Na početku se predstavljaju značaj ulaganja u kulturni turizam, kao i pojedinačni značaj ulaganja u kulturu i turizam za privredu i društvo jedne zemlje. Potom su ukratko predstavljeni koncepti UNIDO metodologije koja je primenjena u oceni opravdanosti otvaranja tradicionalne srpske kafane, kao muzejsko-turističkog objekta. Analiza opravdanosti ovog projekta je pokazala da je projekat opravdan i da su svi njegovi efekti pozitivni

    Evaluation of public procurement efficiency of the EU countries using preference learning topsis method

    Holding governments accountable for public procurement efficiency has been high on the agenda of public finance practitioners in the last few decades. The European Commission has developed a set of value-for-money indicators for public procurements within the Single Market Scoreboard. Although this matrix is actively used to rank countries, a number of downsides have been hitherto reported. This paper proposes preference learning (a machine learning method) for criteria weight estimation in combination with Technique for Order Performance by Similarity to Ideal Solution (as a multi criteria decision making technique) to re-evaluate the public procurement performance of the EU countries. This approach can be used for unbiased ex-post evaluations and focus of efforts and resources on critically important public procurement policies

    Comparative analysis of video surveillance regulation in data protection laws in the former Yugoslav states

    Video surveillance, the monitoring of a specific area, event, activity or person through an electronic device or a system for visual monitoring is already established as a central tool of public security policy. Video surveillance represents a starting point for implementing advanced technologies such as automatic number plate recognition (ANPR) and automatic facial recognition (AFR), which tend to become standards in many urban areas. Based on the increased use of video surveillance technologies, governments and private actors' capabilities in terms of monitoring of the population and potentially violating fundamental human rights are colossally increased. The article will provide a comparative analysis of national regulatory frameworks of video surveillance in public spaces in former Yugoslav states and its compliance with standards provided by new data protection regulatory framework, particularly General Data Protection Regulation (GDPR). The article will also give an overview of the major violations of the right to privacy by video surveillance and insight into and potential impact of new projects and technologies currently under deployment in the observed countries

    Students matter the most in learning analytics: The effects of internal and instructional conditions in predicting academic success

    Predictive modelling of academic success and retention has been a key research theme in Learning Analytics. While the initial work on predictive modelling was focused on the development of general predictive models, portable across different learning settings, later studies demonstrated the drawbacks of not considering the specificities of course design and disciplinary context. This study builds on the methods and findings of related earlier studies to further explore factors predictive of learners' academic success in blended learning. In doing so, it differentiates itself by (i) relying on a larger and homogeneous course sample (15 courses, 50 course offerings in total), and (ii) considering both internal and external conditions as factors affecting the learning process. We apply mixed effect linear regression models, to examine: i) to what extent indicators of students' online learning behaviour can explain the variability in the final grades, and ii) to what extent that variability is attributable to the course and students' internal conditions, not captured by the logged data. Having examined different types of behaviour indicators (e.g., indicators of the overall activity level, those indicative of regularity of study, etc), we found little difference, if any, in their predictive power. Our results further indicate that a low proportion of variance is explained by the behaviour-based indicators, while a significant portion of variability stems from the learners' internal conditions. Hence, when variability in external conditions is largely controlled for (the same institution, discipline, and nominal pedagogical model), students' internal state is the key predictor of their course performance

    Agriculture, forestry and fishing sector liquidity in the republic of Serbia

    The aim of this research paper is to discover the key liquidity development tendencies of Sector A Agriculture, forestry and fishing in the Republic of Serbia, This sector liquidity analysis was based on ratio indicators and net working capital and covered a six-year period (2013-2018). The analysis was conducted on the basis of aggregate balance sheets of all sector entities contained in the financial statements annual bulletins. The liquidity analysis was conducted separately for enterprises and for entrepreneurs in order to reveal the similarity or difference between them. It was found that both groups of entities in this sector were faced with the problem of illiquidity

    A novel pseudo-polynomial approach for shortest path problems

    This article presents a novel shortest path algorithm for connected networks with nonnegative edge weights. The worst case running time of the single source shortest path version of the algorithm is O( max(m,(vs))) where m is the number of edges of the input network and (vs) is the normalized eccentricity of the source vertex v s. The pseudo-polynomial nature of the time complexity is overcome with a simple speed-up technique. The proposed approach can be implemented on a wide class of shortest path problems. Approximate solutions can be easily maintained in the preprocessing phase. An experimental efficiency analysis shows that the proposed approach outperforms existing algorithms in total computing time. The proposed algorithm is efficient for all classes of networks and particularly for networks with small diameter

    Managerial Perception of Human Capital, Innovations, and Performance: Evidence from Banking Industry

    This paper aims to examine the relationship between the managerial perception of human capital, innovations, and bank performance. We specifically sought to examine the influence of human capital on bank performance, by introducing the factors of innovation speed and quality. The study was taken in the Serbian banking industry, with the focus on the perception and the viewpoint of CEOs and general managers of different departments. We used a two-phase survey to design the questionnaire and the correlation and regression analyses to examine our hypotheses. Our findings propose that, from managers' perspective, human capital is critical to the success of banks, and that innovation speed is more influential than its quality. The backward multiple regression model shows that human capital and innovation speed account for 67.5 % of the variability of the bank performance. The findings of this research can contribute to bank management policies by revealing how to enhance bank performance by focusing on human capital and innovation agility and readiness. The proposed research model could potentially be implemented in other sectors and industries to hopefully endorse the significance of the detected relationships

    Environmental degradation and economic activities in OECD countries

    The relationship between environmental degradation and economic growth has been widely discussed. The aim of this paper is to explore the relationship between environmental pollution and economic activities in the OECD countries for the period 1996-2018. We applied environmental Kuznets curve model extended with foreign direct investment (FDI) and trade openness using panel technique to test the existence of environmental Kuznets curve (EKC) and pollution haven hypothesis (PHH). Our results support the presence of a EKC and confirm the PHH in OECD countries. Furthermore, the findings reveal that trade openness increase of 1% will decrease carbon emission by 0.31%, while FDI increase of 1% will raise carbon dioxide emission by 0.013%

    Smart Cities Today and Tomorrow – World Experience

    This article studies the role of projects and programs in solving many problems of smart cities development in the era of global digitalization. The first part of the article presents the main socially oriented values and characteristics of smart cities, digital technologies that make cities “smart”, as well as measures to implement them in the urban environment. The need to measure 17 key indicators to assess the performance of cities in terms of providing urban services and quality of life has been justified. The second part contains “international practice insight” on the main concepts of smart cities around the world (Rio de Janeiro, Jing-Jin-Ji, Berlin, Moscow, megacities of India and South Korea), each of which contains different concepts of development of these cities, successful partnership practices of: countries, governments and business, urban infrastructure and people living in megacities. The information collected is the key to solving the problems of inefficient management of modern cities development. Also, the article considers the technologies of management of smart cities, and suggestions which will allow solving the arisen difficulties have been given
