    Las empresas recuperadas por sus trabajadores en Uruguay: emergencia, desarrollo, debilitamiento y singularidades del caso

    The article presents some of the social, economic and political conditions for understanding the emergence, development and weakening of the worker-recuperated enterprises (ERT) in Uruguay. With the socioeconomic crisis of 2002, the phenomenon of ERT reached a magnitude that made it socially visible. We find from there a first moment of emergence and resistance from the crisis that lasts until the end of the first government of the Frente Amplio (FA) (2005-2010); a second context of growth from the deployment of public policy during the second FA government (2010-2015) and a third period of decline and change in the profile of the RTEs from the withdrawal of public policy displacement and organizational weakening of the sector (2015 to the present). Received: 03 November 2022Accepted: 28 December 2022El artículo expone cuáles han sido algunas de las condiciones sociales, económicas y políticas claves para comprender el surgimiento, desarrollo y debilitamiento de las empresas recuperadas por sus trabajadores (ERT) en Uruguay. Con la crisis socioeconómica del 2002 el fenómeno de las ERT alcanza una magnitud que lo hace visible socialmente. Encontramos a partir de allí un primer momento de emergencia y resistencia que se prolonga hasta finales del primer gobierno del Frente Amplio (FA) (2005-2010); un segundo contexto de crecimiento a partir del despliegue de la política pública durante el segundo gobierno del FA (2010-2015) y un tercer período de decrecimiento y cambio de perfil de las ERT a partir del desplazamiento de la política pública y el debilitamiento organizacional del sector (2015 hasta la actualidad).     Purpose: This exploratory study examined major increases in teachers’ performance evaluations and their immediate impact on next year’s score for those instructors that taught the same subject for at least two years in a row. The purpose was twofold. Firstly, to identify those Student Evaluation of Teaching (SET) survey items associated with major increases in teacher evaluations. Secondly, to examine if there is evidence of the use of these SET results by instructors to improve their teaching.Design: The sample comprised SET survey ratings from one university over a five consecutive year period, for a total sample of 13,052 teacher evaluations and 3,893 teachers-subject observations under analysis. Frequency tables and Student’s t-test were used for analysis.Findings: The results highlighted the three SET survey items captured by the dimension of teaching methodology as those most closely related to major increases in teacher evaluations. Regarding the second objective, the results show no generalised response from teachers who experience major increases in SET ratings. This suggests that the use of SET results is either limited or does not have an immediate measurable effect on student satisfaction.Originality/Value: To the best of our knowledge, this was the first study to specifically examine major increases in teachers’ performance evaluations and their immediate impact on next year’s score based on evidence from SET surveys.     Xenophobia, racism, and the resulting discrimination in practice hinder the path towards achieving regulated equality and the prohibition of discrimination, aiming for a society where all individuals can enjoy substantial equality. Specifically, Directive 2000/43/EC was developed within the framework of the European Community to protect migrants and individuals belonging to ethnic minorities who are more likely to be victims of such discriminatory acts and may find themselves in a situation of greater vulnerability due to structural circumstances.This study examines the various areas of application of the Directive that have been addressed judicially by the Court of Justice of the European Union. To accomplish this, a critical analysis is conducted of the limited number of pronouncements despite more than two decades having passed since the Directive’s entry into force.Received: 22 May 2023 Accepted: 18 November 2023La xenofobia, el racismo y la consecuente discriminación en la práctica dificultan el camino hacia la consecución de la igualdad y la prohibición de la discriminación reguladas normativamente; es decir, hacia una sociedad en la que todas las personas puedan gozar de una igualdad sustancial. En concreto, la Directiva 2000/43/CE fue desarrollada en el marco comunitario con el objetivo de proteger a personas migrantes o pertenecientes a minorías étnicas que tienen una mayor probabilidad de ser víctimas de ese tipo de actos discriminatorios y que, por circunstancias estructurales, pueden hallarse en una situación de mayor vulnerabilidad.     Una propuesta de caracterización del cooperativismo uruguayo

