Neurotechnologien sind als wirkmächtige Technologien einem rasant wachsenden Wirtschaftssektor zuzurechnen. Die Nutzung im medizinischen Bereich ist bereits etabliert, daneben drängen Unternehmen vor allem in den sog „Enhancement“-Sektor. „Neuroenhancement“ soll hier grundsätzlich als Einsatz der Neurotechnologie am gesunden Menschen zur bloßen Selbstverbesserung verstanden werden. Dabei sind die Grenzen zwischen medizinisch-therapeutischen Zwecken und Enhancement fließend, weil sich Neurotechnologien als besonders transgressive Technologien erweisen, mit transformativen gesellschaftlichen Konsequenzen. Da sich beim Grenzübergang vom medizinisch-therapeutischen in den Enhancement-Bereich die moralischen, ethischen und gesetzlichen Grundlagen ändern, ist die plausible kategoriale Abgrenzung der beiden Bereiche von besonderer Bedeutung. Der Beitrag stellt den in interdisziplinärer Zusammenarbeit gewonnenen Vorschlag einer praktikablen Unterscheidung zur Diskussion.Neurotechnologies are powerful technologies that are part of a rapidly growing industry. Their use in the medical field is already well-established, but the market is also pushing into the so-called ‘enhancement’ sector. The term ‘neuroenhancement’ is used here to refer to the use of neurotechnology on healthy people for the sole purpose of self-improvement. The boundaries between medical-therapeutic purposes and enhancement are blurred, as neurotechnologies are proving to be particularly transgressive technologies with transformative social consequences. As the moral, ethical and legal foundations change in the transition from the medical-therapeutic to the enhancement area, the plausible categorical demarcation of the two areas is of particular importance. In this article, the proposal for a practicable distinction developed in interdisciplinary co-operation is presented for further discussion
Contemporary Southeastern Europe / How Serbia’s National Identity Shapes Its International Positioning Amidst the War in Ukraine: Hollow Neutrality as a Poor Imitation of Yugoslavia’s Non-Alignment
Serbia is one of the few European countries that did not impose sanctions on the RussianFederation following the invasion of Ukraine. The primary objective of my paper is to explore and explain this distinct position through a substantial analysis of the roots and logic underpinning Serbia’s foreign policy. By adopting a critical social constructivist approach, this study seeks to understand the way in which national identity shapes Serbia’s unique foreign policy decisions - not only in relation to Russia and Ukraine butalso in terms of its broader international orientation. The basic claim of the article is thatSerbia’s international positioning should be assessed through two key factors: first, thenotion of ‘Serbian exceptionalism,’ rooted in the country’s self-perception of its unique historical and geopolitical role; and second, its attempt to emulate Yugoslavia's nonaligned stance during the Cold War, aiming to preserve strategic autonomy amidst global power dynamics
JRFM / Gender, State, and Religion in MaysalounHamoud’s In Between (IL/FR 2016)
Bar Baḥr (In Between, Maysaloun Hamoud, IL/FR 2016) is an Israeli-Palestinian feature film that follows the lives of three young Palestinian women living together in Tel Aviv as they navigate the complexities of their religious, national, and gender identities. The film explores the conflicts for a new Palestinian generation living within a Jewish-majority society and balancing the demands of their Palestinian and/or Muslim tradition with the struggles of a modern and urban lifestyle in a secular environment. After a brief introduction to the postcolonial discourse on gender, state, and religion in the WANA region, the article discusses key elements of In Between with regard to the protagonists’ gender-state-religion arrangements. It becomes evident that the film’s narrative neither caters to orientalist or anti-Muslim stereotypes nor aligns with the tradition of classic Palestinian cinema. I argue that the film’s achievement lies in this very suspension of essentialist notions. Ultimately, the film is placed within the broader context of feminist cinema in WANA

Österr. Religionspädagogisches Forum / Demokratie (aus)halten? : Zwischen Anpassung und Widerstand: Spannungsfelder bei der Bildung des Demokratischen
