تتناول الدراسة الثقافة المعلوماتية الرقمية لدى الباحثين بمكتبات البحث في مجال الإنسانيات والعلوم الاجتماعية بجمهورية مصر العربية، باستخدام أسلوب قياس الأثر؛ والذي يقوم على قياس الناتج أو المردود من أداء عملٍ ما أو إجراء معين أو تدريب معين تعرض له بعض الأشخاص، فهو لا يقيس إجراءات هذا العمل بل يقيس الناتج منه فقط. وتهدف الدراسة إلى التعرف على أسلوب قياس الأثر، والثقافة المعلوماتية الرقمية، وتأثير الثقافة المعلوماتية الرقمية على الباحثين أنفسهم، وعلى المكتبات محل الدراسة، وأخصائيي المكتبات بها. وستعتمد الدراسة على المنهج المسحي، للتعرف على الثقافة المعلوماتية الرقمية لدى الباحثين وأخصائيي المعلومات في المكتبات محل الدراسة ، كما ستستخدم الدراسة منهج دراسة الحالة لدراسة عينة الدراسة من المكتبات البحثية غير الحكومية.This study describe and analyses the digital information culture in the fields of humanities and social sciences among researchers at research libraries in Egypt, using the impact assessment method; which is based on measuring the impact of doing something or a particular action or a particular training method at some people, it does not measure the actions of this work itself, but the impact of it only. This study aims to define the impact assessment method, the digital information culture, and the effect of digital information culture on researchers themselves, and libraries under the study, libraries specialists in libraries under study. This study is based on a survey method, to describe the state of digital information culture among researchers, and information specialists in libraries under the study, this study will use the case study method to study the sample of non-governmental research libraries

Get PDFأدت التغيرات الاقتصادية والاجتماعية والسياسية التي يشهدها العالم إلى ضرورة التحول نحو اقتصاد المعرفة الذى يستند إلى المعرفة كعنصر أساس في التنمية، وظهرت العديد من المبادرات من الدول المختلفة لتبنى مؤشرات لقياس ذلك الاقتصاد القائم على المعرفة، وتهدف هذه الدراسة مقارنة مؤشرات ومبادرات قياس الاقتصاد القائم على المعرفة المختلفة، بالإضافة إلى بيان دور المكتبات في بناء اقتصاد قائم على المعرفة، والتعرف على وضع مصر ضمن منظومة الاقتصاديات القائمة على المعرفة بناءً على مؤشرات البنك الدولي، والتعرف على استراتيجيات مصر في التحول إلى اقتصاد قائم على المعرفة، واعتمدت هذه الدراسة على المنهج الوصفي التحليلي لدراسة مؤشرات قياس الاقتصاد القائم على المعرفة بالإضافة إلى الأسلوب المقارن لمقارنة تلك المؤشرات لبيان أوجه الشبه والاختلاف بين تلك المؤشرات.The economic, social and political changes in the world asserted the need for turning to the knowledge economy, which based on knowledge as a basic element of development. Different countries had many initiatives to adopt indicators to measure the knowledge-based economy. This study aims to make a comparison of initiatives and indicators of Knowledge-Based Economy. In addition, it aims to clarify the role of libraries in establishing a knowledge-based economy, and to identify Egypt’s situation among the system of Knowledge-based economies, according to World Bank indicators. Besides, the study attempts to identify Egypt’s strategies in turning to knowledge-based economy. This study follows the descriptive analytical method to identify knowledge-based economy measurement indicators; and the comparative method to compare these indicators to show the similarities and differences between them

Metadata and its importance in supporting access to digital archival content: an empirical atudy on the national archives websites
