Implementation of the International Humanitarian Law in the Russia-Ukraine Conflict
Get PDFIt has been more than a year since Russia launched a military operation against Ukraine in February 2022. Civilians, mostly in Ukraine as the operation take place in the country, have been very vulnerable to the conflict, as shown by the high number of civilian fatalities and the great suffering the civilians have to endure due to the Russia-Ukraine conflict. Such condition raises a question how the international humanitarian law is being implemented during the conflict and this article tries to explain that. Using qualitative method, the article finds out that due to the enormous civilian fatalities and sufferings, experts of international relation concludes that Russia has violated the international humanitarian law and should be held accountable for war crimes. Realism theory, however, helps to explain why Russia has been performing military operation in Ukraine and will not likely to stop in the near future because it sees itself defending its national interests and as long as it still has the capability and capacity to do so, despite the abundant civilian victims
Développement Du Secteur Informel Et Son Impact Sur L’Economie : Cas Du Niger
Get PDFLe secteur informel est entré dans la théorie du développement économique au début des années 1970 avec les premiers travaux du Programme mondial pour l’emploi mis en œuvre par le Bureau international du Travail.Il convient de noter que les caractéristiques qui définissent l'informalité sont : l'ampleur des activités, l'incapacité à tenir une comptabilité honnête, l'absence d'enregistrement, la mobilité du travail, le manque de protection sociale, le paiement des impôts. Les prêts bancaires ne sont pas disponibles.Dans la plupart des pays francophones d’Afrique de l’Ouest, la part du secteur informel dans la valeur ajoutée, y compris le secteur primaire, dépasse 60 %. Mais par contre contribue faiblement aux recettes fiscales bien qu’il crée des opportunités d'emploi, favorise la productivité et la croissance économique.Le Niger est dans le peloton de tête relativement à l’informel dans la valeur ajoutée globale, martèle une enquête nationale sur l’emploi et les secteurs informels au Niger réalisée par l’Institut National de la Statistique en 2012.Ainsi, pour empêcher l’expansion des activités informelles dans l’économie du Niger, l’accent devrait être mis sur le lancement de procédures formelles et sur l’application de taux d’imposition optimal. Il y a donc lieu de penser à la dualité formel-informel dans l’élaboration et la mise en œuvre des politiques économiques et publiques sous l’égide des institutions financières afin de contribuer au déclin de l’importance du secteur informel à moyen et long terme.
Profil Epidémio-Clinique Et Paraclinique Des Atteintes Cardiaques De L’Hypertension Artérielle Vu En Hospitalisation Au Service Cardiologie Befelatanana
Get PDFIntroduction : L'hypertension artérielle est un problème majeur de santé publique mondiale, cette étude visait à déterminer l'aspect épidémiologique-clinique et paraclinique des atteintes cardiaques chez les patients hypertendus hospitalisés dans le service de cardiologie du CHU Joseph Raseta Befelatanana. Méthodes : Nous avons mené une étude transversale descriptive auprès de patients adultes hypertendus avec organe cible hospitalisés de début juin 2019 à fin septembre 2019, soit 4 mois dans le service de cardiologie du CHU Joseph Raseta Befelatanana.Résultats : Parmi les 58 patients sélectionnés, l'âge moyen était de 61,5 +/- 11,79 ans avec une prédominance féminine. L'hérédité cardiovasculaire (82,75 %) ainsi que la sédentarité (75,86 %) étaient les principaux facteurs de risque cardiovasculaire les plus fréquemment retrouvés. Une atteinte cardiaque a été retrouvée chez la grande majorité de nos patients (91,38 %). Une association statistiquement significative a été trouvée entre le diabète, la sédentarité et l'existence d'une hypertrophie ventriculaire gauche (p= 0,019 ; p= 0,004). Il en est de même entre la survenue d'insuffisance cardiaque et d'hypertrophie ventriculaire gauche (p = 0,007), de diabète (p = 0,0001).Conclusion : Les atteintes cardiaques sont très fréquentes chez les patients hypertendus ; c'est encore plus fréquent si les patients présentent d'autres facteurs de risque cardiovasculaire tels que le diabète et un mode de vie sédentaire. Pour Madagascar, une analyse multicentrique serait souhaitable pour mettre clairement en évidence ces attaques
Canva-based Digital Practical App for Teaching Writing
Get PDFThe objective of this study was to determine how to improve the procedure text teaching in English for students of 10th grade at Vocational High School (SMK) of Taman Siswa in Sukoharjo, Central Java, Indonesia. The study began with observations on September 19, 2022 to October 20, 2022 based on planning and the results of observations and assessments of initial results presenting procedure text. The results conclude that by using the Canva apps in project-based learning could improve the ability of 10th grade students at Taman Siswa Vocational High School in Sukoharjo to present procedural texts, as evidenced by an increase in learning motivation and learning outcomes in each cycle. Based on the observations of researchers and observers during classroom action, the researchers suggest the following. First, the use of the Canva application through project-based learning needs to be implemented by teachers at the Vocational High School of Taman Siswa in Sukoharjo in particular and by teachers in other schools in general. AES 128 Feasibility at Dr.Mintoharjo for National Defense

