Die Folgen des Klimawandels stellen Städte weltweit vor neue Herausforderungen: Vor allem zunehmende Starkregenereignisse führen zu Überflutungen, die immense Schäden und somit Folgekosten im Stadtgebiet verursachen. Zahlreiche Kommunen entwickeln daher Konzepte, um ihre Stadt mit Hilfe baulicher Maßnahmen anzupassen. Doch nur wenige nutzen die Transformation ihres Entwässerungssystems gleichzeitig als Chance zur Aufwertung bestehender Quartiere. Dazu gehören New York City, Rotterdam und Singapur. Sie erstellen auf gesamtstädtischer Ebene integrierte Konzepte für ihr Regenwassermanagement unter Berücksichtigung des öffentlichen Raumes.
Die vorliegende Arbeit untersucht, welche großräumigen Gestaltungsstrategien und Planungsinstrumente geeignet sind, ein integriertes Regenwassermanagement (IRWM) auf gesamtstädtischer Ebene umzusetzen. Das IRWM beschreibt ein ideales Vorgehen für die Umsetzung einer wassersensiblen Stadtentwicklung. Im Fokus steht die Qualifizierung innerstädtischer, hoch verdichteter Quartiere. Die großräumige Gestaltungsstrategie definiert dabei das strategische Vorgehen im Umgang mit Niederschlagswasser, das gleichzeitig gestalterische Qualitäten für diverse Stadtlandschaften schafft. Ziel der Arbeit ist, praxisrelevante Kriterien für die Anwendung großräumiger Gestaltungskriterien zu definieren und Empfehlungen für die Implementierung des IRWM zu formulieren. Dazu wird zunächst der Arbeitsprozess der Referenzstädte New York City, Rotterdam und Singapur analysiert und 13 typische IRWM-Arbeitsschritte abgeleitet. Darüber hinaus werden drei unterschiedliche großräumige Gestaltungsstrategien herausgearbeitet und Anwendungskriterien festgelegt. Die Übertragbarkeit der Arbeitsschritte und Gestaltungsstrategien wird anschließend am Beispiel von Hamburg überprüft.
Hamburg hat bereits vor einigen Jahren begonnen, ein IRWM umzusetzen. Der bisherige Stand wird anhand der typischen IRWM-Arbeitsschritte analysiert. Weitere notwendige Arbeitsschritte werden erläutert. Im Anschluss zeigt die Arbeit das Potenzial für die Anwendung der Gestaltungsstrategien an einem exemplarischen Bearbeitungsgebiet auf und formuliert Empfehlungen für den weiteren Arbeitsprozess in Hamburg. Am Beispiel der vier Städte wird deutlich, dass die Umsetzung von integrierten Anpassungskonzepten zu einer nachhaltigen Stadtentwicklung beiträgt. Mit Hilfe der großräumigen Gestaltungsstrategien kann selbst in dicht bebauten Stadtquartieren Raum für Wasser geschaffen und gleichzeitig die Lebensqualität in den Städten verbessert werden.
Die IRWM-Arbeitsschritte und großräumigen Gestaltungsstrategien sind insbesondere für Kommunen geeignet, deren Stadtgebiet bereits heute Entwässerungsprobleme und/oder Probleme mit Binnenhochwasser aufweist oder aufgrund des Klimawandels zukünftig davon betroffen sein wird. Kommen zudem Qualitätsdefizite des öffentlichen Raums bzw. eine Unterversorgung mit Freiraum hinzu, sollte ein integrierter Planungsansatz für den Umbau verfolgt werden.The consequences of climate change face cities across the globe with new challenges. Particularly the increased frequency of heavy rainfall events lead to urban flooding which induces immense damage and thus results in substantial costs in the urban area. Consequently, numerous local administrations are developing concepts to adapt their city by implementing structural measures. However, only few simultaneously utilise the transformation of their drainage system as an opportunity to revitalise existing urban quarters. These include New York City, Rotterdam and Singapore. They develop integrated concepts for stormwater management on a city-wide scale which take public space into account.
This dissertation analyses which large-scale design strategies and planning tools are suitable to implement integrated stormwater management (ISWM) on a city-wide level. The ISWM describes an ideal procedure when it comes to the implementation of a water-sensitive form of urban development. The central focus is placed on the qualification of highly dense inner-city areas. The large-scale design strategy hereby defines the strategic approach to dealing with (storm-) water which simultaneously provides design qualities for diverse urban landscapes. The aim of the dissertation is not only to define practically relevant criteria for the application of large-scale design strategies, but also to derive a set of recommendations for the implementation of the ISWM. To this end, the dissertation begins with an analysis of the working process observable in the international reference cities of New York, Rotterdam and Singapore and derives a set of thirteen typical ISWM-working steps. Furthermore, three different large-scale design strategies are identified and appropriate application criteria determined. The transferability of the working steps and design strategies are subsequently tested using Hamburg as an example.
