Zagreb Night-Time Economy: Hit or Myth
The concept of night-time economy is a relatively new and underexplored area in scientific and professional literature, encompassing musical programs that take place during evening and night-time hours and influence the life of the local community. Activities occur between 6:00 PM and 6:00 AM, including events that have partly derived through the development of cultural and creative industries alongside various accompanying activities that facilitate their execution. Considering that this topic is relatively unknown and has not been researched in the Republic of Croatia, the study aims to clarify the concept of the night-time economy and analyse the needs and possibilities for introducing a systematic approach to the development of the night-time economy in the city of Zagreb. The methods used in the research include the analysis of previous studies and examples of good practice abroad. Information on the state of the night-time economy in the city of Zagreb was collected through interviews conducted with owners of concert venues. The synthesis of research findings was prepared using the SWOT analysis method. The analysis of the night-time economy of the city of Zagreb points to the recognizability of Zagreb as a concert destination but also to a number of challenges, such as a general lack of knowledge of the night-time economy concept, traffic congestion, noise, and increased amounts of waste that the local population faces during the performance of music programs. The recommendations of the conducted research serve as guidelines for developing a management system for the Zagreb night-time economy through some of the proposed models, such as local action groups or the introduction of a night-time mayor system, which have proven to be successful models in some of the world's metropolises
Resolving Land Disputes in Papua: Court Competence, Legal Challenges, and Dual Ownership Issues
This study aims to analyze and understand the settlement processes of land disputes under the jurisdiction of competent courts. Using an empirical legal research approach, primary data were collected through direct interviews with respondents involved in land disputes, particularly those resulting from dual ownership of land rights on the same property. Such cases are prevalent in Papua, West Papua, and Southwest Papua Provinces. The data were analyzed descriptively to provide a comprehensive understanding of the issue. The resolution of land disputes varies depending on the nature of the case and the jurisdiction of the court. Civil courts address disputes concerning ownership and compensation claims, while criminal courts handle cases involving criminal elements, such as land grabbing. The State Administrative Court has jurisdiction over administrative disputes, including the issuance of land certificates. The overlapping jurisdiction of these courts often leads to challenges in determining the appropriate venue, underscoring the importance of efficiency and legal certainty. Resolving disputes effectively requires clarity of the disputed object and adherence to procedural rules to minimize the risk of lawsuits being dismissed as inadmissible.

The Regulation of ASN Neutrality and Political Rights in Regional Head Elections: Legal Challenges and Solutions
The issue of violations of neutrality among State Civil Apparatus (ASN) has sparked public discourse about revoking ASN's political rights. A 2020 survey by the Election and Democracy Syndicate (SPD) revealed that 28% of respondents supported revoking ASN’s political rights, similar to the restrictions applied to the military and police (TNI/Polri). This proposal is seen as a solution to address persistent violations of ASN neutrality, as ASN are currently allowed to vote in regional head elections but prohibited from expressing political preferences publicly. This study aims to analyze the regulation of ASN voting rights in regional head elections, using normative legal research with a statute and case approach. It examines laws and regulations relevant to ASN neutrality and reviews cases of neutrality violations in regional elections. The findings reveal that ASN neutrality is regulated under Article 2 letter f of the Regional Election Law, emphasizing that ASN must remain impartial and avoid influence. Articles 119, 123, and 70 reinforce restrictions on political involvement by requiring resignation for those running for office. These regulations ensure legal certainty, efficiency, and justice by preventing power abuses stemming from personal interests. Strengthening these provisions is critical to uphold democratic integrity in regional elections

Optimizing Medical Goods Transportation Through Advanced Logistics Networks
The purpose of the study is to model the process of assessing the level of organization of logistics networks for the transportation of medical goods. The object of the study is the modern logistics network for transporting goods in the Czech Republic. Thescientific task is to formulate a model for assessing the level of organization of logistics networks for the transportation of medical goods. The research methodology includes a modelling method based on correlation-regression analysis and regression equations and a fuzzy modelling method. As a result of the use of these methods, it was investigated how different factors influence the transportation of medical goods. To summarize the analysis of these factors, a model was formed to assess the level of organization of logistics networks for the transportation of medical goods. However, the study has a number of limitations. So, first of all, the limitation concerns the use of the method of correlation-regression analysis and fuzzy modeling. The use of thesemethods does not allow us to cover the entire set of factors, and only some of them, the key ones, have the greatest impact on logistics networks. Moreover, our analysis focused exclusively on one country and its regions, which may limit the scope of application of the established methodology to other countries. Prospects for further research include expanding the methodological base and increasing the coverage of analysis to other countries
The Influence of a Normative Framework on Corporate Governance Decision-Making in Ghana's Public Sector: The Role of Integrity and Financial Transparency of Public Officials
Corruption, insufficient transparency, and ethical flaws plague Ghana's public sector, eroding faith in institutions and impeding sound decision-making. Financial inconsistencies, such as Covid-19, weaken confidence and contradict moral values, necessitating integrity and corporate governance decision-making to support ethical leadership and institutional reform. This study examines the influence of ethical principles, legal frameworks, and moral values on corporate governance decision-making in Ghana’s public sector, emphasising the mediating role of integrity and financial transparency. Utilising Treviño’s Interactionist Model, the research employs a mixed-methods approach, integrating survey responses (n=259) and interviews with key public officials. An XSTAT was utilised to perform Partial Least Square Structural Equation Modelling. The results revealed that ethical standards, legal values, and moral values significantly impact corporate governance decisions. The effect of a robust normative framework on corporate governance decisions is strengthened when public officials exhibit high integrity and financial transparency. The research further establishes that individuals demonstrating high integrity and financial transparency are more inclined to make decisions that align with corporate goals rather than personal financial gain. The study recommends that public institutions bolster their ethical, legal, and moral guidelines to foster a governance culture characterised by integrity, accountability, and transparency. To promote sound corporate governance decisions in public institutions, organisational and personal factors must be integrated into decision-making frameworks
Exploring the Efficiency of Corporate Governance in State-Owned Agencies and Enterprises: A Comparative Analysis of Nigeria and Ghana
In sub-Saharan Africa, state-owned enterprises (SOEs) play a crucial role in delivering public goods and promoting economic growth. However, the disparate performance track records between Nigeria and Ghana are attributed to differences in the quality of governance. This study examines three dimensions of governance—board independence, regulatory autonomy, and transparency—and evaluates their impact on three key performance indicators: revenue per employee, return on assets (ROA), and net profit margin. We draw on hypotheses informed by empirical gaps, agency, resource dependence, and stakeholder theories and use cross-sectional regression logic with interaction variables to show the effect of institutional factors on the effectiveness of governance. These findings demonstrate that transparency is consistently effective in enhancing operations. However, board independence and regulatory autonomy generate significant improvements in performance only when accompanied by the existence of robust institutional frameworks. The consequences of context-specific governance reforms are also discussed
