IMPLEMENTACIÓN DE MECANISMOS DE PARTICIPACIÓN CIUDADANA EN LOS GOBIERNOS LOCALES EN CHILE: EL CASO DEL MUNICIPIO DE SANTIAGO
En Chile, la participación ciudadana paulatinamente ha ido adquiriendo mayor importancia como mecanismo legítimo para incidir en los asuntos públicos. Sin embargo, a nivel local la instauración de la participación ciudadana institucional se ha desarrollado de manera desigual en el territorio. Ante esto, nos preguntamos ¿cuáles son los factores que explican la adopción de mecanismos de participación ciudadana en los gobiernos locales? Por medio del estudio de caso de la municipalidad de Santiago, se desarrolla una investigación que analiza la implementación de instituciones participativas en el nivel local. El estudio concluye que el liderazgo político del alcalde se articula a través de encadenamientos causales complejos con otros factores locales -como los recursos humanos y financieros del municipio- derivando en la implementación efectiva de mecanismos de participación
(In)Acessibilidade dos Portais Municipais da Região Sul Fluminense - Brasil: Um Estudo Exploratório
Nos últimos anos no contexto público, emergiu o conceito de governo ele- trônico (egov) e portais de internet visando modernizar o Estado e, ao mes- mo tempo, torná-lo mais permeável à participação democrática. Para isso, é fundamental que os portais e serviços eletrônicos sejam acessíveis a todos cidadãos. O presente artigo investiga se os portais dos municípios da região Sul Fluminense (RSF), no Brasil, atendem aos princípios de acessibilidade definidos pelo e-MAG (modelo de acessibilidade em egov). Esta pesquisa qualitativa descritivo-exploratória consistiu em um estudo multi casos, onde foram observados os sítios de 14 prefeituras da RSF. Concluiu-se que apenas uma prefeitura apresenta um portal com acessibilidade, deixando claro que a democracia eletrônica na RSF é inacessível para portadores de necessidades especiais
Comparing the Performance of the Use of Recycled Vegetable Oil and Biosolids as Collectors of Copper Sulfide Flotation and Their Effect on the Foam Stability
Flotation is the traditional process used for concentrating sulfide ores, based on the differences in hydrophobicity exhibited by the minerals which are enhanced by collectors. Xanthates are the collectors widely used in the flotation of minerals such as common sulfides (Cu, Mo, Pb, Zn, Co, Ni) and native metals. However, xanthates have negative impacts on biota and pose a risk to human and animal health. This study explores recycled vegetable oils (RVO) and biosolids (BSs) as alternative collectors in mineral flotation. Tests at pH 8, conducted with an Edemet Cell, compared their performance with traditional xanthate collectors and assessed their impact on foam stability. Collectors were tested at dosages ranging from 20 to 100 g/ton, with 15 ppm of MIBC frother, while fixed dosages of 60 g/ton were used for kinetic and foam volume analysis. The results revealed that RVO and BSs exhibited greater selectivity in separating chalcopyrite from pyrite compared to Potassium Amyl Xanthate (PAX). Interestingly, RVO reduced foam volume when used alongside MIBC frother, while BSs had minimal impact on foam volume. In ores rich in chalcopyrite, RVO and biosolids significantly improved flotation kinetics, outperforming PAX. Synthetic samples also showed BS1 to have kinetics similar to the conventional collector. These findings suggest that RVO and biosolids have the potential to replace traditional collectors in cleaner flotation processes, promoting more environmentally responsible mining practices. Anatomic Variation of the Submandibular Gland: A Case Report
The Human Anatomy is an ancient Science, which uses the human body as the main material of study. However, structural differences between individuals that make up the species are quite common in the population and always emerge as a source of reports that aim to demonstrate and clarify these differences. These structural changes are called anatomical variations and may be presented externally or internally in any of the body systems, with no functional impairment to the individual. The salivary glands are exocrine glands that secrete saliva directly into the mouth through their ducts. This secretion has the functions of keeping mucous membranes moist, cleaning teeth, lubricating, dissolving and starting the food digestion process. Most of the saliva is secreted by the major salivary glands, the parotid glands and the submandibular glands, the latter being the focus of this case report. The purpose of this paper is to report a case of finding an accessory submandibular gland on a cadaver from the Human Anatomy Laboratory of the University Center of Rio Grande do Norte located in Natal, Rio Grande do Norte, Brazil. The discovery was made during a dissection of an adult male body in 2012, where an accessory submandibular gland was found in the right antimere. Thus, by identifying such variations, its clinical importance can be observed for the purpose of diagnostic imaging, surgery and anatomical teaching applied to clinic, given the scarcity of published reports, thus providing better understanding those working directly or indirectly on the subject