A few years ago, Hamburg already began implementing an integrated stormwater management. Its hitherto status is analysed with reference to the typical ISWM-working steps previously identified. Subsequently, the dissertation highlights the application potential of the design strategies based on an exemplary area of study and derives a set of recommendations for the remaining working process in Hamburg. The four cities show that the implementation of integrated adaptation concepts contributes to achieving a sustainable urban development.
The ISWM-working steps and large-scale design strategies are particularly suitable for local administrations whose city areas already exhibit drainage problems caused by pluvial or fluvial flooding or are likely to be affected in the future as a result of climate change. If additionally characterised by quality deficits in public space or a lack of open space, an integrated planning approach to conversion should be implemented
Ein allgemeines spektrales Konzept zur qualitativen und quantitativen Analyse der Verzerrung im 1. und 2. Moment von Parameterschätzungen infolge unterschiedlicher Fehler sowie Nichtlinearität im Beobachtungsmodell und Anwendung auf geodätische Netze
In geodätischen Ortungsaufgaben und Netzlösungen erfolgt die Bestimmung der gesuchten Parameter – wie der besonders interessierenden Netzkoordinaten – erwartungstreu, falls ausschließlich zufällige beobachtungsbezogene Varianzanteile und ein fehlerfreies Modell zur Abbildung der Beobachtungen auf diese Parameter vorliegen. Das Auftreten nicht-zufälliger Fehleranteile in den Netzbeobachtungen oder den festen Anschlusskoordinaten führt ebenso wie ein nicht fehlerfreies Abbildungsmodell zu einer nicht mehr erwartungstreuen Schätzung mit geometrischen und stochastischen Netzverzerrungen wie einer gegenüber dem unverzerrten Fall ungünstigeren Parameterstochastik.
Als Ursache jener Verzerrungseffekte kommen neben deterministisch-systematischen Fehlern der verwendeten Anschlusspunkte sowie möglichen Vernachlässigungen in deren stochastischen Modell noch die beobachtungsbezogenen deterministisch- und stochastisch-systematischen Fehleranteile in Betracht, durch die darüber hinaus auch Korrelationen zwischen den Netzbeobachtungen und somit Kovarianzanteile verursacht werden. In geodätischen Lagenetzen wirken darüber hinaus Fehler im Abbildungsmodell der Beobachtungen quasi-systematisch auf die Parameter aufgrund der Nicht-linearität des Modells und der so erforderlichen Linearisierung (Nichtlinearitätsverzerrungen ab der 2. Ordnung). Alle jene systematischen Fehleranteile führen auf eine geometrische (Parameterbias) und eine stochastische (Kovarianzmatrixzuschlag) Netzverzerrungskomponente.
Die Anwendung des allgemeinen Eigenwertproblems (AEWP) auf jene parameterbezogene Zuschlags-matrix als Vergleichskovarianzmatrix und mit der konventionellen Kovarianzmatrix der Parameter als Referenzkovarianzmatrix im Rahmen des spektralen Analysekonzepts erlaubt die spektrale Zerlegung der Zuschlagsmatrix unter Bezugnahme auf die Referenzkovarianzmatrix und liefert über die AEWP- Eigenwerte und die zugehörigen Eigenvektoren die latenten Schwachformen des untersuchten Netzes als Trägerfunktionen der Verzerrung dessen Geometrie sowie die stochastische quadratische Netzverzerrung als quantitative Testgröße des Verzerrungseffekts.
Zur qualitativen und quantitativen Analyse der geometrischen und stochastischen Verzerrungswirkung nicht-zufälliger Fehleranteile in Nivellement- und Lagenetzen ließ sich mit Anwendung der spektralen Zerlegung einer Vergleichs- in Bezug auf eine Referenzkovarianzmatrix ein allgemeines einheitliches Konzept einschließlich Vergleichsaussagen zu unterschiedlichen Parameterstochastiken finden.
Eine konzeptionelle qualitative und quantitative Analyse von Verzerrungseffekten aufgrund von teil-weise erstmalig modellierten unterschiedlichen systematischen und stochastischen Modellfehlern in Nivellement- und Lagenetzen jeweils unterschiedlichen Designs führt über die daraus gewonnenen Erkenntnisse bezüglich der Wirkung nicht-zufälliger Fehleranteile auf Optimierungskriterien für deren Herabsetzung im Sinne einer spektralen Netzoptimierung. In geodetic positioning tasks and network solutions, we determine parameters – particularly the most
interesting network coordinates. This is carried out in an unbiased fashion if only random observation- related variance components and an error-free model for mapping the observations onto these para-
meters are available. The appearance of non-random error components in the network observations
or in the fixed coordinates and a not error free mapping model cause an estimation that is no longer
unbiased and includes geometric and stochastic distortions of the network, and also causes less favourable stochastics of the parameters as compared to the unbiased case.
