Tirana's housing units and parking in 2024
Game changer? Planning for just and sustainable urban regions, Paris, 8-12th July 2024Open parking spaces in residential areas of Tirana today are more concemed with finding suitable locations than merely accommodating a specific number of vehicles. This study aims to analyse the challenges associated with open parking within residential units and internal streets of the city. The construction of new residential complexes over the past 35 years has introduced changes in their design elements compared to the housing stock from the single-party system, prior to the 1990s. The objective is to identify and evaluate the issues arising from the unplanned allocation of parking spaces within the residual areas of residential units designed 40-50 years ago. Finally, it underscores the impact of these improvised parking solutions on urban living conditions and residential environments. Challenges posed by the lack of planned parking spaces, and their distribution within streets and squares of residential units are identifies by employing exploratory, comparative, quantitative, and qualitative methods of analysis. Enhancing Social Interaction in Urban Spaces: The Role of Vertical Greening Systems in High-Density Areas

Planning for just and sustainable urban regions, Paris, 8-12th July 2024The critical role of nature exposure in fostering prosocial behaviour and social connectedness is wellestablished in existing research, while intensifying urbanization presents growing challenges to the development of the nature in urban areas. The Vertical Greening System (VGS), an innovative approach that conserves land, emerges as a creative solution. However, its potential in enhancing social interactions remains under-explored. To bridge this gap, experiments were conducted to assess the impact of VGS on improving spatial quality, enhancing space attractiveness, and increasing pedestrians' willingness to walk, stay, and engage in social interactions. Results indicate that VGS serve as important visual attractors ang significantly enhances the visual attractiveness of urban spaces, leading to improved perceptions of environmental quality. This enhancement positively affects the affective experience of pedestrians, creating a more inviting atmosphere conducive to walk, stay, and socialize. Eye-tracking data shows that green elements serve as important visual attractors, suggesting that their strategic placement in urban design is critical to promoting social interaction.

Research on Sustainable Protection and Inheritance of Overseas Chinese Hometown Cultural Heritage: A Case Study of Xiangshan Ancient City
Game changer? Planning for just and sustainable urban regions, Paris, 8-12th July 2024Due to its unique nature, the protection and utilization of overseas Chinese hometown cultural heritage face many practical challenges and ongoing debates. In the past, the protection of overseas Chinese hometown cultural heritage primarily focused on the material aspect and achieved significant short-term results, but it was not sustainable in the long run. Building upon the shortcomings of three previous approaches, a transformation is proposed towards a sustainable mode. Using Xiangshan Ancient City as a case study, this research analyses the sustainable potential and impact of overseas Chinese hometown cultural heritage from both the supply and demand sides. It considers both material and social aspects, covering three dimensions: people, objects, and events. Subsequently, sustainable protection and inheritance strategies are proposed, including 5 aspects.

Spatial Network Characteristics of Shrinking Areas in Shanghai Metropolitan Area: An Urban-Rural Population Flow Network Analysis
Game changer? Planning for just and sustainable urban regions, Paris, 8-12th July 2024The development of the concept of growth as the mainstream has led to the neglect of the shrinkage phenomenon in China. However, identifying shrinkage areas is significant for regional coordinated development and urban-rural integration. There are few studies on shrinking areas from the perspective of the spatial networks and the characteristics of towns in the urban-rural spatial networks. The study identifies shrinking towns based on traditional demographic data in the Shanghai metropolitan area, then uses massive mobile phone positioning data to build urban-rural and rural-rural population flow networks to analyze the characteristics of shrinking towns and put forward planning strategies. This study explores shrinking towns from a new perspective of spatial networks and provides references for implementing shrinking area management policies.

Exportation of the Parisian's urban knowledge (1976–2005)

Planning for just and sustainable urban regions, Paris, 8-12th July 2024From 1976 to nowadays, 'Atelier parisien d'urbanisme' (APUR), which is an urbanism organisation partially financed by the Paris Municipality, was involved in projecs out of Paris, especially in Global South countries. This communication will focus on APUR's networks all over the world to highlight the way of the French way-of-thinking urbanism have been diffused abroad. We will analyse especially the APUR's projects for the reconstruction of the city centre of Beirut (1976–1977), the projets for Phnom Penh (1992–1998) and for Jakarta (1996–1998) and Cairo (2001–2004) in which APUR was involved.

