THE SPEECH ACT OF APOLOGY IN THE DISCOURSE OF ENGLISH NATIVE SPEAKERS AND MACEDONIAN LEARNERS OF ENGLISH
The aim of this paper is to analyze the speech act of apologizing and the similarities and differences that appear in the use of the apologizing strategies employed by native and non-native speakers of the English language. The analyzed data were obtained through an online Discourse Completion Task (DCT) among native and non-native speakers of the English language. The DCT includes ten situations that differ in accordance with the social distance, the social status of the participants, and the degree of the offense. Moreover, the aim was to determine the most common pragmatic strategies of apologizing used by native English speakers as well as by Macedonian learners of English in the given situations. The findings of this study can be helpful to Macedonian EFL teachers and their students in particular as they can raise their awareness with respect to the differences in the use of the apologizing strategies, which, in turn, can contribute to avoiding possible misunderstandings in the communication between these two groups of English language users
CLINICAL EVALUATION OF SURGICAL TREATMENT OF CHERRY EYE WITH MODIFIED MORGAN POCKET TECHNIQUE
Prolapse of the gland of the third eyelid “cherry eye” is caused by defects in the attachments between the third eyelid gland and periorbita. In this study, the aim was to evaluate the characteristics of cases and clinical outcomes of Morgan’s pocket technique in the treatment of dogs with prolapse of the gland of the third eyelid. In this context, the characteristics of the cases were examined in 12 dogs diagnosed with “cherry eye”. The breeds were Cane Corso, Beagle, Shih Tzus, Maltese, Central Asian Shepherd Dog and mixed breed. All dogs underwent surgical treatment with Morgan’s pocket technique, and the clinical results, recurrence and complications were evaluated in all 12 dogs (20 eyes).The success rate of the 12 patients (20 eyes) without recurrence was 100% (12 cases). The complication rate in terms of infection was 8% (one eye). Based on the results of this study, it was concluded that the Morgan’s pocket technique can be considered a reliable procedure for the repositioning of a prolapsed gland of the third eyelid. This technique is easily applicable with a high success rate. Due to the low recurrence and complication rates, it can be considered a highly reliable technique

Sustainable development is one of the principles of environmental protection that is significant for the development of humanity. This principle is part of international environmental law and refers to the sustainable use of resources, taking into account future generations. The author of the paper analyzes the international legal framework and indicators of sustainable development. The author also gives some recommendations on how to apply this principle in the next period
PROVIDING “LEGAL IDENTITY” FOR ALL – THE CASE OF THE REPUBLIC OF NORTH MACEDONIA
From birth, each individual has the right to have an identity. The identity of an individual is the assertion of his or her existence in a society and is a fundamental human right. However, hundreds of millions of people go without proper identification, without the means to officially verify who they are, and about half of the world\u27s nations lack a system of universal birth and death registration. The UN has recognized that and so ‘legal identity for all including birth registration’ has been established as one of the UN Sustainable Development Goals for 2030.
When it comes to the Republic of North Macedonia, about hundreds of people were not registered in the birth register, without established legal and civil identity. As a result, these people could not receive treatment, use social assistance services, be involved in formal education, earn for a dignified life and acquire citizenship.The too long non-resolution of their status, the failures of previous initiatives and the real challenges and difficulties they faced imposed the need for a permanent and systemic solution to this burning problem.Just a few months ago, the amendments of few laws were finally adopted by the Parliament, with which all unregistered persons in the country who fought with the system to prove their legal identity, obtain personal documents, and thus gain access to basic rights, should become full-fledged citizens of the Republic of North Macedonia.
