    The contribution examines the decisional technique employed and the substantive solutions adopted by the Constitutional Court in sentence no. 10/2024, placing the pronouncement in the context of the procedures created by the Court in order to deal with the inertia of the legislator. The subject of the judgement is the «right to affectivity» of prisoners, i.e., the right to hold private visits without any supervision. This right is denied by current legislation, despite the warning expressed by sentence no. 301/2012 and the numerous opportunities the legislator has had in the meantime. With the pronouncement examined, not only has the Constitutional Court recognized the constitutional basis of the right, but also it has punctually established both its guarantees and its limits: through a stringent additive sentence, the Court itself has dictated «rules» suitable for immediate application by judicial and administrative authoritiesIl contributo esamina la tecnica decisoria adoperata e le soluzioni di merito adottate dalla Corte costituzionale nella sent. n. 10/2024, collocando la pronuncia nell’ambito degli strumenti di cui il giudice delle leggi si è dotato per far fronte all’inerzia del legislatore. Oggetto della pronuncia è il «diritto all’affettività» dei detenuti, ossia il diritto di intrattenere colloqui intramurari privati, non sottoposti a sorveglianza visiva. Si tratta di un diritto negato dalla normativa vigente, nonostante il monito costituito dalla sent. n. 301/2012 e dalle numerose occasioni avute nel frattempo dal legislatore. Con la sentenza in esame, la Corte costituzionale non solo ne ha riconosciuto il fondamento costituzionale, ma ha anche puntualmente fissato le modalità con cui dovrà essere garantito e i limiti entro cui dovrà essere rispettato: attraverso uno stringente intervento additivo, ha dettato essa stessa «regole» idonee a trovare immediata applicazione da parte degli organi giudiziari ed amministrativ

    Community Models of Local Tourism Development

    The overall aim of this paper is to contribute to the reflection on the sustainable and innovative development paths of local communities. In addition, the paper offers insights into the relationship that exists between these innovative paths and the emergence of alternative forms of tourism established to contrast organized and standardized mass tourism, namely ‘niche tourism’ conceived and implemented mainly at a local level. Specifically, the research discussed in this paper aims at reflecting on the actors and strategies (and/or empowerment processes) required for the promotion of sustainable tourism practices. For the purposes of the field research, the case study methodology in a comparative perspective was chosen. In particular, four experiences were identified, two in Argentina, one of which in the province of Buenos Aires and the other in the province of Santa Fe, and two Italian case study experiences in small communities in Southern Italy. All case studies have specific characteristics, i.e., communities located in inland areas, with tourism experiences, and with significant projects in terms of values, motivations, and the capacity to involve both local actors as well as those outside the territorial context. The findings show that promoting sustainable tourism development of inland communities requires consideration of several factors, including the stakeholders involved and the strategies to be adopted to promote sustainable tourism practices in order to increase the well-being and quality of life of local communities. The case studies presented highlight how the empowerment of local actors and the enhancement of territorial capital are closely linked. Indeed, processes involving the local community can have a significant impact on the economic and social growth of a territory, through the enhancement of territorial peculiarities, which are at the basis of the construction of tourist and experiential products.The overall aim of this paper is to contribute to the reflection on the sustainable and innovative development paths of local communities.     The Neapolitan contribution to the scientific studies on Cannabis. A historical overview

    “Il contributo napoletano agli studi scientifici sulla Cannabis. Una rivisitazione storica”. Dopo uno sguardo sulla storia degli studi scientifici della Cannabis in Europa e in Italia, nelle sue due forme di canapa da fibra (C. sativa) e canapa psicoattiva (C. indica), il presente articolo ripercorre la storia degli studi medici, botanici e agronomici intrapresi a Napoli a partire dalla metà del XIX secolo. Si evidenziano due principali periodi storici. Una prima fase, principalmente nei decenni '70-'80 del XIX secolo, riguardò studi medici con la canapa indiana che videro coinvolti personaggi di spicco della cultura partenopea, fra cui Sebastiano De Luca, Eugenio Fazio, Paolo Panceri, Mariano Semmola. Risaltano per originalità le ricerche cliniche di Raffaele Valieri intraprese presso l'Ospedale degli Incurabili; i suoi studi sulle proprietà terapeutiche della canapa sativa possono essere considerati i più estesi ed articolati non solo d'Italia ma d'Europa. Unaseconda fase, datata agli anni '30 del XX secolo, vide le prime coltivazioni italiane della canapa indiana per opera di Biagio Longo presso la Stazione Sperimentale per le Piante Officinali dell'Orto Botanico di Napoli. Nel 1931 Longo diede origine al “ceppo di Calcutta”, che per tutto il XX secolo fu mantenuto attivo con coltivazioni annuali e divenne il campione di riferimento primario nelle ricerche scientifiche svolte in Italia sulla canapa indiana.After a look at the history of scientific studies of Cannabis in Europe and Italy, in its two forms of fiber hemp (C. sativa) and psychoactive hemp (C. indica), this article traces the history of the medical, botanical and agronomic studies undertaken in Naples starting from the mid-19th century. Two main historical periods stand out. A first phase, mainly in the 70s and 80s of the 19th Century, involved medical studies with Indian hemp which involved prominent figures of the Neapolitan culture, including Sebastiano De Luca, Eugenio Fazio, Paolo Panceri, Mariano Semmola. Raffaele Valieri's clinical research undertaken at the Incurabili Hospital stands out for its originality; his studies on the therapeutic properties of sativa hemp can be considered the most extensive and detailed not only in Italy but in Europe. A second phase, dated to the 1930s, saw the first Italian cultivations of Indian hemp by Biagio Longo at the Experimental Station for Officinal Plants of the Botanical Garden of Naples. In 1931 Longo gave rise to the "Calcutta strain", which was kept active throughout the 20th century with annual cultivations and became the primary reference sample in scientific research carried out in Italy on Indian hemp