Possible reasons for those distortion effects are to be considered, being deterministic-systematic errors
within the fixed coordinates and a possible neglect in their stochastic model as well as observation
related deterministic- and stochastic-systematic error contributions. These also cause correlations
between network observations and hence create covariance components. Above this, in horizontal
geodetic networks, errors in the mapping model for the observations affect the parameters in a quasi-systematic way due to the non-linearity of the model and to the linearisation (non-linearity distortions
starting at the second order). All these systematic error contributions lead to a geometrical (parameter
bias) as well as a stochastic (covariance matrix) network distortion component.
The application of the general eigenvalue problem on this additive covariance matrix as a comparison
matrix, and with the conventional covariance matrix of the parameters as reference covariance matrix,
in the context of the spectral analysis concept, permits the spectral decomposition of the additive
matrix with respect to the reference covariance matrix, and delivers, together with the eigenvalues and
their related eigenvectors, the latent weak-forms of the examined geodetic network as supporter functions of the geometry-related network distortion together with the stochastic squared network
distortion as a quantitative test statistic of the distortion effect.
For the qualitative and quantitative analysis of the geometric and stochastic distortion (skewing) effects of non-random error parts in levelling and horizontal networks, a general and unique concept
could be found by application of the spectral decomposition of a comparative matrix relative to the
reference covariance matrix including comparative statements about different parameter stochastics.
A conceptual qualitative and quantitative analysis of distortion effects (skewing) has been carried out
that models – in parts for the first time – different systematic and stochastic model errors in levelling and horizontal networks of different designs. Due to the findings obtained therefrom, concerning the effect of non-random error components, this leads to optimisation criteria for their decrease in the sense of a spectral network optimisation.
Einbeziehung von Unsicherheiten in die explorative Veränderungsanalyse von Landbedeckung: ein Geovisual-Analytics-Ansatz
Im Fachgebiet der Geographischen Informationswissenschaft (GIScience) wurde in den letzten Jahrzehnten intensiv Forschung betrieben, um Unsicherheiten in Geodaten zu beschreiben, zu quantifizieren und nutzbar zu machen. Praktisch einsetzbare Modelle und Methoden für diesen Zweck sind allerdings noch selten, und der vermeintliche positive Effekt, wenn Informationen zu Unsicherheiten bei räumlicher Analysen kommuniziert werden, ist noch Teil der Forschung. Die vorliegende Arbeit stellt sich diesen Herausforderungen und konzentriert sich dabei auf Veränderungsanalysen von Landbedeckung auf Basis von Fernerkundungsdaten. Es wurde gezeigt, dass bei solchen Analysen Unsicherheiten eine wichtige Rolle spielen, und dass irreführende Ergebnisse die Folge sein können, wenn diese ignoriert werden.
Das in dieser Dissertation beschriebene Projekt zielt darauf ab, ein Konzept nach dem Geovisual Analytics-(GVA)-Ansatz zu entwickeln, um Unsicherheiten bei Veränderungsanalysen zu berücksichtigen. Dieser Ansatz ermöglicht Arbeitsabläufe, die automatische Algorithmen mit interaktiven visuellen Schnittstellen vereinen, um die Stärken von maschineller Berechnung mit denen der menschlichen Interpretation zu verbinden. Die zentrale Frage dieser Arbeit ist, ob Nutzer in der Lage sind, bei Verwendung eines GVA-Tools von Unsicherheitsinformationen zu profitieren: Helfen diese beim Aufstellen von Hypothesen und beim Erlangen von Erkenntnissen während Veränderungsanalysen? Dieser Frage wird sich in folgenden Schritten gewidmet: (1) Entwicklung eines Konzepts für Veränderungsanalysen unter Einbeziehung von Unsicherheiten, (2) Erstellung einer systematischen Übersichtsarbeit zu Nutzerstudien im Bereich Unsicherheitsvisualisierung, (3) Design, Implementierung und Evaluation eines GVA-Software-Prototypen und (4) Durchführung einer Nutzerstudie mit Experten-Nutzern, welche den Prototyp einsetzen und das Konzept bewerten:
(1) Ein Konzept für die Einbeziehung von Unsicherheiten in Veränderungsanalysen der Landbedeckung wird entwickelt. Dabei sind die wichtigsten Schritte die Definition eines Unsicherheitsmaßes für Landbedeckungsveränderungen, die Auswahl, Implementierung und Evaluierung einer Technik zur Darstellung von Unsicherheiten (Noise Annotation Lines), sowie die Erstellung einer Kategorisierung von Tasks in explorativen Veränderungsanalysen. Eine Fallstudie mit realen Veränderungsdaten zur Landbedeckung demonstriert die Anwendbarkeit des Konzepts.
