Beyond trade, investment, geostrategic and security challenges, as well as issues of connectivity and governance, the European Union-Asia Pacific dialogue has also boosted the involvement of civil society in international politics. The involvement of civil society can contribute to enhancing mutual trust and knowledge as well as democratization processes and channels for citizen participation in social issues that have an impact on people’s lives. However, in the last decade, internal crises both in the EU and in the Asia-Pacific region, as well as a lack of political will on both sides to support the discussion of issues in non-official processes, seem to have slowed down the intensity of interregional interaction and cooperation between civil society organizations. This special issue of Cuadernos Europeos de Deusto (CED) / Deusto Journal of European Studies on “European Union-Asia Pacific social and cultural dialogue: involving civil society in interregional relations” aims to make a contribution to the knowledge and understanding of some of the major actors and factors that determine the evolution of social and cultural interregional dialogue.Más allá de los desafíos comerciales, de inversión, geoestratégicos y de seguridad, así como de las cuestiones de conectividad y gobernanza, el diálogo Unión Europea-Asia Pacífico también ha impulsado la participación de la sociedad civil en la política internacional. La participación de la sociedad civil puede contribuir a potenciar la confianza y el conocimiento mutuo, así como los procesos de democratización y los canales de participación ciudadana en temas sociales que impactan en la vida de las personas. Sin embargo, en la última década, las crisis internas tanto en la UE como en la región de Asia-Pacífico, así como la falta de voluntad política de ambas partes para apoyar el debate de temas en procesos no oficiales, parecen haber frenado la intensidad de la interacción y cooperación interregional entre las organizaciones de la sociedad civil. Este número especial de Cuadernos Europeos de Deusto (CED) / Deusto Journal of European Studies sobre «Diálogo social y cultural Unión Europea-Asia Pacífico: implicando a la sociedad civil en las relaciones interregionales» pretende hacer una contribución al conocimiento y comprensión de algunos de los principales actores y factores que determinan la evolución del diálogo interregional a nivel social y cultural
Un análisis preliminar de la intersección entre el control coercitivo como manifestación de la violencia de género y el estatus migratorio de las víctimas en Irlanda y España
This article enquires into states’ obligations to provide remedies for domestic violence when the right-claimants are in a context of precarious, insecure or irregular migration status (“migration status precarity”). Through an exploration of the laws and policies in place in two case studies, Ireland and Spain, this article questions the role of law in ensuring that barriers posed by migration statuses do not hamper women’s access to remedies for intimate partner violence. This article posits that, in the case studies examined, the criminalisation of domestic violence and coercive control does not automatically serve as an avenue to remedies when it intersects with migration status. Rather, it can be a tool of (negative) regulation of women’s right to live a life free from gender-based violence. It argues that the states’ lack of remedying an unequal access to remedies due to hurdles posed by migration statuses creates distinct categories of more or less deserving victims/survivors depending on their citizenship and migration statuses.
Received: 24 June 2021Accepted: 22 February 2022Este artículo examina la obligación de los Estados de proporcionar recursos en situaciones de violencia de género cuando las demandantes de dichos recursos se encuentran en una situación administrativa precaria, insegura o irregular en cuanto a su estatus migratorio (“precariedad del estatus migratorio”). A través de un análisis de derecho comparado entre diferentes políticas y leyes relacionadas con la materia en los ordenamientos jurídicos de Irlanda y España, este artículo cuestiona la efectividad de la ley para garantizar el acceso a la tutela judicial efectiva de las mujeres víctimas de violencia de género, con independencia de su estatus migratorio. Tras el análisis comparado, el artículo plantea que, en los ordenamientos jurídicos estudiados, la criminalización de la violencia de género, incluyendo su manifestación de control coercitivo, no se traduce en un acceso automático a remedios para las víctimas cuando entra en juego su estatus migratorio. Por el contrario, la situación administrativa irregular puede dificultar el derecho a las mujeres a disfrutar de una vida libre de violencia de género. Finalmente, plantea que la pasividad del Estado en cuanto a garantizar el acceso a recursos en igualdad de condiciones a todas las mujeres, independientemente de su estatus migratorio, fomenta la creación de distintas categorías de víctimas, con un nivel de protección otorgado que varía según su situación administrativa.

