSA’s health-based guidance value to a broader group of PFAS. This is because PFAS are rarely found as individual substances, but usually in mixtures with different types of PFAS. This method has now been applied to swimming water. PFAS are man-made chemicals that do not occur naturally in the environment. Once they are in the environment, they persist due to their properties (‘forever chemicals’).     In 2022 zijn in Nederland in totaal 7,6 procent minder broeikasgassen naar de lucht uitgestoten dan in 2021. Deze daling komt vooral doordat industrie, huishoudens en landbouw minder aardgas hebben verbruikt vanwege de hogere aardgasprijzen. In 2022 steeg ook het aandeel ‘onuitputtelijke’ energiebronnen, zoals zonne- en windenergie. In totaal is dit 15 procent van het energieverbruik in Nederland. In 2021 was dit 13 procent. De totale hoeveelheid uitgestoten broeikasgassen wordt uitgedrukt in CO2(carbon dioxide)-equivalenten en bedroeg in 2022 158,4 miljard kilogram. De uitstoot wordt vergeleken met het basisjaar 1990. Ten opzichte van het basisjaar is de uitstoot gedaald met 30,5 procent. In 1990 was de uitstoot 228,1 miljard kilogram CO2-equivalenten. Hiermee is het zogeheten Urgenda-doel (een minimale afname van 25 procent ten opzichte van 1990) ruim gehaald. De uitstoot van het broeikasgas CO2 is 21,6 procent lager dan die in het basisjaar. De uitstoot van de andere broeikasgassen (methaan, distikstofoxide en gefluoreerde gassen) is sinds 1990 met 55,8 procent gedaald. Dit blijkt uit de definitieve inventarisatie van broeikasgasemissies in 2022 die het RIVM elk jaar op verzoek van het ministerie van Economische Zaken en Klimaat (EZK(Economische Zaken en Klimaat)) maakt. Hiermee voldoet Nederland aan de nationale rapportageverplichtingen voor 2024 van het Klimaatverdrag van de Verenigde Naties (UNFCCC), van het Akkoord van Parijs en van het Bewakingsmechanisme Broeikasgassen van de Europese Unie. De voorlopige emissiecijfers over 2022 zijn in het najaar van 2023 gepubliceerd. In de inventarisatie staan ook analyses van ontwikkelingen in de uitstoot van broeikasgassen tussen 1990 en 2022. Ook bevat het een analyse van de belangrijkste bronnen die broeikasgassen uitstoten (‘sleutelbronnen’), net als de onzekerheid in de berekening van deze uitstoot. Daarnaast zijn de gebruikte berekeningsmethoden en databronnen beschreven. Ten slotte bevat het een overzicht van het kwaliteitssysteem en de manier waarop de Nederlandse Emissieregistratie de berekeningen controleert.Total greenhouse gas (GHG) emissions in the Netherlands decreased by 7.6 per cent in 2022, compared to the 2021 emissions. This decrease was mainly the result of lower natural gas consumption by industry, households, and agriculture due to higher natural gas prices. In 2022, the share of renewable energy was 15 per cent of total final energy consumption. In 2021, this share was 13 per cent. In 2022, total GHG emissions (including indirect CO2 emissions and including emissions from the Land use, land use change and forestry sector (LULUCF)) in the Netherlands amounted to 158.4 Tg CO2-eq. This is approximately 30.5 per cent below the emissions in the base year 1990 (228.1 Tg CO2-eq). Thanks to this emission reduction, the Netherlands met the Urgenda target (by which national GHG emissions must be reduced by at least 25 per cent relative to 1990). CO2 emissions in 2022 were 21.6 per cent below the level in the base year. The total of the emissions of methane, nitrous oxide and fluorinated gases (CH4, N2O and F-gases) was reduced by 55.8 per cent over this period. This report documents the Netherlands’ annual submission for 2024 of its GHG emissions inventory 1990-2022 in accordance with the 2006 IPCC Guidelines for National Greenhouse Gas Inventories (IPCC, 2006) prescribed by the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement (PA). The report contributes to fulfilling the reporting requirements under the Governance Regulation of the Energy Union (EU 2018/1999) and implementing regulations. This report includes explanations of observed trends in emissions, an assessment of the sources with the highest contribution to total national emissions (key sources) and a description of the uncertainty in the emissions estimates. Estimation methods, data sources and emission factors (EFs) are described for each source category, and there is also a description of the quality assurance system and the verification activities performed on the data. The report also describes changes in methodologies since the previous submission (NIR 2023), the results of recalculations and planned improvements

    Trophic Transfer and Toxic Potency of Rare Earth Elements along a Terrestrial Plant-Herbivore Food Chain