(2) Eine systematische Übersichtsarbeit von Nutzerstudien zur Visualisierung von Unsicherheiten dient der Auswahl einer geeigneten Visualisierungsmethode. Ergebnisse der Studien werden zusammengefasst, „Lessons Learned“ formuliert, sowie Empfehlungen für zukünftige Studien gegeben. Ein neuartiges Modell für die Kategorisierung von Visualisierungsmethoden (Uncertainty Visualization Cube, UVis3) wird vorgeschlagen, als Basis für eine systematischere Auswahl und Evaluation von Methoden zur Unsicherheitsvisualisierung in der Zukunft.
(3) Als Machbarkeitsnachweis, sowie als Grundlage für eine Expertenstudie, welche die Praktikabilität des hier entwickelten Konzepts überprüft, wird ein Software-Prototyp für die Änderungsanalyse mit Unsicherheiten (ICchange) entwickelt. Im Rahmen der Entwicklung wird eine Verbal Protocol Analysis (VPA)-Studie durchgeführt, um die Gebrauchstauglichkeit des Prototypen zu überprüfen. Die Beschreibung des task-basierten Entwicklungsansatzes für den Prototpen soll als Unterstützung dienen für Entwickler, die GVA-Tools für Veränderungsanalysen oder ähnliche Anwendungen entwickeln.
(4) In einer Studie mit drei Gruppen von Experten, die Landbedeckungsanalysen in der Praxis durchführen, wird die Praktikabilität des entwickelten Konzepts überprüft. In semi-strukturierten Gruppeninterviews wird der Software-Prototyp eingesetzt, um verschiedene, den Experten bereits vertraute Änderungsszenarien zu demonstrieren, angereichert mit Informationen über Unsicherheiten in den Ergebnissen. Generell sehen die Teilnehmer das Konzept für die Unterstützung von Änderungsanalysen als nützlich an, und eine Vielzahl potenzieller Anwendungen wird diskutiert. Barrieren für den Einsatz in der Praxis werden ebenfalls angesprochen, wie beispielweise die fehlende Unterstützung durch gängige GIS-Software, sowie Vorbehalte, Unsicherheitsinformationen an die Nutzer der Daten zu weiterzugeben. Aus den Ergebnissen der Studie und aus Erfahrungen während der Entwicklung des Prototyps werden Empfehlungen für die Umsetzung des Konzepts in die Praxis gegeben, sowie zukünftige Forschungsfragen formuliert.
Diese Doktorarbeit liefert neuartige Erkenntnisse im Hinblick auf Visualisierung von Unsicherheiten in Geodaten, sowie bezüglich der Unterstützung explorativer Analysen durch Unsicherheiten. Sie trägt dazu bei, die Kluft zwischen Theorie und Praxis zu schließen und stellt einen wichtigen Schritt dar, um Unsicherheiten für Analysen von Geodaten in der Praxis nutzbar zu machen.During the last decades, research in the field of geographic information science (GIScience) has been conducted to describe, quantify, and utilize information about uncertainty in geodata. However, practically usable models and methods for this purpose are still rare and the supposed positive effect of communicating uncertainty during spatial analyses is still subject to research. This dissertation deals with these challenges, focusing on land cover (LC) change analysis based on remote sensing data, a field in which uncertainty plays an important role. It has been shown that when uncertainty is ignored during change analysis, misleading results can be the consequence.
The project described in this dissertation aims to establish uncertainty-aware change analysis by following a Geovisual Analytics (GVA) approach. This approach utilizes workflows that integrate automated algorithms with interactive visual interfaces to combine the strengths of computation and human reasoning. The central question of this work is if users are able to benefit from information on change uncertainty using a GVA tool: Does it help with hypotheses they make and with insights they gain during change analysis? This question is addressed in the following stages: (1) development of a concept for uncertainty-aware land cover change analysis, (2) literature review on uncertainty visualization user studies, (3) design and implementation of a GVA software prototype including a usability assessment, and (4) a user study with expert analysts who apply the prototype to analysis tasks and evaluate the concept:
(1) A concept to incorporate uncertainty into land cover change analysis is the basis of this work. Here, the most important steps include the definition of an uncertainty measure for LC change, the selection, implementation, and evaluation of a technique to portray uncertainty in LC change maps (noise annotation lines), as well as the creation of a task categorization for exploratory change analysis. A case study with real-world land cover change data demonstrates the applicability of the concept.
(2) A systematic review of uncertainty visualization user studies is a fundament for the selection of a suitable visualization technique. Findings from the studies are summarized and lessons learned, as well as recommendations for future studies in the field, are provided. This includes a novel categorization model (Uncertainty Visualization Cube, UVis3) for more systematic selection and evaluation of uncertainty visualization techniques in the future.