En defensa de las vidas: despolitizando a las familias de los presos políticos en el Egipto de la post-revolución
Since 2017, Committee for Justice has been working on monitoring and verifying human rights violations inside Egyptian prisons and places of detention under its project «Detention Watch». Based on findings of in-depth interviews with 10 relatives of political prisoners during March and September 2022, this article presents the cases of families who are active and inactive social and economic agents representing different groups of the Egyptian population. It focuses on the impact of human rights violations on depoliticizing relatives of political prisoners –wives, parents, and children– and how this affected their efforts to over the economic hardship, as well as their attitudes regarding migration, protesting, and political reconciliation with the regime. In doing so, the article mires to explore the personal, economic, social, and political results of repression and how these have led to increased depoliticization among individuals who are affected indirectly by human rights violations.
Received: 20 May 2022 Accepted: 16 November 2022Desde 2917, el Comité de Justicia ha estado trabajando en el monitoreo y verificación de violaciones de derechos humanos dentro de las cárceles y lugares de detención egipcios, dentro de su proyecto «Detention Watch». Basado en los resultados de 10 entrevistas en profundidad con familiares de presos políticos mantenidas durante marzo y septiembre de 2022, este artículo presenta los casos de familias que son agentes sociales y económicos activos e inactivos que representan diferentes grupos de la población egipcia. Y se centra en el impacto de las violaciones de derechos humanos en la despolitización de los familiares de los presos políticos –esposas, padres e hijos– y en cómo esto afectó sus esfuerzos para superar las dificultades económicas, así como en sus actitudes con respecto a la migración, la protesta y la reconciliación política con el régimen. Con ello, el artículo trata de explorar los resultados personales, económicos, sociales y políticos de la represión, y cómo esto ha llevado a una mayor despolitización entre las personas que se ven afectadas indirectamente por violaciones de derechos humanos.

During the last 20 years, social protest has played a relevant role in more than 100 countries. Most of these protests have been peaceful and have aimed to mobilize States to have more justice and access to issues that fall within the so-called second generation human rights (economic, social and cultural). Although there is a harsh response from authoritarian governments, the protest seems to have become a way of life for numerous social groups.Durante los últimos 20 años la protesta social ha tenido un papel relevante en más de 100 países. La mayor parte de estas protestas han sido pacíficas y han tenido como objetivo movilizar a los Estados para contar con más justicia y tener acceso a cuestiones que se enmarcan en los derechos humanos denominados de segunda generación (económicos, sociales y culturales). Aunque hay una dura respuesta por parte de gobiernos autoritarios, la protesta parece haberse instalado como una forma de vida de numerosos grupos sociales. 
Virtual education during COVID-19 in higher education: A systematic review
The objective of the present systematic review aimed to analyze studies linked to online teaching-learning, digital competence tutoring, and technological tools in virtual education during COVID-19 in higher education. The suggested methodology by the PRISMA declaration was pursued; the information search was conducted in Scopus, EBSCO, Springer Open, ProQuest, and One File. The target period ranged from May 10, 2021, to July 4, 2021; the identification, screening, eligibility, and inclusion for its progress were performed. The search produced a total of 230 studies, with 45 remaining. The inclusion criteria included original peer-reviewed research articles and qualitative and quantitative studies in higher education, comprising teachers and students addressing the study objective. In contrast, the exclusion criteria covered bibliographic reviews with procedural deficiencies, studies not exposed to a peer review process, and those not depicting a relationship with parts of the study. The results reveal that online teaching-learning, digital competence tutoring, and technological tools have been affirmative features expected to persist in higher virtual education engendered by the COVID-19 pandemic.

COVID-19 Special Section: Introduction. Targeted reflection, mutual understanding, and collaborative working. Building blocks for post‑pandemic models in higher education
This introduction to the COVID-19 Special Section highlights the importance for targeted reflection on pandemic experiences, mutual understanding of perspectives and best practice sharing by and across stakeholder groups. Higher education, similar to other global sectors, has been profoundly shaken by the realities brought about since March 2020, and different stakeholders have felt the impact and consequences of the pandemic on a daily basis. Reports of challenges go a long way towards enabling understanding; however, unless these are combined with demonstrations of responses in context and analyses of their effectiveness, they remain at the level of awareness and cannot move towards action. Sharing the lessons learned, alerting to specificities and gaining perspectives have never been more timely, as higher education shapes future models for enhanced stakeholder experiences within increased quality parameters. Notwithstanding the disruptive effect on societies, COVID-19 must also be recognised as an accelerator for higher education, impacting digitalisation, accessibility and creating opportunities for new approaches to educational delivery and collaboration. The papers in this Special Section cover a variety of contexts, moving swiftly from Spain to Poland to the United States of America, India and Iran to return to Europe, i.e. Slovenia. Authors tackle specific challenges experienced by stakeholders, be they students, teaching and administrative staff, researchers or policy makers, and discuss lessons learned, highlight perceived benefits and recommend how these may be translated into policy and practice
El régimen legal de las cooperativas agrarias
The article presents the legal regime in force for users’ agricultural cooperatives, i.e., for those cooperatives that are constituted to provide services related to the agricultural, forestry or livestock activity performed by their members. It is a special law applicable only to this type of cooperatives and their members, as well as to their integration organizations such as the Central Units and Federations. Likewise, the current legal regime promotes the cooperative model in the agricultural sector as an efficient mechanism to empower micro and small agricultural producers, even encouraging the transformation of civil associations of agricultural producers into users’ cooperatives. It also regulates a tax regime based on the «Cooperative Act».

