Trainings and mentoring empowerment for financial social assistance beneficiaries
In this paper a program of informal education via mentoring empowerment and the
implementation of training for financial social assistance beneficiaries is presented. The
program was carried out by the Craft Education Center "Adžija" in Novi Sad in
collaboration with the Center for Social Work, the National Employment Service, and the
Red Cross of Novi Sad as part of the project “New Partnerships and Opportunities for
Innovative and Sustainable Approaches to the Social Integration of Vulnerable Groups in
the Labor Market - NOVA”, conducted from March 2023 to November 2024. From the
beginning of the project, the Craft Education Center "Adžija" received a total of 257
potential candidates who were social assistance beneficiaries, referred by the NES and
CSR. By the end of the project activities, 153 beneficiaries agreed to participate in the
project. Of these, 43 withdrew before the start of training and mentoring, and 9 withdrew
during the training. A total of 83 participants successfully completed training for various
craft professions, and 101 participants were supported through mentoring workshops,
advice, and recommendations. Participants who completed the training were professionally
equipped for in-demand professions and demonstrated both internal and external
motivation to seek employment and utilize the knowledge and skills acquired during the
training. They showed readiness to fully employ their capacities and break the “vicious
cycle” of poverty. Three mentoring sessions were held during the training to acquire
knowledge and skills for specific professions. In the first session, general data and interests
regarding the training were collected. The second session addressed participants’ progress
during the training, while the third session focused on active job-seeking skills, business
communication, writing a CV, the importance of a cover letter, keyword-based job
searches, and more.The work with the beneficiaries had an impact on raising awareness of
the importance of empowerment through professional training for occupations and personal
activation in the job search process.U ovom radu predstavljen je program neformalne edukacije kroz osnaživanje putem mentorstva i realizaciju obuka za korisnike novčane socijalne pomoći. Program je sproveo Centar za zanatsku edukaciju "Adžija" iz Novog Sada u saradnji sa Centrom za socijalni rad, Nacionalnom službom za zapošljavanje i Crvenim krstom Novog Sada, u okviru projekta „Nova partnerstva i mogućnosti za inovativne i održive pristupe socijalnoj integraciji ranjivih grupa na tržištu rada – NOVA“, koji se realizovao od marta 2023. do novembra 2024. godine. Od početka projekta, Centar za zanatsku edukaciju "Adžija" primio je ukupno 257 potencijalnih kandidata – korisnika socijalne pomoći, koje su uputili NSZ i CSR. Do kraja projektnih aktivnosti, 153 korisnika pristalo je da učestvuje u projektu. Od tog broja, 43 su odustala pre početka obuke i mentorstva, dok je 9 odustalo tokom obuke. Ukupno 83 učesnika uspešno je završilo obuku za različita zanatska zanimanja, a 101 učesnik je dobio podršku kroz mentorski rad, radionice, savete i preporuke. Učesnici koji su završili obuku stekli su profesionalne kompetencije za tražena zanimanja i pokazali su i unutrašnju i spoljašnju motivaciju za traženje zaposlenja i primenu znanja i veština stečenih tokom obuke. Pokazali su spremnost da u potpunosti iskoriste svoje kapacitete i prekinu „začarani krug“ siromaštva. Tokom obuke održane su tri mentorske sesije sa ciljem sticanja znanja i veština za konkretna zanimanja. U prvoj sesiji prikupljeni su opšti podaci i interesovanja u vezi sa obukom. Druga sesija bila je posvećena napretku učesnika tokom obuke, dok se treća sesija fokusirala na veštine aktivnog traženja posla, poslovnu komunikaciju, pisanje biografije (CV), značaj propratnog pisma, pretragu poslova po ključnim rečima i drugo. Rad sa korisnicima doprineo je podizanju svesti o značaju osnaživanja kroz profesionalnu obuku za zanimanja i ličnu aktivaciju u procesu traženja zaposlenja
Косово и Метохија као поприште сукоба интереса великих сила након 1999. године
