    Der vorliegende Tätigkeitsbericht fasst im Teil A die Entwicklungen zusammen, die im November 2014 zur Etablierung des Gemeinsamen Ausschusses zum Umgang mit sicherheitsrelevanter Forschung der Deutschen Forschungsgemeinschaft (DFG) und der Nationalen Akademie der Wissenschaften Leopoldina geführt haben. Im Teil B wird über die Aufgaben des Gemeinsamen Ausschusses und dessen Aktivitäten bis zum 1. Oktober 2016, insbesondere über den Stand der Umsetzung der Empfehlungen zum Umgang mit sicherheitsrelevanter Forschung von DFG und Leopoldina vom Juni 2014, berichtet. Teil C gibt einen Überblick über die politischen Debatten zum Thema Sicherheitsrelevante Forschung in Deutschland, die bestimmte Experimente an hochpathogenen Influenzaviren ausgelöst hatten. Teil D gibt einen Ausblick zur angestrebten weiteren Entwicklung des Gemeinsamen Ausschusses

    Nurturing Future Scientists: G-Science Academies Statement 2016

    This statement was prepared by the National Academies of Sciences of the G7 states under the leadership of the Science Council of Japan to provide scientific advice to the G7 Summit of Heads of State and Government in Japan in 2016. The present-day society heavily relies upon science-based discovery, technology and policies. In light of this, nurturing future scientists is important for the development of society. Connecting scientists and society, and creating a diverse global workforce need to be promoted. The G-Science Academies recommend the followings: (1) Further promotion of science education for necessary capacities; (2) Supporting young scientists for development of career in broader sectors; (3) Implementation of scientists’ assessment based on quality and diverse activities; (4) Prioritizing science communication to the public and children; (5) Training scientists for science advice to policies; (6) Improving working conditions of women and minority groups for career development; (7) Developing science capacity and mutual mobility by collaboration of developed and developing countries; and (8) Ensuring access to academic literatures and information, and opportunities of publication of research results

    This document was adopted in 2016 by the 2nd Joint Science Conference of the Berlin Process in Vienna. The conference was organised jointly by the Leopoldina and the Austrian Academy of Sciences under the 2016 French Presidency of the Berlin Process. The document formulates five key recommendations for science and tertiary education in South East Europe (including the Western Balkans): Build a social and political culture appreciating the relevance of science for open society and economic development. Involve scientists in policy-making and institutionalise communication by establishing National Science Advisory Councils or similar bodies. Apply international quality criteria to and involve international scientists in evaluation and recruitment of scientific-academic personnel. Embrace a welcoming culture for attracting outstanding scholars from the diaspora and international scientific community. Guarantee long-term planning security. Offer mobility measures for brain circulation at all career levels. Create national autonomous research funding institutions and depoliticise the science system. Adopt special instruments within the EU Framework Programme for Research and Innovation for the Western Balkans 6 and the EU13 to combat inequalities in the EU. Develop one central information hub for EU-funded opportunities.Dieses Dokument wurde 2016 von der 2. Gemeinsamen Wissenschaftskonferenz des Berliner Prozesses in Wien verabschiedet. Die Konferenz wurde gemeinsam von der Leopoldina und der Österreichischen Akademie der Wissenschaften während der französischen Präsidentschaft des Berliner Prozesses ausgerichtet.     Die Medizin hat die Aufgabe, Krankheiten – soweit möglich – zu heilen, zu lindern und ihnen vorzubeugen. Der Patient muss sich darauf verlassen können, dass Ärzte und das medizinische Fachpersonal nur entsprechend dieser Aufgabe handeln. Die Lebenserwartung der Menschen in Deutschland steigt, und das bei immer besserer Gesundheit. Gründe hierfür sind insbesondere auch Fortschritte der Medizin und ein qualitativ hochwertiges Gesundheitssystem, das prinzipiell allen offensteht. Seit einiger Zeit beschäftigen sich verschiedene Akteure in Veranstaltungen, Stellungnahmen und Analysen mit möglichen Fehlentwicklungen im Gesundheitswesen und insbesondere mit den Ursachen, Symptomen und Folgen einer wahrgenommenen „Ökonomisierung“, welche unter Umständen zu Therapieentscheidungen führen, die medizinisch nicht indiziert sind. Die Wissenschaftlichen Kommissionen Gesundheit und Wissenschaftsethik der Nationalen Akademie der Wissenschaften Leopoldina haben dies zum Anlass genommen, in einem Symposium im Januar 2016 in Berlin das grundsätzliche Verhältnis zwischen Medizin und Ökonomie in den Blick zu nehmen. Der Schwerpunkt lag dabei auf dem akut-stationären Bereich. Das vorliegende Papier ist auf der Grundlage dieses Symposiums entstanden. In diesem Papier finden sich Thesen zu Ansatzpunkten für eine klare Rollenzuweisung von Ökonomie und Medizin im deutschen Gesundheitswesen am Beispiel des stationären Sektors. Hierbei handelt es sich um einen Autorenbeitrag von Wissenschaftlern aus den beiden Kommissionen, die die Veranstaltung vorbereitet haben. Den Autoren ist die Komplexität des Feldes und des entsprechenden rechtlichen Rahmens bewusst; dennoch werden einige Aspekte pointiert aufgegriffen, die den Autoren für das Verhältnis zwischen Medizin und Ökonomie und für Entwicklungen im Gesundheitssystem in Deutschland zentral erscheinen.     Flexibility concepts for the German power supply in 2050: Ensuring stability in the age of renewable energies : Position Paper

