    Mic Ghid pentru orasele care vor sa devina (si mai) inteligente

    Dezideratul de a deveni un oras inteligent nu e doar una dintre multele optiuni pe care le are o comunitate, ci reprezinta chiar manifestarea responsabilitatii sociale. Ca sa realizeze acest lucru, administratia locala, societatea civila cercetatorii si mediul de afaceri trebuie sa conlucreze pentru a agrea o viziune comuna, strategia, planificarea si actiunile concrete. Pentru a facilita acest proces, articolul este structurat ca un Ghid, oferind exemple de buna practica dar si raspunsuri la 5 intrebari esentiale: DE CE orase inteligente? CINE face CE? CAND si CUM poate deveni orasul tau (mai) inteligent? Dincolo de sfaturile preluate de la experti, lucrarea aduce la un loc informatii si argumente menite sa constientizeze decidentii ca Orasul Inteligent este in primul rand si in mod fundamental despre oameni si mediul in care acestia traiesc, si abia apoi despre sisteme, lucruri sau informatii

    Intr-o era in care societatea este din ce in ce mai mult bazata pe cunoastere si in care tehnologiile digitale au devenit indispensabile pentru realizarea activitatilor de zi cu zi, schimbarea sociala devine o problema a carei rezolvare nu mai poate astepta amanare. Obiective: Aceasta lucrare doreste sa prezinte un cadru asupra importantei dezvoltarii de social innovation labs ca instrumente pentru realizarea schimbarii sociale, inovarea sociala aducand nenumarate beneficii in viata indivizilor. Studii prealabile: Lucrarea prezinta o parte a literaturii de specialitate care se concentreaza pe conceptul de inovare sociala, punand accentul pe laboratoarele de inovare sociala. Abordare: Metodologia folosita pentru realizarea cercetarii este bibliografica – optandu-se pentru studierea lucrarilor autorilor specialisti in domeniu, atat din Romania, cat si din strainatate, cat si empirica – realizata prin construirea unui studiu de caz asupra unor exemple de bune practici privind aceste living labs. Rezultate: Prin intermediul social innovation labs, indivizii formeaza conexiuni unii cu ceilalti, mobilizandu-se in scopul atingerii unui obiectiv comun – acela de a crea un viitor mai bun. Valoare: Cercetarea arata ca laboratoarele de inovare sociala se comporta ca niste laboratoare normale, asadar inventeaza si experimenteaza in privinta gasirii de solutii pentru provocarile lumii actuale. Adesea, acestea genereaza solutii promitatoare. Cu toate acestea, pentru ca solutiile respective sa ajunga un succes, nu trebuie uitat faptul ca elementul esential este componenta umana. Asadar, trebuie luata in considerare capacitatea si vointa indivizilor de a colabora, nu numai prin mijloace electronice, ci si prin metodele traditionale de participare la procesul de schimbare sociala prin inovare

    Lumea in care traim este intr-o continua miscare. Ea se muta de la economia bazata pe productie la economia bazata pe cunoastere. Accentul nu se mai pune pe lumea obiectelor, a lucrurilor tangibile, accentual s-a mutat si continua sa se mute spre lumea ideilor, a intangibilului. Capitalul intelectual este moneda noului mileniu. Folosirea inteleapta a acestuia este cheia succesului. El poate fi privit ca valoare ascunsa a unei organizatii pana de curand nemasurabila. Resursele intangibile si capitalul intelectual sunt conditii esentiale pentru un avantaj competitiv sustenabil si pentru dezvoltarea pe termen lung. Managementul resurselor intangibile si managementul capitalului intelectual sunt esentiale pentru a realiza competitivitatea si convergenta, atat la nivel micro cat si la nivel macroeconomic. Inca din 1943 in discursul rostit la Harvard intitulat The Gift of a Common Tongue, Wiston Churchill afirma ca imperiile viitorului vor fi adevarate imperii ale mintii, si ca atare dezvoltarea viitoare se va fundamenta pe alti factori. In prezent in aceste „imperii” bataliile se duc in alti termini prin faptul ca in noile „imperii” miza vizeaza spectrul talentului si nu pe cel al resurselor naturale. Obiectiv. Obiectivul lucrarii este de a demonstra importanta capitalului intelectual. Studii prealabile. Literatura de specialitate cunoaste numeroase abordari ale temei. Abordare. Tema este abordata din prisma literaturii de specialitate si a studiilor realizate de diferite universitati si ministere din lume, care abordeaza si raporteaza capitalul intelectual. Rezultate.     People are pursuing happiness, they want to experience happiness, which is a matter of intense debate in philosophy, psychology and even economics. This paper, however does not fit into this type of analysis, being a very pragmatic approach to local development priorities and objectives setting by local governments based on development strategies. Research is based on the assumption that people want to be happy, and local governments have the skills and resources to contribute to this desideratum, and traditionally local development goals set by local public authorities focus on items perceived as issues, not on the sources of happiness for the population. This paper aims to identify a method for local development objectives setting based predominantly on the sources of people\u27s happiness and the specific objectives are: to present the competences\powers of the local public administration in Romania, to conduct a questionnaire based survey to identify the sources of happiness for the people in the Bucharest- Ilfov metropolitan area over which the local public administration can intervene, comparing the expectations of the investigated target group with the actions and development objectives proposed by the local public authorities

