Solutii inteligente pentru restabilirea monumentelor istorice cazute sub ruina
Se spune ca realitatea contemporana, are la baza o istorie indelungata. Existenta anumitor evenimente si momente istorice este atestata, alaturi de scrierile lasate de istorici, de constructiile aparute de-a lungul veacurilor, de cetatile medievale aflate in ruina, biserici, castele, conace, edificii civile si alte monumente ce sunt in mare parte integrate atat in patrimoniul cultural cat si in patrimoniul turistic. Insa, atitudinea sociala fata de aceste pretioase mosteniri culturale cu potential turistic antropic, denota nepasare si lipsa de interes in legatura cu prezervarea lor. Cateva din cauzele care au determinat aceasta situatie, sunt determinate de inactivitatea urbanismului operational, in privinta aspectelor dinamice ale morfologiei urbane si ale proceselor de transformare care afecteaza reabilitarea centrelor istorice si de lipsa de constientizare, participare activa a cetatenilor la solutionarea si dezbaterea problemelor de urbanism (Alexandru, D., 2016). Un vechi subiect pe plan local este cel al edificiilor istorice, abandonate de proprietari, aflate in ruina sau in stare de degradare, fapt ce prezinta un grav pericol public, din care se poate naste raspunderea civila delictuala pentru ruina edificiului, reglementata de Noul Cod Civil. Pentru prevenirea situatiilor de acest gen, autoritatile ar putea apela facilitati fiscale, scutiri de impozite si programe de creditare pentru detinatorii acestor tipuri de edificii, spun specialistii in domeniu impreuna cu cei de la wall-street.ro. In acest articol se regasesc atat explicatii si argumente juridice, culturale, economice, propuneri, solutii cat si exemple pentru salvarea acestor edificii
Implementarea in Romania a agendei digitale pentru Europa. Studiu de caz: Sistemul national electronic de plata (Ghiseul.ro)
Acest articol descrie succint conceptele de economie digitala, plata electronica si e?guvernare, urmarind evolutia acestora in contextul societatii digitale romanesti prin exemplificarea modului de implementare si evolutia sistemului national de plata electronica denumit, , Ghiseul.ro”. Cresterea numarului de utilizatori ai acestui instrument de guvernare electronica este specifica evolutiei accesului la serviciile de internet la nivel national si anume, constanta, insa greoaie, iar majoritatea conturilor active fiind localizate in zone urbane. Alegerea SNEP ca studiu de caz aflat la baza construirii acestui articol este motivata prin faptul ca evolutia acestui serviciu electronic guvernamental oglindeste fidel modul in care populatia Romaniei se orienteaza catre utilizarea unor solutii de tip e?guvernare si anume, populatia concentrata in mediile urbane vocalizeaza mai puternic nevoia adoptarii unor solutii guvernamentale digitalizate. La finalul articolului este disponibila o anexa in cadrul careia am colectat informatiile referitoare la numarul de institutii publice si volumul de utilizatori existent la finalul lunii noiembrie 2017, cu intentia de a putea fi de folos oricaror cercetari viitoare referitoare la evolutia sistemului national electronic de plata
Smart city – o etapa noua in evolutia vietii, societatii si afacerilor
Articolul are ca obiective prezentarea modificarilor pe care le?a produs in modul de viata, societate si afaceri realitatile din orasul inteligent. Avem in vedere lucrari consacrate din teoria economica avand in continut trimiteri la problemele cresterii economice, dezvoltarii sociale, progresului, transferului tehnologic, serviciilor inteligente. A fost preluata de asemenea experienta comunitatilor, autoritatilor si organizatiilor din Romania care au introdus elemente specifice „orasului inteligent”. Ca abordare a mai fost utilizata experienta Asociatiei Romane pentru Smart City si Mobilitate din proiectele derulate legate de conceptul „oras inteligent”. Rezultatele articolului au in vedere imbunatatirea teoriei privind etapele dezvoltarii sociale si a practicii pentru implementarea in continuare a elementelor specifice „orasului inteligent”. Articolul pune in evidenta modificarile aduse de „orasul inteligent” in viata de zi cu zi a oamenilor, dinamica societatii, relatiile dintre firme si cetateni, pozitiile concurentiale pe piata. Cercetarea noastra va avea implicatii in primul rand asupra practicienilor din autoritati publice, organizatii private si organizatii non?profit care se vor implica in proiecte de tip „oras inteligent”. De asemenea lucrarea reprezinta un punct de vedere util teoriei privind pozitionarea conceptului „oras inteligent” in contextul problemelor privind cresterea economica, progresul