(3) A software prototype for uncertainty-aware change analysis (ICchange) serves as a proof-of-concept and as a vehicle for an expert user study to assess the practicability of the concept developed in this doctoral research. The prototype development includes a verbal protocol analysis (VPA) study to assess its usability. The description of the task-based development approach is intended to support developers creating GVA software tools for land cover change analysis or related fields.
(4) An expert user study assesses the practicability of the developed concept with three groups of remote sensing experts who conduct land cover change analyses in practice. In semi-structured group interviews, the software prototype is utilized to demonstrate real-world change scenarios that the experts have analyzed before, enriched by information about uncertainty in the results. The participants generally see the concept as useful for supporting change analysis and a number of potential applications are discussed. Barriers for the use in practice are addressed as well, such as user acceptance issues and the lack of support in standard GIS. The experts’ opinions about the ICchange software prototype and the noise annotation lines visualization technique were predominantly positive. From the results of the study and experience from prototype development, recommendations are given for the implementation of the concept in practice and for questions to be addressed in future research.
This dissertation provides various novel findings regarding geodata uncertainty visualization and uncertainty-aware exploratory analysis. It contributes to bridging the gap between theory and practice and represents a crucial step to come closer to the goal of making uncertainty usable in real world geodata analysis
Zusammenhänge der Geometrie, Struktur, Strömung, Stoffakkumulation und Fauna in einem umgestalteten Fließgewässer (Steinau/Büchen) als Grundlage für eine verbesserte Berücksichtigung in der Planung
Die EU-WRRL stellt seit dem Jahr 2000 einen Ordnungsrahmen für die europäischen Still- und Fließgewässer sowie das Grundwasser dar und wurde in nationales Recht eingeführt. Für berichtspflichtige Gewässer werden Monitoringergebnisse in Zustandsberichten alle sechs Jahre an die EG gemeldet. Maßnahmenprogramme sollen an Fließgewässern zum „guten ökologischen Zustand“ oder entsprechenden Potenzial führen. Über 80 % der Gewässer erreichen das Ziel heute nicht, so dass umfangreich Maßnahmen geplant und umgesetzt werden. Trotzdem zeigt die Literatur für viele Renaturierungsprojekte auch bei hohem Einsatz an Mitteln nur einen mäßigen Erfolg.
Diese Arbeit befasst sich mit dem Fließgewässertyp 16, dem kiesgeprägten Tieflandbach, und der Planung zur Verbesserung des ökologischen Zustands insbesondere in Schleswig-Holstein.
25 Genehmigungsplanungen mit Erläuterungsberichten und Kartenwerken wurden dazu auf ihre Aussagen zum Leitbild, den Strukturen, den Substraten, der Strömungsdynamik sowie der Breitenvarianz untersucht. Es zeigten sich sehr unterschiedliche Qualitäten bezüglich dieser Parameter, welche sich in den letzten fünf Jahren verbesserten. Nur wenige der umgesetzten Maßnahmen haben zum „guten ökologischen Zustand“ geführt. Durch einen Workshop und eine Online-Befragung von Planern und Behördenvertretern wurde eine hohe Bedeutung von Lebensraumstrukturen betont, die sich bei der Fließgewässerrenaturierungsplanung aber zu wenig wiederfindet. Es stellte sich heraus, dass eine besser Verzahnung der Fachgebiete und überprüfbare Qualitätsmerkmale für eine optimale Planung und somit Erreichung der EU-WRRL-Ziele fehlen.
Am Beispiel der Planung und Umsetzung der naturnah ab 2007 umgestalteten Steinau/Büchen wurden das Makrozoobenthon, die Habitatbedingungen, hydraulische Aspekte und die Sedimentation von Feinsedimenten in sechs Untersuchungsfeldern untersucht, um Faktoren für eine erfolgreiche ökologische Entwicklung zu dokumentieren und diese für eine optimalere Planung bezüglich der Habitat- und Substratqualität verfügbar zu machen. Eine Wirbellosenfauna im „guten ökologischen Zustand“ findet sich an Grobsubstraten, die ausreichend mit Strömung versorgt sind, um nicht zu übersanden. Diese Habitatbedingungen sind das Ergebnis einer speziellen Geometrie.
Für eine leitbildgerechte Planung liegen Informationen und Merkblätter vor, jedoch führen diese bisher nicht mit ausreichender Sicherheit zu erfolgversprechenden Geometrien. Durch die Untersuchungen an der Steinau/Büchen sowie dem Referenzgewässer Kremper Au konnten Zusammenhänge zwischen der Strömungsdynamik, den eingebauten kiesigen Substraten und der biologischen Besiedlung festgestellt werden. Als Ergebnis dieser Arbeit wird für die Planung von Renaturierungs-maßnahmen ein besonderes Augenmerk auf die Herstellung einer ausreichenden Breitenvarianz, einer einfachen Überprüfung der Strömungsdynamik und der Nutzung der Vorgaben der „Hydraulischen Geometrie“ aus HARNISCHMACHER (2002) empfohlen. Das erforderliche Vorgehen im Planungsprozess wurde in einem Leitfaden aufgearbeitet.
