Implicating LTTE is irresponsible: Yogi
Senior LTTE leaders in Jaffna have emphati­
cally denied any involvement in Rajiv Gandhi’s 
assassination, and have described statements 
from Indian Ministers implicating the LTTE as ir­
responsible and emotional.
Mr Yogaratnam Yogi, general secretary. 
LTTE's political wing, said. "We have been blam­
ed by people from Ministers downwards, but 
without a shred of evidence. These are irrespon­
sible statements based on an emotional out­
burst.-'
Mr. Anton Balasingam, LTTE's political advi­
ser. pointed out that the Tigers had issued a 
statement from London stating that they were not 
in any way involved. "The Congress party is ac­
cusing the LTTE. We are disappointed to note 
this. After all. Mahatma Gandhi and Mrs. (Indira) 
Gandhi were also assassinated, indicating that 
there are many forces within India hostile to the 
establishment. We can't understand why we are 
being blamed."
Mr. Yogi said he felt the LTTE was being 
blamed because there would be a domestic 
backlash if anyone else was involved.
Asked about the technology used in the ex­
plosion. which seemed to point to the LTTE. Mr. 
Balasingam said that it was wrong to say the 
technology used was sophisticated. "It was just a 
matter of joining two wires together. As for the 
explosives used, there is no shortage of explos­
ives in India."
Questioned about the political motive the 
LTTE might have had in preventing Rajiv Gandhi 
from coming back to power and insisting that the 
Indo-Sri Lanka Agreement be the basis for any 
political settlement. Mr. Balasingam said the as­
sassination would not change anything if a Con­
gress government came back to power. "The 
Congress party manifesto mentioned the Indo-Sri 
Lanka Agreement, and any Congress govern­
ment would have followed the same policy."
Mr. Balasingam also said that foreign policy in 
India was made by bureaucrats rather than politi­
cians. and so assassinating Rajiv Gandhi would 
not really achieve anything.
The LTTE adviser also pointed out that an 
LTTE representative had met Rajiv Gandhi re­
cently. and by all accounts the meeting had gone 
off well.
Asked whether the widespread suspicion of 
the LTTEs involvement in the assassination 
would affect their relations with Indian political 
parties. Mr. Yogi said, "Without concrete evi­
dence, it cannot affect us."
About the possibility of Tamil refugees being 
asked to leave Tamil Nadu. Mr. Balasingam said, 
"I don't think these people will be thrown out. 
For decades Tamil Nadu has been a refuge for 
them."
Distrust for Rajiv Gandhi: The LTTE's denial, 
however, should be viewed in the context of its 
general political and military strategy. The Tigers 
have never admitted to any of the assassinations 
they have been linked with, and are unlikely to 
admit responsibility for Rajiv Gandhi's death 
even if they were involved. The assassination 
should also be seen in the context of the deep 
distrust that senior LTTE leaders, including its 
leader, Mr. V. Prabakaran. had for Rajiv Gandhi.
To the LTTE. Rajiv Gandhi was the man who 
betrayed the Tamil cause by signing an accord 
that met India's security interests, but not Tamil 
demands for genuine autonomy. Rajiv Gandhi is 
also blamed for the chain of events that led to 
the outbreak of hostilities between the LTTE and 
the IPKF. Mr. Prabakaran is also known for the 
ruthless and single-minded dedication with which 
he has removed potential stumbling blocks 
which would hinder Tamil aspirations from being 
achieved.
In private conversations senior LTTE leaders 
have made no effort to hide their suspicion of 
India, and their desire to prevent any further ac­
tive Indian intervention in Sri Lanka. Whatever 
the feelers that might have been sent out by the 
LTTE representatives in India, the suspicion of In­
dia and particularly Rajiv Gandhi is deeply in­
grained within the core leadership of the LTTE.
The LTTE's suspicion of Rajiv Gandhi does not 
in any way link them to his assassination, but it 
does provide the context within which any de­
nials of involvement or any demands for Indian 
mediation or involvement should be viewed.
Cool reaction in Jaffna: In Jaffna itself, the re­
action to Rajiv Gandhi's death has been cool, 
largely because he is perceived as the man re­
sponsible for putting the IPKF on a collision 
course with the Tamils. "When Indira Gandhi was 
assassinated, there was a spontaneous outburst 
of grief." said one Jaffna resident. "People wept 
and put up banners and flags of mourning. This 
time, there has been absolutely no reaction. Peo­
ple blame him for what the IPKF did."
"We are all so absorbed in the everyday 
struggle to get enough food that outside events 
hardly sink in.” said a University professor.
LTTE-Rajiv meeting led to good relationship: Kittu
The LTTE leader, Mr. Sathasivam 
Krishnakumar alias Kittu. has confirmed that a 
meeting did take place between the former 
Prime Minister, Rajiv Gandhi, and the LTTE rep­
resentative, Mr. Kasi Anandan in New Delhi on 
March 5. The meeting led to a 'good relationship' 
between Rajiv Gandhi and the LTTE and there­
fore, the LTTE had no reason to kill him, Mr. Kittu 
added.
Mr. Kittu told The Hindu from his residence in 
London that the Sri Lankan Government was 
anxious about the Indo-Sri Lanka Agreement be­
ing revived if Rajiv Gandhi were to return to 
power.
Plastic explosives: Answering a question on 
only the LTTE having the technology and preci­
sion to use the plastic explosives that killed the 
former Prime Minister, Mr. Kittu said India had 
supplied large quantities' of plastic explosives to 
all the Tamil militant groups when they were re­
ceiving training in arms in India. "In the battle­
field, these groups did not get an opportunity to 
use them," he added.
There were also many 'Eelam Tamil women 
who were affected when the Indian Peace-Keep­
ing Force was in Sri Lanka. One of the affected 
women could have come to the conclusion oh 
her own to take direct action, he said.
Asked about the Congress(l) spokesman, Mr. 
