    Bottlenecks arising from ownership in urban planning process. Lessons from Romania

    Despite many features being changed in the traditional urban spatial process during the post-communist transition, this article introduces three ways in which the property right has and could be perceived: as a social dimension, as a condition and as a territorialized concept. This article recognize the tension between urban planning process and property right caused by differing priorities but argue that every perspective requires tradeofss, that the balance will be affected by the culture in wich planning and property are embedded. Romania\u27s spatial development in the context of EU integration is extremely sensitive and complex as is "organically" linked to the legal rules governing property. Therefore, the purpose is to shed new light on urban matters and also to reveal the effects and limits of planning process in the context of protecting ownership

    Emerging trends: how is the Internet of Things (IoT) transforming our homes

    Objectives: Explore the appeal and the adoption rate of Smart home solutions among Romanian consumers. Additional: Explore the awareness and usage of different Smart home solutions; identify drivers and barriers when it comes to different Smart home?solutions acquisitioning; explore the decision?making process and customer journey when it comes to deciding to purchase Smart home solutions; profile Smart home solutions users vs. intenders; identify and explore emerging trends in Smart home solutions. Prior work: As the technology has become more widely available, Romanians – ever vigilant about their home comfort and wellbeing – are increasingly looking for solutions to transform their home into a “smart” one. It’s critical to understand how this increasing awareness of Smart home solutions will manifest itself in satisfying consumers’ needs and motivating purchase. Approach: Our study was conducted in April 2017 through an online survey on our platform http://questia.ro covering 534 respondents. Results: Romanian consumers awareness for IoT is rather medium: a quarter of the respondents (29, 4%) heard about this concept. Out of those who are familiar with IoT, many are decrypting the concept as more connected to technology and less to one’s personal life. Also, safety, money, and sustainability are less perceived to be related to the IoT, pointing out to the more problematic aspects that are brought in debates and research for this concept. Implications: This study will offer key insights and actionable recommendations for tech companies in leveraging consumers’ increasing awareness, interest, and preferences in Smart home solutions, so as to be able to direct and adjust their product and marketing strategies. It will also bring clearer understanding for researchers and professionals of the concept of Smart home. Value:The current paper assesses the potential of Smart home solutions in Romania, focusing on the new opportunities opened by IoT technology. The topic tackled is rather new in the Romanian market research field, clearly underlying the emerging developments in the field

    The Accelerated Development Of Information And Communication Technologies And Their Role Within Smart Cities

    Information and communication technologies - ICT - play an essential role for the smart cities sustainable development. They may support advanced strategies and policies, based on the principles of smart competitiveness that will facilitate the medium and long-run regional economies, smart, sustainable, inclusive development and correspondingly a higher quality of life and environment. Based on the evolution of ICT, many states have designed and implemented their own standardized strategies and policies in order to develop smart cities and creative local communities. The main goal of the paper is to highlight how the evolution of Information and Communication Technologies (ICT) has influenced the smart cities development across Europe with a special reference to some local communities. In order to better achieve this goal, from a methodological point of view we applied an empirical analysis of the strategies adopted by some of the European smart cities (Warsaw and Munchen), with an attempt to identify if there is a relevant correlation between ICT evolution, on one hand, and the development of smart cities and local communities, on the other hand. We designed our research methodology such as to get a broader imagine concerning the entire development process that can support or, in some cases, invalidate some of the theoretical approach dedicated to our topic. At the same time, we consider that our research results may be used as the basis for developing further studies through which we intend to illustrate how Romania can design in a sustainable manner, according to the specificity of our national economy and local communities, its own strategies and policies based on the best practices identified on the European level

    Evaluating preconditions for implementing Mobility as a Service (MaaS) in Romanian context