У овом раду анализирамо научну и медијску јавност у односу на кризне ситуације у периоду након 1999. године на простору Косова и Метохије. Још од почетка 19. века, велике силе преламају своје дискурсе моћи на територији јужне српске покрајине, што је најизра женије било током балканских и светских ратова. Кулминација је била 1999. године, агресијом НАТО пакта на Савезну Републику Југославију и уласком снага Кфора у покрајину. Ова војна формација није спречила погром српског народа 2004. године, те се криза продубљује 2008. године нелегалним проглашењем такозване државе „Републике Косово“ од стране албанске националне мањине и непоштовањем Бриселског споразума из 2013. године. Уз то, узимамо у обзир и покретање Специјалне војне операције Руске Федерације у Украјини као почетак стварања новог мултиполарног поретка, што има потенцијалног утицаја на решавање питањаКосова и Метохије кроз примену резолуције 1244. Ова анализа је важна за разумевање ставова научне и медијске јавности у вези са проблемима и безбедности на КиМ, као и стратегијама великих сила у региону Балкана
Cirkularna ekonomija kao model privrednog rasta Republike Srbije
Cirkularna ekonomija je model koji pretvara materijalne i energetske gubitke u resurse kroz zatvorenu kružnu petlju. Cilj je da se prevrate ovi gubici u dobit, s naglaskom na smanjenje zagađenja i povećanje ekonomskog rasta. U ovom istraživanju, analiziran je uticaj različitih faktora kao što su generisanje otpada, reciklaža, obnovljive energije ibiomasa na bruto domaći proizvod (BDP) u Srbiji i zemljama OECDa. Jedna od ključnih svrha istraživanja je identifikovanje sektora koji najviše doprinosi BDP-u i, samim tim, povećava konkurentnost. Na temelju ovih podataka možemo razumeti sadašnje stanje ekonomske situacije i šta treba poboljšati za veću konkurentnost. Uz to, istražen jei uticaj ovih faktora na balans azota i fosfora u zemljištu, kao i na intenzitet emisije CO2. Da bi se bolje razumeli ovi kompleksni podaci, korišćen je adaptivni neuro fazi sistem odlučivanja (ANFIS) koji je idealan za analizu nelinearnih informacija. Glavni zaključci su: • Kombinacija otpada, obnovljivih izvora energije i balansa fosfora po hektaru je ključna za predviđanje BDP-a. • U Srbiji, potrošnja nemetalnih minerala u odnosu na ukupnu potrošnju materijala ima najveći uticaj na BDP. • Međutim, u zemljama OECD-a, potrošnja metala je ključni faktor za BDP. • Obnovljive energije utiču najviše na balans azota u zemljištu, dok biomasa ima najveći uticaj na balans fosfora. • Generisanje i recikliranje otpada, uključujući biomasu, igraju glavnu ulogu u intenzitetu CO2 emisija. Rezultati ovog istraživanja nude vodiče za bolju implementaciju cirkularne ekonomije, sa ciljem da se pospeši konkurentnost, smanji potrošnja resursa i zaštiti okolina
Rad na daljinu i radne performanse projektnih timova
Remote work represents a significant change in the modern work
environment and is becoming part of our reality, and as such it is becoming
almost inevitable in the context of the COVID-19 pandemic and increasingly
present in various business sectors. For this reason, company management is
increasingly forced to work on improving the organization and management
methods, as well as the conditions in which employees work, in connection with
increasing flexibility and working time, ways of motivating individuals and
teams, reducing stress, quality of life of employees and reducing operational
costs. In this paper, the authors, from the aspect of changes, which are the
product of a different organization, way of working, and the use of modern
ICT technologies, analyze the impact of remote work in teamwork on the
work performance of employees, such as productivity, time management,
communication, and work-life balance. The results of the correlation analysis
show that there is a significant connection between management support and