Pranab Kumar Mukherjee's denial of 'the whole 
report' about the unpublicised meeting between 
Rajiv Gandhi and Mr. Kasi Anandan in New Del­
hi on March 5, Mr. Kittu said Mr. Kasi Anandan 
did meet Rajiv Gandhi on behalf of the LTTE. "I 
gave him permission (to meet Rajiv Gandhi). I am 
a Central Committee member of the LTTE. He 
asked me whether he should meet Rajiv Gandhi 
or not. He sought permission from me not only 
to meet Rajiv Gandhi but even to make arrange­
ments to meet him. Rajiv Gandhi knew that Mr. 
Kasi Anandan is our political leader. Only after 
he knew it, he agreed to meet (Kasi Anandan). 
The meeting lasted 45 minutes... The LTTE 
leader, Mr. V. Prabkaran's permission was also 
given for Mr. Kasi Anandan to meet Rajiv Gan­
dhi." Mr. Kittu said.
In the meeting between the former Prime Min­
ister and the LTTE representative. Rajiv Gandhi 
said that he would do what was possible on his 
part to mitigate the hardship of the Sri Lankan 
Tamils. Mr. Kittu said. “Rajiv Gandhi said he had 
wanted to solve the Tamils’ problem through the 
Indo-Sri Lanka Agreement but certain unex­
pected incidents took place” the LTTE leader 
said from London.
Besides. Mr. Arjuna Sithampalam of London 
also met Rajiv Gandhi within two weeks of Mr. 
Kasi Anandan meeting Rajiv Gandhi, Mr. Kittu 
said. But Mr. Sithampalam, an international 
banker,' did not meet the former Prime Minister 
on behalf of the LTTE. He met Rajiv Gandhi on 
behalf of the Tamils.
Good relationship: Even in that meeting, Rajiv 
Gandhi referred to the Tamil problem. He said he 
wanted to help the Sri Lankan Tamils and that 
the lamii struggle was a just one. He said the 
Tamil struggle should not end in failure. At the 
same time. Hajiv Gandhi said his desire was that 
Sri Lanka should be stable. When you consider 
all this, anybody will understand that there was a 
good relationship between Rajiv Gandhi and the 
LTTE,' Mr. Kittu said.
"As far as the LTTE is concerned, there is no 
justification for the LTTE to have inimical feelings 
towards Rajiv Gandhi... The LTTE has never-in­
terfered in the local politics of India. So there 
was no room for the Congress(l) or Rajiv Gandhi 
to entertain any inimical feelings towards the 
LTTE and vice versa. After the withdrawal of the 
IPKF, the relationship between Rajiv Gandhi and 
the LTTE was built up step by step. Therefore, 
there cannot be any connection between the 
LTTE and this murder." Mr. Kittu said.
On the assessment that only the LTTE cadres, 
including its women fighters, had the highest mo­
tivation to carry out such an assassination. Mr. 
Kittu said that the LTTE cadres did have the 
highest motivation but the LTTE could not be 
blamed for all the Incidents. "There were several 
struggles under way in India to obtain their 
rights. It cannot be said that men taking part in 
these struggles are afraid of losing their lives. As 
far as this operation is concerned, our argument 
is that anybody can do it. Besides, when you 
look deeply at it, the Sri Lankan Government 
was worried that the Indo-Sri Lanka Agreement 
would be revived if Rajiv Gandhi were to return 
to power,” he said.
When it was pointed out to him that the LTTE 
also would have been very apprehensive about 
the revival of the Indo-Sri Lanka Agreement, that 
it had derailed the Agreement in the past and so 
it had a strong reason to kill Rajiv Gandhi fearing 
his return to power. Mr. Kittu replied. "The 
Agreement is a political problem. It is a big issue. 
We wanted to discuss it elaborately and solve it. 
It cannot be solved in one stroke Just because 
Rajiv Gandhi died, nobody can expect the 
Agreement also to die. Such an argument is fal­
lacious."

HAT will be the fate of the Con­
gress^) after Rajiv Gandhi? This 
Question is uppermost in the minds of 
not only Congressmen, but the leaders 
of practically all other parties. This is 
because the Congress(I) plays a domi­
nant role in Indian politics even when 
not in power at the Centre. For the 
nearly seven years since he was install­
ed Prime Minister after his mother’s 
death in 1984, Rajiv Gandhi had play­
ed a high-profile role, in office and out 
of it, which has made the future of the 
^ongress(I) all the more uncertain.
The bizarre, hasty decision of the 
Party leaders to offer the presidentship 
to Rajiv Gandhi’s widow, Sonia, brings 
out the state of disarray of the party. It 
of course, natural for the Con- 
8ress(I) to try to cash in on the sym­
pathy wave; going by the experience of 
the rich harvest it reaped seven years 
ago when Indira Gandhi was assassin­
ated, one can understand the leaders’
anxiety to repeat that performance. 
For this they need not install Sonia 
leader of the party. She could have 
campaigned for the party and would 
have no doubt evoked widespread 
sympathy which could be converted 
mto votes for the Congress(I). The 
tttove to make her the party president 
"'as so astounding that it provoked ad- 
Verse comments, both at home and 
abroad. The fact that the party leaders 
themselves lapsed into squabbling 
about leadership once Sonia declined, 
brought out the poor state of health of 
fhe Congress(I).
It would, however, be unfair to de­
cry the present leaders for this sorry 
state of affairs of the party. One has to 
go back at least 20 years to trace the 
roots of this crisis. When Indira Gan- 
yhi in 1969 split the Congress by walk- 
lng out of the company of the Syndi­
cate of old party bosses, there was an 
upsurge of expectation that she would 
build a democratically functioning par­
ty’ liberated from the dead grip of the 
old guard. This feeling was heightened 
by the enthusiasm generated by her 
Populist programmes beginning with 
bank nationalisation and abolition of 
Princely privy purse and privileges and 
?n to measures against monopolies in 
Utdustries and finally to the clarion call 
°< garibi hatao.