Hydronumerische Modellierungen von naturnahen Fließgewässerabschnitten sind in der Regel sehr aufwendig und unwirtschaftlich, daher müssen einfachere Möglichkeiten zur Qualitätssicherung der Planung erarbeitet werden. Die oben genannten Faktoren können hier deutlich einfacher angewandt werden und damit Habitatbedingungen schaffen, die größere Erfolgsaussichten für Planungen im Sinne des „guten ökologischen Zustands“ erreichen. Es wird daher vorgeschlagen, diese Faktoren auch im Sinne einer internen und externen Qualitätskontrolle auf Planunterlagen anzuwenden.In 2000 German law integrated the European Union-wide Water Frame Directive, a framework outlining ecological standards and improvement benchmarks for watercourses, ground water and standing bodies of water. Data on monitored waterbodies are to be provided to the directive every six years. For watercourses, the directive stipulates that all flowing bodies of water be restored to a “good ecological state” or to a state in which such ecological health is readily foreseeable. Currently, more than 80% of rivers and streams in the EU do not meet this benchmark and extensive measures need to be taken in order to meet the Water Frame Directive’s objectives. Unfortunately, literature analyzing current conservation and renaturation projects indicates that, despite use of considerable capital, these methods are only moderately successful.
This work analyzes methods utilitzed to improve the ecological health of gravel-bottomed low-land streams (type 16 watercourses), primarily in Schleswig-Holstein in northern Germany. The analysis was completed using both a theoretical strategy, investigating differences amongst planned projects and planning strategies, and a more practical study, examining various parameters of a successfully renatured waterway.
For the theoretical analysis, overall approach, structures, substrates, diameter variability and fluid dynamics of 25 approved renaturation projects, including explanatory reports and map series, were examined, showing wide variability in quality, which improved over the course of the last five years. Few of the projects lead to the establishment of “good ecological state” in the redesigned watercourse. Responses from companies and individuals involved in renaturation projects at a workshop and to an online survey indicated they found structural elements of the watercourse to be of particular impor-tance. However, structural alterations were largely ignored in outlined projects. From this we conclude that standardized, verifiable quality control criteria within this field, necessary for the excellence in planning required to meet the European Unions water frame directives objectives, are still lacking.
Detailed analysis of six representative sites along the Steinau (Büchen, Schleswig-Holstein) were used to generate data for the practical component of this work. Renaturation of the Steinau was com-pleted in 2007 and has in some parts been proven to meet “good ecological status” since this time. Macrobenthos, habitat conditions, hydraulic and fine-material sedimentation characteristics of these six locations were examined. It was determined that invertebrates, an important foundation of these aquatic ecosystems, were thriving best when the watercourse was lined with large, course sediment and water currents were brisk, preventing the fine-sedimentation. These habitat conditions are created by a specific geometry. While information and manuals for creating a targeted planning process exist, none provide, at this point, guidelines that sufficiently ensure the generation of this ideal geometry.
With help of these analyses, along with data obtain from a control watercourse (Kremper Au) we were able to establish a link between the water currents, sedimentation and biological population of this type of habitat. This work provides evidence that successful renaturation projects should include introduction of ample changes in watercourse diameter, simple analyses of current dynamics within the watercourse and utilization of the “hydraulic geometry” guidelines described by HARNISCHMACHER (2002). In contrast to the currently utilized hydronumeric modelling of ecologically healthy watercourses, the above factors are easily and economically employed for planning and execution of renaturation projects and, based on our data, are more likely to provide successful reestablishment of “good ecological status.” We, therefore, suggest that these factors be added to the basic components accepted as necessary for a watercourse renaturation plan; a guide outlining the creation of a planning process which efficiently and sufficiently incorporates these factors is provided with this work
Die Verwandlungen der politischen Behandlung sozial-räumlicher Probleme. Verflochtene Analyse von zwei Großprojekten sozialer Stadterneuerung in den Großstädten von Lille und Hamburg.
Élaborée à partir de l'étude croisée de deux cas de politiques de développement local, cette recherche doctorale porte sur les transformations du traitement spatialisé des problèmes sociaux dans les agglomérations de Lille et de Hambourg. Inscrite dans une démarche constructiviste, cette analyse socio-historique de la genèse des projets de l'Union, aux confins des communes de Roubaix, Tourcoing et Wattrelos et de l'Internationale Bauaustellung (IBA) Hamburg, sur l'île de Wilhelmsburg, traite de l'évolution des formes de catégorisation de ces « quartiers défavorisés » et du traitement politique qui en est fait. L'enquête ancrée entre sociologie de l'action publique et sociologie urbaine, recourt à des matériaux ethnographiques (observation de réunions, entretiens approfondis) et à des archives issues des fonds des différentes instances publiques engagées dans les projets étudiés de 1990 à 2014.