employee motivation, as well as between private and, work life balance.Rad na daljinu predstavlja značajnu promenu u savremenom radnom okruženju i postaje deo naše stvarnosti, a kao takav gotovo je neizbežan u kontekstu pandemije COVID-19 i sve je prisutniji u različitim poslovnim sektorima. Zbog toga su rukovodstva kompanija sve više prinuđena da rade na unapređenju organizacije i metoda upravljanja, kao i uslova u kojima zaposleni rade, u vezi sa povećanjem fleksibilnosti i radnog vremena, načinima motivacije pojedinaca i timova, smanjenjem stresa, kvalitetom života zaposlenih i smanjenjem operativnih troškova. U ovom radu autori, iz ugla promena koje su rezultat drugačije organizacije, načina rada i korišćenja savremenih IKT tehnologija, analiziraju uticaj rada na daljinu u timskom radu na radnu efikasnost zaposlenih, kao što su produktivnost, upravljanje vremenom, komunikacija i ravnoteža između poslovnog i privatnog života. Rezultati korelacione analize pokazuju da postoji značajna povezanost između podrške menadžmenta i motivacije zaposlenih, kao i između privatnog i poslovnog života
Agroforestry systems and forest resources as a potential for sustainable energy development in the western Balkan region
The significance of sustainable energy development and the battle against climate change continues
to grow each year. Countries exhibiting unsustainable fossil fuel consumption practices are actively pursuing
strategies to decrease import dependency and mitigate pollution through innovative approaches in their energy
policies. In this context, the countries aim to rely primarily on their own direct and indirect energy resources. Identifying
and using new resources to secure clean energy represents one of the strategic approaches to achieving
the established objective. The focus is on using resources that have the greatest potential and whose exploitation
aligns with the economic capabilities of the countries. The Western Balkan countries have relied on substantial coal
use for decades, resulting in significant pollution emissions, but they lack the capacity to invest in specific renewable
energy alternatives. Upon examining the potential, it is evident that the most significant opportunity for acquiring
clean energy in the region is found in the biomass sourced from forestry and agriculture. The exploitation of agroforestry
systems facilitates carbon sequestration, in addition to various beneficial outcomes. The Western Balkan region
boasts abundant forests and lands conducive to the implementation of agroforestry systems, which hold considerable,
yet untapped, potential for clean energy generation. This paper aims to review and synthesize knowledge regarding
agroforestry in the Western Balkan countries, assess the capacity of forest and agroforestry resources, and identify
essential activities that can promote their more intensive yet sustainable use.
The potential of using agroforestry as a source of bioenergy has not been sufficiently explored in the Western
Balkans. Therefore, the research was conducted by examining the scientific literature and pertinent statistical
indicators. The literature search covered 85 scientific references, encompassing conference proceedings, abstracts,
and additional valuable resources. This expanded reference base provided a solid foundation for analyses and discussions
on agroforestry in the Western Balkan region. Following that, an analysis of the forest potential and prior
experiences in energy production from forest biomass in five Western Balkan countries was conducted and presented.
The analysis revealed that the share of forests and forest biomass in the region’s total territory is the lowest
in Albania (37.5%) and the highest in Bosnia and Herzegovina (61.1%). This signifies a substantial biomass potential
that is underused, while agroforestry systems exist in rural regions only in a few areas that satisfy the requirements
of individual households. The systematic collection of biomass from the agroforestry system and its usage for clean
energy generation are at a minimal level. Furthermore, the examination of the regulatory framework demonstrates the importance of developing policies and incentive mechanisms that recognize agroforestry as a method of obtaining
biomass and ensuring food and water security. Therefore, a model of the supply chain and the main elements
of the agroforestry–agriculture–energy nexus is proposed as a starting point for enhancing cross-sectoral cooperation
and the sustainable use of forest resources.