Get PDFتهدف هذه الدراسة إلى تحليل وتقييم الميتاداتا في مواقع الأرشيفات الوطنية على الإنترنت، وبيان مدى حرص الأرشيفات الوطنية على توكيد الجودة في صياغة الميتاداتا مقارنة بالمعايير العالمية في هذا الصدد وبالممارسات المتبعة في الأرشيفات الوطنية في الدول المتقدمة (الولايات المتحدة، كندا، المملكة المتحدة، فرنسا، …)، وقد شمل التحليل (57) أرشيفاً. وكشفت الدراسة عن ضعف استخدام تيجان الميتاداتا في الأرشيفات الوطنية عامة والعربية منها بوجه خاص؛ فقد تضمن (26) أرشيفاً بنسبة 45.6% من الأرشيفات موضوع الدراسة (1-2) تاج فقط من تيجان الميتاداتا، وأن أكثر الأرشيفات إنشاءً لتيجان الميتاداتا الأرشيفات الوطنية لكندا، والمملكة المتحدة، وإسبانيا، وأستراليا على الترتيب، وأكثر تيجان الميتاداتا استخداما في مواقع الأرشيفات الوطنية على الإنترنت تاج العنوان بنسبة 26% من إجمالي تيجان الميتاداتا المستخدمة، وتاج "الوصف" بنسبة 10.6%، وتاج "الكلمات المفتاحية" بنسبة 8.8%، وتاج "المُجمع"Generator بنسبة 5.8%. كما احتوت بعض تيجان الميتاداتا على قيم غير معبرة عن المضامين الموضوعية للمواقع. وقد اختتمت الدراسة بتقديم عدة توصيات يمكن أن تسهم في معالجة أوجه القصور التي كشفت عنها الدراسة، والتي تؤثر على الإفادة الكاملة من المحتوى الرقمي لمواقع الأرشيفات الوطنية على الإنترنت، وضمان سهولة، وسرعة الوصول إليها من قبل محركات البحث.This study aims to analyze and evaluate the metadata on the National Archives Websites, and the extent of the keenness of the National Archives on quality in creating metadata compared to the international standards in this regard, and practices adopted in the National Archives in developed countries (United States, Canada, United Kingdom, France, ...etc.)The analysis included (57) National Archives; and it revealed the weakness of using metadata tags in these Archives in general and in Arab National Archives in particular. 26 Archives Only (45.6% of Archives analyzed in this study) included their site (1-2) metadata tage(s); and the Archives that established most of metadata tags are National Archives of Canada, United Kingdom, Spain and Australia, respectively. However, the most commonly used metadata tags in National Archives websites are the "Title" tag in a percentage of 26%, the "Description" tag in a percentage of 10.6%, the "keywords" tag in a percentage of 8.8%, and the "Generator" tag in a percentage of 5.8%. Some metadata tags also contained non-reflective values of the Website objective content. The study concluded by offering several recommendations that could contribute to tackle the deficiencies it previously revealed, and which affect the ultimate use of digital content of the National Archives Websites, and to ensure an efficient accessibility by search engines

Since Scientific Communication studies represent one of the important aspects of human knowledge sectors, the types and forms of access to information become various, especially in light of the electronic environment. Hence, researchers and teachers were obliged to stand on the threshold of the serious challenges which formed virtual communities having no existence in references. This reality imposes extreme necessity to establish authentic strategies that desire the investment in scientific research. Depending on this belief, this research aimed to show the reality of communication practices of teachers and researchers at Constantine University 3, in an attempt, to cover various aspects of their electronic scientific communication. Knowledge Management Strategies: an analytical study in institutions of information in Iraq
Get PDFان الهدف من هذه الدراسة التعرف على واقع ممارسة مؤسسات المعلومات في العراق لنشاطات إدارة المعرفة، وتوضيح اهمية استراتيجيات ادارة المعرفة ومفهومها المعاصر من اجل مساعدة مؤسسات المعلومات على الارتقاء بمستوى خدمات المعلومات والاسهام في بناء مجتمع الاقتصاد المعرفي ولتحقيق اهداف الدراسة تم تصميم استمارات البحثية وتوزيعها على عينة مكونة من (152) مبحوثا وتوصلت الدراسة الى النتائج الاتية:
ان درجة ممارسة معظم نشاطات ادارة المعرفة كانت بدرجة متوسطة بأستثناء نشاط التدقيق المعرفي كانت عالية في حين كانت نشاطات كل من حيازة المعرفة، نشر المعرفة وتبادلها، تنمية المعرفة، المجتمع المعرفي، كانت درجة ممارستها ضعيفة.