social, mecanismul afacerilor si al provocarilor din lumea de astazi. In cadrul articolului am sintetizat si sistematizat numeroase puncte de vedere exprimate la evenimente oficiale privind „orasul inteligent”. Le?am prezentat in corelatie cu formularile din teoria economica si sociala. Am valorificat inclusiv inregistrari pe suport media sau luari de cuvant la evenimente oficiale. Pe baza studiilor empirice realizate si a informatiilor culese in sistem informal am indicat cateva directii in care ar putea actiona cercetarea aplicativa social?economica in domeniul „orasului inteligent”. Articolul are meritul ca pune in corespondenta studii economice aplicative cu teorii consacrate. Reprezinta de asemenea o dezvoltare practica pentru problemele privind economia cunoasterii
Inteligenta digitala
„A fi digital inteligent inseamna sa ai abilitatile, cunostintele si competentele necesare pentru (...) a face fata provocarilor si necesitatilor din era digitala (...). Expertii in domeniu, considera ca in mai putin de 10 ani, 90% din populatia globului va fi conectata la internet. Cu IOT (concept conform caruia toate obiectele sunt conectate intre ele cu ajutorul internetului) lumea digitala si fizica se vor intrepatrunde si vor avea loc schimbari spectaculoase." Din lucrarile de specialitate (Rheingold, 2002; Friedman 2005) reiese ca pana spre sfarsitul anilor \u2790 caile de cercetare si dezvoltare care au progresat lent pana atunci, au inceput sa se dezvolte rapid, capacitatile de calcul si comunicare devenind mai accesibile. Acestea existau si inainte, dar a fost necesar sa prinda radacini si sa se raspandeasca in lume. Acum se discuta despre guvernare electronica, fenomen ce cauta sa se extinda si in Romania, despre necesitatea transformarii oraselor in orase inteligente pentru o Europa dinamica si digitala, rezultata din urbanizarea din ce in ce mai accentuata, urmarindu-se ocuparea fortei de munca, dezvoltarea sociala, crearea de infrastructuri durabile, mobilitate inteligenta si sustenabila (http://news.trust.org//item/20150115150525-rcy2g/; https://dupress.deloitte.com/dup-us-en/industry/public-sector/smart- mobility-trends.html), energie verde, consumul rational de resurse, securitate si siguranta etc., necesare dezvoltarii economice. In cele ce urmeaza, se va discuta succint despre istoria internetului si evolutia sa, despre e-guvernare, dezvoltare urbana, orase inteligente si posibile noi concepte despre safe cities. Smart City si optimizarea utilizarii resurselor in cadrul comunitatilor urbane
In randurile urmatoare incerc, printre altele, prezentarea unor consideratii pentru decidentii din institutii ale administratiei de stat care sunt abilitate si pentru eficientizarea utilizarii resurselor financiare pe care le gestioneaza astfel incat sa contribuie la optimizarea atat a relatiei cu cetatenii in sensul cresterii gradului de confort individual si colectiv, cat si a relatiilor dintre ei in arealul comun, dar si a comunicarii dintre administratiile locale in interesul cetatenilor si al comunitatii. Studiul a fost realizat prin cercetarea conceptelor si a proiectelor unor orase inteligente in UE pentru a cunoaste modul in care functioneaza mecanismele in raport cu obiectivele UE. Este o abordare conventionala, prin observare, cu accent puternic pe cercetarea teoretica. Pe baza cercetarilor se pot identifica exemple de bune practici care pot valida recomandari pentru viitoarele interventii care ar putea influenta evolutia oraselor inteligente precum si inscrierea lor la obiectivele Strategiei Europene, cu accent pe nevoile populatiei din marile aglomerari urbane. Fiecare oras a fost examinat folosind surse de informatii online (cum ar fi site-urile administratiilor locale si ale site-urilor Smart City) mentionate in literatura relevanta. Prin acest proces, s-au evaluat preocuparile pentru implementarea Smart City in fiecare oras selectat. Analiza in sine se bazeaza pe alinierea dintre obiectivele si caracteristicile portofoliului de proiecte al fiecarui oras precum si a obiectivelor relevante ale Strategiei Europene, iar cercetarea s-a concentrat asupra unei serii de strategii inovatoare ce pot fi dezvoltate in mod practic intr-un oras inteligent performant, identificand teme transversale si solutii Smart City potential replicabile in diferite orase ale Romaniei pornind de la experienta din alte tari europene
Industrial research and experimental development vehicles with brushesless electric motors powered by lithium-ion batteries for personal transportation-gentle electric