But there was no effort whatsoever 
to build a sound party organisation in 
consonance with the democratic pro­
fession of the leaders. At the begin- 
Uuig> the ad hoc arrangements were 
Kept pending the elections. But after 
ber spectacular victories in 1971-72, 
mdira Gandhi just did not bother to 
build the party. On the plea that she 
alone knew how to read the pulse of 
be people, all the promises of demo- 
cratic party functioning were shelved. 
1 is worth noting that the Congress 
barter Indira Gandhi did not have par­
ty elections at all and this continued 
Uuder Rajiv Gandhi despite his repeat­
ed promises of holding them.
The result is that for 22 years, the 
Party has had no internal elections, 
that is, from the day it was born after 
the 1969 great split. Orders from the 
up have throughout been the rule. 
Whether it is about the composition of 
Pradesh party committees, and select- 
th6*1 chiefs or choice of Chief 
"musters or State-level ministers, 
everything has been done by the “par­
ty centre,” which means the party 
President.
How fragile such an arrangement 
can become was seen in the 1970s. The 
v,ctories of 1971-72 led to compla­
cency which left the party quite unpre­
pared to meet the challenge of mass 
mscontent at growing corruption and 
^administration of Congress Ministr- 
l8’ The movement was spearheaded 
y Jayaprakash Narayan in Gujarat and 
later in Bihar. Panic gripped the Con­
gress leadership whose pathetic grovel­
ling before the leader was epitomised 
in the memorable piece of sycophancy: 
“Indira is India and India is Indira.” 
This panic led Indira Gandhi and her 
cohorts to clamp Emergency in 1975. 
When the leadership of the premier 
political party could not meet the chal­
lenge of mass discontent politically, it 
resorted to authoritarian measures 
stifling normal political functioning.
It needs to be stated that Indira 
Gandhi was no anarcho-syndicalist in 
her outlook. She did rely on some form 
of political organisation, but this had 
nothing to. do with democratic party 
functioning. From the very beginning 
of her prime ministership, she had fos­
tered a-ring of loyalists, really a cross 
between courtiers and advisers. Some 
members of that kitchen cabinet were 
highly intelligent people, but they ow­
ed no responsibility to either the party 
or the government. Their standing was 
by the virtue of the access they had to 
the Prime Minister and her ear. By the 
very role it actually came to play, the 
kitchen cabinet was what can be called 
an extra-constitutional authority bask­
ing under the favour of the supreme 
leader.
Indira Gandhi, however, did not 
stick to the same kitchen cabinet 
throughout. After her setback in the 
1967 elections, the kitchen cabinet was 
sacked and a new set of advisers and 
operators brought in. De facto, they 
wielded considerable power, but they 
remained an obstacle to the healthy 
growth of a democratic party. In 
course of time, the role of kitchen 
cabinet was taken over by her son 
Sanjay Gandhi and his companions and 
hangers-on to whom Indira Gandhi 
provided all opportunities, defying 
party and administrative norms. Du­
ring the Emergency, San jay and Co. 
virtually took over the Congress and 
Indira Gandhi backed them enthusi­
astically and applauded them in public 
as she did at the Guwahati session of 
the All India Congress(I) Committee in 
November 1976.
The 1977 debacle naturally shook 
the Congress, but it did not help to 
change Indira Gandhi’s outlook in fa­
vour of a democratic party set-up. 
Rather, when there were demands, 
however feeble, for accountability of 
the Emergency misdeeds, she walked 
out in January 1978 to set up her own 
party, the Congress-Indira. For the 
first time a political organisation had 
the name of an individual tagged on to 
it. She did enlist the services of a num­
ber of senior Congress leaders, but the 
control of the party as such — from its 
funds to its campaign and even its pol­
itical strategy — was handled by the 
Indira-Sanjay combine and their faith­
ful retainers.
After the collapse of the Janata Party 
Government and when Indira Gandhi 
returned to power in January 1980, 
there were talks of building the party. 
This was entrusted to Sanjay Gandhi 
and there was no question of 
democratising it. With Sanjay Gandhi’s 
passing away in an air crash, Indira 
Gandhi had one more opportunity to 
rebuild a democratic party. But she did 
nothing of the kind. Without even car­
ing to consider any senior Congress­
men as a replacement for Sanjay, she 
brought in her other son from outside 
the political world and openly groomed 
him as her successor. So, Rajiv Gandhi 
was brought into Parliament and made 
party general secretary. Like her kit­
chen cabinet, she let Rajiv Gandhi set 
up his “computer brigade,” which 
emerged as the real party centre with 
the AICC and the Working Committee 
reduced to mere formalities.
It was, therefore, no surprise. that 
when Indira Gandhi fell to assassins’ 
bullets on October 31, 1984, Rajiv 
Gandhi was sworn in Prime Minister 
by sundown. Even the formality of 
summoning a meeting of the Congress 
Parliamentary Party was abandoned. It 
was almost a conditioned reflex that 
the son should succeed the mother — 
the assertion of dynastic rule without 
any democratic pretence whatsoever. 
After the spectacular Congress(I) vic­
tory in 1984 — the result of a mix of 
sympathy and concern over the threat 
to the nation’s security — there were 
expectations that Rajiv Gandhi with 
his clean-image would rebuild the par­
ty. This was reinforced when at the 
Congress centenary session in Bombay 
in December 1985, he promised to 
smash the grip over the Congress(I) of 
“power-brokers” whom he denounced 
for having converted “a mass move­
ment into a feudal oligarchy.”
Soon, however, the expectations 
turned out to be illusions as Rajiv Gan­
dhi ran the party in the same way as 
his mother had done, the only differ­
ence was that it had been made more 
subservient to the leader and the co­
terie around him. General secretaries 
were changed almost every new sea­
son, making it difficult to keep count. 
Pradesh committees and Chief Minis­
ters and their ministers were all ap­
pointed by the leader without any for­
mal consultations.
When the euphoria over the new 
Government subsided after two years, 
and differences cropped up within the 
royal court, purges were effected with­
out bothering about democratic norms, 
but purely on the loyalty test — 
loyalty to the leader and nothing else. 