    Based on the review and assessment of the main antecedents a proposal of characteristics of the uruguayan cooperative movement is formulated present throughout its history and that make up its identity. In first Firstly, the strong link is pointed out, both in the origins and in the subsequent development, of cooperativism with social movements, which have functioned as cooperative promoters. The second characteristic refers to the integration of a cooperative movement united and respectful of the principles cooperatives. The third characteristic is the presence of cooperativism in all the country, throughout the territory and in a variety of sectors. Finally, the last characteristic refers to the relationship of cooperativism with the State and the independence and autonomy of cooperativism even when it has been conditioned by public policies. Each of these characteristics is subjected to analysis taking as a basis an extensive review of secondary sources integrated by the reference bibliography, public and movement documents and statistics from the National Institute of Cooperatives (INACOOP). Received: 03 November 2022Accepted: 22 December 2022A partir de la revisión y valoración de los principales antecedentes se formula una propuesta de características del movimiento cooperativo uruguayo presentes a lo largo de su historia y que hacen a su identidad. En primer lugar, se señala el fuerte vínculo, tanto en lo orígenes como en el posterior desarrollo, del cooperativismo con los movimientos sociales, los cuales han funcionado como promotores cooperativos. La segunda característica refiere a la integración de un movimiento cooperativo unido y respetuoso de los principios cooperativos. La tercera característica es la presencia del cooperativismo en todo el país, en todo el territorio y en una variedad de sectores. Finalmente, la última característica refiere a la relación del cooperativismo con el Estado y la independencia y autonomía del cooperativismo aun cuando ha estado condicionado por las políticas públicas. Cada una de estas características es sometida a análisis tomando como base una amplia revisión de fuentes secundarias integrada por la bibliografía de referencia, documentos públicos y del movimiento y estadísticas provenientes del Instituto Nacional del Cooperativismo (INACOOP).     La legislación cooperativa en Uruguay

    During the 20th century, the legislation on cooperatives in Uruguay was based on the criterion of regulating each branch of cooperativism, which led to a fragmented and not homogeneous picture. In 2008, on the other hand, the General Law of Cooperatives No. 18,407 was fulfilled, which gave unity and harmony to the legal regime of cooperatives, at the same time that it incorporated new instruments so that these entities could adapt their development and activities to modern times. This article, after a very brief reference to the legislative background, presents a complete description of the current legislation for all kinds of cooperatives in Uruguay.     Due to their nature, namely the combination of social and economic objectives in favour of the general interest, as well as their ideology, social economy organisations, including cooperatives, are particularly suited to meet the guidelines of decent and inclusive work. This article illustrates, through of a case study, the inclusive role played by social solidarity cooperatives in Portugal. The in-depth analysis of a cooperative that is dedicated to the socio-professional integration of people in vulnerable situations, allowed us to understand the methodologies used to support them. We also identified challenges and strategies adopted to better achieve the integration of the supported people. We conclude that, despite the lack of a specific legal form to frame the work of cooperatives dedicated to the integration of people away from the regular labour market through productive activities, there are de facto practices. Este artículo ilustra, mediante un estudio de caso, el papel integrador desempeñado por las cooperativas de solidaridad social en Portugal. El análisis en profundidad de una cooperativa que se dedica a la inserción sociolaboral de personas en situación de vulnerabilidad, nos permitió comprender las metodologías utilizadas para acompañar a estas personas. También identificamos los retos y las estrategias adoptadas para lograr mejor la integración de las personas acompañadas. Concluimos que, a pesar de la falta de una forma jurídica específica que enmarque el trabajo de las cooperativas dedicadas a la integración de personas alejadas del mercado laboral regular a través de actividades productivas, existen prácticas de facto.     Tourism and hospitality management faculty satisfaction towards flexible learning: A cross-sectional survey from higher educational institutions in Central Luzon, Philippines

    The present study aimed to assess faculty satisfaction on the delivery of tourism and hospitality management programs in the flexible learning mode at the onset of the COVID-19 pandemic. It employed a purposive sampling design where 85 Tourism and Hospitality Management (THM) faculty members, across 27 Higher Education Institutions (HEIs) in the Central Luzon, Philippines, participated. While findings indicate that the faculty members are generally satisfied with the conduct of flexible learning in their institutions, they generally agree on items relating to having higher workloads, longer preparation time for a course, lack of human interaction by not seeing students face-to-face, lower participation of students, technical and connectivity problems, and the need to employ creativity and resourcefulness in the development of learning aids. As the better normal ushers in, flexible learning will still be implemented with the addition of limited face-to-face delivery. As such, faculty members play a vital role in the success of program delivery. That is, when they are satisfied with their conditions, students perform better which leads to better learning and outcome. Effective institutional support services are thus key to ensuring quality flexible learning environments. For continuous improvement, recommended actions should constantly be reviewed, modified, and enhanced to respond to uncertainties and the changing times. HEIs need to recalibrate their curriculum grounded on a deeper understanding of flexible learning to address these challenges; capacitate the faculty with innovations available to enhance student engagement; upgrade infrastructure designed to provide timely feedback and to ease out connectivity issues; and lastly, review policies on faculty workload and number of preparations to consider longer preparation time.
