Public-private dialogue in the cultural reuse of historical and architectural heritage: the example of the Carmine Monastery in Italy
Game changer? Planning for just and sustainable urban regions, Paris, 8-12th July 2024The paper analyses the restoration process of the former Monastero del Carmine, a complex structure of historical value located in the city of Bergamo (Italy). Built after the 14th century, the Monastery experienced a long period of abandonment from the 18th century until the second half of the 20th century when the property was transferred to the Municipality. In the gradual recovery, the theatre company Teatro Tascabile di Bergamo (TTB) played a significant role. Important for the reuse process was the Special Public Private Partnership activated between the TTB and the Municipality, thanks to which a complex process of material and immaterial regeneration began. The paper presents a public heritage regeneration process highlighting the role of the actors involved and the technicaladministrative tool adopted.

Ligurian transfer: when territorial constraints may hamper mobility policies replicability
Game changer? Planning for just and sustainable urban regions, Paris, 8-12th July 2024Within EU, policy transferability is pivotal. Nevertheless, best-practices' approach has proved ineffective for fragile and peculiar regions. In terms of mobility policies, Sustainable Urban Mobility Plans constitute one of the main EU-led tools larger cities were provided to define context-based actions, later spreading to wider regions, according to the reading of EU system as a polycentric intertwined network, where main hubs connect higher and lower layers. Nevertheless, not all EU regions show this territorial model. Liguria, North-Western Italy, does not: its geo-morphological asset has deeply influenced urban and infrastructural development. The definition of a user-centred perspective, turning from a case-study to a use case approach, contributes shaping inductively tailored solutions. Present perspective may contribute to identify similarities in needs and requirements, thus supporting policies up-scaling.

Managing coastal risks in the Mediterranean through participatory processes. Preliminary insights from the Metropolitan City of Bari (Southern Italy)

Planning for just and sustainable urban regions, Paris, 8-12th July 2024Coastal erosion is a critical issue in the Mediterranean Basin, heavily impacting vital coastal industries like tourism, agriculture, and fishing. Climate change compounds these problems, worsening floods and storms. To counteract the risk of erosion and flood, «hard» engineering-based approaches have been used, often prove ineffective and undesirable effects. Recognising the need for a shift, the international community advocates for Integrated Coastal Zone Management and Nature-based Solutions. Participatory actions involving local communities and stakeholders need to be provided to facilitate collaboration and consensus-building and to enhance peoples’ perceptions. Through a case-study analysis in the Metropolitan City of Bari (Italy), this paper tries to understand if policy-makers and stakeholders acknowledge and consider the newly proposed methods for coastal risk management as a potential alternative or supplement.

Saturation as urban crisis. Understanding Anthropocene from two flooded cities of the Global South

Planning for just and sustainable urban regions, Paris, 8-12th July 2024The paper proposes to shed light on the articulation of global processes typical of urban trajectories in southern cities and crises at the local scale, based on a comparative analysis in two cities frequently affected by floods, Dakar (Senegal) and San José (Costa Rica). In doing so, the paper aims to clarify the notions of 'crisis' and 'disaster' in urban contexts in the Anthropocene by linking them to that of 'saturation'. We highlight three results. First, using flooding as an example, saturation sheds light on the processes that shape cities and their disasters. Second, saturation highlights the specific ways in which water interacts with urban environments. Finally, the findings touch on the capacity of actors to cope with these crises.

Evaluation and Spatial Governance Strategies for Old Residential Areas’ Renewal and reconstruction in Urban Downtown Districts: A Case Study of 70 old residential areas in Changzhou ,China

Planning for just and sustainable urban regions, Paris, 8-12th July 2024As vital components of urban renewal efforts in old city districts, old residential areas play a crucial role in rejuvenating regional vitality, enhancing residents' well-being, and fostering sustainable economic and social development in cities. Taking the example of the transformation of old residential areas in the Zhonglou District of Changzhou City over the past three years, a comprehensive assessment is conducted.By integrating the theory of a full life cycle, a holistic evaluation system for the renovation of aging residential communities is established to assess the project comprehensively. This evaluation system focuses on three dimensions: space, services, and culture, in order to evaluate overall resident satisfaction across all elements.Finally, long-term governance strategies are proposed from four dimensions: government governance, social operations, engineering projects, and economic funding.