The coterie was not answerable to any 
party body but to the boss and the boss 
alone. Any expression of dissent, how­
ever genuine, was smothered as rebel­
lious. Such absolutism, clothed of 
course in suave benevolence could not, 
however, prevent factionalism at vari­
ous levels; many such groups maintain­
ed subterranean links with one section 
or the other in the royal court.
An important aspect of party func­
tioning is the control of finances. A 
party of such widespread magnitude 
has to depend on regular sources of in­
come. Briefly, this aspect of Congress 
functioning has passed through several 
stages. Before Independence, it had

depended on donations; small sums 
through mass collections and larger 
ones from the affluent. After Indepen­
dence, the situation changed in a big 
way. As the ruling party, the Congress 
secured the whiphand over the busi­
ness community, which was made to 
fill the party coffers and secure, as 
quid pro quo, whatever concessions, 
permits and licences it could. The 
business of raising funds, by means 
both open and devious, was handled by 
the organisation bosses while the pol­
itical leaders, by and large, did not get 
involved in it directly. As a mass party 
with a democratic appeal, the image of 
political leaders had to be preserved 
and could not be allowed to be sullied.
This neat division of labour, how­
ever, broke down when the party split 
in 1969. The organisation bosses were 
all on the side of the Syndicate; Indira 
Gandhi’s new Congress had to desper­
ately raise funds. Appeal for mass col­
lection was not resorted to. Instead, 
approaches were made directly to busi­
ness establishments by the political 
leaders, including Indira Gandhi her­
self. The funds raised were kept in the 
custody of persons enjoying her direct 
confidence without any reference to 
the AICC. Over the years, this system 
was perfected, and one heard of “lev­
ies” on business houses at the time of 
elections. Individual Congress leaders 
at the State level managed to rope in 
their own patrons from among local 
business houses. Inevitably, an element 
of coercion came in during the Emerg­
ency and by the time of the 1977 elec­
tions, business houses were choosing 
their own favourites at many places.
After Indira Gandhi’s return to 
power in 1980, a new element came 
into this business of fund acquisition. 
There appeared the cutbacks and 
kickbacks on giant government pur­
chases from abroad whether by the 
Defence or other departments. Not for 
nothing did Indira Gandhi make the 
memorable remark that corruption af­
ter all “is a global phenomenon.” It is 
in this category one has to place the 
alleged kickback from the German 
submarine deal and perhaps also the 
Bofors scandal.
One could notice a more systematic 
arrangement of this department under 
Rajiv Gandhi. For obvious reasons, the 
full story of this aspect will not be 
known for years, if at all, because these 
have international ramifications as the 
very preliminary probe into the Bofors 
deal has amply borne out.
All this forms the background of 
where the Congress(I) as the premier 
political organisation stands on the de­
mise of Rajiv Gandhi who wielded im­
perial authority over it. In an organisa­
tion reared on the leadership principle, 
adhering so long to dynastic succession 
right at the top, it was but natural that 
there should be a state of disarray 
when the emperor disappears sudden­
ly. On one side are the senior party 
leaders, so long left out of any final 
authority within the party; and on the 
other, there is the coterie personally 
loyal to the departed leader. The sen­
ior party leaders are now confronted 
with the responsibility of leading the 
party, a job from which they had so 
long been virtually kept out. With all 
its depletion of influence and strength, 
the Congress(I) still continues to be a 
big prize, and therefore it is but natu­
ral there should be tussle among the 
leaders for capturing it. On the other 
side, there is the consortium of 
retainers who will struggle desperately 
to install the widow of the leader for 
the purpose of getting control not only 
of the party and see it through the 
election but beyond to run the govern­
ment with her at its head if and when 
the party comes to power.
After Jawaharlal Nehru’s death, the 
party bosses’ Syndicate made Lal Ba­
hadur Shastri the Prime Minister, and 
when he died, they installed Indira 
Gandhi, who in turn ditched the Syn­
dicate and established her authority, 
and then groomed her sons one after 
the other as her successor. Now, after 
Rajiv Gandhi, it is inevitable there 
should be a struggle for succession — 
between the coterie and the party 
leaders, and also among the leaders 
themselves. The ignominious downfall 
of the party that once led this nation to 
freedom. ■

Anknupfend an den Beitrag von Walter Keller zum "Boykott von Teppichen. Moderne Sklave- 
rei und Kinderarbeit" in ’Sudasien’, Nr. 6/9o soil an dieser Stelle Ober Pakistans Tep- 
pichproduktion berichtet werden, die auf gemeinsame subkontinentale Wurzeln zuruckgeht, 
nach der Unabhangigkeit jedoch einen eigenstandigen Weg eingeschlagen hat und bevorzugt 
den deutschen Markt beliefert. Probleme von Abhangigkeit und Kinderarbeit bestimmen die 
Produktionsverhaltnisse in Pakistan, wo Kontraktoren als Vermittler zwischen Produzenten 
und Exporteuren agieren.
Zunachst soli ein pakistanischer Akteur aus der Tep- 
pich-Industrie in einem Interview zu Wort kommen. Ein 
Teppich-Exporteur aus Lahore stellt die Arbeitsbedin- 
gungen aus seiner Sicht dar.
"Sie beuten Kinderarbeit aus", begann Zafar Iqbal 
Mirza (ZIM) sein Interview mit einem fuhrenden Tep­
pich-Exporteur (TE).
TE: "Diese Unterstellung will ich nicht abstreiten, da 
jede Art von Beschaftigung eine ge wisse Ausbeutung 
enthalt. Alle Lbhne befinden sich unterhalb der Erwar- 
tungen des Lohn empfangers.
ZIM: Ich spreche nicht von der Arbeit Erwachsener, 
sondern von Kinderarbeit. Sie lassen Kinder fur sich 
arbeiten, wahrend sie zur Schule gehen sollten. Da sie 
Kinder sind, bezahlen sie ihnen auch weniger als 
Erwachsenen."
