    The potentials of the Southern & Eastern European countries in the process of the regionalization of the global supply chains using a q-rung orthopair fuzzy-based integrated decision-making approach

    Recent challenges such as COVID 19 and the blockage of the Suez Channel have shown that the global supply chains (GSC) have extremely fragile structures. Hence, the GSCs have started to seek new strategies to be less affected. From this perspective, regionalization of the GSCs may be the best and most practical way to create more strength, well-operating, and robust supply chain systems. When a detailed literature review was per-formed, two severe and significant gaps were noticed. First is related to the methodological frame. The second gap is also concerned to the criteria used in the previous studies, as it is not clear how these criteria were identified and whether these criteria are suitable to the current real-life decision-making problems. The current paper aims to fill these gaps existing in the literatures. It examines the regionalization potentials of the GSCs and proposes an integrated MCDM framework based on the q-rung orthopair fuzzy sets. Also, it presents updated criteria set that can be commonly accepted. These criteria were identified by performing comprehensive field-work with highly experienced professionals with extensive knowledge of the GSCs and a detailed literature re-view to determine the criteria used in the previous works. The proposed model was applied to evaluate the potential of the southern and eastern European countries to be a manufacturing center for the GSCs. Then, a comprehensive sensitivity analysis performed for validating the proposed MCDM approach approves the pro-posed model's validity and efficacy by showcasing the close combat among the European countries

    The Innovative Human Resource Management Framework: Impact of Green Competencies on Organisational Performance

    Scholars have emphasised the importance of green settings in today's business paradigms. Studies on green behaviour have produced a plethora of noteworthy discoveries, whether focused on financial success, individual capabilities, or development. However, despite significant growth in interest in green business practices, the relationship between individuals' willingness and green competencies has received little attention. This article used the customised green competencies conceptual model to investigate how green skills influence organisational performance and their relationship with the willingness moment. This article developed an innovative human resource management approach to address these difficulties. A questionnaire was used to perform empirical statistical research with 516 respondents from Serbian universities. Different mathematical and statistical methodologies were used to analyse the results. The findings corroborate the suggested theoretical model, and they suggest that green competencies will influence people's willingness to participate in green activities. This article gives new information on human behaviour and organisational effectiveness in a green atmosphere. It includes managerial and practical consequences and recommendations for businesses looking to improve their social responsibility and environmental sustainability

    Organisational Archetypes in Public Procurement

    The paper analyses a situation where the efficient public procurement legislative framework formally exists, but in practice, the process does not work as planned. The data were gathered from one hundred contracting authorities in the Republic of Serbia, based on a nationwide survey conducted on public procurement officers (PPOs) and end-users (ENUs) in all contracting authorities. We propose a model for measuring organisational discrepancies and classifying public procurement processes (PPP) into one of four organisational patterns, based on organisational decision-making authority and focused on goals and principles. The Mann-Whitney U (MWU) test was used to test the independent responses from two hundred PPOs and ENUs on the items - who works, who is accountable, and who has benefits, for seven key public procurement activities. The statistical analysis shows that the public procurement process in Serbia can be classified as a process with centralised organisational decision-making authority, focused on form, with demotivated public procurement officers. The efforts for further improvement of the legislation are not expected to reach their full potential until solving organisational structure, reward system, environment, and culture issues

    Public Procurement Employees' Perception on Legal Changes, Perceived Red Tape and Job Stress: Evidence from Serbia

    Public servants play an important role as guardians, guarantors, and promoters of the regime values who are in frequent contact with the citizens. Having that in mind, it is of high importance to understand their behaviour and attitudes on legal changes, perceived red tape and job stress. The aim of this paper is, therefore, twofold: firstly, to explore the influence of red tape and perceived red tape on public procurement officers' (PPOs) and managers' (PPMs) perception of the new Public Procurement Law in terms of its benefits to public procurement process and to their jobs and job stress, and secondly, to explore the differences between PPOs and PPMs regarding the examined statements. To answer the first question, we proposed a conceptual model which was tested using structural equation modelling (SEM), while to answer the second question we used the Mann-Whitney test. Both analyses were done using the data collected from 115 PPOs and PPMs in Serbia. The results show that PPOs and PPMs share similar attitudes regarding the existence of red tape, perceived job stress, and the influence they expect the new legislation will have on their jobs. Their expectations of the new legislation as well as their perception of job stress are found to be partially influenced by red tape. As PPOs are not that convinced that the new law will improve their job, it may be concluded that the changes the new law will bring are not substantial enough

