Goods and services procurement policies in Regional-Owned Enterprises (ROEs) are of utmost importance in supporting good corporate governance (GCG). This study critically analyzes the implementation of these policies in ROEs and their impact on GCG. The research method used is a qualitative approach, with data collected from a comprehensive analysis of related documents such as laws, regulations, and literature. The results highlight that while ROEs have embraced the principles of transparency and accountability, the main challenges lie in more effective supervision and risk management. Moreover, reliance on complex procedures and lack of human resources training are slowing down the optimal implementation of GCG. The recommendations from this study, which include increasing transparency, strengthening internal control systems, and continuous training for human resources, are urgent actions needed to ensure a more effective GCG implementation in the procurement of goods and services in ROEs

    Get PDF
This study examines the influence of sales promotions on impulse buying behavior, mediated by website quality, in Indonesia's competitive online retail market, particularly focusing on Berrybenka's e-commerce platform. The research employs a quantitative descriptive verification approach, utilizing Structural Equation Modeling (SEM) through SmartPLS for data analysis. Data was collected from 400 respondents in Bandung, West Java. The theoretical framework is grounded in the Theory of Reasoned Action (TRA), investigating the relationships between e-commerce characteristics, sales promotions, and website quality in driving impulse purchases. Results demonstrate that sales promotions positively and significantly influence both website quality and impulse buying behavior. Similarly, website quality shows a significant impact on impulse buying. The findings indicate that sales promotion implementation is appropriate, while both website quality and impulse buying measurements fall into good categories. This research contributes to the existing literature by uniquely combining three rarely integrated factors: sales promotion, website quality, and impulse buying in a single study. The findings extend TRA applications in e-commerce contexts and provide practical insights for online retailers in Indonesia's rapidly growing digital marketplace, particularly relevant during after the COVID-19 pandemic when internet penetration and online shopping have increased significantly

    Get PDF
Agenda setting is critical to public policy due to impacts on subsequent policy processes. In 2020, The Indonesian government has issued a food estate policy in response to FAO's warning of a food crisis due to the Covid-19 pandemic. This policy has also been included in the National Strategic Project (PSN) as stipulated through Presidential Regulation No. 109/2020. This policy aims to create new paddy fields in order to maintain national food stock needs, especially rice, by prioritizing intensification and extensification of paddy fields. Now this program has received serious attention and is considered to have failed. The failure of food estates can often be attributed to the lack of community involvement in the planning and implementation of such projects. Applying the multiple streams framework, this study found two agenda setting failures, namely failure to define the problem from policy entrepreneurs and skipping the policy formulation stage. The study recommends revisiting agenda setting and adding participation streams to open up space for deliberation in decision-making through the participation of Dayak customary council institutions through their local wisdom and knowledge
