Overcoming challenges of managing urban parking space in developing cities
This paper presents findings from a study carried out to examine involvement of private partners in managing urban street parking in Kampala City Council Authority. The objectives that guided the study were: to examine how public private partnerships expertise contributed to improvement in urban street parking in Kampala Capital City Authority. Specifically, the study aimed at examining how public private partnerships stakeholders’ involvement and parking regulations compliance contributed to urban parking management regulations in Kampala City. The study adopted a descriptive and analytical design, which involved reviewing available literature and the collection of primary data from contracted firms and KCCA staff, using both qualitative and quantitative approaches. Findings revealed positive contribution of the expertise of the private partners in urban parking management as manifested in regulation compliance and involvement of stakeholders especially drivers in designing changes in street parking regulations and in identifying priority parking spaces. The study recommends that while contacting out management of street parking to private actors, assessments of their technical expertise and financial capacity should be put in fore considerations
The infosecurity polygon concept
In support of research/development in infosecurity in the Republic of Moldova, the PINFOSEC polygon is being implemented. The polygon will create the conditions and provide the necessary infrastructure and tools for conducting experiments/research/adaptations/developments, based on which practical recommendations will be elaborated and differentiated infomatics security (i- security) solutions will be proposed, taking into account the particularities of the republic. PINFOSEC concept defines basic objectives, determines functional structure, describes technological platform (SECIM), outlines SECIM modules and formulates principles of creating the system of infosecurity models (SIMOSI) for application as needed. SECIM modules will be implemented within the SIMOSI system, through simulations their characteristics will be researched, and further the afferent, depending on the case, i-security solutions will be developed to strengthen performances. Within PINFOSEC infospace, the INFOSEC website will be integrated. Its aim is to inform public administration institutions, economic agents, organizations and population about dangers, vulnerabilities, incidents, means and necessary actions of i-security and of other important aspects in the field. To begin with, the results of an incipient assessment of i-security state in enterprises, organizations, institutions (EOIs) are at the base of works within the polygon. These results are obtained by an online survey using 24 indicators. According to this survey, the percentage of EOIs with high i-security performance for EOIs with over 500 employees is about twice as high as that for EOIs with up to 10 employees. It is estimated that PINFOSEC will significantly contribute to creating the necessary conditions for improving the i-security of EOIs and of population in the republic
Some considerations regarding the trilemma of technological civilization: between tradition, conservatism and revolution or about Traditional Education vs. Digital education
Traditional learning combined with digital learning is becoming more and more attractive. Thus, there is no sudden transition from traditional to digital, both bring added value if combined, and the change and transition to digital education only is easier to assimilate, especially by teachers, who have been educated and "trained" many years in the classic, traditional way. And the sudden transition to the digital environment can give rise to frustration, but especially to resistance to change. The blended approach of online and conventional education also provides human interaction with teachers being able to provide real-time feedback. Thus, time is saved and other costs are reduced, even eliminated. Now that options exist, it\u27s up to students and teachers to decide which option to choose. In addition, the process of digitization of education is long-lasting. The only certainty being that we are only heading there, towards technology in all fields, this being the natural course of evolution, the only certainty of life remaining, of course, change. The development of e-health in the health system of the Republic of Moldova – a tool for sustainability in the context of European practices
The digital transformation of the national economy, including public health, is one of the main research directions not only for technical specialists but also for sociologists, economists, political scientists, and researchers from other fields. It becomes clear that these processes have a significant impact on the quality of life of the population and its components. The prospects of R. Moldova\u27s integration into the EU lead to the emergence of new requirements that must be implemented for all public products and services provided by the state, especially those dealing with public health. The article analyzes the impact of the digital economy as a promising direction for health services. The study aims to identify aspects that address certain issues regarding the impact of global and local developments in health computerization and the development of solutions to improve the effectiveness of the provision of health services, through the mass computerization of medical services. The following research methods were used to achieve the aim and objectives: documentation, selection and bibliographic synthesis of statistical information from national and international medicine. Graphical, tabular and comparative analysis methods were used for visual and representative interpretation. Methods of grouping, synthesis, induction, and deduction of statistical data were also used. Ensuring the standardization of work tools, necessary to allow the cross-border circulation of electronic information on public health, is conceived in various European documents, which provide for their implementation in medical services in the countries that have joined the EU, including candidate countries such as the Republic of Moldova

