Consideratii privind pregatirea pentru dezvoltarea de orase inteligente: Comparatia dintre unele tari din ECE cu UE15 si Norvegia
Ca urmare a transformarilor globale care tind catre o societate digitala, trebuie adresate intrebari cu privire la aspectele pozitive si negative pe care aceasta le aduce. Tarile din Europa Centrala si de Est (ECE) sunt de interes, deoarece au fost supuse unei tranzitii in cascada: au trecut printr- o tranzitie de la o societate de tip sovietic la o societate democratica si apoi s-au indreptat catre o societate digitala. In aceasta lucrare se prezinta, pentru Europa Centrala si de Est, Ungaria, Polonia, Slovenia, Bulgaria si Romania, comparativ cu UE15 si Norvegia, accesul cetatenilor la internet acasa si departe de casa sau de locul de munca. De asemenea, sunt discutate doua masuri pentru evaluarea pregatirii nationale pentru dezvoltarea de orase inteligente si anume ‘viteza de adaptare a accesului la tehnologie’ si ‘viteza de ajustare a accesibilitatii’. Aceste rezultate deschid o noua directie de studiu; ar putea fi, de asemenea, examinate si altele dintre conditiile prealabile necesare pentru dezvoltarea de orase inteligente
Efectele internetului asupra creierului uman
Traim intr-o lume digitalizata, o lume aproape incapabila supravietuirii in lipsa tehnologiei, daca am fi lipsiti de aceasta brusc si irecuperabil. Am devenit atat de dependenti de tehnologie incat nici macar nu incercam sa traim fara ea. Desi suntem constienti de efectul anesteziant al tehnologiei, ii permitem sa ne acapareze mintile in fiecare zi mai mult. Obiective: Scopul acestei lucrari este acela de a atrage atentia asupra unor probleme generale: manipularea in masa, pierderea interesului fata de activitatile petrecute in aer liber si atrofierea capacitatilor psihice si fizice. Abordare: Acest articol se bazeaza pe cercetarea amanuntita a unor materiale ce studiaza inteligenta artificiala si se concretizeaza prin viziunea personala asupra mediului digitalizat in care traim. Rezultate: Importanta acestui studiu este reliefata in nevoia generala de a intelege scopul tehnologiilor inteligente si utilizarea acestora intr-un mod in care sa degradeze cat mai putin inteligenta umana
”The tale of two smart cities”
Ante Scriptum: Every leap of development or revolution in the history of human civilization had as its preamble a period of theoretical searches and confrontations, which were the catalysts of the respective shifts in the historical paradigm. Theorizing has its purpose, and the aim of this paper is to pave the way for an adaptation of architectural theory to new concepts related to the smart city model. We also investigate the predictability of the destiny of the smart city organism and the possible directions of morphogenesis. This article was translated from Romanian by the author. The study is based on revisiting the concepts of place and limit with new connotations developed by technology that has a mediating role vis-a?-vis the individual and communities. By redefining them, the concepts acquire characteristics of variables or mathematical functions, which can effectively study or generate future behavior patterns of smart cities, these dual territorial entities, with body and, here, an artificial intelligence AI (IoT, applications, cloud, software). One of these models is the theory of catastrophe, which can predict the limits of acceptance of phenomenological saturation (in the philosophical sense of Jean-luc Marion) by the individual, or in extremes, by society. We will describe how the theory of catastrophe can be applied using notions of quantum architecture theory, and how the philosophical system of donation described by Marion can help draw the boundaries of the existence of the smart city. The approach is theoretical using inference, observation and exemplification through case studies. The research methods can only be of an eclectic and interdisciplinary nature, linking the theories of architectural atmospheres, of the donation of phenomenological philosophy and of appliedmathematics. The method of translating into quantifiable variables the values of place and limit, is based on the loading of the notion of place of Christian Norberg-Schulz, with valences connected to the specificity given by the mediation of technology between individual and place. The results are models of behavior of a bivalent nature, philosophical and mathematical, to describe a new theory of architecture, a theory of the smart place. This type of architectural place with its set of parameters, is a new element of study, in continuation of research in the field of architecture aimed at reducing risk and preventing losses from hazards that threaten this smart city, either anthropogenic or natural

