Augmentarea spatiului urban – perceptie si interactiune sociala
Termenul de spatiu augmentat a fost inventat de Lev Manovich in 2002, definindu-l drept un „spatiu fizic peste care se suprapune un schimb dinamic de informatie”. Augmentarea spatiilor se intalneste acum la diverse scari (de la smartphones la fatadele media) si cu predilectie in mediul urban. Fie ca avem de a face cu panouri publicitare de mari dimensiuni (integrate sau nu intr-o cladire) sau cu mici experimente artistice, peisajul urban primeste o infuzie cu media digitala, generand noi interactiuni si producand noi tipuri de spatii sociale.In aceasta lucrare sunt discutate exemple notabile de augmentari in spatiul urban, punand in discutie efectele produse de aceste interventii, dar si masura in care aceste hibridizari ale spatiului pot imbunatati calitatea vietii si interactiunea sociala. Lucrarea isi propune sa arate marea varietate de abordari si modul in care augmentarea spatiilor poate raspunde la diverse probleme actuale de la formarea de identitati si repere la aspecte de constientizare a populatiei, de sustenabilitate, de socializare, reintegrare si de conservare a patrimoniului construit

Consideram ca cercetarile realizate prin mijloace proprii au o contributie importanta la influentarea nivelului de trafic in zona de interes studiata si, prin extensie, in toate zonele de interes similare din oras. Aceste consecinte bazate pe ipoteze pot constitui fundamentul unor politici publice si al unor decizii administrative care, daca sunt aplicate corect si consecvent, pot tine sub control cererea de transport in zonele critice ale orasului si pot ajuta la dimensionarea corecta a capacitatilor de transport.1 Masuratorile au fost efectuate in zona Lujerului si strazile adiacente. Atat rezultatele cercetarii, cat si situatia actuala a traficului in aria studiata confirma aceasta opinie. In ultimii 12 ani au fost demolate peste 27.000 de puncte de comert de proximitate (fostele chioscuri), care au fost inlocuite de doar cateva hipermarketuri. Alte aproximativ 11.500 de magazine mici si-au schimbat profilul datorita concurentei hipermarketurilor in centrul orasului. Toate aceste decizii au avut o influenta foarte importanta in cresterea nivelului de trafic in zona centrala si mediana a orasului

Ecopolis: reinventarea orasului
Urbanizarea a fost, fara indoiala, una dintre componentele definitorii ale modernizarii si, deopotriva, un criteriu de evaluare a performantei societatii umane angajate intr-un proces contradictoriu de retragere din fata naturii in interiorul zidurilor cetatii si, respectiv, de expansiune a acestora in areale naturale. In ultimele decenii, pe fondul amplificarii crizei ecologice, a devenit imperativa reconsiderarea relatiei omului cu natura, in general, a orasului cu mediul natural, in particular. In acest context, a fost pusa in circulatie, prin contributia lui Downton (1989), Koskiaho (1994), Girardet (2004), sintagma „ecopolis”. Sintagma care a fost primita cu rezerve, fiind considerata o „contradictio in terminis”: un ecopolis autentic nu poate exista de vreme ce edificarea unui oras presupune dislocarea naturii si crearea unei nise alocate in exclusivitate omului. Comunicarea prezenta propune examinarea posibilitatii reinventarii orasului si a realizarii, pe aceasta baza, a ecopolisului ca manifestare a culturii ecologice, a adoptarii unui nou mod de gestionare a cunoasterii, de intelegere a raportului omului cu natura si de concepere a menirii orasului

Un sector public eficient si productiv poate fi un factor puternic de crestere economica, prin intermediul sprijinului oferit pentru sectorul privat si guvernarea acestuia. In momentele in care guvernele se confrunta cu provocarea de a asigura consolidarea financiara in timp ce stimuleaza cresterea, competitivitatea si ocuparea fortei de munca, exista o justificare solida pentru cresterea eficientei, o mai buna guvernare, o livrare mai rapida a serviciilor oferite si o implicarea mai mare a utilizatorilor in sectorul public. Desi sectorul public trebuie sa inoveze pentru a satisface cererea tot mai mare a cetatenilor, inovarea in acest sector se defineste si identifica mai greu, eforturile de a o intelege mai bine si de a o promova fiind mult incetinite de o lipsa de probe cantitative