Remettant en cause les approches de développement social traditionnelles articulées autour de systèmes de zonages – qu'il s'agisse de la « politique de la ville », ou du développement social des quartiers (soziale Stadtteilentwicklung) – l'Union et l'IBA font du traitement des « quartiers défavorisés », un enjeu d'« attractivité » et de « rayonnement métropolitain ». Alors que dans l'agglomération lilloise, le projet de l'Union repose sur un volet économique de soutien aux « filières d'excellence » de « l'image » et des « textiles innovants » et sur la construction d'un écoquartier (2007-2022), l'IBA Hamburg comporte des mesures de densification du peuplement, de construction d’infrastructures de production d'énergies renouvelables et un volet socio-éducatif ayant pour objectif d'améliorer l'offre scolaire des quartiers de Wilhelmsburg et Veddel (2007-2013).
Après avoir contextualisé les rapports de pouvoir socio-économiques qui structurent chaque agglomération pour la période 1950-1990, cette étude retrace de manière détaillée la constitution des coalitions d'acteurs, des catégories et des instruments d'action publique qui caractérisent les processus de renouvellement urbain étudiés. De tels outils analytiques ont permis de dépasser les asymétries apparentes entre les deux cas, et de mettre en lumière les modalités économiques et symboliques du tournant « métropolitain » du problème des « quartiers » ainsi que les répercussions d'une telle métamorphose sur la sélection des acteurs considérés légitimes à prendre part à la décision.
L'étude des réseaux de réformateurs contribuant à la construction des catégories de « quartier défavorisé » (benachteiligter Stadtteil) et d'« attractivité métropolitaine » (internationale Ausstrahlung) est menée au regard du contexte économique local des agglomérations de Lille et Hambourg. L'analyse de ce processus de catégorisation a également impliqué de prendre en compte les formes de circulations transnationales et infranationales qui ont contribué à le nourrir. Il est alors apparu que la spatialisation des problèmes sociaux puis la traduction du problème des « quartiers » en projet de réforme de l'administration et son articulation à la catégorie d'« attractivité métropolitaine », en amont du lancement de l'IBA et de l'Union, participent d'une même dynamique d'occultation progressive de la question sociale.
Enfin, si une telle démonstration met en lumière les « possibles non-advenus » exclus au fil de la catégorisation du problème des « quartiers » comme enjeux d'« attractivité métropolitaine », elle illustre également les mécanismes de production du consensus mis en place une fois ces alternatives politiques écartées. En refaçonnant le concept de « mythe d'action publique », ce travail dégage quatre systèmes de justifications permettant de comprendre comment les différentes mesures portées par chaque projet ont pu être légitimées et effectivement mises en pratique. Attractivité, excellence, bonne gouvernance et justice spatiale sont les quatre mythes au carrefour desquels, les dispositifs de l'IBA et de l'Union sont conçus et mis en œuvre. Issus de l'étude en situation de l'instrumentation de chaque projet et des arènes de négociations qu'ils instaurent, ces systèmes de justifications sont un outil d'analyse privilégié pour l'étude des contradictions sous-jacentes à ces deux grands projets de renouvellement urbain. L'observation ethnographique des groupes de travail et des réunions de chargés de projets a permis d'appréhender ces instances à l'aune du concept de « rites » en mettant en lumière les jeux de rôles auxquels se prêtent les acteurs qui font l'apologie de ces mythes tout en prenant un recul critique en coulisses de ces cérémonies. L'Union et l'IBA Hamburg sont dès lors apparus comme les formes archétypales d'une nouvelle manière de traiter spatialement des problèmes sociaux, révélatrice d'évolutions socio-économiques et symboliques que l'on retrouve dans un nombre croissant de villes des économies capitalistes.This crossing of two case-studies (approche croisée) of urban development projects deals with the transformations of socio-spatial policies in the metropolis of Lille and Hamburg. Taking a constructivist approach, it focuses on the genesis of the Union-project between the municipalities of
Roubaix, Tourcoing and Wattrelos, and of the « international building exhibition IBA Hamburg » (internationale Bauaustellung) on the Elbe island of Wilhelmsburg. The construction of « public problems » and the framing of “deprived neighborhood” (quartiers dévaforisés / benachteiligte Stadtteile) as categories of public action and the changes of the political treatment of these sociospatial problems are at the center of this socio-historical research. This sociological analysis of
political processes relies on qualitative data-gathering (ethnographic observations of workinggroups, semi-structured and partly-standardized interviews) and on archives analysis of several institutions that took part in each urban development process between 1990 and 2014.
