    Investigating the spatial distribution of energy poverty. An application to the city of Bologna

    Nowadays energy accessibility and affordability are global concerns. Energy poverty and its effects on households have been increasingly discussed in the public debate, as well as addressed by energy and social policies. Nevertheless, measures to tackle energy poverty at urban scale remain fragmented, and they are far to be fully embedded into urban planning tools. This paper explores a new methodological approach to investigate vulnerability related to energy poverty. It is based on the identification of three main thematic areas of vulnerability (i.e., socioeconomic, energy, climate). For each of these components, a synthetic vulnerability sub-index has been developed, which has allowed the identification of an overall energy poverty vulnerability index, able to detect different levels of energy poverty vulnerability at urban scale. This approach, combined with a thorough urban analysis, has been applied to the city of Bologna and it has allowed the identification of urban regeneration strategies for each investigated urban area, targeted to the energy poverty-related vulnerabilities detected. The results are intended to provide evidence on how to improve the urban planning tools, to support policy makers to better address energy poverty in cities

    Biodiversity, urban regeneration and the climate crisis are inseparable issues and must be addressed simultaneously. The article addresses the potential synergy of the 15-minute city approach to the environmental role of new public spaces. There is a need for a multi-scalar and cross-sectoral approach to open space design that considers environmental resources and components as levers for urban regeneration and socio-economic development. Rethinking the city is part of rethinking the relationship between density, land consumption and sustainability, in which interventions transcend public-private space dichotomies through strategic spatial planning. Proximity can give shape, direction, and meaning to the development of settlement systems. Networks and relationships between spaces and land values must consider environmental dominants as part of spatial design. In this sense, new ecological public spaces can contribute to climate adaptation and increased urban well-being. The paper consists of two main sections: the first focuses on global challenges and the planning of resilient cities; the second deals with theoretical and application aspects of the concept of proximity about ecological transition

    Right-based approach to urban accessibility: analysis of user perspective

    To access urban services, the spatial components of urban space must enable every possible trip route to be devoid of any barriers, including those relating to the legal framework, metropolitan area, society, and administration. The right to access is for understanding the barriers to accessibility. Therefore, what is the required state necessary to put forth the significance of the motto, “accessibility for all”? Is it only making urban space accessible, or is it also a matter of perceiving accessibility as a right? The research aims to reveal the deficiencies of the perception that accessibility is a human right. The research question is, "how do the barriers prevent people with disabilities from obtaining their right to access?" In the user perspective analysis, twelve focus group discussions were conducted in Ankara with various members of persons with reduced mobility (PRM). The primary finding from both the theoretical review and these discussions is that accessibility must be perceived as an integrated concept with the inclusiveness of urban spaces, emphasizing the social and spatial dimensions of the issue. It is an inclusive right that unequivocally must be extended to all individuals, encompassing every individual of PRM

    Managing local knowledge about NBS in spatial planning. A group model building approach

    Nature-based solutions (NBS) are increasingly adopted as measures for enabling climate change mitigation and adaptation, reducing flood risks and enhancing urban ecosystems. However, several barriers hinder the implementation of NBS in urban areas, in planning activities and strategies. These include the inadequacy of some existing methods based on hard and top-down approaches, the complexity and uncertainty associated with the network of citizens involved and the structuring of the knowledge deriving from that, in urban strategies. Local knowledge could help to understand the success or failure of actions designed only by expert knowledge. To this aim, this paper contributes to a current debate about methodological approaches to knowledge assessment to adopt in urban planning processes. Specifically, this paper proposes a Group Model Building approach for one of the activities carried out within the planning process for the Master Plan draft of the city of Brindisi, to support NBS implementation. The results, among others, highlight three important aspects: the importance of building a model to support the elicitation of participants' knowledge, the need to create a well-structured process leading to consensus, and the need to involve the young population in the participatory processes