Innovation in the public sector has become an important focus for governments around the world over the last decade, as they try to solve intractable policy problems. The pressure on governments to do more with less in response to shrinking budgets and expanding community expectations and obligations has led to a much greater focus upon how the public sector manages change and innovation. Innovation means producing something new; that is, doing things differently or in a new form. Looking at the concept in a historical perspective it is an economic phenomenon — meaning new ways of producing more for less. It is the process of invention; whether that is a product, a technology, a service, a new type of production, a new process or a new form of collaboration. In the context of innovation in this article I would like to present the General Directorate of Social Assistance and Child Protection District 6, and their innovative project called SocialXChange. I decided to focus on the General Directorate of Social Assistance and Child Protection District 6, and their innovative project SocialXChange because the philosophy of this project and the project itself can be a model for many other organizations, private or public organizations. SocialXChange is more than a charity shop. The program is a tool for management and allocation of resources of the 6th District community, fostering social cohesion, involvement and empowerment. Rolul Autoritatii Electorale Permanente in organizarea si desfasurarea alegerilor la nivel national
Lucrarea descrie importanta Registrului electoral si a celui privind sectiile de votare din tara dar si rolul pe care il are Autoritatea Electorala Permanenta in organizarea si desfasurarea alegerilor alaturi de alte institutii implicate cum ar fi: Ministerul Afacerilor Interne, Ministerul Afacerilor Externe, Institutul National de Statistica, prefecturile si primariile. Autoritatea Electorala Permanenta este institutia administrativa autonoma fundamentala a statului roman care urmareste organizarea si desfasurarea operatiunilor electorale, in scopul asigurarii conditiilor corespunzatoare de exercitare a drepturilor electorale, a egalitatii de sanse in competitia politica, a transparentei in finantarea activitatii partidelor politice si a campaniilor electorale. Autoritatea Electorala Permanenta are misiunea de a asigura organizarea si desfasurarea alegerilor si a referendumurilor, precum si finantarea partidelor politice, cu respectarea Constitutiei, a legii si a standardelor internationale in materie. In prezent, organizarea si functionarea Autoritatii Electorale Permanente (AEP) este reglementata prin Legea nr. 208/2015 privind alegerea Senatului si a Camerei Deputatilor, precum si pentru organizarea si functionarea Autoritatii Electorale Permanente, cu modificarile si completarile ulterioare, precum si in Regulamentul de organizare si functionare a Autoritatii Electorale Permanente, aprobat prin Hotararea Birourilor permanente ale Camerei Deputatilor si Senatului nr. 4/2016. AEP exercita printre alte atributii principale prevazute de art. 103 din Legea nr. 208/2015 si pe cele referitoare la monitorizarea securitatii sectiilor de votare, a buletinelor de vot si a celorlalte documente si materiale specifice perioadei electorale; monitorizarea intocmirii si tiparirii listelor electorale permanente; monitorizarea si controlul actualizarii Registrului electoral; administrarea Registrului electoral si a Registrului sectiilor de votare. Registrul electoral este un sistem informatic national de inregistrare si actualizare a datelor de identificare ale cetatenilor romani cu drept de vot si a informatiilor privind arondarea acestora la sectiile de votare, administrat de Autoritatea Electorala Permanenta. Datele si informatiile continute in Registrul electoral sunt destinate exclusiv proceselor electorale. Este structurat pe judete, municipii, orase, comune, pentru cetatenii romani cu domiciliul sau resedinta in tara, iar pentru cei cu domiciliul sau resedinta in strainatate, pe state si localitati. Fiecare alegator figureaza in Registrul electoral o singura data, fiind arondat la o singura sectie de votare. Registrul sectiilor de votare din tara reprezinta o baza de date centralizata privind delimitarea, numerotarea, sediile si dotarea sectiilor de votare. Delimitarea sectiilor de votare din tara si stabilirea sediilor acestora se actualizeaza de catre primari, prin dispozitie, numai cu avizul conform al Autoritatii Electorale Permanente
Corporate governance of the future
Objectives Main research objective: Digitalized recruitment in accordance with the requirements of Corporate Governance, DM Software. At the international level, there is a tendency of intense digitization, affecting the area of recruitment beyond the initial stage, reaching the development of specialized recruitment software through algorithms to determine the best solutions and eliminate the human factor from the process. Secondary research objective: In Romania, climate change has remained only at the theoretical stage, the practical applicability of the measures proposed by the government is cumbersome, requiring the adoption of concrete measures and easy to apply. The idea of sustainability should not be limited only to climate change, it represents the continuity strategy assumed by the present management, taken into account in the management selection process, and has as a consequence a much more efficient