    New data about breeding success of the Eurasian Eagle Owl, Bubo bubo in the Oasis “Gravina di Laterza” (Apulia, Italy)

    Il gufo reale, Bubo bubo è considerato una specie globalmente in declino. Fatta eccezione per le regioni alpine, il Gufo reale è irregolarmente distribuito in tutta Italia. Le conoscenze sulla distribuzione della specie in Apulia e Basilicata sono abbastanza lacunose, in particolare nell’Area delle Gravine, dove negli ultimi decenni sono stati documentati solo sporadici avvistamenti. Lo scopo di questo lavoro è quello di aggiornare le informazioni relative allo status del Gufo reale nell’area dell’Oasi Lipu “Gravina di Laterza” cercando di stimare il numero minimo di coppie riproduttive. Questo studio è stato sviluppato nel corso degli anni dal 2020 al 2023, applicando una combinazione di più metodi tra cui l’emissione del playback, il fototrappolaggio e l’ascolto del canto spontaneo. Le 5 stazioni di monitoraggio sono state selezionate in relazione a diversi fattori considerati in letteratura di primaria importanza per la specie. Il primo anno è stata ottenuta una risposta da un individuo di sesso maschile. Nello stesso punto, negli anni successivi, sono stati ascoltati prima un individuo di sesso femminile e poi una coppia di giovani. Nel punto in cui era posizionata la fototrappola, invece, è stato ripreso più volte un individuo di sesso maschile. Si ritiene quindi che nell’area di studio sia presente una coppia riproduttiva stabile.The Eurasian Eagle Owl, Bubo bubo is considered a globally declining species. Except for the Alps regions, the Eurasian Eagle Owl is irregularly distributed throughout Italy. Knowledge in Apulia and Basilicata is lacking, particularly in the Gravine Area, where sporadic sightings have been documented in recent decades. The aim of this work is to update information about the status of the Eurasian Eagle Owl in the area of the Lipu Oasis “Gravina di Laterza” and try to estimate the minimum number of reproductive pairs. The study was developed over the years 2020 to 2023 by multiple methods, such as playback, camera trapping, and listening to spontaneous singing. Five monitoring stations were located inrelation to various factors considered in the literature to be of primary importance for the owl. The first year a response was obtained from a male individual. In the same spot, in the following years, calls from a female and subsequently from two young individuals were recorded. A male individual was repeatedly filmed by camera trap. It is therefore believed that a stable reproductive pair of the species is present in the study area

    Tra italiano e dialetto siciliano: una lettura linguistico-stilistica di 'L’aranciaru' di Nino De Vita

    Through the simultaneous operation of writing in Sicilian dialect and self-translation into language, Nino De Vita’s poetry represents one of the most successful poetic experiences in the ultra-contemporary literary panorama. In this contribution, we will examine the poem L’aranciaru with the aim of highlighting the autochthonous nature of the dialectal vocabulary used by the poet, and, subsequently, to test the consistency of the parallel text in Italian (Il pescatore di granchi), in terms of lexicon, metric-rhythmic and syntactic structures, and figural elements. We will thus attempt to accompany the writer at his workbench, penetrating the mechanisms and strategies implemented for the drafting of poetic texts which are fully multilingual.Grazie alla doppia e simultanea operazione di stesura in dialetto siciliano e auto-traduzione in lingua, la scrittura in versi di Nino De Vita rappresenta una tra le più riuscite esperienze poetiche nel panorama letterario ultracontemporaneo. In questo contributo prenderemo in esame il componimento L’aranciaru con l’obiettivo di evidenziare la cifra autoctona del vocabolario dialettale impiegato dal poeta, e, successivamente, di saggiare la tenuta del testo a fronte (Il pescatore di granchi), redatto in lingua, in termini di lessico, strutture metrico-ritmiche e sintattiche, ed elementi figurali. Tenteremo così di affiancare lo scrittore al proprio tavolo di lavoro, penetrando all’interno dei meccanismi e delle strategie messe in atto per la stesura di testi poetici che, di fatto, si configurano come pienamente plurilingui

    Eco-mobility justice in the ecological transition. An analysis for possible directions in mobility and transport equity

    The growing interest in understanding changes in consumer needs and the new paradigm of mobility justice point to new directions for transportation policies. The green transition, which is the first attempt to combine sustainability with the right to mobility and quality of life in transportation, without pollution and with access to services, must prioritize the needs of all users, particularly the most vulnerable, and break the dependence on cars. Although the idea of mobility justice is not new, there is currently a lack of empirical information regarding the relationship between ecological and mobility justice. This article offers a review of the contributions to the literature on the concept of justice for ecological and sustainable mobility, interpreted from the perspective of the ecological transition in view of future policies promoted at a global level, in terms of opportunities for users and with a parenthesis for groups vulnerable. The aim of the contribution is to present the evolution of justice in the field of mobility and offer a discussion on a topic that should gain interest in the literature based on the evidence collected. &nbsp