    Extensive rare earth element (REE) mining activities have caused REE contamination of ambient agricultural soils, posing threats to associated food webs. Here, a simulated lettuce-snail food chain was conducted to evaluate the trophic transfer characteristics and the consequent effects of REEs on consumers. After 50-day exposure to soil, lettuce roots dose-dependently accumulated 9.4-76 mg kg-1 REEs and translocated 3.7-20 mg kg-1 REEs to shoots. Snails feeding on REE-contaminated shoots accumulated 3.0-6.7 mg kg-1 REEs with trophic transfer factors of 0.20-0.98, indicating trophic dilution in the lettuce-snail system. REE profiles in lettuce and snails indicated light REE (LREE) enrichment only in snails and the varied REE profiles along the food chain. This was corroborated by toxicokinetics. Estimated uptake (Ku) and elimination (Ke) parameters were 0.010-2.9 kgshoot kgsnail-1 day-1 and 0.010-1.8 day-1, respectively, with higher Ku values for LREE and HREE. The relatively high Ke, compared to Ku, indicating a fast REE elimination, supports the trophic dilution. Dietary exposure to REEs dose-dependently affected gut microbiota and metabolites in snails. These effects are mainly related to oxidative damage and energy expenditure, which are further substantiated by targeted analysis. Our study provides essential information about REE bioaccumulation characteristics and its associated risks to terrestrial food chains near REE mining areas

    Het ministerie van VWS en het RIVM werken samen aan een strategie om te zorgen dat de bevolkingsonderzoeken naar kanker en pre- en neonatale screenings voorbereid zijn op de toekomst. Dit heet de Ontwikkelagenda: een routekaart met projecten, gekoppeld aan ambities van VWS. Het doel van de Ontwikkelagenda is om effectief en proactief in te spelen op innovaties en ontwikkelingen in de toekomst. Het RIVM geeft in deze Beschouwing inzichten en aanbevelingen voor de toekomst; als voorbereiding op de Ontwikkelagenda. Uitgangspunt is dat de kwaliteit van de bevolkingsonderzoeken en screenings hoog blijft. Daarnaast is het belangrijk dat alle betrokken partijen zo goed mogelijk samenwerken om snel en effectief in te kunnen spelen op nieuwe ontwikkelingen. Het is daarom belangrijk actief zicht te hebben en te houden op ontwikkelingen. Dan kan de organisatie van de bevolkingsonderzoeken en screenings goed inspelen op bedreigingen, zoals personeelstekorten en cyberaanvallen. Tegelijkertijd is het belangrijk kansen te benutten, zoals technologische ontwikkelingen en screenings op maat aanbieden. Technologische ontwikkelingen maken het mogelijk om aandoeningen in een vroeg stadium op te sporen en zo de kans om te genezen te vergroten. Als voorbeeld van screening op maat worden personen die een grotere kans hebben kanker te krijgen vaker uitgenodigd. Bij screening op maat zijn de (gezondheids-)voordelen groter en de nadelen kleiner. Ook is het kostenefficiënter. Een heldere visie op preventie is belangrijk om doordachte keuzes te maken voor de toekomst van de bevolkingsonderzoeken en screenings. Ook is het belangrijk vernieuwingen snel te kunnen invoeren. Verder is meer en gerichter onderzoek nodig waarbij onderzoek en de haalbaarheid in de praktijk zo veel mogelijk op elkaar aansluiten.The Ministry of Health, Welfare and Sport (VWS) and RIVM are working together on a strategy to ensure that population screening, prenatal screening and newborn screening are future-proof. This is called the Development Agenda: a road map with projects linked to VWS ambitions. The purpose of the Development Agenda is to respond effectively and proactively to future innovations and developments. In this analysis, RIVM provides insights and recommendations for the future in preparation for the Development Agenda. The starting point is to maintain the high quality of population screening, prenatal and newborn screening programmes. In addition, it is essential that all parties involved work together as closely as possible to respond quickly and effectively to new developments. It is therefore important to keep an active eye on developments. This will allow the organisers of population, prenatal and newborn screening to respond well to threats such as an staff shortages and cyber attacks. At the same time, it is important to seize opportunities, such as technological developments and tailored population screening. Technological developments make it possible to detect diseases at an early stage, thus increasing the chances of a cure. As an example of tailored population screening: individuals who are more likely to develop cancer are invited more often. The (health-)benefits offered by tailored screening are greater and the disadvantages smaller. It is also more cost-effective. In addition, a clear prevention strategy is needed to make thoughtful choices for the future of population screening, prenatal and newborn screening programmes. It is also important to be able to introduce innovations quickly. Finally, more research, with a stronger focus, is required, aligning research and practical feasibility as much as possible
