Smart and empathetic: the dual imperatives of effective political leadership
This paper aims to explore the convergence of intelligence and empathy within the realm of political leadership, examining how these attributes synergize to tackle contemporary challenges at both national and international levels. The objectives include investigating the interplay of intelligence and empathy in political leaders, analyzing how leaders possessing both qualities navigate intricate political landscapes, assessing the impact of a smart and empathetic approach on decision-making in situations demanding nuanced understanding, discussing potential policy implications arising from a leadership model that integrates both intelligence and empathy, and conducting a comparative analysis of leaders characterized by predominantly intellectual prowess,predominantly empathetic qualities, and a balance of both. Through these objectives, the paper seeks to provide valuable insights into the optimal combination of intelligence and empathy for effectively addressing the intricate challenges inherent in political leadership. Space resilience and hybrid modular architecture
Objectives: This research explores the potential of Hybrid Modular Architecture (HMA) to improve hospital design and enhance healthcare infrastructure resilience. By integrating prefabricated modular components with site-specific construction, HMA offers a flexible and efficient approach to improving existing hospitals and overall hospital design. The main subject of this paper refers to HMA systems that incorporate smart modules capable of optimizing patient flow and organizing hospital visits by streamlining administrative processes, reducing waiting times, and improving overall patient experience. Prior work: This study examines how HMA surpasses its predecessors, the traditional and modular emergency hospitals in construction speed, cost-efficiency, adaptability, sustainability, and resilience by integrating modular design with smart technologies to better respond to emergencies and evolving healthcare needs. Approach: This research utilized a mixed-methods approach combining case studies, surveys, and expert interviews to explore the application of HMA in hospitals. Surveys and interviews gathered insights from healthcare professionals and architects on flexibility and scalability. Additionally, literature reviews provided a theoretical foundation to support empirical findings. Results: The study revealed that HMA systems can reduce hospital construction time by up to 50% while maintaining quality. Findings from case studies and surveys highlighted increased adaptability, allowing hospitals to reconfigure spaces swiftly to address patient surges. Expert interviews emphasized the benefits of modular partitions and reduced environmental impact. Implications: The study provides valuable insights for academics, researchers, and practitioners in architecture and healthcare. For academics, it expands the theoretical understanding of modular design in healthcare contexts. For practitioners, the research highlights practical strategies for enhancing hospital resilience and scalability, particularly in emergencies for future-proofing healthcare facilities. Smart mobility as sustainable mobility: Application to the agglomeration of Fez in Morocco
To be sustainable, mobility must be smart, safe, fair, and take into account the harmful effects on the environment. It must improve the quality of citizen’s life by safeguarding human health and natural ecosystems. This sustainable mobility must optimize resource consumption and public spaces, facilitate accessibility, promote economic dynamism, commit to the social responsibility of individuals, companies, and society, and respect environmental integrity [1]. Thus, sustainable mobility contributes to development and responds to the travel demands of present generations without compromising the ability of future generations to meet their own needs [2]. All modes of transport emitted in Morocco in 2014: 16 million tons of CO2 equivalent representing 19.2% of the country\u27s total emissions. Morocco has set itself a target of 42% for reducing GHG emissions from the year 2030 [3]. This article presents the results of research conducted for the setting up of a new model of sustainable mobility - in a horizon of 20 years – in an urban Moroccan area, booming \u27Fez\u27. It offers a conceptual approach to measuring the sustainability of the transport system. An analysis of the supply and the need for trips in a reference situation first allows for formalizing realistic objectives. Then, a sustainable mobility model is developed to prevent social and environmental costs from being higher than the services provided by the transport systems of this city. Finally, a comparison between the trend situation and the corrected situation with this sustainable mobility model allows us to appreciate its contribution
Towards a smart democracy: increased trust in political leaders