The paper aims to present a Romanian company that currently produces a wide range of electric vehicles: electric scooter, electric transportation vehicle for disabled people, electric bicycle and electric kick scooter. Nextrom predicted that in any field, the future requires innovation and it is necessary to develop projects that respect this trend of offering high- performance products with unique qualities, which not only meet an existing demand, but create the desire to have more. Through the projects implemented by ARIES OLTENIA and PLIMM CALAFAT, the creation of a network for electric bicycles in the entire cross-border area Romania- Bulgaria began in order to achieve an improved individual mobility of sustainable transport. In a globalized economy where life is moving so fast, most consumption habits revolve around public transport, common housing and common work spaces. Overview of smart governance: A new approach to Jambi city policy innovation
The concept of the smart city established as a solution of the urban complex problem. The goal of the smart city concept is modern urban management using technical tools that offer state-of-the-art technologies, considering the applicable ecological standards while saving resources and achieving the expected results. In line with this, the government needs to build integrated information, communication and technology services. Therefore, the government has legalized a regulation relating to smart city policy. In 2019, Indonesia introduce The Movement Towards 100 Smart Cities as the jointprograms implemented by Ministry of Communication and Information, Ministry of Home Affairs, National Development Planning Agency and the Presidential Staff Office. The program aims to guide districts / cities in formulating Smart City master plans in order to further maximize the use of technology through digital transformation, both in improving community services and accelerating the potential resources that exists in each local government. Governments need to step up their efforts to fulfil the basic infrastructure needs of citizens, raise more revenue, construct clear regulatory frameworks to mitigate the technological risks involved, develop human capital, ensure digital inclusivity, and promote environmentalsustainability. This article use qualitiative with descriptive approach to examines the state of smart city development in Indonesian local government especially in the aspect of smart governance that have been implemented through 2017-2020, which includes understanding the conceptualisations,motivations, and unique drivers behind (and barriers to) smarty city implementation, which so far contributed to the development of 50 innovation-based applications in the City of Jambi
Improvement of the quality in smart toilet
The development of people in society is influenced by social and economic factors in everyday life, which is why any age group and type of people must be included in our environment and must be offered the independence necessary for a normal life. The focus is on the elderly and disabled people. For helping them, we offer smart toilets, so that they no longer have to worry about basic needs, feeling safe and free to visit places such as malls, hotels, cinemas and concerts. To achieve this goal, the quality of public spaces and the quality of public bathrooms should be improved. Using high technology, this paper aims to develop an intelligent toilet system, especially for the elderly and people with disabilities. In addition to all the benefits of this smart toilet, an air quality monitoring system can be included to start cleaning procedures. It has been shown that humidity, temperature, amount of water, VOC, O2 have a great impact on human health. The study began in the iToilet project, which developed asolution that led to a prototype for home use including the ability to adjust the position and height of the toilet and other auxiliary means using several different technologies. Moreover, it was necessary to develop this concept in public spaces, and the Toilet4Me2 project made this possible by exploring and implementing this concept. Furthermore, the Toilet4Me2 system includes an armrest, vertical adjustment mechanisms, tilting liftfunction and a shower unit, along with emergency identification and detection facilities, plus optional supplements. These facilities are dedicated to elderly and / or disabled users, either able to walk or in a wheelchair
Arhitectura contemporana, intre tabula rasa si adaptarea existentului