    Symbolically, the year 1989 - named on the official website of the European Parliament as the Year of Miracles - brought the liberation of the nations of Eastern Europe under the communist regime. The release revealed a picture painted in dark colors of reality, which highlighted the contrast between the two parts of the continent. From the beginning, the states released in 1989 have taken a single path, namely that of real democratization, effective governance, in which citizens become partners and beneficiaries of the political-administrative institutions. This path, which the citizens of central and eastern Europe wanted to go from the beginning, led to accession to the European Union - all the states that regained their freedom in 1989 being today members of the European political and administrative space. But this path meant the complete transformation of the constitutional, legal, administrative, economic, social and moral framework, which led to the adoption of adequate public policies and new constitutions, new laws of public administration and in the field of property, business environment. and so on All these public policies and new normative acts created another reality, closer to the models of articulated societies in the west of the continent. However, citizens feel the need for a deeper transformation of the states and communities in which they live, which forces the political and administrative decision makers to a higher quality conduct, in relation to the highest European standards. In any country, science is obliged to understand the realities in which people act, to find the best models for society and solutions to problems that daily life cannot solve. To achieve these goals, researchers and academics, along with practitioners, must meet constantly, have a deep, open dialogue, following which they formulate new ideas and proposals for improving the political, administrative, economic, social and social framework. moral of their countries, starting from a clear and complete analysis of reality

    Sustenabilitate si rezilienta in localitatile afectate de seism - Exemplu de caz Norcia, Italia

    Dezvoltarea oraselor de-a lungul secolelor folosind aceeasi trama stradala, utilizand acelesi cladiri timp de mai multe generatii au caracteristicile dezvoltarii durabile. Astfel cladirile sunt pastrate, imbunatatite si adaptate noilor generatii, iar Norcia din Italia este un bun exemplu de locuire avand o istorie minunata si realizari economice folosind tehnologia alimentara locala. Dupa cutremurele din 2016, localitatea Norcia a trebuit sa raspunda unei noi provocari, sa fie functionala si sa restabileasca parametrii afectati. Studiul pentru prezentare include restructurarea functiilor vitale ale orasului, pastrand in acelasi timp comunitatea locala. Orasul compact deteriorat in urma seismelor, a necesitat relocarea unei parti a populatiei in apropierea zonei industriale existente, zona situata in afara zidurilor de aparare. Metodele de investigare ale studiului, implica diagramele si concluziile dupa observarea directa, a documentelor intocmite pentru autoritatile din Norcia, precum si a articolelor din presa locala si nationala din Italia. Dezvoltarea durabila implica, de asemenea, rezolvarea problemelor de locuire in spatii sigure, iar comunitatea locala continua sa se dezvolte prin echilibrarea conservarii si consolidarii cladirilor vechi deteriorate, cu functionarea optima in zone separate, nou create dupa 2016, pana la reabilitarea cladirilor deteriorate. Conform Acordului de la Paris din 2015 privind schimbarile climatice si obiectivele de dezvoltare durabila, sectorul alimentar, turismul si constructiile pot fi un bun sprijin pentru dezvoltare, iar Norcia are toate premisele pentru o reconstructie si dezvoltare a zonelor deteriorate, astfel incat sa ajunga la un mod de locuire adecvat care sa corespunda cerintelor de sustenabilitate contemporane. Exemplul de caz poate constitui un reper pentru localitatile afectate de seisme precum si anticiparea masurilor necesare, si a planurilor de management privind gestionarea riscurilor in localitatile expuse acestui tip de hazard