Among the objectives of the present paper we can mention finding an answer as to how the democracy has been changing in order to adapt to the contemporary world and to the contemporary needs. How can technology help us, and how can technology make the distance between the people and the elites or those in power become smaller? Prior work includes papers by Walters (2011) and Scholl & Scholl (2014), discussing the way that electronic, or smart governance can lead on to a new dimension of democracy, that of smart democracy. Hofstede\u27s (2011) cultural dimensions will also be used. The approach will consist of the cultural dimensions of individualism, rising worldwide, and that of lowering power distance, as the world tends towards liberal democracy as an ideal form of government and on the wish towards people becoming equal. The results show that there is more trust in the political leaders with a smart democracy tools. As the information is laid bare through technology, there may be less worries about corruption and manipulation. Among the Implications, we can see an improvement of the liberal democracy with adapting it to the needs and opportunities of the world today. The value of the paper consists in understanding the dimensions of individualism, low power distance and liberalism through the use of technology. Technology helps against the fears of people of corruption, which has been the driving force of protests in Romania quite recently. While these seem general ideas which have been around throughout history, they are achieving a new dimension within the smart city, where we have a higher level of security due to the presence of web cameras for surveillance, and where all systems of bureaucracy and politics, have become openly available due to the possibilities offered by technology
Inclusion: access & interaction of people with disabilities with the physical & digital environment
It is crucial to ensure that people with disabilities have equal access and interaction opportunities with both physical and digital environments. This includes providing accessible facilities, technologies and platforms that accommodate different types of disabilities, such as visual, hearing, mobility, or cognitive impairments. The issue of making it easier for people with disabilities to access and interact with their environment: living spaces, working spaces and public spaces has been a major priority for designers, architects, engineers and even society in general for many years. Disability is the experience of any condition that makes it more difficult for a person to do certain activities or have equitable access within a given society. Disabilities may be cognitive, developmental, intellectual, mental, physical, sensory, or a combination of multiple factors. For every single type of disability we will see that there is a different set of measures that need to be taken into consideration when designing accessible tools, furniture, transportation, communication means, spaces, a.s.o. We have created ways to communicate with people that are unable to speak or hear, we are enabling individuals with impaired mobility to access all types of structures and pathways, to drive cars and manipulate complex machinery. In this context, the access to the digital world becomes more and more a necessity for any individual in our society in order to be able to communicate, to work, to get access to information, private and public services, a.s.o. By creating inclusive environments, we can promote independence, empower individuals, and enhance their overall quality of life
Navigating face recognition technology: A comparative study of regulatory and ethical challenges in China and the European Union
Face recognition technology, while advancing rapidly, presents unique challenges in both China and the European Union (EU). This comparative study explores the distinct regulatory, ethical, and social obstacles each jurisdiction faces. In China, the widespread implementation of face recognition is facilitated by a supportive regulatory environment and a societal emphasis on security and surveillance. However, this has raised significant concerns regarding privacy, data security, and the potential for misuse by the authorities or private entities. In contrast, the EU’s stringent data protection laws, particularly the General Data Protection Regulation (GDPR), impose rigorous constraints on the deployment of face recognition technologies. These regulations aim to safeguard individual privacy but also create hurdles for technological advancement and implementation. Furthermore, public skepticism and ethical considerations in the EU limit the adoption of face recognition. This paper highlights the dichotomy between China\u27s rapid technological adoption with lesser regulatory constraints and the EU’s cautious, privacy-centric approach, highlighting the need for a balanced framework that can navigate the ethical implications and privacy concerns while fostering technological innovation and addressing societal security needs in both regions
Development And Implementation of Infiltration Wells in 9 Districts of Sidoarjo Regency, Indonesia
The area of ??Sidoarjo Regency consists of 18 districts with a land area of ??around 714,245 km2 and a coastal area of ??around 201,687 km2. The topographical conditions in the Sidoarjo Regency are lowlands with altitudes ranging from 0 to +25 m above sea level, so that certain areas in Sidoarjo Regency show a condition that has the potential to experience flooding problems. Making infiltration wells is one of the most efficient solutions. Infiltration wells are wells or holes on the ground surface that are made to collect rainwater so that it can seep into the ground either through the roofs of buildings, roads and yards. There are 20 points spread across 9 sub-districts in Sidoarjo Regency which, based on field survey reviews, have the potential to experience flooding problems. In this area, infiltration wells will be built. Direct observation in the field is carried out to determine