The main findings presented in this paper could benefit the Western Balkan countries seeking
to enhance sustainable energy development approaches. Given the substantial forest and land resources and favorable
climatic conditions in the Western Balkan region, forthcoming strategies must incorporate the formulation and implementation of effective agroforestry policies,
as well as their integration into energy policy and sustainable

"Waste to energy" as a driver towards a sustainable and circular energy future for the Balkan countries
The main goal of the paper is to review the existing state and propose a model solution for the introduction of the waste-to-energy concept in the Republic of Serbia and Bosnia and Herzegovina, as these Balkan countries are a source of high pollution due to the inefficient use of fossil fuels and the operation of coal-fired power plants. Besides, these countries have very low level of waste management, which results in the uncontrolled disposal of a large amount of waste which consists of plastic and microplastic materials which are difficult to decompose in natural ecosystems
Nedavna globalna (bio)tehnološka dostignuća u službi očuvanja šumskih genetičkih resursa u kontekstu klimatskih promena
Climate change has been projected to negatively affect genetic resources of the forests
worldwide. Thus, integrating biotechnological innovations with traditional forest conservation
strategies offers as a promising pathway to enhance the resilience of forest genetic resources.
Biodiversity informatics plays a crucial role in managing and analysing data, supporting informed
decision-making in forest management and conservation. Advancements in genomics and sequencing
technologies, such as next-generation sequencing (NGS) and whole genome sequencing (WGS), have
revolutionized the understanding of complex traits in forest trees. These technologies facilitate the
identification of genetic markers, aiding breeding programmes and management strategies. Clustered
regularly interspaced short palindromic repeats (CRISPR, in our study referring to CRISPR-Cas9
system) technology and the development of transgenic trees offer new possibilities for improving traits
like growth, stress tolerance, and wood quality in forest species, though the potential ecological impacts
warrant careful evaluation. Epigenetic research in forest trees provides insights into adaptation
mechanisms to environmental changes through gene expression and phenotypic variation. The synergy
between biotechnological advances and conservation practices is vital for sustaining forest ecosystems
amidst rapid environmental shifts. Recommendations call for fostering interdisciplinary collaborations,
enhancing biodiversity informatics infrastructure, engaging stakeholders, prioritizing epigenetic
research, and developing regulatory frameworks for genome editing. These steps are imperative for a
holistic approach to forest conservation, ensuring the adaptive capacity of forests and safeguarding
their genetic resources against the backdrop of climate change.Klimatske promene negativno deluju na genetičke resurse širom sveta, stoga se integracija
biotehnoloških inovacija sa tradicionalnim strategijama zaštite šumskih ekosistema pojavljuje kao
obećavajući pravac za unapređenje otpornosti šumskih genetičkih resursa. Informatika biodiverziteta
igra ključnu ulogu u upravljanju i analizi podataka, podržavajući informisano donošenje odluka u
upravljanju i zaštiti šuma. Napredak u genomici i tehnologijama sekvenciranja, poput sekvenciranja
sledeće generacije (NGS) i sekvenciranja celih genoma (WGS), unapredilo je razumevanje kompleksnih
osobina šumskih vrsta drveća. Ove tehnologije olakšavaju identifikaciju genetičkih markera, što
pomaže u procesima oplemenjivanja i strategijama upravljanja. Tehnologija grupisanih kratkih
palindromskih ponovaka na jednakim rastojanjima (CRISPR, u našem radu se odnosi na CRISPR-Cas9
sistem) i razvoj transgenih individua nude nove mogućnosti za unapređenje osobina poput rasta,
tolerantnosti na stres i kvaliteta drveta kod šumskih vrsta, dok potencijalni ekološki uticaji zahtevaju
pažljivu evaluaciju. Epigenetička istraživanja kod šumskih vrsta drveća pružaju uvid u mehanizme
adaptacije na promene u okruženju putem izražavanja gena i fenotipske varijacije. Sinergija
biotehnološkog napretka i konzervacije je vitalna za održavanje šumskih ekosistema usred brzih
promena u okruženju. Preporuke pozivaju na podsticanje interdisciplinarnih saradnji, unapređenje
infrastrukture za informatiku biodiverziteta, uključivanje svih zainteresovanih aktera, davanje
prioriteta epigenetičkim istraživanjima i razvoj regulatornih okvira za uređivanje genoma. Ovi koraci
su ključni za holistički pristup očuvanju šuma, obezbeđujući njihov adaptivni kapacitet i zaštitu
njihovih genetičkih resursa u svetlu klimatskih promena
Key forecasts and prospects for green transition in the region of Central Asia beyond 2022
The transition to energy-sustainable systems is a globally accepted concept, but it is implemented with various degrees of success around the world. The aim of this paper is to determine the status of green transition in five Central Asian countries (Tajikistan, Turkmenistan, Uzbekistan, Kazakhstan, and the Kyrgyz Republic) that are among the highest energy consumers globally and the most vulnerable to climate change. Despite a notable improvement in living conditions across all countries over the past two decades, the region remains underdeveloped. Economic growth is based on the export of natural resources and remittance inflows, but the structure of the economy is monolithic.