    Smart citizens, smart administration – between rights and responsibilities

    This paper`s objective is to offer an assessment of the level of accomplishment of the country`s obligations in smart developing the public systems of the local authorities, the citizenry`s competencies and also the way in which the fundamental rights are known and respected in the elaboration and implementation process of the local digitalization strategies. Romania`s sustainable and intelligent development needs theoretical models, but also best practices where respecting fundamental rights and liberties should be valued. The public sector, the local administration`s services have to evolve and modernize for a smart and digital functioning in the use of citizens and with their support. Digital transformation through less bureaucracy and by walking through the specific steps – the digitization (by obtaining data) and the digitalization need to take in consideration also guaranteeing the constitutional rights and liberties. Conforming with specific rights and liberties legislation during the process of obtaining the status of an intelligent city represents a right and also a responsibility, in equal measure, for both citizen and authorities. Identifying and adopting policies, methodologies and developing practices of public systems as to become intelligent cities have to harmoniously incorporate legislation, technology, predictability, feasibility and acceptance by the citizen as a final point in the curve of a realistic level of expectation. It is the state`s obligation to educate its people and companies regarding the benefits offered by the technology of information and by the electronic public services, to elaborate national plans for developing the digital competencies of citizens, but also of public administration, to elaborate and implement regulatory, supervisory and control measures of the digitalization process respecting the fundamental rights and liberties of its citizens at the same time. Thus, two case studies will be presented and their means of application, by two city halls, the local digitalization strategies for optimizing the interconnection between citizen and public services

    Gestionarea durabila a padurilor urbane in orasele inteligente

    Dezvoltarea oraselor inteligente face parte dintr-o serie de obiective de dezvoltare durabila centrate pe bunastare economica, sociala, culturala,, iar unul dintre domeniile definitorii pentru evaluarea calitatii vietii il reprezinta modul in care sunt gestionate spatiile publice verzi, implicit padurile urbane. Ca principiu, tranzitia la orasele inteligente nu inseamna renuntarea la toata dezvoltarea existenta si infiintarea unor orase noi, dupa tipare noi, standardizate, ci dimpotriva. Acest proces trebuie centrat pe contextul si ecosistemele actuale. Prin concepte si tehnologii noi, orasele inteligente trebuie sa restabileasca echilibrul natural primordial, iar spatiile verzi sa fie adaptate circumstantelor actuale si astfel sa contribuie la atenuarea schimbarilor climatice resimtite la nivel global. Din aceasta perspectiva, in Romania, tranzitia catre orasele inteligente trebuie sa porneasca de la presiunile cu care se confrunta mediile urbane, in special Capitala, in special la carenta spatiilor verzi, amplasarea, tipologia, starea si managementul acestora. Tema este deosebit de vasta, astfel ca studiul curent reprezinta un preambul al unei serii de studii intreprinse avand ca obiectiv final restabilirea echilibrului natural si conservarea biodiversitatii din mediul urban. Cercetarea are in vedere identificarea principalelor deficiente ale modului in care au fost create si gestionate spatiile verzi din Bucuresti si elaborarea directiilor prioritare pe care autoritatile trebuie sa le impuna pentru dezvoltarea padurilor urbane si gestionarea durabila a acestora. Rezultatele preliminare indica faptul ca elementele antropice au fost dezvoltate pe seama scaderii intinderii si calitatii elementelor naturale, in special in anii in care dezvoltarea imobiliara si comerciala a fost orientata spre centrul orasului. Mai mult, in demersurile efectuate cu privire la spatiile publice verzi, multe dintre speciile folosite nu (mai) sunt adaptate conditiilor climatice si urbane actuale. Lucrarea se adreseaza autoritatilor locale, agentilor economici, cercetatorilor si publicului larg, fiecare dintre acestia avand un rol important in crearea si gestionarea durabila a padurilor urbane romanesti

    URBAN IDENTITY Highlighting the Landmarks - The Tale of One City

    According to urban and environmental psychology studies, city residents are developing an attachment, a behaviour and an attitude towards the city they inhabit depending on physical elements present in the city space but also abstract elements related to the history, fame or cultural background of the city, of some events that took place in the city or personalities who lived in the space they travel, use and finally appropriate as "their city". The "silhouette" of the city is often recognized by visually identifying the silhouettes of the striking visual elements such as: historic buildings, structures made up of interesting, unique volumes and which are defined as an emblematic landmark for the respective city, as the Eiffel Tower is emblematic for the city of Paris, the CN Tower for Toronto, the Opera House for Sidney, the Romanian Athenaeum for Bucharest, the Parthenon Building for Athens, a.s.o. Such architectural landmarks give the city a unique urban identity and provide the inhabitants a sense of historical, cultural belonging and important international prestige. A city, however, has multiple striking visual accents, which, in addition to the importance given by their historical, cultural or architectural value, have also the role of visually contributing to the definition of the urban space itself, the cohesion of the urban fabric, being important landmarks for the orientation of the inhabitants and visitors in the urban space. As a result we can conclude that it is necessary for these urban landmarks to be extremely well highlighted from a visual point of view. We will see what are the modalities of insuring a good visual access to those landmarks by a correct design and management of the public outdoor circulation routes, correct artificial lighting, controlling the volume of the vegetation, and a well designed and accessible digital and physical informative platform
