Thai Nguyen is one of the regional centers of the midland and mountainous provinces in the North of Vietnam. Thai Nguyen Province comprises 9 administrative units, including 3 cities (Thai Nguyen city, Song Cong city, Pho Yen city) and 6 districts (Phu Binh, Dong Hy, Vo Nhai, Dinh Hoa, Dai Tu, Phu Luong) with 177 commune-level administrative units, consisting of 126 communes, 41 wards, and 10 towns. The cadre of commune-level leaders in Thai Nguyen Province is currently fewer than the prescribed number (due to one person holding multiple positions). However, in recent times, the number of commune-level officials and civil servants has increased rapidly, significantly affecting the effectiveness of commune-level government operations. This article focuses on reflecting the current situation of commune-level cadres and the activities of enhancing the capacity of commune-level leaders in Thai Nguyen Province
Keratoconus Awareness and Disease Effect on Life of Keratoconus Libyan Patients
Background: Keratoconus, a progressive corneal thinning causing vision problems, disproportionately affects young adults during their formative years. Early detection and intervention are crucial for preventing vision loss and maintaining the quality of life. Assessing knowledge about the disease, treatment options, and family history is vital for effective screening programs targeting high-risk groups like those with positive family history and refractive errors. Aim: to test the overall awareness of keratoconus patients and their relatives about keratoconus. Methodology: A cross-sectional questionnaire with internal consistency assessed by a reliability coefficient of 0.8(Cronbach's alpha) was used to gather data from 83 participants (69 patients with keratoconus and 14 relatives). The questionnaire, administered through a mix of conventional interviews and online surveys, briefly explored awareness of keratoconus, its impact on quality of life, risk factors, knowledge, and patient feedback on surgical interventions. Result: 78% of keratoconus patients and 71% of their relatives were aware; there was a strong correlation between allergy and keratoconus; there was no correlation between awareness and either: age, gender, work nature, or academic level; 36% of keratoconus patients their lives were moderately affected, and 33% were severely affected by keratoconus; moreover, 18% were not satisfied with their surgery, 2% were satisfied, and 36% were delighted. Conclusion: Overall awareness of Keratoconus and their relatives was good; however, we need to increase this awareness, especially for the benefit of early detection and intervention that delay or stop disease progression, along with the role of positive family history

Analysis Of Reliability Pressure Regulated Valve Engine Rolls Royce Trent 700 On Airbus 330-300/200
Engine bleed valve or pressure regulated valve is one of the components in the engine bleed system which is located on the aircraft engine. This component is based on data removal of the pressure regulated valve component from PT. XYZ. Research using the fishbone diagram method and Why analysis is used to find the causes of frequent damage to PRV components. Then the Weibull distribution method is used to obtain the failure rate and reliability level of PRV components and determines the MTTF (Mean Time to Failure) value used to determine the schedule effective treatment. After evaluating the reliability using the Weibull method, the MTTF value of the pressure regulated valve was 9161.438 FH, the most common cause of PRV unshedule removal was not closed PRV which was caused by damage to several components such as butterfly valve corrosion, carbon actuator, spring, body actuator, piston, and piston guides
D.R.Congo LMD English Curricula And Syllabus For Medical Schools: A Brake To Develop English For Specific Purposes At ISTM
This study entitled “D.R.Congo LMD English curricula and syllabus for medical schools: a brake to develop English for Specific Purposes at ISTM” is examining, on the one hand, language policy related to English language teaching at university and mainly at medical technical colleges called ISTM; and on the other hand, to scrutinize if they fit with teaching and learning of English as second language or as a foreign language with overpopulated classes. Thanks to different official decrees, academic instructions and circular notes successfully signed by official authorities from 2004, 2011, 2012, 2021 to 2024, English course for medical purposes was sustainably supported by different official texts than today; it is improved so in curricula of LMD new system that constrains it to not being well developed. For this reason, English language teaching objectives could not be attained at medical technical colleges as assigned by the country. The research question will be to know if the country language planning and policy related to teaching English as a foreign language or english for medical purposes will allow teachers to attain the objectives where the learners are required to communicate in English showing that they are strategically, grammatically, discoursely and sociolinstically competent. It seems unfortunately that, the present curricula-LMD system-for medical technical colleges allocate short teaching load to the English for medical/nursing purposes. This fact seems to be a true barrier for teachers to attain the language teaching objectives as well as the overpopulated classrooms where English should be developed. These two causes of English language teaching failure will be demonstrated in the results of the present article below

Multi-Criteria Optimization Of Textile Production By Analysis Of Machine Stoppage
This article presents the application of multi-criteria optimization in textile production. Indeed, with globalization and technological development, only industries that manage to maximize their production and minimize the lost of time are competitive. This work then relates the application of multi-criteria optimization combined with the FMEA method which is the analysis of failure modes, their effects and their criticalities as well as the Analytic Hierarchy Process (AHP) method to maximize production in the field textiles and reduce machine downtime. To do this, we considered 3 sub-objectives which are economic viability, the service provided to the consumer and the impact on the environment. From these 3 sub-objectives, 11 criteria are studied at level 2 of the objective hierarchy tree, namely the cost of fabric, the cost of energy, costs linked to the unavailability of systems, maintenance costs and repair, the cost of replacing components, the quality and quantity of fabrics produced, the delivery time