Critical Urban Infrastructure Within Concept of Chrono-Urbanism

Planning for just and sustainable urban regions, Paris, 8-12th July 2024Urbanization has a direct and negative effect on global problems like climate change and pandemics, which makes disasters in cities more serious. To respond these problems, the concept of 15-minute cities and critical urban infrastructures have gained prominence. The main objective of this research is to assess the accessibility of critical infrastructure in izmir and determine the equity in the distribution of critical services throughout the city and perception of people to the concept. Reaching critical services is vital during a crisis or ensuring citizens' quality of life. The study examines the conceptualization and operation of critical urban infrastructure in the context of x- minute cities, and whether critical infrastructures were accessible in 5,10,15-minutes by walk in Karşıyaka, İzmir. The findings can contribute to urban development in terms of resilient, accessible, sustainable cities and community well-being.published versio
An analysis of current integration of urban agriculture and domestic garden into urban planning: the case of Île-de-France region
Game changer? Planning for just and sustainable urban regions, Paris, 8-12th July 2024More than a passing trend, urban agriculture (UA) has become a part of modern cities. According to some authors, it provides some ecosystem services (well-being, food, water catchment, biodiversity ) contributing to creating more liveable cities. Although these functions are recognised, not all municipalities integrate those functions into urban planning. The survey conducted on 240 land-use local plans and their integration of UA and Urban Domestic Gardens functions and issues reveal that the most expected functions are environmental, landscape management and social. We also observe that these topics are considered more in the presentation part of the plan that remains more declarative than operational and regulatory. There seem to be contextual and technical constraints on the implementation of regulatory mechanisms to preserve and develop these areas.

The Internet As A Business Game Changer: A Study On Invisible Consumption Spaces In Nanjing Old City
Game changer? Planning for just and sustainable urban regions, Paris, 8-12th July 2024With the recent development of online-to-offline (O20) industries in China, the Internet has become a game- changer, facilitating the creation of new forms of spaces. Taking Nanjing old city as a case study, this paper identifies invisible consumption spaces that are not situated on the streets or in shopping malls but are primarily located inside high-rise buildings and rely on online platforms to operate. The distribution of invisible consumption spaces presents characteristics of central agglomeration and multi-polar clustering. Based on decision tree algorithms, an analysis of a typical area indicates that spatial costs, property rights, and building management and support are the primary influencing factors. Additionally, commercial-residential buildings play a crucial role as carriers of spatial clustering. This paper argues that the emergence and development of invisible consumption spaces is a manifestation of the diversification of old city consumption spaces and a significant bottom-up regeneration strategy in the Internet era.

From Global North to Global South: Exploring Creative City Policy Mobilities and Their Urban Impacts

Planning for just and sustainable urban regions, Paris, 8-12th July 2024An increasing number of cities of the global South are introducing the creative city policy and pledging to adopt creativity as their main developmental focus to improve the living conditions of their population. Although European cities have long used this policy (Scott, 2014), many have been unsuccessful (Rius-Ulldemolins, Hernàndez I Martí and Torres, 2016). Since developing countries of the Global South are participating in such international models, more research is needed to address a gap in the knowledge on the North-South policy mobility and the urban planning effects of creative city policy in the Global South. This study presents a theoretical framework of creative cities focusing on the urban development of cities in developing countries by rehabilitating cultural creativity, diversity, and social inclusion. The research may provide a valuable knowledge base for international exchange of experience in the planning field.

Research on Assessment Model of Disaster Prevention Capability of Urban Residential Area

Planning for just and sustainable urban regions, Paris, 8-12th July 2024Urban residential areas are an important unit of urban disaster prevention and reduction, which affects the goals, strategies and countermeasures of urban disaster prevention and reduction. The characteristics of current research on evaluating residents' disaster prevention capabilities are not applicable to urban planning research and practice. Based on the concept of comprehensive disaster prevention, this paper establishes a theoretical formula for assessing vulnerability and constructs six evaluation indicators that affect the disaster prevention capacity of residential areas. The weight of factors is determined by Delphi method and establish an evaluation model. Evaluate the disaster prevention capacity of residential areas using the standard evaluation guideline method. It provide guidance for evaluating the disaster prevention capacity of urban residential areas in China and formulating disaster prevention countermeasures.