Both, the IBA Hamburg and the Union-project can be considered as a new form of urban renewal projects to the extent that they challenge former programs of social urban policies that are based on smaller development areas. The projects combine goals of socio-spatial development with the ambition of fostering the attractiveness, the image and the international standing of their metropolis. While the Union-project (2007-2022) relies on economic development measures towards innovative enterprises in the sectors of technical textiles and IT-industries, as well as the construction of a sustainable neighborhood (ecoquartier), the IBA Hamburg (2007-2013) aims to promote the growth of Wilhelmsburg's population, the construction of renewable energy production infrastructures and the development of social- and educative institutions on the Elbe Island. Beyond these considerable divergences in content and the different scope of both projects – the development area in l'Union concerns 80 hectares whereas the IBA takes place on 42 square kilometers – these urban renewal processes proved to be typical forms of great projects of social urban development.
Considering the most important political economical evolutions of the last decades (1950-1990), this PhD thesis analyses the emergence of constellations of actors, categories and tools of local government of both projects. By doing this, the commitment of reformer networks can be brought to light: experts, academics and senior civil servants actually contributed to the identification and framing of the problem of “deprived neighborhoods” and then to its articulation as a question of “international attractiveness”. Such a categorization process, that turns a socio-spatial problem into a project of reform of public administration and then into a matter of “international competitiveness” finally nourishes the same depoliticization dynamic that leads to the concealment of the social question.
Even if this study highlights the losers of both urban renewal processes, to the extent that it looks at the unsuccessful political alternatives, it also deals with the mechanisms of consensus production that are instituted after the framing of a first space of possibilities. Based on the concept of “myth of public action”, this part of the thesis underlines the justification systems, which contribute to legitimate the different measures of both projects. Attractiveness, excellence, good governance and spatial justice are the four myths on which the IBA Hamburg and the Union- roject have been defined and implemented. This analytical pathway enabled to question the different contradictions of both projects, based on the observation of working groups in which these myths have been alternately glorified – on stage – or criticized – backstage. This analysis of the management of the projects' contradictions by their promoters through such role playing gives the occasion to highlight a specific way of dealing with socio-spatial problems that seems to become ever more significant for European urban policies
3D recording, modelling and visualisation of the fortification Kristiansten in Trondheim (Norway) by photogrammetric methods and terrestrial laser scanning in the framework of Erasmus programmes
In this contribution the 3D recording, 3D modelling and 3D visualisation of the fortification Kristiansten in Trondheim (Norway) by digital photogrammetry and terrestrial laser scanning are presented. The fortification Kristiansten was built after the large city fire in the year 1681 above the city and has been a museum since 1997. The recording of the fortress took place in each case at the end of August/at the beginning of September 2010 and 2011 during two two-week summer schools with the topic “Digital Photogrammetry & Terrestrial Laser Scanning for Cultural Heritage Documentation” at NTNU Trondheim with international students in the context of ERASMUS teaching programs. For data acquisition, a terrestrial laser scanner and digital SLR cameras were used. The establishment of a geodetic 3D network, which was later transformed into the Norwegian UTM coordinate system using control points, ensured a consistent registration of the scans and an orientation of the photogrammetric images. The fortress buildings were constructed in detail from photogrammetric photographs and point clouds using AutoCAD, while the fortress area and walls were modelled by triangle meshing in Geomagic. The visualisation of the fortress was carried out 2013 with the software Cinema 4D in the context of a lecture in the Master study programme Geomatics. The 3D model was textured and afterwards presented in a video. This 3D model was finally transferred into the game engine Unity for an interactive 3D visualisation on 3D monitors
3D model of Al Zubarah fortress in Qatar - terrestrial laser scanning vs. dense image matching
In September 2011 the fortress Al Zubarah, built in 1938 as a typical Arabic fortress and restored in 1987 as a museum, was recorded by the HafenCity University Hamburg using terrestrial laser scanning with the IMAGER 5006h and digital photogrammetry for the Qatar Museum Authority within the framework of the Qatar Islamic Archaeology and Heritage Project. One goal of the object recording was to provide detailed 2D/3D documentation of the fortress. This was used to complete specific detailed restoration work in the recent years. From the registered laser scanning point clouds several cuttings and 2D plans were generated as well as a 3D surface model by triangle meshing. Additionally, point clouds and surface models were automatically generated from digital imagery from a Nikon D70 using the open-source software Bundler/PMVS2, free software VisualSFM, Autodesk Web Service 123D Catch beta, and low-cost software Agisoft PhotoScan. These outputs were compared with the results from terrestrial laser scanning. The point clouds and surface models derived from imagery could not achieve the same quality of geometrical accuracy as laser scanning (i.e. 1–2 cm)