LA POLÍTICA INTERNACIONAL SUBNACIONAL DE UN MUNICIPIO INTERMEDIO: REFLEXIONES SOBRE EL CASO BAHÍA BLANCA
El artículo examina la política internacional subnacional del Municipio de Bahía Blanca en el periodo 2007-2015 indagando sobre las temáticas abordadas, los objetivos perseguidos, los medios instrumentados para alcanzarlos y los actores intervinientes. Dada la primacía de investigaciones centradas en provincias, ciudades metropolitanas y grandes aglomeraciones urbanas, el estudio se focaliza en el desempeño de ciudades intermedias abocándose a la construcción de una metodología precisa y válida que logre reflejar las singularidades de la política internacional subnacional implementada por dichos actores. De esta manera, en primera instancia, se propone avanzar en la generación de un marco analítico que permita dar cuenta del accionar internacional de dichos actores para luego aplicar dicho abordaje al caso concreto de un municipio intermedio de la República Argentina
Giant Gluteal Lipoma. A Case Report
A case of gluteal lipoma treated at the Department of Surgery of the Hospital Clínico de la Universidad Mayor, Temuco, Chile is presented. The patient, a 42-year-old man, presented with a multilobulated tumor of soft parts located in the left gluteal region. The tumor was painless and was 22 cm in diameter. Complete exeresis of the lesion was performed. This was sent to histopathological examination, which confirmed the preoperative diagnosis of lipoma. The outcome was favorable, with no morbidity. The tomographic control at the second year of postoperative allowed us to verify the absence of recurrence

Este trabajo tiene por objetivo reconstruir el concepto de incumplimiento del proveedor por la entrega de productos con vicios al consumidor, de acuerdo con una moderna interpretación del artículo 20 de la Ley sobre Protección de los derechos de los Consumidores. Para lograr ese objetivo el trabajo desarrolla y propone que es necesario recurrir al concepto de falta de conformidad como una forma de categorizar el incumplimiento contractual, especialmente cuando la obligación del primero se refiere a la entrega de bienes materiales al segundo
Giant Cell Tumor of the Knee. Case Report of a Potentially Aggressive Benign Tumor
The giant cell tumor of bone (OCD) is a primary bone tumor that occurs most frequently in the third age of life, being located mainly at the distal femur. The development of a biopsy to establish the diagnosis and to begin appropriate treatment quickly is a fundamental to establish as early as possible surgical resection procedure. In this article a case of TOCG is presented in a patient of 30 years. Its etiology, signs and symptoms, diagnosis, as well as an adequate diagnostic and therapeutic procedures to achieve a positive resolution of this pathology is discussed
Los estándares para docentes en formación: nudos críticos
The main objective of this study is to examine the critical knots experienced by primary pedagogy practitioners at a Chilean university in relation to the profession’s teaching standards defined in the year 2021. The methodology employs a qualitative methodological approach and a case study research strategy. Structured interviews and applied logs are used to assess 20 pedagogy students. Gathered data are analyzed based on grounded theory. The results show and confirm the role of professional practice as a key component for professional learning and as a source of productive crisis. It is concluded that there are critical knots linked to: 1) learning and development, 2) discipline management of school coexistence, 3) management strategies for skill development, and 4) difficulties for making reflections, for conducting collaborative work, and for obtaining commitment from families. © (2024), (Centro de Informacion Tecnologica). A Rigid Bender Study of the Bending Relaxation of H2O and D2O by Collisions with Ar
The bending relaxation of H2O and D2O by collisions with Ar is studied at the Close Coupling level. Two new 4D PES are developed for these two systems. They are tested by performing rigid rotor calculations as well as by computing the D2O−Ar bound states. The results are compared with available theoretical and experimental data. Propensity rules for the dynamics are discussed and compared to those of H2O colliding with Ne or He. The bending relaxation cross sections and rates are then calculated for these two systems. The results are analysed and compared with available experimental data. © 2024 The Authors.