composite, aware of the effects of their present decisions. The idea of sustainable governance by digitalize the recruitment and selection process is achievable by simulating the implementation of the process in Romanian Public Enterprises. Prior work An adequate governance framework is fundamental for enhancing economic performance, especially in developing and transitional states, which want to join the European Union and to help deter fraud and mismanagement.Studying the performance indicators and adapting them to a software for recruiting and selecting future members in the Boards of Directors of Public Enterprises, in terms of Corporate Governance, in order to make the process itself transparent and decentralized. Researches in the field of Corporate Governance motivate the continuous transformation of the Public Administration,meeting the need to digitalize it in the context of sustainability, Approach The efforts made to collect the information needed to complete the research resources are based on variables whose standards will be defined according to the criteria of good governance and economic performance, some criteria mandated by the European Union, target the listed companies and the secure markets, such as blockholdings, the digitalization process-a new aproch in Corporate Governance. Study case: Romania?s Public Enterprises, Results (Obtaining official data from Public Undertakings is a proof of transparency itself, with the expected results automatically achieving the objectives and providing answers to research questions. At the same time, the importance of digitalizing the processes of recruitment of the top management of public enterprises is highlighted. Technology to provide continuous monitoring services of inland and coastal waters with the use of bioindication organisms
As part of the implemented project, a new technology was developed that allows for the provision of continuous monitoring services of inland and coastal waters with the use of bioindication organisms. The use of organisms as bioindicators is not a new topic, but many of the systems on offer are either very simple or require frequent maintenance. The proposed technology allows for the construction of cheap, floating, fully automatic water biomonitoring stations using various species of mussels, both fresh and saltwater. Contamination of water used for food purposes and on farms is a major contributor to increased mortality, growth retardation and disturbance and physiological functions, changes in DNA (genotoxicity), changes in tissues (cytotoxicity) and organs of individuals exposed to chemical compounds. One of the most dangerous classes of toxins affecting animals and humans in contact with contaminated water are cyanotoxins released by dying cyanobacteria. They contribute to serious medical conditions as well as fatal events. This type of toxin is relatively difficult to detect due to the seasonal variability of blooming. One of the effective and automatic methods of detecting water contamination in continuous mode is biomonitoring with the use of Dreissena polymorpha mussels
Technology of multidimensional contextual analysis using the Internet of Things, data with a large volume of Big Data as well as cloud and mobile solutions
The presented project was implemented based on the following research areas: extraction of data of analytical significance from data sets registered by means of two-way BLE radio communication, a digital user profile built dynamically on the basis of data analysis from many sources, management and processing of big data in cloud resources, advanced analysis of profile data using classification, statistical and machine learning methods. As a result of the research and development work carried out, the technology of multidimensional contextual analysis using the Internet of Things, data with a large volume of Big Data as well as cloud and mobile solutions was created and implemented. This technology will allow in the near future to provide the market with new components and services related to the exchange of digital profiles of moving terminals, allowing for calculations and predictions helpful in the analysis of tourist data, matching offers for travelers and many other services, mainly from the SME sector. The use of systems using the BLE standard allows for the location of terminals in places normally inaccessible for classic GPS positioning, such as shop halls, shopping malls, public facilities, large hotels, historic churches, undergrounds, tunnels, etc. Moreover, it allows for significant energy savings and extending the operation of the device from the battery. The author’s team applied approaches based on programmable FPGA gate systems, thanks to which it will be possible to optimize the functionality of future products in terms of market needs and significantly reduce their production costs