TE: "Wir zwingen die Kinder nicht zur Arbeit. Tep- 
pichproduktionsstatten sind keine Bettierlager. Als 
Arbeitsplatze sind sie wesentlich sauberer als stadti- 
sche Werkstatten, Teekuchen am StraBenrand oder Mecha- 
niker-Werkstatten. Kinder - und ich betone, daB sie 
nicht sehr Jung sind - werden beschaftigt, weilKnupfen 
eine komplizierte Arbeit ist und Madchen es besser 
kbnnen als Jungen. Daruber hinaus geben sie die Arbeit 
in einem gewissen Alter auf."
ZIM: "Wie lange dauert ein Arbeitstag?"
TE: "Sie haben nichts verstanden. Sie glauben, daB ich 
die Weber anstelle. Das tue ich nicht. Ich besaB unge- 
fahr 100 Knupfrahmen in Lahore, aber nach der Olkrise 
1973 wurden Arbeit und Wolle teurer. Daher muBTe ich 
die Anzahl verringern und schlieBlich meine Manufaktur 
schlieBen."
ZIM: "Woher bekommen Sie dann Ihre Teppiche und warum 
nennen Sie sich dann Teppichproduzent?"
TE: "Ich nenne mich Produzent, weil die Teppiche fur 
mich auf Bestellung angefertigt werden. Das Muster, 
die Farbgestaltung und die Qualitat bestimme ich."
ZIM: "Wer knupft die Teppiche fur Sie?"
TE: "Nach der Olkrise wurde die Teppichproduktion aus 
den Stadten aufs Land verlagert, in Kleinstadte und 
Dbrfer, in die Hauser Einzelner. Eamilien stellen 
einige Knupfrahmen auf und die Mitglieder arbeiten an 
Ihnen. Viele Weber sind jetzt sozusagen selbstandig. 
Ich kann nicht von Dorf zu Dorf ziehen, urn die Teppi­
che einzusammeln. Daher beschaftige ich einen Kontrak- 
tor (Zwischenhandler), der Zugang zu einer bestimmten 
Anzahl von Knupfrahmen in einer bestimmten Region be- 
sitzt. Ich bestelle meinen Bedarf bei ihm und vereiR' 
bare die Menge und Qualitatsanforderungen."
ZIM: "Aber Sie besitzen immer noch die Kontrolle uber 
einzelne Teppichknupfer durch das beruhmtberuchtigte 
VorschuBsystem, durch das die Teppichknupfer zu ihren 
Schuldknechten wurden?"
TE: "Ich wunschte, es ware so. Ich zahle keine Vor­
schusse an Teppichknupfer, jedoch an meine Kontrak­
toren. Selbst wenn ich Vorschusse zahle, weiB ich mit 
Bestimmtheit, daB ich nur einen Bruchteil zuruckbe- 
komme, geschweige denn die Gesamtsumme. In einem Land> 
in dem es kein Sozialversicherungssystem gibt, bilden 
Vorschusse einen Teil des Lohngefuges. Es ist unge- 
recht, VorschuBzahlungen mit Ausbeutung in Verbindung 
zu bringen. Ich streite gar nicht das Ausbeuterische 
ab, aber ich bestehe darauf, daB das VorschuBsystem 
nicht die Ursache dafur ist. Achtzig Prozent meiner 
VorschuBzahlungen erhalte ich niemals zuruck, weil man 
von einem Armen nichts holen kann."
ZIM: "Erhalten die Knijpfer keine Vorschusse?"
TE: "Sie erhalten welche von ihrem Kontraktor oder 
seinem Subkontraktor." (Auszuge aus einem Interview,

An dieser Stelle verlassen wir das Interview, in dem 
ein Teppich-Exporteur seine Version der Teppich-Indu- 
strie in Pakistan dargelegt hat. Viele Knupfrahmen 
befinden sich in der Tat in Familien, die somit in 
Heimarbeit Teppiche produzieren. Produktionsmittel und 
Rohstoffe gehbren ihnen jedoch nicht. Der oben erwahn' 
te Kontraktor "betreut" mehrere Familien, stellt Web' 
stiihle und gefarbte Wolle zur Verfugung und gibt auch 
einen VorschuB fur den Kauf von Reis und Dal (Linsen); 
die Grundnahrungsmittel der armeren Bevblkerungs- 
schichten. Andere Anschaffungen sind von diesen Gel' 
dem kaum zu tatigen. Bei einer Arbeitsleistung von 
1ooo Knoten pro Stunde kann ein Teppichknupfer je nach 
Qualitat und Geschick den Gegenwert von 1-4 Kilogramm 
Reis am Tage erarbeiten. Nach der Olpreissteigerung lf1 
folge des Golfkriegs im Winter 199o zogen die Lebens- 
mittelpreise urn bis zu 5o Prozent an, die Lbhne der 
Knupfer stiegen jedoch nicht.
Dadurch, daB die Produktionsmittel -sprich Webstuhl 
und Wolle - vom Kontraktor gestellt werden, verpflic^'

tet sich der Knupfer ausschlieBlich fur ihn zu produ- 
zieren. Dieser Zwischenhandler verkauft die so erwor- 
benen Teppiche weiter an Ladenbesitzer und Exporteure, 
die den Kontraktor wiederum mit dem Rohstoff - gefarb- 
te Wolle, Kett- und SchuBfaden - bzw. mit Vorschussen 
zum Kauf dieser versorgen. In ihren Geschaften - in 
zunehmendem MaBe jedoch auch in den Handen von Subkon- 
traktoren - erfolgt die Endreinigung, Schur, das 
Bleichen und die Qualitatskontrolle, bevor die Tep­
piche zu einem geringen Anteil den einheimischen Markt 
erreichen. Weniger als ein Prozent der Produktion 
verbleibt im Inland. Hauptabnehmer sind die Industrie- 
lander, an der Spitze stehen wertmaBig die USA und 
mengenmaBig die Bundesrepublik Deutschland (Tab. 1). 
