Creativity as an urban term in the contemporary smart cities’ education
Today, when the quantity of information that we have at our disposal in every domain of knowledge is huge, and the quality that we can achieve is particularly high, creativity is a major cross-curricular goal in education. The optimal management of the gigantic pool of information that we have available and the creation of new associations between ideas, new concepts can not be accomplished in the absence of creativity. In this context, within the foreign language class, creativity can play a double role, of the premise and the objective to be attained. Relying on the creative potential of children, the teacher can imagine contexts and activities to facilitate the learning of language structures and vocabulary related to the children’s familiar universe and daily activities. At the same time, it is precisely such contexts that can positively influence the development of the creative potential of small learners who are making their first steps towards discovering a new languages and civilisations
Utilizarea sistemului Cloud pentru implementarea registrului roman de boli reumatice - punct de referinta pentru modernizarea sectorul public de sanatate din Romania
Sistemul ingrijirilor de sanatate reprezinta un pilon important al unui oras inteligent. Pentru modernizarea si eficientizarea acestuia o solutie inteligenta o reprezinta utilizarea tehnologiilor informatiei si comunicatiilor in sanatate, adica eHealth. In Romania, o etapa necesara in acest sens a constat in implementarea Sistemului Informatic Unic Integrat de la Casa Nationala de Asigurari de Sanatate. Platforma oferita de SIUI a permis lansarea altor proiecte informatice importante (cardul national de sanatate, cardul european de sanatate, reteta electronica etc.). Prin dezvoltarea SIUI s-a realizat interconectarea acestuia cu diverse sisteme informatice, din sistemul sanitar, dar si exterioare lui, si anume cu sistemele altor institutii. O etapa importanta in construirea unui sistem digital integrat de sanatate il reprezinta registrele electronice ale pacientilor. In componenta registrelor electronice se afla fisa electronica a pacientului, element de baza al oricarui sistem medical modern. Un proiect de referinta pentru sectorul public de sanatate din Romania este sistemul cloud Registrul Roman de Boli Reumatice care a permis realizarea unui flux monitorizat al dosarelor electronice ale pacientilor cu boli reumatice, accesul mai rapid al bolnavilor la medicatie, intr-un mod standardizat, prin procese online de evaluare si de aprobare a dosarelor
Pilot project for the introduction of modern and intelligent public lighting in the Municipality of Resita
The paper presents the results of a pilot project in 2013 for the introduction of modern and intelligent public lighting in the city of Resita. Control of public lighting is achieved by dimming of programmable steps manually or automatically. The intelligent system interacts with the human operator through a web interface that allows both the checking of the functioning of the luminaires and the view of the electrical parameters. Moreover, the system allows telemanagement of consumed electricity, consumption reports and others. The obtained results highlight both the luminous?technical parameters corresponding to the current standards, as well as the highest energy efficiency. By obtaining grants from the European Union, the application will be extended to the entire city of Resita, so smart lighting will represent in the Municipality of Resita as one of the components of the smart city
Smart city war on fat
