    Current state of emergency management in the Republic of Serbia

    An emergency situation represents a complex combination of events, in which there was an irregular state of functioning of the social system or its parts. Caused by events of a larger scale, emergency situations have the effect of endangering the population, material goods and the environment, thus putting to the test the ability of society and the state to react successfully in unforeseen circumstances. It is necessary to undertake comprehensive measures in order to manage emergency situations. Successful management of emergency situations requires cooperation and coordination of all participants in the system, at the level of the Republic of Serbia, at the level of the Autonomous Provinces and at the level of local self-governments, in order to mitigate the consequences of the emergency situation and ensure the fastest and most efficient recovery. The paper analyzes the current state of emergency management in the Republic of Serbia. Procedures and institutions dealing with responding to emergency situations in the Republic of Serbia were analyzed. The inductive-deductive method as well as the method of content analysis was used

    Overcoming macroeconomic hurdles as a trade assumes that branches of government are almost continuously charged with various assignments, or particular tasks attached to a finite set of resources and talents owned by organizational subunits with decision rights in corrective policy-making. Even though open-economy cases of disinflation programs reminded us quite a while ago that one task need not be assigned to one single resource exclusively, the overwhelming belief in mainstream macro to this day is that monetary policy remains chiefly responsible for both causing and stopping harmful inflation spirals. This paper, however, follows a novel wave of literature that doubly questions the aforementioned notion. It appears that the usual suspects for the recent rise of inflation worldwide are found not guilty; hence, we stand by the rare few who advocate that inflation in a modern non-Ricardian setting, when it finally spiralled out of control, represents but a legitimate and inevitable consequence of irresponsible fiscal policies and unsustainably high public (and private) debts. Moreover, due to the familiar if reversed Fisherian effect, intermediated monetary restriction via interest rate hikes turns out to be an unsafe, rather controversial reaction of central banks when it comes to reasonably swift and reliable preference for an outcome of such disinflation endeavours.Prevazilaženje makroekonomskih prepreka kao zanat pretpostavlja da su grane vlasti gotovo kontinuirano zadužene raznolikim zadacima, tj. određenim zaduženjima vezanim za ograničen skup resursa i talenata u posedu organizacionih podjedinica sa pravima odlučivanja u korektivnom kreiranju politike. Iako su nas antiinflacioni programi u otvorenim privredama odavno podsetili da jedan zadatak ne mora biti dodeljen isključivo jednom jedinom resursu, preovlađujuće uverenje u tradicionalnoj makroekonomskoj misli do danas glasi da je monetarna politika i dalje glavna odgovorna i za izazivanje i zaustavljanje štetne inflacione spirale. Ovaj rad, međutim, prati novi talas literature koji dvostruko dovodi u pitanje pomenuto uverenje. Čini se da su uobičajeni osumnjičeni za nedavni porast inflacije širom sveta proglašeni nevinim, pa stoga stojimo uz još uvek retke ekonomiste koji smatraju da inflacija u modernom nerikardijanskom okruženju, kada je konačno izmakla kontroli, predstavlja tek legitimnu i neizbežnu posledicu neodgovorne fiskalne politike i neodrživo visokih javnih (i privatnih) dugova. Štaviše, zbog poznatog, iako u rikverc posmatranog Fišerovog efekta, posredno monetarno ograničenje kroz povećanje kamatnih stopa pokazuje se kao nesigurna, prilično kontroverzna reakcija centralnih banaka kada je u pitanju razumno brza i pouzdana preferencija u pogledu ishoda ovakvih dezinflacionih poduhvata.Poslovna ekonomija : Časopis za poslovnu ekonomiju, preduzetništvo i finansije, Business Economics : Magazine for business economics, entrepreneurship and financ

Други део рада посвећен је анализи безбедносно-политичког положаја Републике Србије у ери глобализацијских промена.     Performance and Recovery of Tourism Business Entities in Serbia

    The chapter aims to analyze the performance of the tourism sector in the Republic of Serbia before the pandemic, during the pandemic, as well as in the post-covid period. The contraction of tourism activity caused by the COVID-19 pandemic was absorbed by the economic measures of the Government of the Republic of Serbia, which created opportunities for the rapid recovery of this sector of the economy. The tourism sector, which faced major challenges in the previous period, was analyzed from both macro and micro aspects. Based on the analyzed theoretical background and research objective, the main hypothesis of the research was set, which is whether positive post-covid effects on the performance of business entities in tourism are expected, in the form of higher income realization, the same level of expenditure, with the same number of employees. Hypothesis testing was carried out using the cross-tabulation method, because each projection of income, expenditure and number of employees is shown according to the activity, size and legal form of business entities in tourism

    Evaluating effects of a new liquid vermicompost-based product on fruit quality in organic strawberries (Fragaria x ananassa Duch.)