Im 3. Quartal 1988 hatten pakistanische Teppiche in 
der Bundesrepublik mengenmaBig einen Anteil von 47,6 
Prozent. Es folgten indische Teppiche mit einem Anteil 
von 31,6 Prozent, wahrend die verbleibenden 19,9 Pro­

zent auf Iran, China, Afghanistan, Turkei und Nepal 
entfielen. WertmaBig ubertrafen die indischen Teppiche 
Jedoch die pakistanischen, well Teppiche aus Pakistan 
Tit geringeren Einheitswerten als indische gehandelt 
werden. In den Industrielandern wird der handgekniipfte 
Teppich fur das zehn- bis funfzehnfache des Preises 
verkauft, den der Hersteller in einem punjabischen 
Dorf Pakistans erzielt.
Die Teppichproduktion nimmt in der pakistanischen 
Exportstatistik einen bedeutenden Platz ein: 1988/89 
lag die Wertschopfung aus dem Teppichexport nach 
derjenigen aus Reis- und Lederausfuhr an siebter 
Stelle der nationalen Produkte-Rangliste, die vorwie- 
gend von landwirtschaftlichen Rohstoffen und/oder von 
diesen mit geringem Verarbeitungsgrad bestimmt wird. 
Teppiche besitzen hierbei noch einen relativ hohen 
Veredelungsgrad, bei den Fertigprodukten .folgen Tep­
piche nach Baumwolltextilien und -garnen an dritter 
Stelle.
Im 16. Jahrhundert brachte der Moghulherrscher Akbar 
der GroBe persische Knupfer nach Agra und Lahore, die 
diesen dort zuvor unbekannten Handwerkszweig begriinde- 
ten. Manufakturen zur Produktion von "Indo-Isfahani"- 
Teppichen wurden errichtet, in denen persische und 
turkmenlsche Muster kopiert wurden. Hohe Wollqualitat 
und Knupftechnik sicherten eine fruhe Wertschatzung. 
Seit dem 19. Jahrhundert kommen preiswerte und quali- 
tativ geringwertigere Teppiche dieser Art aus Gefang- 
nisherstellung und tragen dazu bei, die Knupflohne 
niedrig zu halten.
Die Teppichproduktion Pakistans findet vorwiegend im 
informellen Sektor statt: 8o Prozent der 1,5 bis 2 
Millionen Beschaftigten arbeiten im Heimgewerbe, jeder 
dritte Beschaftigte ist ein Madchen. Von der Stadt 
wurde die Teppichherstellung in die landlichen Regio- 
nen vorwiegend des Punjab ausgelagert, wo die Lohne 
noch geringer sind. Der Rest der Teppichproduktion 
erfolgt in kleinen Fabriken und Gefangnissen mit 
Werkstatten, in denen lange Reihen von Webstuhlen 
aufgestellt sind. Kontraktoren, aber auch die "Punjab 
Small Industries Corporation" versorgen die Handler 
und Exporteure in Lahore und Karachi - den Zentren der 
pakistanischen Teppichvermarktung - mit Waren. Von den 
176 fuhrenden Teppichexporteuren Pakistans sind 124 in 
Lahore angesiedelt, 48 in Karachi, einer in Dipalpur 
(Okara District) und einer in Sialkot. Den Produzenten 
selbst laBt diese Beschaftigung nur einen Hungerlohn. 
Selbst dieser ist gefahrdet, wenn Krankheit und unvor- 
hergesehene Ereignisse zur weiteren Verschuldung gegen- 
uber dem Kontraktor fiihren, dem so die Ausbeutung "sei­
ner" billigen Arbeitskraft aufgrund wachsender Abhan- 
gigkeiten noch leichter fallt. Erkrankungen sind bei 
dieser Beschaftigung vorprogrammiert. Zehnjahrige ler- 
nen das Knupfen und haben es bis zum Alter von 15 
Jahren zu einer Fertigkeit gebracht, die sie zu Exper- 
ten werden lassen. Die Arbeitsbedingungen sind verbun- 
den mit stundenlangem Sitzen, wodurch Wachstum und 
Durchblutung der Beine beeintrachtigt werden. Woll- 
staub belastet die Lungen der Heranwachsenden. Daher 
vermuten Kritiker hinter dem Kontraktorensystem auch 
einen eleganten Ausweg fur Exporteure, fur bessere 
Arbeitsbedingungen ihrer Teppichknijpfer sorgen zu mus- 
sen. Mit der Kehrseite der Teppichherstellung mussen 
sie sich in ihren klimatisierten Ausstellungsraumen 
nicht auseinandersetzen. Der Minimallohn sichert den 
Produzenten kaum ein Uberleben im informellen Sektor, 
denn eine Steigerung der Knotenzahl ist kaum noch 
moglich. So uberleben viele Teppiche ihre Produzenten.

Seit dem "langen (Protest-)Marsch" der *Narmada-Bachao-Andolan1 (Bewegung zur Bettung 
der Narmada) von Dezember 199o bis Februar 1991 gegen das riesige Staudamm-Projekt an 
der Narmada (siehe 'Sudasien' 2-3/91) hat es keinerlei Annaherungen zwischen Befurwor- 
tern und Gegnern des Projektes gegeben. Die Fronten haben sich vielmehr verhartet, 
zunehmend versuchen vor allem die Begierungen der beteiligten Bundesstaaten Gujarat und 
Maharashtra die Bevolkerung und die Vertreter der 'Andolan' durch Polizeiaktionen einzu- 
schuchtern. Die nachfolgende Chronik zeigt einige Stationen der Auseinandersetzungen in 
den letzten Monaten.
Juli 1991:
Mit den Monsunregen besteht zum ersten Mai die Gefahr 
einer zeitweisen Uberschwemmung von Dbrfern an der 
Narmada. Es wird befurchtet, da(3 die bereits gebaute 
Staustufe des Sardar-Sarovar-Dammes einen Ruckstau des 
zusatzlichen Monsunwassers verursachen wird, der min- 
destens neon Dbrfer uberschwemmen kann. Die Mbglichkeit 
einer solchen Uberschwemmung wird von Regierungsseite 
bestritten. Gleichzeitig werden jedoch die ersten 
DUrfer in Gujarat geraumt. In dieser Situation be- 
schlieBt die 'Andolan', in Manibeli eine unbegrenzte 
'Dharna' (Sitzstreik) durchzufuhren. Manibeli, am sud- 
lichen Ufer der Narmada im Distrikt Dhule gelegen, ist 
einer der neun Orte, die als erste uberschwemmt werden. 