Se trata de una ley especial aplicable únicamente a este tipo de cooperativas y a sus socios, así como a sus organizaciones de integración como las Centrales y Federaciones. Asimismo, el régimen legal vigente promueve el modelo cooperativo en el sector agrario, como un mecanismo eficiente para potenciar a los micro y pequeños productores agrarios, llegando a impulsar la transformación de las asociaciones civiles de productores agrarios a cooperativas de usuarios. Regula a su vez un régimen tributario que se basa en el «Acto Cooperativo».

Views of pre-service teachers on the research-based teacher education approach
In this study, the aim was to complete an investigation based on the views of pre-service teachers taking a scientific research methods course grounded on the critical features of the research-based teacher education approach. Within this scope, answers to the questions of “what are the views of pre-service teachers about (a) the outcomes provided by the research methods course, (b) the reasons for teachers to have research competencies, and (c) the professional function of scientific studies?” were sought. This research was designed with the basic qualitative research pattern. The researcher developed an interview form comprising open-ended questions to specify the views of pre-service teachers, which were the research target. To create the study group for the research, criterion sampling was chosen from the targeted sampling methods. The study was completed with 110 pre-service teachers attending the educational faculty of a state university in Turkey. A detailed analysis process was completed in four stages for the research data. Analyses were performed on statements reporting a total of 684 views. Pre-service teachers showed development in 25 subcategories classified into research competence, professional competence, and personal growth. Teachers’ need for research competency was justified based on the needs of contemporary teachers, the requirements due to the nature of the class, and ensuring the optimal conditions for effective teaching. Pre-service teachers’ views on the professional function of scientific studies were examined under five categories. These are reliable knowledge, real context, ideal practice, beyond experience, and distance from being guides. The research findings can be interpreted as the fact that teacher education practices which take the principles of the research-based teacher education approach into account have the potential to achieve the teacher qualifications targeted by this approach. Considering the potential of these qualifications to fulfill the complex and high-level expectations demanded from the teacher, it is recommended that studies be conducted on how the principles of research-based teacher education can be integrated into existing teacher education programs.

TIC y evaluación de 360º: mejora de las competencias profesionales en Educación Superior en España
The current dynamics of knowledge and innovation generation are faced with, sometimes, incompatible social and cultural trends. Something to which the University is not oblivious. Based on contemporary studies and our own experience, one of the clearest tensions has to do with the ability to judging based on reasons and not emotions. To help with this, in the educational context, the 360-degree evaluation can be a useful instrument in terms of the strengthening of their objective judgment. It is a technique that was conceived to exercise objective evaluation, in several and concurrent ways, which also allows to know their degree of objectivity. To demonstrate its potential, a sample of 56 students was used, taking the teacher’s grading as a reference. The task involved self, peer and inter-group assessment. The methodology was mixed, with support in descriptive statistics for quantitative grades and natural language processing for comments and clarifications. It was possible to detect differences in behavior depending on the type of analysis (self-assessment, peers, and groups), as well as determining which students were most qualified to assess objectively. Another issue was the general reluctance to explain numerical grades through notes. Here we consider several factors to explore, among which we highlight: the digital tool used and the time available; the phase of the academic course and the characteristics of the task; and subjective bias, especially in cases of low score. About the experience, it has also been possible to detect some difficulties derived from the application of a methodology, as complex and demanding as the one used, which generated more than 3000 evaluations. In any case, and in view of the data obtained, we consider that the results corroborate the practical utility of this approach and invite to explore additional aspects within this area.