In the new digital age, life sciences tend to converge with information technology and cybersecurity. With the new developments in biomedical research and the scientific progress of modern biotechnology, there is an exponential multiplication of related information sets, which require cloudstorage and advanced methods of management and analysis, as well as ensuring an adequate protection of their content. The bioeconomy global landscape involves common, multiple and diverse actions (i.e specific policies and framework regulations, international cooperation, national collaboration among interdisciplinary sectors and different actors of the public-private system). At the same time, biosecurity issues highlight a complex and rapidly emerging ecosystem, which involves high-risk vulnerabilities. Moreover, the current pandemic context, generated by the global spread of the new virus, SARS-CoV-2, has pointed out some issues (i.e the importance of strategic autonomy in supply chains - food, medical and pharmaceutical products, the development of critical functional infrastructures, the appropriate prevention and protection measures, including the management of rapid and effective responses to pandemics or other potential malicious actions with regard to the use of infectious biological agents, natural or artificial). As science evolves, relying on the application of new technologies in areas such as artificial intelligence, process automation, bioinformatics and synthetic biology, vulnerabilities such as data confidentiality (i.e clinical, genetic information), cloud storage, intellectual property, may represent opportunities which could be exploited. Cybersecurity needs to be as robust as possible, anticipating and incorporating possible biological threats into its strategies. This paper presents a synthetic overview of cyberbiosecurity available data, with the view to emphasize some of its strategic approaches currently used in the world/at the international level

Factori cheie si provocari privind guvernanta inteligenta si rolul autoritatilor publice in dezvoltarea ecosistemelor de inovare urbana in cadrul modelului Cvadruplu Helix
Studiile recente au acordat o atentie crescanda oraselor smart si guvernantei inteligente, care impreuna cu politicile de inovare conduc la ecosisteme de inovare urbana si, de asemenea, au analizat colaborarea existenta intre actorii din cadrul ecosistemele urbane de inovare, in special datorita cererii tot mai mari de orase inteligente, guvernanta inteligenta, inovatii si implementarea acestora in cadrul ecosistemului urban inteligent. In plus, schimbarea paradigmei de la modelul Triplu Helix la modelul Cvadruplu Helix a determinat necesitatea unor cercetari mai aprofundate asupra colaborarii dintre actori, a factorilor de succes si, de asemenea, a provocarilor intalnite pentru asigurarea unei guvernante urbane inteligente. Un cadru pentru guvernanta urbana inteligenta este propus pe baza celor trei componente cheie impletite, si anume: componente teritoriale, institutionale si tehnologice. Aceasta cercetare si-a propus sa analizeze perceptiile actorilor implicati printr-un studiu calitativ, concentrandu-se in principal pe rolul autoritatile publice si colaborarea acestora cu ceilalti actori, pentru a ilustra modul in care functioneaza acest cadru in practica. Atat analiza literaturii de specialitate, cat si cercetarea calitativa au recunoscut necesitatea unor investigatii aprofundate pentru a intreprinde colaborari eficiente pentru dezvoltarea ecosistemelor urbane smart de inovare si pentru a depasi eventualele probleme emergente. Totodata, s-a observat ca guvernanta urbana inteligenta promoveaza o modalitate de guvernanta a oraselor deopotriva incluziva dar si inovatoare in era „inteligenta”, pornind de la problema urbana/ necesitatea de inovare, promovand moduri de guvernare bazate pe cerere si modeland ecosistemele urbane inovatoare astfel incat sa fie orientate catre societate. In plus, colaborarea dintre actori trebuie imbunatatita. Contributiile articolului sunt: (1) imbunatatirea conexiunii dintre mediul universitar, mediul privat, autoritati/institutii publice si societate civila (actorii in cadrul abordarii Cvadruplu Helix); (2) stabilirea perceptiei reale a partilor implicate in Cvadruplu Helix, cu accent pe punctele forte, punctele slabe si tensiunile care decurg din colaborarea lor
Artefacts conservation using an IoT system