Beginning with a hacking incident on the Health Social Security Administering Body (BPJS) website bpjs-kesehatan.go.id, which is expected to occur around the end of May 2021 and resulted in the leak and sale of data belonging to 279 million Indonesians on Raid Forums this demonstrates a vulnerabilities in national cyber protection, the author proposes a new storage method for the information technology division that is safer than traditional storage techniques. MYSQL uses the Advanced Encryption Standard (AES) 128 technique defined here. When the Dr. Mintoharjo Hospital management information system was built in MYSQL, security levels were assessed using Advanced Encryption Standard (AES) 128 encryption technology. The experimental results of this study show enhanced safety results from an efficiency aspect. Development of Alarm System Using GSM Technology and RFID Integration

The primary features of the alarm system with GSM Technology and RFID Integration include using GSM technology to monitor and transmit warnings when unusual motion is detected. The RFID component enables the system to distinguish between permitted and illegal entry. The GSM module is essential to this pursuit, as it allows for remote homeowner alerts. The system's programming, which merges the GSM and RFID components, is critical to the project's operation. Finally, the SMS notification capability is required for distant alerts, making it an essential component of the alarm system. Factors Influencing Use Decisions investigates the multifaceted determinants that shape individuals' decisions to adopt or refrain from using oral contraceptives, including sociocultural norms, accessibility, and personal beliefs. Design and Evaluation of an Ontology-Based Context-Aware System for Advertising Recommendations

The study addresses the limitations of traditional advertising systems, which often neglect key contextual factors such as user location, time, and needs. Using the NeOn methodology, the proposed ontology incorporates these contextual dimensions, integrating widely accepted ontologies like FOAF, OWL-Time, and WGS84 Geo Positioning. The developed ontology was tested using SPARQL and GeoSPARQL queries to ensure it could accurately represent advertising and contextual information, delivering relevant recommendations tailored to users' current situations. The results demonstrate the ontology's scalability, expressiveness, and effectiveness in providing context-aware advertising recommendations. Future work includes developing a mobile application that leverages the ontology to enhance real-time advertising recommendations

This chapter examines the role of government and non-governmental organizations (NGOs) in defense energy policy making with a specific focus on the Navy. The goal is to identify factors that influence defense energy policy, including environmental considerations and military needs. In determining defense energy policy, the government sets regulations, budget allocations, and strategies that consider military needs. NGOs, particularly those focused on the environment, advocate for greener policies and oversee the implementation of military energy policies to ensure compliance and accountability. Effective and sustainable policies require a balance between environmental responsibility and military needs. To implement an effective defense energy policy, collaboration between government, NGOs and the private sector is required. Navy personnel are more aware and practicing energy efficiency through education, training and monitoring conducted by NGOs. In addition, NGO advocacy influences policy-making to consider environmental issues such as the use of renewable energy and carbon reduction. Cooperation with the government, NGOs, and the private sector can direct defense energy policy towards improving energy efficiency, considering sustainability aspects, and meeting the operational needs of the Navy in a responsible and sustainable manner
The Influence of Social Media on Interpersonal Communication Patterns in Communication Students
Get PDFThis study aims to determine and analyze the influence of social media use on interpersonal communication patterns in communication students at IPB Vocational School. There are two variables that will be tested in this study, namely the independent variable (X) social media and the dependent variable (Y) interpersonal communication patterns. This research uses a quantitative approach with a descriptive type of research. Data collection by distributing questionnaires with a Likert scale to 75 student respondents. Social media-related questionnaires are based on the theory of Uses and Gratification and the effectiveness of interpersonal communication patterns. All respondent data was processed using SPSS version 25 for Windows. Data analysis using the Pearson Product Moment correlation technique using normality tests, validity tests, and simple linear regression tests. The normality test shows results of 0.099 > 0.05 means the data is normally distributed, the linearity test shows results of 0.838 > 0.05 means that both variables are linear, simple linear regression tests show that the results of 0.000 < 0.05 mean that there is an influence of social media variables on interpersonal communication pattern variables. The results of the research data analysis showed that the interpersonal communication patterns of students at IPB Vocational School were influenced by social media with a correlation coefficient value of 0.410. The closeness of the relationship between two variables is medium or sufficient and the relationship is positive
