Research Note : Trust in Governments and Public Goods in Japan
application/pdfJournal ArticleThe purpose of this study is to examine how the Japanese people shape their trust in local and central governments, using the AsiaBarometer Survey 2008 data. We test the following three hypotheses; (1) trust in governments is shaped through trust in public goods; (2) trust in public goods perceived by the citizens is positively associated with trust in governments; and (3) trust in governments and public goods consist of two levels: central and local. Applying the structural equation modeling, we found the results supporting these hypotheses.journal articl

Language Planning in Multilingual Singapore : Concerns, Issues And Problems
application/pdfJournal ArticleLanguage planning policy is often conceived as a political and administrative activity by a governmental authority (Jernudd and Gupta, 1971). According to Ager (2001), the ability to use many languages can represent a major economic resource and thus there is a need for the government to coordinate the planning of language as a resource for societal development. Singapore has frequently been cited as a successful case study of governmental intervention in language planning. The rational, centralized and top-down status planning by governmental authority has resulted in the adoption of English as a medium of communication in a multilinguistic society and a high level of communicative integration between different ethnic groups (Kaplan & Baldauf, 2003;Shepherd, 2003; Goh, 2004). However, beneath the success story of Singapore's language planning policy, there exist a number of problems, issues and concerns. This article will flesh out in greater detail the language ideology, rationale and effects of its language planning implementation. Teaching Lab : Gearing up for English medium classes
application/pdfConference PaperAs English medium content courses are increasing at Japanese universities, institutions struggle with how to best support content specialist faculty members who are required to teach content courses to L2 learners. This paper describes the early stages of a Teaching Lab that was established at a small university in response to that situation. The Teaching Lab aimed to both support non-native English speaking faculty who will be teaching content subjects to Japanese students while utilizing English, and to encourage more teachers to use English in their content courses. The political and educational challenges and limitations experienced in the first year of the Teaching Lab are explained in detail.近年、日本の大学において、英語による専門授業の数が増えつつあり、当大学においても、第二外国語として英語を学習している学生に対し、英語で専門授業を行う教員をどのように支援すればよいかを検討している。本論文では、こういった状況に対応するために設立された「ティーチング・ラボ」を評価する。ティーチング・ラボの目的は、英語で授業を行う教員に対する支援や共通語として英語の使用頻度をあげることによって、英語をひとつの日常言語として浸透させることである。ラボ設立以来1年間で経験した組織的あるいは教育上の問題や弱点を中心に議論する。conference pape