Through the analysis of the previous and current legal solutions to this problem, this paper will provide a more comprehensive analysis of the existing and future challenges that stand оn the way of the ultimate goal - securing a legal identity for all
A LEVEL OF CONTRIBUTION TO THE AGENDA 2023 THROUGH THE ENFORCEMENT OF GENDER EQUALITY IN NORTH MACEDONIA
Gender equality in the Agenda 2030 for Sustainable Development is an issue that is given great importance. The Sustainable Development Goals treat gender issues in a sensitive manner and build expectations that gender equality will be considered as a priority in the new global sustainable development policy of countries. In the Republic of North Macedonia, in general, national strategic documents and policies pay attention to gender equality and incorporate the gender dimension which is also reflected in the index of gender equality, which is 64.5 points of a possible 100. This fact leads to the general review that gender inequality is still present and it manifests in various dimensions especially in rural areas. This paper is methodologically based on a review and analysis of the legal framework in the field of gender equality, rural development and agriculture; data from recent research and analysis related to the SDGs; consultations with local civil society organizations as well as with women from rural areas. Based on the research that is done, the main conclusions lead to the direction that the biggest gender gap is noticed in employment, wages, as well as in women’s participation in social and political life. These gaps are especially visible in local communities in the country. Also, to the conclusion could be added that the contribution to the fifth goal of sustainable development – Enforce Gender Equality is generally provided by the state through legal legislation and strategic documents, but what is missing is the real and equal progress and contribution to achieving the goal in everyday social life, especially in rural areas
EFFICIENCY AND EFFECTIVENESS OF THE STATE AUTHORITIES AND INSTITUTIONS IN THE SUPPRESSION OF CORRUPTION IN THE REPUBLIC OF NORTH MACEDONIA
Corruption is a phenomenon that seriously threatens the rule of law, because instead of the rule of law and its norms, it will be ruled by individuals guided by self-interested goals. Corruption is a criminal phenomenon with a wide spectrum of criminal acts that manifest from the lowest level of „petty “but „widespread“corruption to the highest level of „high“ corruption, which is a „cancerous wound“ for the development of democracy and human rights of citizens. It is direct attack on the constitutional order, above all on the constitutional principles and guarantees for human freedoms, rights and equality of citizens. The exercise of public powers very often takes on the character of performing certain services only for those citizens who can pay for them. However, the most serious forms of corruption are the abuse of public powers, power and their use by acquiring wealth to the detriment of the state budget and damage to citizens and entrepreneurship as entities that set aside from their incomes to fill the state budget. The rule of law should guarantee „the freedom of the market and entrepreneurship and ensure an equal position of all subjects in the market entities“ to guarantee the freedom and equality of citizens in all spheres of social life. Suppression of corruption is the responsibility of several state bodies and institutions, but how efficient and effective they are in their actions is the subject of this research for the period from 2018 to 2022 through the use of a normative analysis method, a comparison method and a statistical method
A COMPREHENSIVE ANALYSIS OF SPORTS INJURIES IN A PROFESSIONAL HANDBALL CLUB
Sports injuries pose a significant challenge to the performance, well-being and career longevity of athletes. This research delves into the field of sports injuries in the handball club RK Eurofarm Pelister, including 20 athletes in the period from July 25, 2022 to December 17, 2022. The research was conducted by an experienced physiotherapist and lasted five months with the primary goal of identifying the most common diagnoses among the athletes in the selected handball team. Methods: A physiotherapeutic approach was used to assess and document the injuries sustained by the athletes during the specified period. Through detailed examination and analysis, the research aimed to define the frequency and nature of injuries within the professional handball club. Results: Findings reveal a spectrum of injuries prevalent among handball athletes, with the most common diagnoses including ankle sprains, muscle spasms, patellar tendinitis, and anterior cruciate ligament (ACL) ruptures. Ankle sprains emerged as the leading injury, highlighting the vulnerability of the lower extremities in handball players. Muscle cramps and patellar tendinitis were also common, highlighting the impact of high-intensity and repetitive training. The occurrence of ACL tears highlights the inherent risks associated with the dynamic and physically demanding nature of handball. Conclusion: This research provides valuable insights into sports injuries within the professional handball club Eurofarm Pelister. The prevalence of ankle sprains, muscle spasms, patellar tendinitis, and ACL ruptures underscores the need for focused preventative measures and rehabilitation strategies tailored to the specific demands of handball. Addressing these common injuries can improve athlete well-being, optimize performance, and extend career longevity, ultimately benefiting both the athletes and the overall success of the handball team
PRIVACY AND PERSONAL INFORMATION PROTECTION IN KOSOVO: CHALLENGES AND PERSPECTIVES
As a fundamental human right, privacy, and data protection are becoming increasingly important in the digital age. This study examines the challenges and opportunities for privacy and data protection in Kosovo, with a particular focus on the legal system, the impact of technology, and public awareness. A qualitative research approach was used, reviewing reports from relevant organizations, international treaties, and legal documents. While the findings show significant progress in aligning Kosovo’s legal system with European standards, they also reveal gaps in implementation and knowledge. Rapid technological advances have outpaced legislative measures and exposed vulnerabilities in data security. The study comes to the conclusion that in order to address these issues, it is imperative to enhance the National Agency for Personal Data Protection, improve enforcement mechanisms, and advance public education. Establishing robust protections for personal data in Kosovo\u27s changing digital environment requires cooperation between the public and commercial sectors
THE ROLE OF UKLO AS A CATALYST IN THE PROCESS OF CO-CREATION FOR THE DEVELOPMENT OF BITOLA AS A SMALL SMART CITY
The main driving forces behind the concept of “smart city” are information and communication technologies, with the focus on the Internet of Things and artificial intelligence, as well as the local government and all the different social actors that make up a city’s ecosystem. The smart city as a concept implies the creation of e-services that facilitate the lives of citizens. The transition of cities towards becoming smart involves changing the role of all social actors (citizens, service providers and local authorities) from passive to proactive. Such a transition requires the creation of a climate for collaboration and participation in the process of creating the smart city, known as co-creation. The current focus in the creation of smart cities is on large cities, while the transformation of smaller cities which also need to become smart is neglected. This research paper has its focus on the possibility of the city of Bitola becoming a smart city. The paper is inspired by three smaller cities in Finland that have become smart, which serve as the main research method – case study. The specific examples highlight the role of applying the model of co-creation and point out the university as the most significant actor in the city\u27s ecosystem, which must be necessarily involved in the process whereby a city, in this case Bitola, can become a smart city