    Exploring approaches and solutions for urban safety: a focus on childhood

    Starting from the relationship between urban planning and mobility management, TeMA has gradually expanded the view of the covered topics, always remaining in the groove of rigorous scientific in-depth analysis. This section of the Journal, Review Notes, is the expression of continuously updating emerging topics concerning relationships between urban planning, mobility, and environment, through a collection of short scientific papers written by young researchers. The Review Notes are made of five parts. Each section examines a specific aspect of the broader information storage within the main interests of TeMA Journal. In particular, the Urban planning literature review section presents recent books and journals on selected topics and issues within the global scientific panorama. For the second issue of TeMA Journal volume no. 17, this section provides a comprehensive overview of the challenges and solutions related to child-friendly safe cities, using a variety of scientific sources and practical resources to illustrate effective approaches and innovative strategies.     Application of landscape ecology methodology in the project of Vulture Natural Regional Park

    The Regional Natural Park of Vulture is the youngest among the protected areas in Basilicata, located at the border with Campania and Puglia, characterized by a unique blend of geomorphological, vegetational, and historical-cultural aspects. The proposal about a park project aims at establishing and implement ecological, landscape, and multilevel environmental connections, focusing on identifying and enhancing green infrastructures to overcome the issue about portions of territory’s fragmentation and its identity and statutory components. The project plan is based on the analysis and interpretation of various environmental and landscape components to understand the structuring elements and co-evolutionary processes of the territory, that have determined its current configuration. Environmental networks become the essential tool to define these multiscale and multidimensional connections to establish a combined system for the conservation and enhancement of natural and cultural resources, promoting local development processes. The technical-operational methodology is based on the notion of Landscape Ecology, integrated with a territorialist approach and interpretation planning. This approach involves studying the interactions between natural and anthropic ecosystems and their influences on ecological processes. La recente modifica dell’art. 21-nonies, l. n. 241/1990 che ha ridotto il termine per l’annullamento d’ufficio da 18 mesi a 12 mesi rappresenta una essenziale evoluzione del nostro ordinamento amministrativo in quanto implica un rafforzamento dei principi di legalità e di affidamento. Rimane fermo che le pubbliche amministrazioni devono rispettare il principio di proporzionalità che implica il ragionevole bilanciamento dell’interesse pubblico con le differenti posizioni individuali dei privati interessatiIt remains firm, that the Public Administration, in exercising the power of ex officio annulment, must still respect the principle of proportionality, which requires it to weigh the public interest against the different positions of the private individuals concerned.     Analogamente al Global Compact for Safe, Orderly, and Regular Migration del 2018, Il nuovo patto sulla migrazione e l’asilo dell’Unione europea (UE) del 2020 annovera i disastri naturali e il cambiamento climatico tra le principali sfide capaci di incidere sulla migrazione. Ciononostante anche questo recente strumento dell’UE non attribuisce uno status giuridico alle persone che fuggono dalle devastazioni ambientali. In assenza di una definizione giuridica, i migranti climatici continuano a non essere protetti né dal diritto internazionale né dal diritto europeo. Questa lacuna giuridica aumenta a sua volta la vulnerabilità dei gruppi più marginalizzati, in particolare delle donne che rappresentano l'80% degli sfollati ambientali. Questo dato solleva questioni quali la parità di genere, la giustizia di genere e la giustizia ambientale che sono sempre più discusse dai policy makers, dagli attori non statali e dalla società civile. Il presente contributo esamina tali questioni analizzando i documenti di policies delle principali istituzioni europee (i.e. il Parlamento, la Commissione e il Consiglio) attraverso la lente del Rhetorical Political Analysis (RPA). Questa analisi può offrire ai policy makers un utile strumento per migliorare le politiche esistenti tenendo maggiormente in considerazione le specificità di genere e le istanze della giustizia ambientaleSimilarly to the 2018 Global Compact for Safe, Orderly, and Regular Migration, the EU New Pact on Migration and Asylum adopted in 2020 acknowledges natural disasters and climate change among the drivers of migration. However, it also fails to recognize a new legal subjectivity for people fleeing environmental disruptions. Without a legal definition, climate-induced migrants are protected neither under international nor EU law. This protection gap is more likely to increase the vulnerabilities of most marginalized groups, particularly women. UN figures show that 80% of people displaced by climate change are women. This data raises gender equality, gender justice, and environmental justice issues that are increasingly discussed by policy-makers, non-state actors, and civil society. This contribution examines these issues by analyzing policy documents of the main EU institutions (such as the EU Parliament, EU Commission, and the Council) through the lens of the rhetorical political analytical (RPA) paradigm. This analysis will offer useful insights to policy-makers for making existing policies more gender-sensitive and aligned with environmental justice claim