The Cultural Heritage protection and conservation is a matter of particular interest because every work of art suffers some deterioration over time. Such degeneration depends on the type of material, the action of external weather conditions and human factors. Ideally, works of art should be preserved in stable and controlled climatic scenarios, which should be monitored and recorded accordingly. This paper aims to present a system for monitoring the factors that influence the degradation of artefacts and maintaining a pleasant environment for museum visitors. The preservation of historical objects can be maintained by detecting the levels of pollutants in museums. The main factors monitored are temperature, humidity, vibrations, air pollutants (CO, CO2, NO2, SO2) and volatile organic compounds. The proposed IoT system will be a cloud-based solution that aims to offer a wide range of functionalities, performing an individual analysis for each type of material (paintings, metals, textiles, etc.). The prototype will consist of monitoring stations, data collection and management server, cloud database, visualization, and alerting platform. The innovative feature of the technical solution is the integration of the sensors in the Cloud, which can provide real-time data in case of exceedances of nominal values. The results obtained from constant monitoring over a long period of time indicate the principal causes of the deterioration of art objects in museums. Thus, with the help of the whole system, immediate decisions can be taken for the conservation of artefacts. The study proved the scalability, reliability and efficiency of the pilot system by reducing the number of events caused by chemical and physical processes that contribute to artefact degradation
Smart Aspects of Academic Life: Research and Education
This paper addresses the topic of how smart elements can drive two main areas in academic life: academic research and the teaching process. The objectives consist in using smart elements to benefit academic research and teaching our subjects to students. In the case of the author of this paper, who teaches English and French language seminars for engineers, a course in Culture and civilization and one in European Union Institutions, benefits of students using digital resources, visual materials and prompting interactivity are considered. Prior work in the domain of psychology of education using advantages related to visual learning which helps students assimilate the information easier will be considered. Students can find the digital environment familiar, and, according to environmental psychology, this can create a comfortable medium for efficient learning and interaction with colleagues and teachers. The approach used is that of participatory observation, based on the experience of the author of the paper in her work with students and in her work regarding research during the pandemic and post-pandemic era in the online medium. The results show that technology can make both research and teaching activity more interesting, motivating, and more productive. The implications of this study have to do with helping with ideas for better performance in both research and teaching activities the academics interested in using digital methods more. With respect to foreign languages and culture and civilization seminars, information that could be of interest to students may be suggested to be taken from the domain of smart cities, for activities such as reading comprehension and examples of technological advancements in history and their role in connecting through digital communication researchers from various cultures. The value of the paper consists in sharing the experience of the author as researcher and teacher, in the context of today’s smart culture
Transformarea societății românești în era talentelor digitale. Rolul resursei umane
Administrațiile „smart” nu se rezumă doar la digitalizare și trecerea către orașe inteligente și sisteme de e-guvernare, motiv pentru care obiectivul prezentei lucrări este de a evidenția rolul unei resurse umane care să facă față provocărilor lansate de noile tehnologii, cu precădere rolul talentelor digitale în susținerea demersurilor de transformare a administrației publice, cât și rolul cetățenilor, fiind beneficiarii direcți ai serviciilor oferite de administrațiile publice. Importanța acestora în sectorul public nu ar putea fi analizată fără a aduce în lumină și implicațiile asupra profesionalizării managementului resurselor umane. Utilizarea inteligenței artificiale și a noilor tehnologii se răsfrânge în mod direct asupra tuturor persoanelor implicate în proces, iar succesul implementării acestora depinde de capacitatea personalului și a cetățenilor deserviți de a le exploata întregul potențial și de a ține pasul cu evoluția acestora. Este necesară achiesarea României la valorile europene, în spiritul construirii unor comunități durabile, digitale și verzi, care să crească calitatea vieții beneficiarilor. Din această perspectivă prezintă semnificație analizarea situației din România, conferind o imagine de ansamblu a viitorului administrației publice, dar și a societății per ansamblu, în ceea ce privește rolul talentelor digitale și a unei populații educate digital în demersurile de transformare a societății în raport cu ultimele tehnologii. În detrimentul studiilor și cercetărilor constante în materie, tranziția către o administrație inteligentă reprezintă un subiect în expansiune, motiv pentru care studiile nu au fost epuizate, necesitând o constantă actualizare