Weil Demokratie in vielfacher Hinsicht unter Druck steht – etwa durch gesellschaftliche Fragmentierung, politische Polarisierung und institutionellen Vertrauensverlust – wächst der Anspruch an demokratische Gesellschaften, weit über eine reine Wissensvermittlung hinaus aktiv zu werden. Eine solche Praxis der Bildung des Demokratischen bewegt sich notwendigerweise in Spannungsfeldern zahlreicher – teils kontroverser – Konflikte. Der vorliegende Beitrag gibt einenÜberblick über einige ausgewählte zentrale Spannungsfelder, die im Kontext der Bildung des Demokratischen in unterschiedlichen gesellschaftlichen Bereichen sichtbar und erfahrbar werden. Dabei richtet sich der Blick auf Ambivalenzen demokratiebezogener Bildungsprozesse – in institutionalisierten genauso wie in informellen Räumen. Im Zentrum des Beitrags stehen Impulse aus der Politikwissenschaft und dem Bereich der politischen Bildungsforschung zu Aufgaben und Herausforderungen, um das „Demokratische“ künftig weiterzuentwickeln. Dabei wird Demokratie nicht als statisches Ziel, sondern als offene, konflikthafte und lernbedürftige Lebensform begriffen, die in unterschiedlichen Kontextenimmer wieder neu erprobt und ausgehandelt werden muss.Because democracy is under pressure in multiple respects—such as societal fragmentation, political polarization, and a loss of trust in institutions—thedemands placed on democratic societies go far beyond mere knowledge transmission. The practice of fostering the democratic necessarily operates within tensions arising from numerous, sometimes controversial, conflicts. This contribution provides an overview of selected key areas of tension that become visible and tangible in the context of cultivating the democratic acrossdifferent societal domains. The focus lies on the inherent ambivalences of democracy-related educational processes—in both institutionalized and informal settings. Central to the article are insights from Political Science and Civic Education research regarding the tasks and challenges involved in further developing the "democratic." Democracy is understood not as a static goal but as an open, conflict- laden, and continuously evolving way of life that must be repeatedly tested and negotiated in diverse contexts

Limina / Kindheit in einer digitalisierten Lebenswelt : Darstellung und Kommentar der Diskussionen um die negativen Auswirkungen von Smartphones und Internetnutzung auf Kinder und Jugendliche
In den letzten Jahren, vor allem im Zuge der COVID-19-Pandemie, hat sich ein verstärkter wissenschaftlicher Diskurs um die Auswirkungen digitaler Medien, vor allem von Smartphones bzw. den entsprechenden Apps, auf die gesundheitliche und psychische Entwicklung von Kindern und Jugendlichen ausgebildet. Findet gerade, wie Jonathan Haidt postuliert, eine umfassende Wende von einer play-based childhood zu einer phone-based childhood statt, die gravierende negative Auswirkungen auf Kinder undJugendliche wie auch Eltern und Schulen hat – oder sind solche negativen Einschätzungen übertrieben? Während neben Haidt weitere Psycholog: innen die negativen Auswirkungen digitaler Medien herausstreichen und umfassende pädagogische und politische Gegenmaßnahmen fordern, warnen andere vor einem Alarmismus und überschießenden Maßnahmen, da hierfür ihrer Ansicht nach nur unzureichende empirische Grundlagen bestehen. Im Beitrag werden die unterschiedlichen aktuellen Forschungsergebnisseund Sichtweisen beschrieben und diskutiert. Anschließend soll eine ethisch-pädagogische Reflexion der in diesem Diskurs geforderten Maßnahmen vorgenommen werden. Hierbei geht es um Fragen der Güterabwägung sowie um die Spannung aus Autonomie, Schadensvermeidung und Fürsorge.Childhood in a Digitalized World. Overview and commentary on the discourse surrounding the negative impact of smartphones and internet use on children and adolescents In recent years, particularly in the wake of the COVID-19 pandemic, the effects of digital media, especially smartphones and apps, on the physical and mental health of children and adolescents, and their development have become a focus in scientific discourses. Jonathan Haidt suggests that we are experiencing a shift from play-based childhood to phone-based childhood, which bearssignificant negative consequences for children and adolescents as well as parents and schools. Is this indeed the case or is this an exaggerated assessment? While some psychologists emphasise the negative effects of digital media and call for comprehensive educational and political countermeasures, others warn against scaremongering and excessive reactions based on insufficient empirical evidence. This article outlines and discusses various current research findings and perspectives. It then presents an ethical and pedagogical reflection on proposed measures, taking into account and weighing up different objectives and considerations with regard to autonomy, harm avoidance and duty of care