This research aims to investigate the multidimensional linkages between cyber resilience in smart cities and outer space security. The objective is to provide insights into the challenges, opportunities, and policy implications for ensuring the security and resilience of smart cities in an increasingly complex geopolitical context. The study builds upon prior research on smart cities, cybersecurity, and outer space security, recognizing the criticality of outer space infrastructure and its interdependence with the cyber sphere. The approach used in this research involves a comprehensive analysis of existing literature, case studies, and empirical evidence. The results highlight the potential consequences of cyber incidents on outer space infrastructure and the subsequent disruptions to critical services in smart cities. This study underscores the importance of robust cybersecurity measures to safeguard space-based infrastructure and emphasizes the need for proactive approaches to enhance cyber resilience in smart cities. The implications of this research extend to academics, researchers, policymakers, and practitioners involved in smart city planning, cybersecurity strategies, and the integration of outer space security frameworks. The key contribution of this study lies in its exploration of the interdependencies between cyber resilience and outer space security, providing valuable insights to protect smart cities from cyber threats and ensure the reliability and security of urban environments in an interconnected world
Using RPA for data generation using OCR platforms in Mediterranean University of Albania
The increase in the amount of data today has led to the use of computer applications in order to manage processes precisely. Robotic process automation (RPA), also known as software robotics, uses automation technologies to mimic back-office tasks of human workers, such as extracting data, filling in forms, moving files, et cetera. Optical character recognition (OCR) is sometimes referred to as text recognition. An OCR program extracts and repurposes data from scanned documents, camera images and image-only pdfs. OCR systems use a combination of hardware and software to convert physical, printed documents into machine-readable text. Hardware such as an optical scanner or specialized circuit board copies or reads text then, software typically handles the advanced processing. Process Automation in Azure Automation allows you to automate frequent, time-consuming, and error-prone management tasks. This service helps you focus on work that adds business value. In this paper, I will use the above-mentioned technologies to realize the automatic data generation process for the construction of an online library. In addition, the level of data accuracy will be studied in the automation of data generation from pdf files to mySql. The application will be built in front end html and back end php programming language and mySql database. These tests will be done by inserting more than 17000 books in pdf format
Un modèle politico-économique suédois pour l’Europe?
À son âge vénérable, l’Europe étale ses accessoires et ses joyaux de la couronne pour ceux qui veulent encore la contempler, tout en rattachant son glorieux passé à d’autres nations d’Asie, d’Amérique du Sud et du Moyen Orient qui l’écoutent d’une sourde oreille, pour ne pas froisser cette vieille frivole qui a subi de nombreux liftings. En réalité, en dépit de ses efforts pour plaire, elle n’est plus séduisante! Est-que les germes de la décadence de civilisation rongent son système de l’intérieur? Ou, tout simplement, son dernier lifting d’il y a 60 ans estil un échec? Ce sont des questions que le citoyen européen se pose et la classe politique tente de les interpréter à son avantage à la veille des élections européennes de mai 2014. En outre, l’assemblée de l’Union bat des ailes économiquement depuis bientôt 6 ans, et politiquement et institutionnellement, depuis plus de 20 ans, sans montrer un signe de relance crédible pour la population désabusée par les promesses électorales. Au point que les financiers internationaux commencent à douter de la résorption complète de cette crise, tout en concevant des scénarios catastrophes comme l’éclatement de la zone euro et l’insolvabilité de certains États, avec toutes les répercussions négatives imaginables pour l’économie internationale1. Dans ce contexte, l’expérience de la Suède durant les années 1990 peut-elle servir d’exemple à ceux qui cherchent à résoudre la double crise bancaire et souveraine, ce pays ayant connu une situation semblable à celle que connaissent actuellement certains pays de l’UEM (l’Union Économique Monétaire)? Conceptul de „oras inteligent”
Conceptul de „oras inteligent” presupune o abordare interdisciplinara si o relationare directa cu o serie intreaga de concepte si dimensiuni care vizeaza procesul dezvoltarii locale, urbane, metropolitane si, nu in ultimul rand, regionale. Dezvoltarea unui „oras inteligent” reprezinta prin urmare o provocare semnificativa pentru actorii direct implicati, actori care pot fi identificati in cadrul sectorului public, privat, precum si in cadrul sectorului tertiar.