In Hbhe der am niedrigsten gelegenen Hutten in Mani­
beli errichten die Menschen eine Hutte, der sie den 
Namen 'Narmadayi' geben und in der sich am 14. Juli 
eine 'Save or Drown' (Retten oder Ertrinken)-Gruppe 
zum Sitzstreik niederlaBt. Diese Gruppe - aus Vertre- 
tern der 'Andolan' und von Bewohnern einiger vom 
Stausee bedrohter Dorter - will auch dann den Sitz­
streik nicht aufgeben, wenn das Wasser der Narmada 
steigt und uber sie hinweggeht.
Am 3o. Juli schwillt die Narmada aufgrund der starken 
Regenfalle so stark an, da!3 nur wenige Meter zwischen 
dem reiSenden FluB und der Hutte 'Narmadayi' verblei- 
ben. Niemand verlaBt jedoch die Hutte.
August 1991:
Am 3. August beschlieBt die Distrikt-Verwaltung, die 
Aktivistin Medha Patkar von alien 36 Dbrfern in 
Maharashtra fernzuhalten, die aufgrund des Staudamm- 
Projektes uberschwemmt werden kbnnten, und gleichzei­
tig die Bevolkerung davor zu warnen, sich an irgend- 
welchen Bewegungen gegen den Dammbau wahrend dieses 
Zeitraums zu beteiligen. Deshalb erlaBt sie Anweisung 
144 des Strafgesetzbuches, nach der Versammlungen von

mehr als vier Personen fur die Dauer von zwei Monaten 
verboten werden kbnnen. Am gleichen Tag veranstaltet 
eine 2oo Personen starke Polizeitruppe eine Razzia in 
Manibeli und verhaftet fast die gesamte 'Save or 
Drown'-Gruppe, insgesamt uber 60 Personen. Medha Pat- 
kar war es gelungen, zu fliehen und die Bewegung vom 
Untergrund aus weiter anzuleiten.
Hutten wieder beziehen, wenn der Wasserstand nach 
einigen Tagen wieder fallt. Die Hutte Narmadayi liegt 
53 m uber NN. Die Bewohner und die Teilnehmer der 
'Save and Drown'-Gruppe bleiben. Im ganzen Dorf hallen 
Slogans gegen den Sardar-Sarovar-Damm. Das Wasser 
erreicht fast die Hutte. Aber es hat aufgehbrt zu 
regnen. Manibeli wird nicht uberschwemmt.
12. flugust 1991:
Eine zweite 'Save or Drown'-Gruppe nimmt den Platz der 
ersten Gruppe in Narmadayi ein und wird ebenfalls 
verhaftet. Obschon sich alle Verhafteten weigern, 
gegen Kaution freigelassen zu werden, da sie nichts 
Unrechtes getan haben, werden ihre Daumenabdrucke mit 
Gewalt unter die entsprechenden Formulare gesetzt. Um 
zehn Uhr abends werden'sie freigelassen - 65 Kilometer 
von Manibeli entfernt. Die Aktivisten mussen zu FuB 
zurucklaufen, da keiner von ihnen Geld hatte mitnehmen 
kbnnen.
21. flugust 1991:
7oo Polizisten werden nach Ghaman, dem Nachbardorf von 
Manibeli gebracht. An der Hutte Narmadayi sind mitt- 
lerweile Loo Menschen versammelt.
22. flugust 1991:
Die Bewohner von Manibeli hindern eine Gruppe von 
Beamten des Dhule-Distrikts und einen Vertreter der 
Weltbank am Betreten des Dorfes, als diese eine 
Untersuchung im Rahmen des Staudamm-Projektes durch- 
fuhren wollen. Etwa 3oo Menschen versperren den Weg 
und verlangen Auskunft daruber, warum eine solche 
Untersuchung ' funf Minuten vor zwolf' durchgefuhrt 
werden solle. Nach dreistundiger Diskussion kehren die 
Beamten urn, ohne eine einzige Untersuchung gemacht zu 
haben.
25. August 1991:
Die Regierung Maharashtras warnt die Bewohner von 
Manibeli aufgrund der starken Regenfalle vor einem 
erwarteten Anstieg der Narmada auf 56 m uber NN. Die 
Regierung bietet den Dorfbewohnern keine Ersatzunter- 
kunfte, sondern geht davon aus, daB die Menschen ihre 
3o. August 1991:
Demonstration von etwa l.ooo Dorfbewohnern gegen eine 
im Rahmen des Staudamm-Projektes geplante Brucke. Etwa 
1oo 'Andolan'-Vertreter werden verhaftet, zwei Dorfbe- 
wohner verletzt. Fur das Dorf Kasaravad (dort wohnt 
der Sozial-Aktivist Baba Amte) und Umgebung wird 
ebenfalls Order 144 erlassen.
Sep tenter 1991:
Die Aktionen in Manibeli werden am 26. September 
beendet, da die Uberschwemmungsgefahr bis zum nachsten 
Monsun vorbei ist. An diesem letzten Tag versammeln 
sich uber 7oo Menschen in Manibeli, es glbt Versamm- 
lungen, Reden und kulturelle Beitrage. In der darauf- 
folgenden Nacht ubergueren die Teilnehmer die Narmada 
und marschieren 18 Kilometer zur Staudamm-Baustelle in 
Gujarat. Diesmal halt die Polizei die Demonstranten 
nicht auf (der 'lange Marsch' im Januar war an der 
Grenze Gujarats von Polizeitruppen am Weitermarsch 
gehindert worden). Einige Dorfbewohner sehen zum 
ersten Mai das 'Monstrum', das ihr Land uberschwemmen 
wird.