The increasing incidence of obesity in our country and the emergence of disease at younger age, in children and adolescents, led the Ministry of Health to initiate, starting with October 2008, a program to combat this scourge. The National Health Insurance House (CNAS) carried out this program through the expert committee over 8 years and we want to know if the program has achieved its purpose and which was the compliance to the treatment of the patients included in the program? We wanted to highlight the fact that the various tools of modern technology are useful in fighting obesity but not enough. Despite the interest shown by the governments and scientists in various areas of obesity, the success in fighting this disease is very modest. The present paper attempts to formulate some hypotheses regarding the low compliance of these patients to treatment. These are children and adults with morbid obesity, with difficulty in traveling, with low self?esteem and feelings of fear related to the reaction of others. They have problems of communication with: family, teachers, friends, medical staff, authorities etc. All this contributes to the endless cycle of dissatisfaction, lack of hope and lack of control of one\u27s own life. Excessive eating hidden many dysfunctional thoughts. We analyzed the results of The Slimming Program and formulated some assumptions about the modest results obtained by obese patients in the complex weight loss process. In addition, we listed some advanced technical solutions for the permanent monitoring of the health of these patients, without having to travel to various sanitary units. Communication and permanent support for patients with obesity in the complicated process of slimming, especially from family and medical staff, are essential to the success of any action in this regard

Comisia Mondiala pentru Mediu si Dezvoltare defineste Dezvoltarea Durabila ca fiind „Dezvoltarea care urmareste satisfacerea nevoilor prezentului fara a compromite posibilitatile generatiilor viitoare de a-si satisface propriile nevoi”. Principiul care sta la baza acestei definitii este acela ca resursele naturale sa nu fie consumate peste capacitatea lor de regenerare. Practic acest lucru inseamna ca, costul de consum al resurselor consumate sa fie platite de cei care le folosesc. Multe dintre provocarile sociale, economice si de mediu dominante de astazi sunt rezultatele unei cresteri economice rapide ce depasesc capacitatea noastra de analiza si control
Noua paradigma e economiei circulare si implicatiile ei asupra dezvoltarii inteligente a localitatilor
Asistam azi la un fenomen unic in istoria civilizatiei umane, cand provocarile si complexitatea lumii ne obliga la o reconsiderare a modelului economic actual. Daca, pana acum, evolutia statelor lumii s-a facut printr- o exploatare intensa a resurselor naturale, cu consecinte profund negative asupra mediului si calitatii vietii umane, in ultima vreme, forurile internationale propun o serie de masuri care sa asigure tranzitia spre o societate sustenabila. Astfel, s-a nascut o noua paradigma, cea a economiei circulare, prin care se urmareste atat reducerea la minim a generarii de deseuri, cat revitalizarea standardelor etico-morale, economice, sociale si politice in vederea imbunatatirii semnificative a vietii oamenilor. In Romania, procesul de implementare a noului model economic va trebui sa raspunda schimbatilor rapide care au loc in domeniul tehnologiei si sa includa proiecte urbane inteligente. Iar pentru indeplinirea acestui deziderat este necesar sa redefinim principiile si strategiile de dezvoltare, sa asiguram un cadru legislativ adecvat si, de asemenea, sa cream o cultura a sustenabilitatii
E-guvernarea, Romania 2000-2030. Orase inteligente si dezvoltare urbana
Un sector public eficient si productiv poate fi un factor puternic de crestere economica, prin intermediul sprijinului oferit pentru sectorul privat si guvernarea acestuia. Aceasta lucrare isi propune sa puna in evidenta atat impactul e-guvernarii in societatea actuala si dezvoltarea acestui concept in Romania, cat si dezvoltarea urbana in corelatie cu crearea unor orase inteligente. Intreaga lume resimte revolutia in domeniul tehnologiei informatiei si comunicatiilor, avand o mare influenta asupra modului in care mediul economic, cetatenii si administratia opereaza si interactioneaza intre ele. E-guvernarea este un element esential in crearea unui oras inteligent, oferind rezolvare foarte multor probleme cu care se confrunta cetatenii, iar astfel creste calitatea vietii si este promovata inovatia. Digitalizarea vietii cotidene conduce la diminuarea timpului acordat activitatilor uzuale si necesare, oferind cetatenilor mai mult timp liber care poate fi dedicat activitatilor placute, fapt ce conduce la cresterea gradului de satisfactie fata de administratie
Can we use waste generation as a smart indicator?