Problematica „orasului inteligent” poate fi abordata fara insa a ne limita la acestea, din perspectiva unor topicuri precum e-government, educatia IT pentru functionarii publici, dezvoltare si planificare urbana, arhitectura, sociologie urbana, economia oraselor, precum si protectia mediului, fiecare dintre aceste topicuri contribuind la aparitia si dezvoltarea conceptului de oras inteligent (smart city). Articolul de fata isi propune, plecand de la topicurile mentionate, prezentarea intr-o maniera succinta a principalelor dimensiuni care in opinia autorului influenteaza aparitia, dezvoltarea si constientizarea conceptului de „oras inteligent”
Retelele sociale si rolul lor in societatea de astazi
Lumea se schimba. Daca generatiile precedente erau obisnuite sa dialogheze „face to face”, astazi spatiul public capata o noua dimensiune, denumita „face 2 face”. Obiceiul de a vorbi la telefon este astazi inlocuit cu utilizarea aplicatiilor de social-media disponibile pentru telefoane mobile... Ce au de castigat oamenii din comunitatile virtuale, altfel spus, ce ii face sa continue sa impartaseasca informatii cu altii, pe care probabil nu-i vor intalni niciodata fata in fata? Raspunsul lui Marc A. Smith a fost: „capital social in retea, capital de cunoastere si comuniune” – oamenii pot pune putin din ceea ce stiu si ceea ce simt in reteaua on-line si pot extrage cantitati mai mari de cunoastere si oportunitati de socializare decat au investit. Lucrarea de fata prezinta putin din dinamica acestui nou model de comunicare si dimensiunea pe care acesta a capatat-o astazi
Participarea electronica.
Formele de comunicare ce s-au schimbat prin maximizarea utilizarii de mass-media. Astfel ele confera spatiului administrativ noi provocari. In timp ce interesul pentru democratia institutionala pare a se reduce printr-un declin lent, dar constant, vizibil in participarea cetatenilor la vot, activitatile de miscari sociale iau amploare din nou - a caror profesionalism nu era cunoscut pana acum. Gama de posibilitati tehnice confera noi posibilitati de coordonare care incurajeaza activarea si facilitarea participarii formative in mod semnificativ. Concetatenii, care au interese politice au admis de ceva vreme si au recunoscut existenta urmatorului factor: Se creeaza o cultura, din ce in ce mai participativa, care ofera oportunitati excelente pentru administratiile democratice. "Cunoasterea multimii" (Crowd) apare descrisa in anumite domenii - cum ar fi cele de dezvoltare urbana - drept o modalitate foarte buna pentru proiectele planificate prin integrarea timpurie si cuprinzatoare a partilor afectate si a celor interesate. De asemenea, aceasta cauza incurajeaza o mai larga acceptare, sprijin si mai mare pentru a obtine calitatea in decizie. In timp ce metodele conventionale de participare cetateneasca au inclus un numar redus de actori, intrucat acestea se caracterizeaza prin inflexibilitate temporala si locala de obicei, utilizarea metodelor de E-Participare sunt incarcate cu optiuni de dialog semnificativ avansate, insotite de relativ putin efort. Astfel se ofera un acces mai larg la public