the condition of the area under review and to plan the design and recommendation points to be carried out. In addition to this, soil permeability conditions also need to be analyzed so that the coefficient is known. Primary data collection related to soil type classification was obtained from literacy data and soil type maps in Sidoarjo Regency. Based on direct observation and soil type literacy data, it is recommended that infiltration wells with a depth of 2 meter and a diameter of 1.1 meter be used are buis concrete and a filter system using palm fiber as a filter for sediment and waste so as not to interfere with the infiltration process in the infiltration well. 1 infiltration well can accommodate and absorb ± 1900 liters of water which can reduce flood discharge within 46 to 61 hours depending on the type of soil under review

Sistemul informatic de monitorizare a prezentei la vot si de prevenire a votului ilegal (SIMPV) are un rol instrumental in asigurarea integritatii procesului electoral. Are urmatoarele functionalitati principale: faciliteaza verificarea indeplinirii conditiilor prevazute de lege pentru exercitarea dreptului de vot; semnaleaza tentativele de vot ilegal; faciliteaza exercitarea dreptului de vot; asigura unicitatea inscrierii in listele electorale; agrega date statistice privind prezenta alegatorilor la vot. Sistemul informatic de monitorizare a prezentei la vot si de prevenire a votului ilegal se constituie pe baza urmatoarelor evidente: Registrul electoral si, in cazul alegerilor locale, listele electorale complementare si Registrul sectiilor de votare, acesta fiind o baza de date centralizata privind delimitarea, numerotarea, sediile si dotarea sectiilor de votare. Registrul sectiilor de votare este public si este gestionat de catre Autoritatea Electorala Permanenta. Delimitarea sectiilor de votare se realizeaza utilizand urmatoarele niveluri: comuna, oras, municipiu; sector, in cazul municipiului Bucuresti; localitate componenta, sat apartinator sau sat component; artera; numar administrativ; numar/denumire imobil; numar/denumire scara; numar apartament. Pe langa misiunile diplomatice si oficiile consulare, sectiile consulare, daca acestea functioneaza in locatii diferite si institutele culturale din strainatate se organizeaza sectii de votare pentru alegatorii care au domiciliul sau resedinta in afara tarii. Registrul electoral este un sistem informatic national de inregistrare si actualizare a datelor de identificare a cetatenilor romani cu drept de vot si a informatiilor privind arondarea acestora la sectiile de votare. Registrul electoral functioneaza in vederea asigurarii urmatoarelor obiective: inregistrarea si actualizarea datelor de identificare a cetatenilor romani cu drept de vot; realizarea comunicarilor prevazute de lege privind datele de identificare a alegatorilor si arondarea acestora la sectiile de votare; arondarea cetatenilor romani cu drept de vot la sectiile de votare; realizarea listelor electorale permanente; realizarea comunicarilor prevazute de lege privind actualizarea listelor electorale permanente. Registrul electoral este structurat pe judete, municipii, orase, comune, pentru cetatenii romani cu domiciliul sau resedinta in tara, iar pentru cei cu domiciliul sau resedinta in strainatate, pe state si localitati. Fiecare alegator figureaza in Registrul electoral o singura data, fiind arondat la o singura sectie de votare. Sistemul informatic central reprezinta un ansamblu informatic complex compus din servere de baze de date, servere de aplicatii informatice, echipamente de comunicatii de date si echipamente de protectie impotriva incidentelor de securitate cibernetica si statii de lucru pentru administratori, asigurat de catre Serviciul de Telecomunicatii Speciale, care functioneaza in sediul Biroului Electoral Central, sub coordonarea Autoritatii Electorale Permanente
Using smart people to build smarter: How smart cities attract and retain highly skilled workers to drive innovation (Belgium, Denmark, the Netherlands, Poland)
Smart cities have been heralded as new powerhouses of economic growth and their capacity to fill this promise strongly depends on how attractive they are to highly skilled people. In fact, talented professionals can be regarded as their precondition and the fuel of innovation. In this article, we try to articulate how outstanding smart cities have managed to consolidate and retain a highly skilled graduate workforce. To this end, we analyse recent institutional developments in the cities with smart ambitions that achieve the highest smartness scores and compare them to parallel developments in those that obtain the lowest scores or no score across four countries: Belgium, Denmark, the Netherlands and Poland. Taking from theories of economics of agglomeration and urban economics, and following a careful review of the relevant literature, we first highlight reasons that draw highly skilled workers to a smart city before identifying the cities which have proven most able to capitalise on them. In line with existing theories, this article finds that cities which enjoy greater administrative autonomy tend to successfully use this leeway to implement pro-growth policies and amplify them via a regulatory setting that itself encourages business development. Hence, our conclusion provides recommendations towards a pathway of reforms for smart cities willing to authorise more comprehensive policies in order to boost their attractiveness as locations of employment and reach their stated objectives