Die Staudamm-Gesellschaft ('Sardar Sarovar Narmada 
Nigam Limited') beauftragt eine bekannte indische Wer- 
beagentur, fur 5o Millionen Rupien einen Medienblitz- 
krieg gegen die Anti-Damm-Agitation durchzufuhren. 
Neben einem Werbefeldzug sollen Seminare und workshops 
fur Journalisten, Herausgeber, Medienarbeiter, Intel- 
lektuelle und Sozialarbeiter durchgefuhrt werden, urn 
der Anti-Damm-Propaganda zu begegnen. Nicht enthalten 
sind in den 5o Millionen Rupien die Kosten fur die 
Produktion von kurzen Fernsehspots, die diese Agentur 
zusatzlich vorschlagt.

In einera kurz nach den Verhaftungen des 3. August 
irgendwo im Narmada-Tai von der 'Times of India' gefuhr- 
ten Interview erklart Medha Patkar inter anderem:
Die Polizeiaktion zur Entfernung aller 'Andolan'- 
Vertreter vom Ort der 'Dharna' hat die eigentlichen 
Beweggriinde der Regierung offengelegt. Einerseits 
behauptet die Regierung, da© in diesem Jahr kein 
einziges Dorf uberschwemmt wird. Gleichzeitig gibt 
sie zu, daB es iiberschwemmungen geben wird, indem die 
Menschen mit der Begrundung verhaftet wurden, sie 
wollten mit dieser 'Dharna' Selbstmord begehen.
Selbst die Regierung hat damit also zugegeben, daB es 
aufgrund der Errichtung des Dammed Iiberschwemmungen 
geben wird.
Wir begehen keinen Selbstmord, indem wir hier sitzen. 
Wir machen nur eine 'Dharna' auf einem Stuck Land, von 
dem die Regierung behauptet, daB es nicht uberschwemmt 
werden wurde. Sollte es doch zu einer Uberschwemmung 
aufgrund von Ruckstau kommen, ist das dann ein Fehler 
der Bewegung?
Die Tatsache, daB die Regierung Verbote nach Sektlon 
144 der Strafrechtsordnung in alien 36 vom Staudamm 
bedrohten Dbrfern erlassen hat, zeigt in welcher Panik 
sie ist. Sie wartet nur auf eine Gelgenheit, die 
'Andolan' zu zerschlagen.
Unser Widerstand gegen das Sardar Sarovar Projekt ist 
symbolisch; unser Kampf geht dariiber hinaus: er bein- 
haltet das gesamte Entwicklungsmodell, das die Regie­
rung verfolgt. Wir mussen die Basis unseres Kampfes 
verbreitern und uns nicht auf ein einziges Projekt 
beschranken.
Ausgehend von diesem Ziel haben wir angefangen, auch 
andere Themen aufzunehmen, die unsere Bewegung betref- 
fen. Wir haben zum Beispiel in alien Dorfern, in denen 
die 'Andolan' arbeitet, eine Bewegung zur ausschlieB- 
lichen Benutzung von in Indien hergestellten Gutern 
ins Leben gerufen. Wir haben beschlossen, bei unserer 
Kleidung, bei Schuhen und Nahrungsmitteln alles zu 
meiden, was im Ausland hergestellt wurde.
Wir sind auch gegen das momentane System, nach dem die 
Einheimischen keinerlei Mitsprache- Oder Entschei- 
dungsrechte haben, wenn es urn die Entwicklung ihres 
Dorfes geht Oder darum, was die Prioritaten der 
Entwicklung sein sollten.
Oktober 1991:
Indische Zeitungen berichten uber eine Studie, durch- 
gefuhrt vom 'Indian Institute of Management1 in Ahme- 
dabad im Auftrag der Staudamm-Gesellschaft uber die 
Umsiedlung und Ansiedlung von Menschen, die vom Stau- 
see vertrieben werden. Nach 'zuverlassigen Quellen' 
seien die Ergebnisse dieser Studie keineswegs so, wie 
die Gesellschaft erwartet hatte. Letztere bewahre 
deshalb eisernes Schweigen uber dieseh Bericht.
Vom 17.-22. Oktober halt sich die unabhangige Unter- 
suchungskommission der Weltbank unter Leitung von Brad 
Morse in Indien auf. Sie trifft u.a. mit Vertretern 
der 'Andolan', darunter auch Medha Patkar, zusammen. 
Der Bericht dieser Kommission wird fur Ende Marz 1992 
erwartet.
In Stockholm wird die Vergabe des 'Alternativen 
Nobelpreises' ('Right Livelihood Award') an die 'Nar­
mada Bachao Andolan' und zwei weitere Gruppen bekannt- 
gegeben. Die Preisverleihung soil, einen Tag vor der 
Verleihung des Nobelpreises, am 9. Dezember in Stock­
holm stattfinden.
November 1991:
Medha Patkar wird am 17. November verhaftet. In der 
Nahe von Manibeli wird Medha Patkar zusammen mit 
Angelika Gardiner (eine Journalistin, die Frau Patkar 
eine Woche lang begleitet hatte) auf die Polizeista- 
tion gebeten. Nachdem Tee und Geback gereicht worden 
waren, erklart man ihr, daB sie verhaftet sei. Die 
Grunde fur die Verhaftung werden spater angegeben mit 
VerstbBen, die Frau Patkar im Zusammenhang mit dem 
'langen Marsch' (Dezember 199o/Januar 1991) und im 
August 1991 in Manibeli begangen haben soil, darunter 
Beamtenbeleidigung und Behinderung von Beamten bei der 
Ausubung ihrer Pflichten. Nach zwei Tagen wird Frau 
Patkar auf Veranlassung des Gerichts wieder freigelas- 
sen. Sie hatte sich zuvor geweigert, Kaution zu hin-

Reihe von Protesten in Indien wie auch international. 
Verschiedene indische Zeitungen unterstellen der 
Regierung, sie habe mit dieser Verhaftung verhindern 
wollen, daB Frau Patkar in Stockholm den 'Alternativen 
Nobelpreis' in Empfang nehmen kann.