    Rapid urbanisation, climate change, societal and demographic changes are some of the trends that challenge transportation networks and services. The increasing development of information and communication technologies (ICT) foster the development of concepts that optimise the transport network, use the vehicles more effectively and provide seamless trips. Mobility as a service (MaaS) is an emerging paradigm shift in transportation that has received increased attention in the past years, and stands for integrating various forms of transportation into a single mobility service accessible on demand. It aims to bridge the gap between public and private transport operators working at different territorial scales, and considers the integration of currently fragmented tools and services (Kamargianni; Matyas, 2017). Parts of the MaaS ecosystem already exist in many cities but, the significant legislation differences between EU member states can delay the implementation of MaaS. Thus, the current challenge is to create high- performance service packages to transform the mobility behaviour towards more sustainable transport system. This paper aims to identify Romanian cities degree of preparation for MaaS implementation relying on MaaS readiness level indicators (for local authorities) such as strategic readiness, internal use, shared use and share understanding (CIVITAS Eccentric, 2017), that offer a starting tool to speed up the process among local authorities. Relying on the analysis of relevant strategic planning documents with an impact on transportation and mobility, the objectives of this research are identify key aspects that support MaaS and to extrapolate findings into a set of actions and directions towards a MaaS implementation strategy. Along a comprehensive understanding of the MaaS from a strategic planning perspective, this paper offers perspectives for its inclusion in relevant national and local documents and sets the context for further discussions between academia and local authorities

    Smart environment management through the public solutions contest. The case of Cluj-Napoca

    The new tendency to have a competition of ideas and projects in the field of space management has captured the attention of the decision makers, especially at the level of Cluj-Napoca. The context of collaborative governance is put under pressure from investors who want to put their mark on the community and look for an administration with which to work together to benefit from both sides. The theoretical model, that of the framework for collaborative governance can provide a cross-cutting perspective on the projects analyzed in the case study. The model was based on a qualitative analysis of official documents (reports and studies) and interviews to highlight the elements that make up the framework of collaborative governance for finding solutions for public spaces in Cluj-Napoca. The main solutions and findings have encouraged creativity while supporting urban landscape, architectural, hydrological and impact research in the sense of an integrated concept of urban remodeling for the Cluj-Napoca relationship with the novelty, attractiveness and functionality, awareness and respect for the environment surrounding, not ignoring certain historical and spatial aspects. Most of the analyzed participants (public, private, NGOs) are important to align the community-public relation with contemporary urban thinking, demonstrating that they can bring them back to the active life of the city, redefining their contact with them. In the context of collaborative governance, the model can be considered a good practice at the level of Cluj-Napoca through this approach

    Transformari ale administratiei si ale dreptului administrativ in spatiul national si european dupa anul 1989

    Simbolic, anul 1989 – denumit pe site-ul oficial al Parlamentului European drept Anul miracolelor – a adus eliberarea natiunilor din Estul Europei aflate sub regimul comunist. Eliberarea a relevat o imagine zugravita in culori sumbre a realitatii, care evidentia contrastul dintre cele doua parti ale continentului. De la inceput, statele eliberate in anul 1989 si-au asumat un singur drum, anume acela al democratizarii reale, al guvernarii eficiente, in care cetatenii devin parteneri si beneficiari ai institutiilor politico-administrative. Aceasta cale, pe care au dorit sa mearga de la inceput cetatenii Europei centrale si de est, a condus spre aderarea la Uniunea Europeana - toate statele care si-au redobandit libertatea in anul 1989 fiind astazi membre ale spatiului politic si administrativ european. Dar aceasta cale a insemnat transformarea completa a cadrului constitutional, juridic, administrativ, economic, social si moral, ceea ce a condus la adoptarea de politici publice adecvate si de noi constitutii, de noi legi ale administratiei publice si in domeniul proprietatii, mediului de afaceri etc. Toate aceste politici publice si acte normative noi au creat o alta realitate, mai aproape de modelele societatilor articulate din vestul continentului. Totusi, cetatenii resimt nevoia unei transformari mai profunde a statelor si comunitatilor in care traiesc, ceea ce obliga decidentii politici si administrativi la o conduita calitativ superioara, in raport cu cele mai ridicate standarde europene. In orice tara, stiinta este obligata sa inteleaga realitatile in care oamenii actioneaza, sa gaseasca modelele cele mai bune pentru societate si solutii la problemele pe care viata cotidiana nu le poate rezolva. Pentru a indeplini aceste scopuri, cercetatorii si universitarii, alaturi de practicieni, trebuie sa se intalneasca in mod constant, sa aiba un dialog profund, deschis, in urma caruia sa formuleze idei noi si propuneri pentru imbunatatirea cadrului politic, administrativ, economic, social si moral al tarilor lor, plecand de la o analiza clara si completa a realitatii