    Lack of appropriate fertilisers is a bottleneck in organic agriculture, which can lead to reduced yields and, consequently, reduced profitability. Therefore, the aim of this study was to develop a new formulation of a vermicompost-based biopreparation (VCMo) and to investigate the effects of this product on the composition of primary and secondary metabolites of the fruit of organically cultivated strawberries (Fragaria × ananassa Duch. cv Senga Sengana). Sugars, organic acids and phenolic compounds in strawberry fruit cultivated with three application modes of VCMo (rhizosphere inoculation (RI); combination of rhizosphere inoculation and foliar spraying (RI+FS); and foliar spraying (FS)) and a control (untreated soil and plants) were characterised and quantified by HPLC with a refractive index detector for sugars and organic acids, and HPLC-DAD-MSn for phenolic compounds. Strawberry fruit obtained from plants exposed to the combined application of rhizosphere inoculation and foliar spraying showed the highest concentrations of total sugars and total organic acids. There were no significant differences between the methods of VMCo application for concentrations of phenolic acids, but rhizosphere inoculation on its own resulted in the highest total concentration of the five groups of flavonoids identified (anthocyanins, flavanols, flavanones, flavonols and flavones). The results of the study suggested that rhizosphere inoculation with VCMo on its own or in combination with foliar spraying could be а useful tool for organic strawberry cultivation, contributing to the production of healthy and good quality fruit at the same time as providing opportunities to reduce environmental pollution

    Usled izuzetne složenosti fenomena nacionalne konkurentnosti, gоtоvо dа је svaka analiza njenih ključnih pokretača nеrаskidivо povezana sa brojnim kоncеptuаlnim pojednostavljenjima. U novijim istraživanja ključnih pokretača unapređenja nacionalne konkurentnosti na značaju dobijaju faktori koji se odnose na naučna istraživanja i tehnološki razvoj, izgranju inovacionog ekosistema, proces sveopšte digitalizacije privrede i društva, uvećanje ljudskog i socijalnog kapitala, društvene karakteristike zemalja. Međutim, dva najpoznatija pokazatelja nacionalne konkurentnosti - Glоbаlni indeks kоnkurеntnоsti Svеtskog еkоnоmskog fоruma i Indeks svetske konkurentnosti Instituta za razvoj poslovnog upravljanja prenebregavaju važnost mnogih od ovako označenih pokretača rasta nacionalne konkurentnosti. Unapređenje nacionalne konkurentnosti nedvosmisleno predstavlja jedan od osnovih ciljeva aktuelnih pristupa upravljanju ekonomskim razvojem. Činjenica je da politike razvoja nauke, tehnologije inovacija, unapređenja ljudskog i socijalnog kapitala predstavljaju noseće elemente upravljanja savremenim ekonomskim razvojem.     Energy crisis in Serbia: causes, effects, government response and potential for sustainable development

    The world is facing the global energy crisis, which caused unusual disruptions to the energy market in Europe and inevitably consequences did not bypass Serbia. Russian invasion of Ukraine and geopolitical tension raised energy prices, availability, and affordability of energy have a high level of impact on the economy, especially in many developing countries such as Serbia. The aim of this paper is to analyse the effects of the global energy crisis in Serbia, with special emphasis in this research on the opportunities arising from the acceleration of the green transition. Consequently, the paper is divided into three thematic parts. The first part refers a to genesis, specifics, and implications of the global energy crisis in Serbia. Second part analyses the national fiscal policy due to energy crises and response measures in terms of structure of public expenditure, while the third part is about how the Serbia can benefit from this crisis and accelerate the green transition and sustainable development. In conclusion, final remarks are given. From a methodological point of view, this work presents a quantitative analysis and synthesis of data from representative national databases, with the aim of a detailed presentation and drawing conclusions about the subject.     River basin water retention capacity coupling with nbs for hydro meteorological disaster risk reduction

    Sufficient water retention capacity contributes to hydro-meteorological risk reduction at the river basin level in many ways. The function and significance of the river basin water retention capacity for water management and DRR are manifold and documented in the literature. Accordingly, in the last few decades the interest to maintain or improve it is increasing, given the complexity of hydro-meteorological hazards and resulting risks. This paper presents an overview of two similar concepts based on improved ecosystem services: natural water retention measures and nature based solutions from water management and disaster risk reduction perspectives. The similarities between the two concepts as hydrological ecosystem services are underlined, and indisputable benefits of the two concepts coupling for selected international river basin. Some open issues for better acceptance by practitioners are mentioned