Upon analysing transition indicators for the period 2000–2020, no evidence of significant changes towards a sustainable energy transition is found. All countries in the region (except Uzbekistan) have recorded an increase in carbon emissions, while the carbon intensity of the energy mix is almost the same. While there has been visible progress in reducing energy intensity, the countries in the region remain among the most energy-intensive economies. Despite the region’s substantial potential for renewable energy production, it remains underutilized.
A multitude of varied problems accompanies the green transition in Central Asian countries. The energy market that has not yet been liberalised, along with significant subsidies and low energy tariffs, discourages investments in renewable energy sources and energy efficiency initiatives. A high level of corruption, rigid legislative and institutional infrastructure, and insufficient capital are additional factors that determine the speed, scope, and effectiveness of the green transition. Thus far, the primary focus in these countries has been on ensuring energy security. However, there has been a discernible surge in investments (particularly from China) in renewable energy projects. Although energy efficiency and climate change issues are formally defined, the energy transition goals are often declarative without an action plan that provides concrete steps in transition process. Strategic planing of economic development that includes all related sectors (not only the energy sector) and paying attention to socio-economic and environmental indicators of sustainable development are prerequisites for successfully implementating the energy transition in these countries
Challenges of the green transition for the recovery of the Western Balkans
Background
The aim of this paper is to reconsider the necessity for the green transition and the key preconditions for the implementation of a circular economy in Western Balkan countries. With the objective of the research in mind, the method of analysis and synthesis was applied to determine (1) regulatory and institutional prerequisites for the green transition; (2) the need for the Western Balkan countries to redefine the model of sustainable economic growth towards the green transition; (3) the development opportunities for recovery defined in the Green Agenda for the Western Balkans; and (4) the possibility of implementing the circular economy in the Western Balkans.
Main text
The main findings of the research indicate that: (1) the countries of the Western Balkan region, following the example of the EU, should define a national strategic approach to the green transition with an accompanying action plan and regulatory framework; (2) the biggest challenge of the green transition is the reform of the energy sector and the restructuring of the energy-intensive economy; (3) the countries have untapped potential in renewable energy sources and report the improvement of energy efficiency; (4) the circular economy can boost the green transition, because the countries of the region have a five-time lower value of resource productivity than the average of the EU, while the generation of waste (excluding major mineral wastes) per GDP unit is lower compared to the EU; (5) cross-sectoral governance should be more coordinated.
Conclusions
The green transition might be a development opportunity for the Western Balkans, which should enable sustainable economic growth as well as energy security and environmental protection. However, the implementation of the Green Agenda is not easy, because the region faces the problem of underdeveloped regulatory and institutional capacities that might provide not only the base for long-term planning but also financial resources for the efficient implementation of projects. In addition, it is essential to understand the principles of the Green Agenda and the interaction of all activities that should enable the achievement of defined goals