    Orice localitate, cu atât mai mult un municipiu re?edin?? de jude?, are nevoie de o zon? reprezentativ?, a?a-zisul „Centru” pe care turi?tii ?i cei din afara localit??ii vor s? îl viziteze, pe care localnicii îl îndr?gesc ?i cu care ar trebui s? se mândreasc?. Printre cele mai importante repere ale locuitorilor din municipiul Alexandria sunt ?i spa?iile verzi, motiv pentru care proiectul gândit de municipalitate sus?ine importan?a dezvolt?rii re?elei de spa?ii urbane din ora?. Având o tram? stradal? regulat?, cu sistem de împ?r?ire în loturi egale, sistem de împ?r?ire ce apare cel mai des la ora?ele colonie unde este nevoie de o împ?r?ire rapid? ?i economic? a terenului, ora?ul prezint? ca element ce taie monotonia, o zon? verde destinat? recreerii ce se dezvolt? pe axa principal? a municipiului, identificat? prin strada Dun?rii, zona amplasat? în centrul de greutate al ora?ului, constituind metaforic “ inima verde a ora?ului”. Obiective generale ale proiectului: Îmbun?t??irea accesibilit??ii, atât a localnicilor cât ?i a vizitatorilor municipiului Alexandria, în zona central a municipiului cu ajutorul pasajului rutier subteran prev?zut prin proiect. De asemenea, drept obiectiv general, constituie inten?ia de reconfigurare a spa?iilor supraterane aferente zonei centrale a municipiului îmbun?t??ind astfel calitatea spatiului public. Unul din scopurile proiectului este de a realiza fluidizarea traficului auto la suprafa?? în zona central? ?i de a veni în sprijinul atât a localnicilor, cât ?i a vizitatorilor, care au nevoie de parcare în aceast? zon?, lucru posibil prin realizarea unei parc?ri subterane aferente pasajului subteran propus prin proiect, eliberându-se astfel un num?r semnificativ de metri p?tra?i din spa?iul suprateran care în mod normal este ocupat de autovehicule.     Adaptarea politicilor fiscale la pandemia Covid 19

    In actualul context generat de Pandemia Covid 19, statele membre au nevoie de venituri fiscale sigure pentru a investi in oamenii si intreprinderile afectate de criza sanitara. In acelasi timp, trebuie eliminate obstacolele fiscale si stimulate intreprinderile din UE sa inoveze, sa investeasca si sa se dezvolte. Avand in vedere cele de mai sus, in iulie 2020, CE a adoptat Planul de actiune, ce cuprine masuri in vederea reducerii sarcinii administrative, a imbunatatirii gradului de conformare fiscala si combaterii evaziunii fiscale. Plan de actiune care vizeaza crearea unui sistem de impozitare mai echitabil, mai usor de utilizat si mai adaptat la lumea noastra digitala. In cadrul articolului au fost utilizate instrumente specifice precum: clasificarea, sinteza, analiza comparativa, metodele inductiei si deductiei, reprezentarea grafica a evenimentelor si fenomenelor investigate. Articolul se adreseaza deopotriva mediului universitar, celui academic, cat mai ales reprezentantilor administratiei fiscale si factorilor cu putere de decizie in corectarea inegalitatilor create de Pandemia Covid 19

    Academic perspectives on the specific challenges of urban resilience management

    Based on preliminary studies on critical infrastructure security management developed by authors, interested in the field, individually or in a team, the article brings to attention, as possible results, several lines of development of research, on a topical issue. The perspective is an academic one but it takes into account the approaches of practitioners in practical fields, trends and opportunities to achieve useful results to society as a whole but also to public and private institutions, especially considered in a dual capacity, by subject of the managerial approach but also as an object to be operationalized from the point of view of managerial action. The general objective proposed is to demonstrate the usefulness and how the academic environment can be involved for solving some problems of interest. The implications and implicitly the value of the paper have as a desideratum the minimization of the distance between different categories of stakeholders and especially, between the theory and the practice. The research method used is descriptive, with emphasis on the systematic observation of the object of study (resilience in the urban environment) and the cataloging of the specific data identified. The topicality of article is also given by the national and European context in which resilience plans are proposed, corroborated with the pandemic situation generated by Covid, especially at urban level. It is also emphasized that the functionality of some critical urban infrastructure systems (medical, transport, energy, etc.) fundamentally influences the level of resilience, their preparation in time of "peace" (lack of threat or a low level of it) based on project influencing decisively macro-behavior in crisis situations
