    Technology of auscultatory data analysis obtained in a non-invasive home examination of the fetal heart rate in the prevention of prenatal diseases and defects

    According to estimates, there are approximately 2.6 million miscarriages worldwide each year, 1.3 million of which can be effectively prevented. This was confirmed by The Lancet, publishing data on nearly 3 million miscarriages worldwide each year. The key fact is that 98% of miscarriages occur in low- and middle-income countries where professional fetal health care is not as good as in high-income countries, is difficult to access, or even absent. In high-income countries, the number of miscarriages is also relatively high, amounting to approximately 60,000 cases per year. Importantly, most cases related to miscarriages and other complications during pregnancy and childbirth could have been avoided if the staff operating such complex devices as professional CTGs were better trained. Nevertheless, as recent studies show, there is no evidence that the complex and advanced, and therefore difficult and expensive to apply CTG methodology gives better results than the non-invasive auscultation method in the case of cerebral palsy or stillbirths or the overall assessment of the health of the fetus in women who are at low risk of prenatal disease and complications. However, as shown by scientific research, the CTG method caused an increase in unnecessary cesarean sections and instrumental vaginal deliveries. The Goldcitadel team has developed a technology for the analysis of auscultatory data obtained in a non-invasive home examination of the fetal heart rate in the prevention of prenatal diseases and defects, which will enable the introduction of inexpensive devices and cloud services allowing for early warning of potential abnormalities in the heart development in the prenatal period. Currently, there are no similar technologies or related products or services in the world

    Digitalizarea administratiei publice constituie un subiect de interes atat pentru autoritati, cat si pentru beneficiarii serviciilor publice, in speta, cetatenii. Prezenta lucrare isi propune sa evidentieze parcursul Romaniei in ceea ce priveste digitalizarea sectorului public, iar in aceasta directie vom analiza tendintele europene si influenta pe care au avut-o asupra situatiei nationale. Atentia acordata acestui subiect este fundamentata de necesitatea dezvoltarii unei e-guvernari cu scopul de a eficientiza si de a inova serviciile prin intermediul implementarii noilor tehnologii. In acest sens, se prezuma ca e- guvernarea conduce catre dezvoltarea oraselor inteligente si contribuie la cresterea calitatii vietii, iar pe parcursul acestei lucrari vom dovedi aplicabilitatea acestui deziderat prin intermediul unei abordari descriptive, datele interpretate fiind colectate utilizand metode calitative (observatie documentara si analiza de continut). Chiar daca este un subiect nou abordat de catre practicieni si teoreticieni, exista o vasta literatura de specialitate, urmand a fi analizate studiile empirice efectuate asupra conceptelor de e-guvernare, digitalizare, orase inteligente, dar si asupra calitatii vietii in raport cu acestea. Studiul de caz asupra necesitatii si implementarii digitalizarii guvernarii presupune si analiza legislatiei nationale si europene, aceasta fiind ulterior supuse interpretarii. Astfel, lucrarea va sublinia stadiul in care Romania se afla din punct de vedere al digitalizarii serviciilor publice, impactul pe care il au actiunile intreprinse pana in prezent, dar si factorii cheie de care depinde procesul. De asemenea, vor fi trasate posibile directii de actiune in vederea continuarii si consolidarii procesului de digitalizare a sectorului public

Dar, intrebarea este: liderii nostri s-au schimbat?Pe masura ce tehnologia evolueaza atat de rapid si furios, este esential ca liderii politici sa evolueze si ei. Scopul acestei lucrari este acela de a prezenta caracteristicile pe care trebuie sa le posede un lider politic smart intr-o lume care a devenit deja mult prea smart pentru multi dintre noi. Daca vrem, nu doar sa supravietuim, ci si sa prosperam in anii care urmeaza, atunci liderii politici trebuie sa tina cont de cateva aspecte esentiale. Lucrarea de fata are la baza cercetarea efectuata in contextul politicii romanesti, unde leadershipul este exercitat preponderent prin forta, nu prin viziune si inspiratie. Concluziile acestui articol sunt relevante pentru oamenii politici care vor sa inteleaga cum trebuie condusa Romania cand intreaga lume sta sub semnul schimbarii

    Sustainable solutions for corporate governance

    This article is concerated on the cost of the candidate recruited durring the recruitment and selection process coordinated by the Central Public Authority. Objectives: the main objective is to demonstrate that the recruitment and selection process carried out by an IT system is more advantageous than a process assisted or not by an independent human resources expert. The demonstration will be based on the comparative analysis of costs and the transparency of the recruitment IT process which will highlight the decentralization of the decisions from the Short List of candidates, eliminating the human factor from the recruitment and selection process. Approach By comparing the costs generated by hiring an independent expert by the Central Public Authority or implementing a IT system to replace this independent expert, will diseminate the main objective of the research. Results The idea of sustainable governance by digitizing the recruitment and selection process is achievable by doing a simulation for the public tutelary authorities in Romania. The classic processes assisted by the human factor compared to the innovative ones, bring to light a new approach to corporate governance that becomes sustainable by digitizing its processes, being assisted by a software. Implications Due to the fact that I study the subject in my doctoral thesis, I have not had the honor of involving other people with expertise, so far. In the Romanian public administration, the recent progress has contributed to the improvement of Corporate Governance, which is why I proposed to bring to the fore the importance of studying this area by adopting new tools for the public sector in Romania, support mechanisms, simple, uncompromising, completing the need of transparency