Singura constanta din evolutia arhtecturii este schimbarea. Cladirile nu ofera doar umbra si protectie fata de mediul extern, ci au o multitudine de functii de indeplinit si o serie de conditii la care sa se adapteze si la care sa raspunda. Arhitectura s-a transformat din functionala in inteligenta, odata cu noile cerinte ale timpului. De la originea sa, arhitectura s-a dezvoltat pentru a satisface nevoile oraselor si ale oamenilor sai. Cu toate acestea, poate mai mult decat oricand, in vietile complexe de astazi, avand in vedere conditiile fluctuante ale oraselor si mediile in schimbare, arhitectura trebuie sa isi insuseasca o multitudine de functiuni pe parcursul ciclului sau de viata. Astfel, este necesar ca mediul construit sa raspunda la toti parametrii dinamici si sa serveasca scopului existentei sale.Arhitectura moderna a fost in cea mai mare parte dominata de o ideologie esentiala - tabula rasa – inlocuirea vechiului cu noul. Albul, minimalismul si geometria veneau in detrimentul spatiilor complicate, intunecoase si incarcate. Aceasta viziune a condus ca in prezent sa ne aflam prinsi intr-un cerc nesfarsit de demolari si construiri, sub falsa impresie ca mai nou reprezinta implicit si mai bun. Astazi, in situatia in care aproape 40% din emisiile de carbon sunt legate de industria constructiilor [1], continuarea acestor cicluri nu este doar nesustenabila, ci iresponsabila in mod flagrant. Ar trebui ca inainte de a construi ceva nou sa ne punem problema daca nu am putea sa folosim, sa adaptam ceea ce avem deja la dispozitie. Confruntat cu pericolul iminent al calamitatii climatice, dar si cu alte situatii de criza neprevazute, exista un imperativ clar de a regandi modul in care ar trebui sa abordam arhitectura si sa contestam aceasta notiune ca fiecare proiect incepe neaparat cu o placa noua din beton
Space as integrator: from horizontal to vertical urban planning
The ‘smart city’ as an evolving paradigm, situates at the convergence of technology and the city. In fact, a smart city’s development is connected to the ICT technology in such a way that its ‘smartness’ translates into high technological integration. At the same time, the outer space infrastructure opened up critical information to numerous mass market applications, fostering not only urban innovation, but access to fundamental services such as transportation, provision of energy, water and food, and healthcare, among others. Smart cities use information and communication technologies to increase operational efficiency, share information with the public and improve citizens\u27 welfare and the quality of key services. Advances in satellite-based technologies are giving rise to more competitive services, while minimizing environmental and social impacts. Certainly, these intimate integration aspects between space technologies and cities are also valid in the cases of malevolent interventions, disruptive technologies or in any other case in which space technologies are interrupted by intent, this feature trickling down inevitably to the well-functioning of smart cities. In fact, in the moments of failure it is the most visible the profound interconnections between technologies, services and societal well-being. Historically, urban planning has considerably changed over the last century. When, as a consequence of industrialization and massive rural- urban development in the 19th and 20th century, cities expanded beyond their middle-age walls, engineers planned the urban expansion by designing urban street networks, building electricity grids, water supply and sewage networks. In the beginning of the 21st century, a new era of infrastructure development emerged and information and communication entered the stage of urban development. Currently, the smart city adds up another dimension of urban development, one in which urbanization expansion is happening in a networked manner, giving rise to a different reality. The networked city relies on resilience, without which expansion in the ‘vertical’ plane would not have been possible. Thus, drawing from disciplines of urban studies, aerospace engineering and security studies, this research attempts to answer the question related to what is the nature of the relationship between the outer space and smart cities? In order to answer it, the paper looks into the state of the art that involves the concepts of “smart city”, “resilience”, as well as “critical infrastructure protection” and “outer space technologies” in relationship to urban settlements. By disentangling the information provided in the literature, the current research attempts to highlight particular patterns, models, frameworks or tools to be further used and developed when discussing how smart cities and outer space are interrelated, as well as to raise critical questions on contemporary understanding of smart cities