Improving environmental quality is one of the prominent purposes of the governments in developing countries where additional international pressures with an increasing level of environmental awareness exist. Environmental quality models are predicted by using generally its components such as air pollution, emissions, demand and awareness to protect it, but by somehow lack of municipal solid waste generation and municipal solid waste management expenditures. Objectives This study aims at exploring the effects of municipal solid waste generation per capita, municipal solid waste expenditures per capita, and waste expenditures rate on environmental quality. Prior work A range of assessment tools have been designed to provide holistic picture of smart cities and many common prospects of the system. Focusing on the specific domains of the smart city concept, some scholars propose four smart environment indicators, including attractiveness of natural conditions, pollution, environmental protection and sustainable resource management. Approach The current study constructed a national dataset from Turkish provinces, including environmental indicators, running a causal relationship model. Hierarchical regression analysis was conducted to explore the relationship between environmental quality and municipal solid waste management. Results The mean of environmental quality index level in 81 cities. The mean of annual municipal solid waste generation in 81 cities was 429 (± 100.25) kg per capita in Turkey in 2016. Municipal solid waste expenditures per capita was a predictor of environmental quality level. Implications The findings of this study signal that we can estimate the level of environmental quality by using municipal solid waste management in the next years. Our results showed that municipalities’ solid waste management expenditures clearly had an impact on environmental quality level in Turkey. This type of convergence of interests might get municipalities to adopt municipal solid waste management programs adopting IT towards better environmental quality level. Value Environmental quality level turned out to be reflecting environmental inequality in the provinces of Turkey
Project management of road infrastructure in Iraq
Road infrastructure is one of the main factors affecting the development of the country’s economy and has directly contributed to supporting all economic sectors through the provision of logistical support in the establishment of projects The main objective of this paper is to show the importance of road infrastructure and its impact on the Iraqi economy. There are many previous studies that emphasized the importance of road infrastructure and its contribution to achieving economic stability in the case of low oil imports where transport imports for 2015 amounted to 34.3 billion dinars This study was conducted by Iraq because it is one of the countries that have a privileged position in the Middle East and are relying mainly in Iraq on road infrastructure rather than river or air transport infrastructure. So the approach for this paper the case study which was done. The results of this study are that the road infrastructure contributed to raising the economic level of the country as well as the face of Iraq not to rely primarily on oil resources only and therefore this study also concluded that it must rely on several criteria that will affect the development and development of this country
Povestea a doua orase inteligente
Ante Scriptum: Orice salt de dezvoltare sau revolutie in istoria civilizatiei umane a avut ca preambul o perioada de cautari si confruntari teoretice, care au fost catalizatoarele respectivelor shift-uri in paradigma istorica. Teoretizarea are rostul ei, si se doreste prin lucrarea de fata a se deschide drumul unei adaptari a teoriei de arhitectura la noile concepte legate de modelul smart city. Deasemenea, investigam predictibilitatea destinului organismului smart city si posibilele directii de morfogeneza. Studiul are la baza revizitarea conceptelor de loc si limita cu noi conotatii dezvoltate de tehnologia care are un rol de mediere vizavi de individ si comunitati. Prin redefinirea lor, conceptele capata caracteristici de variabile sau functii matematice, care pot studia sau genera eficient modele de comportament viitor ale oraselor inteligente, aceste entitati teritoriale duale, cu corp si, iata, o inteligenta artificiala IA ( IoT, aplicatii, cloud, softuri). Unul dintre aceste modele este teoria catastrofei, care poate prevedea limitele acceptarii saturarii fenomenologice (in sensul filosofic al lui Jean-luc Marion) de catre individ, sau in extremis, de catre societate. Vom descrie modul in care poate fi aplicata teoria catastrofei utilizand notiuni de teoria arhitecturii cuantificate, si modul in care sistemul filozofic al donatiei descris de Marion poate ajuta la trasarea limitelor existentei orasului inteligent. Abordarea este de tip teoretic folosind inferenta, observatia si exemplificarea prin studii de caz. Metodele de cercetare pot fi doar de natura eclectica si interdisciplinara, care sa lege teoriile atmosferelor arhitecturale, ale donatiei din filozofia fenomenologica si ale matematicii aplicate. Metoda traducerii in variabile cuantificabile a valorilor de loc si limita, are la baza incarcarea notiunii de loc a lui Christian Norberg- Schulz, cu valente conectate la specificitatea data de medierea tehnologiei intre individ si loc. Rezultatele sunt modele de comportament de natura bivalenta, filosofico matematica, pentru a descrie o noua teorie a arhitecturii, o teorie a locului inteligent. Acest tip de loc architectural cu setul lui de parametri, este un element nou de studiu, in continuarea cercetarilor din domeniul arhitecturii avand ca obiectiv diminuarea riscului si prevenirea pierderilor la hazardurile ce ameninta acest oras inteligent, fie ele antropice sau naturale