Spatial Scenarios As A Tool For Future-Proof Spatial Planning In the Netherlands
Game changer? Planning for just and sustainable urban regions, Paris, 8-12th July 2024In spring 2023, the PBL Netherlands Environmental Assessment Agency published the research project Spatial Outlook 2023 with four spatial scenarios for the Netherlands in 2050. In this multidisciplinary scenario study, a combination of story lines, maps and other forms of visualisations is used to explore and describe how the country could look like after the transition towards a climate-neutral and circular society. This paper describes the method of how the scenario story lines and the related land use maps were developed by applying a new mixed methods approach that combines participatory and multidisciplinary scenario development, GIS-based land use modelling and creative tools of research by design. Moreover, the paper discusses the use of spatial scenarios in the context of regional and national spatial planning.

AESOP Congress 2024 - Approaching urban renewal through the lens of urban rent theory

Planning for just and sustainable urban regions, Paris, 8-12th July 2024A major urban renewal policy has been implemented in France since the 2000s, bringing about extensive urban and social changes in vast social housing complexes built during the post-war period of massive construction. Drawing on an urban political economy framework, this paper analyses two French urban renewal projects as a commodification and a privatization of neighbourhoods that have been characterized for decades by a public or quasi-public land ownership and by non-market-oriented forms of management. I argue that under certain conditions, urban renewal may produce different types of urban rents, which are mostly appropriated by private stakeholders. This paper investigates the role of state and local governments in these processes to underline the existence of public strategies favouring the profitability of private housing development and the production of urban rents in these areas.

Insights into urban spatial dynamics around Marmaray stations in Istanbul: Evidence from social media data
Game changer? Planning for just and sustainable urban regions, Paris, 8-12th July 2024Key hubs like transfer centers facilitate intra-urban travel and accessibility in large cities. Understanding urban activity patterns around these hubs is vital for improving urban planning and infrastructure, thus enhancing livability. However, traditional research methods often fall short in capturing dynamic urban activities, whereas social media data provides rich insights into geographical locations, activity types, and movement patterns. This study uses location-based services from social media to analyze urban activity patterns around Marmaray stations on the Anatolian side of Istanbul. Analyzing Foursquare venue data within a 500-meter radius of 29 stations, Kernel density and K-means cluster analyses revealed four distinct activity clusters. These findings suggest varied urban activities at each station and help refine urban planning and transportation strategies.

Scenario Planning Method in Conceiving Future Development of Peripheral Areas: Island – City – Spatial Interconnecting for the Sustainable City of Tomorrow

Planning for just and sustainable urban regions, Paris, 8-12th July 2024Islands and island archipelagos, as typical peripheral areas, are of particular interest for both researchers and spatial planners. In this research the importance of the scenario method, especially in the education of future spatial planners is emphasised. The Zadar Island archipelago in Croatia was chosen as a case study for which eight possible scenarios were proposed. According to the evaluation the best rated scenario was developed in the longterm vision. Necessary activities in the form of different models (housing, transport, economy, green infrastructure) and related development projects were proposed for a period of next 25 years. Proposed models, with some modifications could be applicable to areas with similar characteristics.

Reflection and Prospects on Data Sources, Management, and Application in Chinese Smart Cities from the Perspective of Platform Urbanism
Game changer? Planning for just and sustainable urban regions, Paris, 8-12th July 2024Smart cities are rapidly emerging globally, with data resources being crucial in their development. Currently in China, data in smart cities is largely acquired through tracking and monitoring by sensors and control rooms. Moreover, challenges in managing, transforming, and sharing heterogeneous data result in smart cities facing the issue of "data islands." Furthermore, urban issues and development complexity call for more grassroots collective intelligence. Addressing the above-mentioned challenges, this paper proposes a new approach from the perspective of platform urbanism. It suggests constructing a "platform data ecosystem" for smart city development, contemplating how to enhance data acquisition diversity and humancentric nature, optimise data resource management, and facilitate diverse open data utilisation.
