    Empowering Women through Natural and Social Resource Management

    For people who live in fragile eco-regions such as forests, hills, arid and semi-arid plains, agriculture and animal husbandry are the main sources of income. Besides, they depend heavily on natural resources for their survival. For example, they collect fire wood for cooking, fodder for cattle feed, roots, tubers and wild fruits for human consumption. In addition to this collection and selling of bamboo, gum, mahau flowers, tamarind, honey, beedy leaves, palm leaves, sal leaves, blackjamoons, spices, broom sticks and herbs forms an important source of income to these people. In all these, women play a central role. Gathering, processing and storing, utilization and management and marketing the forest products is mainly the job of a woman.     The acceptance or rejection of a new technology in Veterinary and Animal Husbandry Sector by the livestock rearing community depends upon the characteristics of that innovation, the quality and density of Veterinary Extension Personnel, the clientele knowledge, accessibility to technical inputs and services essential for adoption of technology (Rao et al. , 1995). The ultimate decision to adopt a particular technology depends to a great extent on the farmers\u27 perceptions about the technology, socio-economic factors and the need for the technology. Veterinary Scientists time and again observed that, in the teeth of availability of ameliorated Animal Husbandry technologies, the speed of their adoption in the field is very slow. Lately, it has been realised that the lack of awareness on the part of the researchers regarding the farmers\u27 perceptions and priorities, has led them to address the wrong problems resulting in technologies which are not suitable or relevant to the end users for whom the technologies were evolved. With the sequel, that most of the innovations developed through research remain in the laboratories without being utilised by the farming community.     In the entire process of individual development and organisational effectiveness, performance appraisal plays a vital role. Performance appraisal mechanism is intended to maintain a satisfactory level of work environment, job performance and employee development in the organisation (Rao, 1992). Employee growth and satisfaction with the job, individual productivity improvement and overall climate in an organisation are expected to be influenced by the performance appraisal system (PAS) in operation. A positive approach towards performance appraisal results in higher productivity (Kumar et al., 1993). Considering that the quality of the human resource in an agricultural extension organization is a determining factor in its success or failure, performance appraisal is a critical management function and an effective way to improve performance of extension personnel (Davis, 1993). The effectiveness of extension workers in promoting and speeding up the dissemination of new agricultural practices depends on the interaction factors between organizational climate and performance appraisal system. With the ever increasing complexity of challenges facing extension organizations, extension personnel need to play proactive and strategic partner roles.