    Modification of the critic method using fuzzy rough numbers

    This paper presents a new approach in the modification of the CRiteria Importance Through Intercriteria Correlation (CRITIC) method using fuzzy rough numbers. In the modified CRITIC method (CRITIC-M), the normalization procedure of the home matrix elements was improved and the aggregation function for information processing in the normalized home matrix was improved. By introducing a new way of normalization, smaller deviations between normalized elements are obtained, which affects smaller values of standard deviation. Thus, the relationships between the data in the initial decision matrix are presented in a more objective way. The introduction of a new way of aggregating the values of weights in the CRITIC-M method enables a more comprehensive view of information in the initial decision matrix, which leads to obtaining more objective values of weights. A new concept of fuzzy rough numbers was used to address uncertainties in the CRITIC-M methodology

    Quadratic least square regression in fuzzy environment

    The role of the regression analysis is crucial in many disciplines. Addressing the fuzzy quadratic least square regression for observed data modeled by fuzzy numbers, we aim to emphasize how a methodology that does not fully comply to the extension principle may fail to predict fuzzy valued numbers. We also propose a solution approach that functions in full accordance to the extension principle, thus overcoming the shortcomings arisen from the practice of splitting the optimization of a fuzzy number in independent optimizations of its components

    Software package for regression algorithms based on Gaussian Conditional Random Fields

    The Gaussian Conditional Random Fields (GCRF) algorithm and its extensions are used for machine learning regression problems in which the attributes of objects and the correlation between objects should be considered when making predictions. These algorithms can be applied in different domains where problems can be seen as graphs, but their implementation requires complex calculations and good programming skills. This paper presents an open source software package that includes a tool with graphical user interface (GCRFs tool) and Java library (GCRFs library). GCRFs tool is software that integrates various GCRF-based algorithms and supports training and testing of those algorithms on real-world datasets. The main goal of GCRFs tool is to provide a straightforward and user-friendly graphical user interface that will simplify the use of GCRF-based algorithms. GCRFs Java library contains basic classes for GCRF concepts and can be used by researchers who have experience in Java programming. Also, this paper presents the results of a pilot usability evaluation of the GCRFs tool, where the software was evaluated with expert and non-expert users. This evaluation gave us detailed insight into the experiences and opinions of the users and helped us outline priorities for future development

    Project management office in the public sector: a conceptual roadmap

    Most public institutions nowadays use projects to implement their development activities. Based on in-depth literature review, this paper presents a conceptual model for establishing Project Management Office (PMO) in public sector. The paper analyses the role of PMO in successful project management, the value of PMO with the focus on the PMO in public sector, and presents a summary of theoretically proven and in practice validated project management methodologies, models and approaches. Based on systematic literature review and almost 20 years of working experience in the field, the main result of this paper is the nine-stage model for establishing of PMO in public sector. Finally, the paper emphasizes the necessity of dedicated time and resources, as well as a support of experts, training, infrastructure, government, and decision-makers

    Analysis of Student Performance in Face-To-Face Versus Stimulated Online Learning

    The COVID-19 pandemic has had an immense impact on almost all aspects of everyday life, changing how the world functions. Many sectors including health and economy, as well as social life and the education system, regarded by many as main pillars of every society, had to adjust to these new and unforeseen circumstances. The education system in particular is well-known for its inability to adapt to innovation, reforms or changes quickly. The pandemic, however, brought upon us new challenges and forced educators to search for alternative solutions to problems that arose. On the Faculty of Organizational Sciences, University of Belgrade, this challenge was met with a swift response. Classes were organized online, using the capabilities of the Microsoft Teams platform. On one hand, the software allowed students to maintain adequate social interaction with educators, while on the other, the educators themselves had access to all necessary equipment needed to provide students with the best possible teaching experience given the circumstances. Online teaching has taken place during the period ranging from March 2020 until February 2022. Two years later, it is possible to evaluate the effects of the above-mentioned changes on the educational system. The main aim of this paper is to compare the results of different parts of an operations' management course during stimulated online learning versus the results achieved during traditional face-to-face course organization. Online courses were stimulated by weekly extracurricular assignments that were reviewed by the designated educator. The course in question is a final (fourth) year course, implying that both groups of students had at least two years of courses organized traditionally, face-to-face. The analysis covers the previous four school years (from 18/19 to 21/22), the former two being face-to-face, while the latter two being organized online. The analysis includes methods of descriptive and inferential statistics. Final grades of all students, as well as number of points achieved on different parts of the course were taken into consideration. Main contributions of this research give insight into whether the pandemic has caused us to accept new technological advancements and integrate them into the educational system faster, thus increasing student and teacher performance, or is traditional face-to-face teaching in fact something that we should not stray away from and cannot be adequately replaced