    So-called flexibility technologies are necessary to balance the fluctuations naturally inherent to power generation from wind and photovoltaics. The various viable options include flexibly dispatchable power plants as well as storage systems or the balancing of power demand and power feed-in (demand-side management). The challenge is to identify the options combining stability, sustainability, cost efficiency and social acceptability. A working group of the Academies’ Project "Energy Systems of the Future" (ESYS) has developed a special model enabling the comparison of 130 different constellations. The position paper published by acatech, the National Academy of Sciences Leopoldina and the Union of the German Academies of Sciences and Humanities summarises the main findings and presents design options for energy policies

    Indicators for a circular economy

    EASAC’s earlier comments on the circular economy from the perspectives of the natural and social sciences observed that new indicators are likely to be required for the circular economy and this has been confirmed by the European Commission decision to establish a set of reliable indicators. EASAC thus decided to conduct an analysis of indicators that may be appropriate for monitoring progress towards a circular economy. Indicators are critical for economic assessment at all scales—from the micro- (businesses) level to the macro- (regional and national) to global levels. As a result, selecting indicators has significant implications and care needs to be taken to ensure that the indicators are appropriate for the policy objectives This report considers basic drivers for shifting from a linear to a circular economy and the demand for related indicators. Major priorities in the circular economy are the decoupling of resource use and environmental impact from economic activities; measurement of resource efficiency and waste reduction, and tracking material flows is thus a key component. However, such basic concepts do not capture the environmental impact of resources extraction and use, or the objective of more efficiently using goods, including repairing and reusing. The report reviews in detail the indicators recently proposed in different fields and assesses their relevance for the circular economy. The indicator sets considered include those from the United Nations Environment Programme (UNEP), United Nations Development Programme (UNDP), Global Reporting Initiative, World Bank, Yale and Columbia Universities, Eurostat, Ellen MacArthur Foundation, European Union (EU) Resource Efficiency Scoreboard and European Innovation Partnership. Economy wide material flow analysis is given particular attention. In addition, the report notes that owing to the linkages between the circular economy, human well-being and sustainable development, the indicators for monitoring progress towards a more circular economy can be included in the wider debate on developing alternatives to gross domestic product (GDP), where the Commission’s circular economy indicators, ‘Beyond GDP’, sustainable development indicators and environmental pressure index actions are involved. Case studies are presented on indicators in the Chinese and Japanese circular economy initiatives