توجد علاقة احصائية ذات دلالة احصائية بين طبيعة استراتيجية إدارة المعرفة ومدى ممارسة نشاط الانشاء المعرفي، وحيازة المعرفة، وتخزين المعرفة وتوثيقها، والتدقيق المعرفي، وتطبيق المعرفة، ونشر المعرفة وتبادلها، وتنمية المعرفة، والمجتمع المعرفي.
وتوصلت الدراسة الى المبادرة بتبني مفهوم استراتيجيات ادارة المعرفة من خلال ممارسة النشاطات التي يتضمنها هذا المفهوم، وتوفير المقومات الضرورية لممارسة تلك النشاطات.The aim of this study was to investigate on the reality the practice of information institutions in Iraq ، the activities of management knowledge ، and to clarify the importance of knowledge management strategies and contemporary concept in order to help information institutions to raise the level of information services and contribute to building a society of knowledge economy and to achieve the objectives of the study were research questionnaires the design and distribution of the sample consisting of (152) Researched The study found the following results:1- The degree of most of the activities of Knowledge Management was a medium degree exception of cognitive activity audit were high while the activities of each of knowledge possession ، knowledge dissemination and exchange of information ، knowledge development ، knowledge society ، the degree of exercise is weak.2- There are statistically significant statistical relationship between the nature of knowledge management strategy and how much exercise Activity construction of knowledge ، and possession knowledge ، and storage of knowledge and documentation ، and auditing knowledge ، and application of knowledge ، and dissemination of knowledge and exchange ، and the development of knowledge ، and community knowledge.The study reached the initiative to adopt the concept of knowledge management strategies through the practice of the activities that are included in this concept ،and provide the necessary ingredients to practice those activities

Get PDFلقد أثبت الواقع الميداني عجـز النّمـوذج التيلوري والألفريدي فـي التّنظيم والإدارة عـن مسايـرة التّطـورات، والتّغيرات المتعاقبة والمتسارعة الحاصلة في شتّى المجالات ممّا حتّم على المؤسسات بمختلف أنواعها وأشكالها أن تتبنى أفكار مبادئ وتوجهات الفكر الإداري الجديد، القائم على أساس الكفاءة كمنهج للتّسيير وأسلوب للتّنظيم والإدارة، فتضع الاستراتيجيـات المناسبـة لاستقطاب، تنميــة وتطوير الكفاءات للوصول بها إلى حد الامتياز، ومن تم استغلال هذه الكفاءات في عملية التّسيير لتحقيق أهداف المؤسسات، وضمان بقائها واستمراريتهـا فـي بيئة عمل توصف بعدم الاستقرار.
ومن هنـا جاءت هـذه الورقـة العلمية لمحاولة إلقاء الضّوء على هذا المنهج الإداري وتحديد أهميته، ومتطلبات تطبيقه في المؤسسات بصفة عامة، ومؤسسات المعلومات على وجه التّحديد مع إبراز النّتـائج الّتي يمكن أن تحققها هـذه المؤسسات من خلال تبنيها له، لنصل في الأخير إلى وضع مقترح يتضمن الخطوات التي ينبغي على مؤسسات المعلومات إتباعها عند تطبيقها له لتحقيق الفائدة المرجوة منه. It became clear that the taylor and the elfried approach of management proven in practical its inability to keep pace with developments and successive changes and rapid developments in various fields, wish makes it imperative for all types and forms of organization to adopt with this challenge to change their methods used in management ,by practice the new principles and Mechanisms of management thought based on competence as a way of conduct and a model of organization and management, whereupon the put strategies suitable for attracting competencies ,then development there to bring it to the level of excellence.
Then exploiting those competencies in the management process to achieve objectives of the organizations and ensure it remains and sustainability in the work environment described by instability