    GIS solutions for smart city development

    The geographic information system (GIS) offers advanced capabilities for smart city projects. In this article we aim to show some possibilities of using GIS technology in support of the development of smart cities. In essence, the smart city concept is based on geospatial data to enhance the understanding of complex urban systems. It is important that city managers can quickly obtain relevant information about the urban infrastructure and urban services, as well as stakeholders (citizens) feedback. GIS technology is applied in smart city projects for geospatial and spatiotemporal data analysis, spatial statistics, surface analysis and location analysis. As a result, given these considerations, we want to highlight some GIS applications - with examples - that could be integrated to work together into the smart city, referring to the possibility of developing the urban model, sharing geospatial information, the possibility of online traffic analysis, the possibility of obtaining feedback of the citizens. All these applications lead to the improvement of the bidirectional information process, ie the decision makers can obtain certain information, but also the citizens can express their opinion regarding certain projects of the municipality. The paper also shows the importance of open data to be used in GIS applications. Hence the importance of GIS training for all those who interact in the smart city area, as well as awareness of the importance of accurate geospatial information, which will provide confidence in the urban information system to users

    Smart City – a concept for which there is no valid general definition, but has been defined by the Organization for Economic Cooperation and Development as " initiatives or approaches that effectively leverage digitalisation to boost citizen well-being and deliver more efficient, sustainable and inclusive urban services and environments as part of a collaborative, multi-stakeholder process”. This broad area has six pillars, including Smart Environment, which is the one that approaches the fight against climate change. Therefore, the objective of this article is to present the positive externalities of the implementation of policies regarding Smart Cities at central level in order to reduce the negative effects caused by climate change. Smart cities create a clean and healthy environment for the development of its citizens, promoting alternative solutions to combat the disastrous impact of industrialization in modern times.     The Covid-19 pandemic led to an increase of technological usage into the educational process, at every level and it can be seen as a paradigm shift due to rapid changes. This paper gives a literature review on how technology helps and can bring self determination in students. While designing the next educational system we should strive to create an environment where students can find and cultivate their abilities, considering the theory of self-determination [1]. We should aim towards a system that can set growth goals in accordance with students\u27 needs, and assure that the goals and aims are considered personally important. This paper wants to give an overview of these technology supported learning strategies and their effect, the current literature in the field, learning outcomes, student personalities and conscientiousness. Technology led to a more personalised education, thus systemic changes in the process might appear. Developing self-determination skills is vital for students in their future abilities and interactions. Personalised outcomes should come from complex peer interactions in the classroom and outside, which include negotiations that lead to understandings [2]. The present educational systems develop abilities, but we should also consider developing capabilities. All these strategies of peer to peer interactions, personalised educational technology are student focused, contributing to their learning independence, satisfying the need for autonomy

    Decision-makers in fields as diverse as industry and services face a number of challenges while working to develop safe, sustainable and environmentally friendly products. Identifying customer needs and ensuring excellent service are key decisive factors for success in almost all areas of business. Traditional services will be gradually replaced by state-of-the-art integrated e-commerce systems, which are not limited to creating catalogs with advanced search engines, offering solutions to much more complex problems, such as the one addressed in this presentation, respectively, the management, governance and analysis of large data used to ensure the guarantee of the quality of a purchased product or service. The purpose of this communication is to present an application, which is in the development phase, consisting of three interconnected software solutions that are individualized according to the beneficiary user, all based on an application that runs all the processes related to them. Therefore, the three "client" applications that will work on the principle of client-server applications are: Application for persons (customers) - intended for buyers; Application for stores - intended for shops that sell items with a warranty; Service application - for companies that service items under warranty. The problem that we want to solve through this application is the lack of an efficient and digital way to manage products with warranty, as well as the gap between the buyer, the trader and the service in tracking the life cycle of a product with warranty, from purchase to scrapping and recycling. eWarranty offers an innovative IT solution that is fast, secure, sustainable, and environmentally friendly. The new system is designed for the digital management of all data related to a guarantee, with a flexible architecture, allowing the adaptation of the system to other products, services, or other potential actors

    Ambient Advertising in Metaverse Smart Cities

    The paper analyzes the main aspects of ambient advertising, metaverse and smart cities. This type of advertising is creative, relatively inexpensive and uses the context of a city’s area to provide a new experience to its residents and tourists. The article aims at displaying the overlapping of this marketing communication with the urban context and how both companies and municipalities could benefit from using it. The types of ambient advertising are studied, as well as their application in the communication of organizations with people in cities. Through content analysis and case studies the connection between ambient advertising and metaverse urban areas with its residents is studied. This paper adds on several previous studies [1, 2, 3] and some others in the context of smart cities and metaverse ambient advertising, while proposing an additional method of tracking user experience – eye tracking. Key elements of ambient advertising, the metaverse and smart cities are studied, as well as interactivity and connectivity. Through the analyzed examples the positive aspect of using this marketing communication is displayed, since it makes it possible for the residents to see the same environment in a new and interactive way. Thus, the connection between them and the urban space becomes stronger and more entertaining. This paper could be of interest to academicians and practitioners in the sphere of marketing and advertising, as well as representatives of municipalities, who aim at providing their residents an additional level of experience with the urban areas of the future

    The article traces the emergence of the smart city concept, and how it has developed in the global North and the global South. The article further explores the discourses around smart cities as found mentioned in the scholarship, and in several attempts to define a rather ambiguous term smart city, exploring different aspects/dimensions/components of a smart city in general, and in relation to citizenship and rights, in particular. The discourses are broadly categorized under the themes of urban governance, citizenship rights and technology-society nexus. An understanding of the genealogy of the smart city concept and discourse would be helpful in understanding how the idea has taken space in urban governance with implications including on citizenship rights
