No full textAbstract:This research paper deals with the issue of the contribution of the Solidarity and Guarantee Fund for Local communities in financing the budget deficit of local municipalities in Algeria. The scarcity of the municipal financial and fiscal resources and the weakness of their cost-effectiveness have led to a deficit in the budget of most of the nation's municipalities compared to their large missions and powers. Therefore, the Algerian state has adopted a set of local financial reforms, in the forefront the complete reform of the Common Fund for Local Communities in various organizational and structural aspects, missions and specialties, its replacement with the Solidarity and Guarantee Fund for Local Communities through Executive Decree No. 116-14 of March 24, 2014 containing Creation of solidarity fund for local communities.
تعالج هذه الورقة البحثية موضوع مدى مساهمة صندوق التضامن والضمان للجماعات املحلية في تمويل عجز ميزانيات البلديات املحلية في الجزائر، نظرا لشح الموارد المالية الذاتية والجبائية للبلديات وضعف مردوديتها، أدى إلى إحداث عجز في ميزانية معظم البلديات مقارنةمعمهامهاوصالحياتها الكبيرة. لذلك إتخذت الدولة الجزائرية مجموعة من اإلصالحات المالية املحلية، في مقدمتها إصالح الصندوق المشترك للجماعات املحلية إصالحا كلیا من مختلف الجوانب التنظیمیة والهیكلیة، ومن حیث مهامه واختصاصاته، وتعويضه بصندوق التضامن والضمان للجماعات املحلية من خالل المرسوم التنفيذي رقم441-41 المؤرخ في 41 مارس4141 المتضمن إنشاءصندوق التضامن والضمان للجماعاتاملحلية

The objective of this research paper is to study the impact of foreign direct investment and trade exchanges on the economic growth of North African countries during the period from 1990-2020, based on the Autoregressive Model of Distributed Deceleration Related to Panel Data (PANEL ARDIL). The study concluded that foreign direct investment and employment directly affect the long-term economic growth of these countries, while trade exchanges had an adverse effect on economic growth.

No full textتهدف الدراسة إلى بيان أثر تغير أسعار النفط على صادرات الجزائر إلى الاتحاد الأوروبي من منظور قياسي خلال الفترة 1976-2018 بعد توصيف واقعها و تحليل خصائصها في ظل الخصوصية الريعية للاقتصاد الوطني باستخدام منهجية التكامل المشترك لـ Johansen ونموذج تصحيح الخطأ ECM واختبار السببية لـToda & Yamamoto(1995) وكذا تحليل دوال الاستجابة الدفعية. وقد جاءت نتائجها مؤكدة لواقع مسايرة الصادرات سواء الإجمالية أو إلى الاتحاد الأوروبي لتغيرات أسعار النفط من منطلق هيمنة المحروقات على تركيبتها الإجمالية بشكل يعرض عوائدها لتقلبات حادة تترتب عنها مخاطر كبيرة على الاقتصاد الوطني في حال انهيار الأسعار.
This study aims to show the impact of oil prices Fluctuation on Algeria's exports to the European Union through a econometric approach during the period 1976-2018, after describing its reality and analyzing its characteristics under the rentier peculiarity of the national economy using Johansen's Co-Integration Methodology, ECM; Toda-Yamamoto's Causality Test(1995) and response functions analyses. The results of this study confirmed the fact that total exports or the exports to the European Union are Sensitive to oil price Fluctuations due to the dominance of hydrocarbons over their overall composition, in a way that exposes their revenues to sharp fluctuations that entail great risks to the national economy in the case of the price collapse

The research aims to show the role of the internal mechanisms of corporate governance in risk management through a theoretical study based on the descriptive approach. The researcher concluded to a set of results, the most important of them is that the internal audit is the main pillar of the other internal mechanisms of corporate governance in terms of risk management. In fact, the internal auditor studies, identifies and evaluates the main risks that the economic company may face with the aim of providing to the audit committee initial reports as well as preparing audit plans and programs. Through this study we tried to find out the role of internal communication in the decision-making process by studying the case of the Foundation of The Building of Success, where the questionnaire was used as a tool for this study and 30 questionnaires were distributed, and this data was analyzed on Through the SPSS statistical analysis program, we have found that intercom has an important and active role in the organization.

This research paper seeks to identify the role of corporate social responsibility in improving Saidal’s competitiveness. Accordingly, a descriptive and analytical approach was included to address the various aspects of the topic. The results revealed that corporate social responsibility plays a big role in improving the relationship between Saidal and its stakeholders, as well as improving its reputation and giving it advantages that enhance its competitiveness in the market.

No full textيُعتبر التنويع الاقتصادي من أهم المؤشرات التي تُقاس بها اقتصادات الدول، إذ إن الرغبة في تحقيق عدد أكبر لمصادر الدخل الأساسية من شأنها أن تعزِّز قدراته الحقيقية ضمن إطار من التنافسية العالمية، وهوما يعتبر الهدف الأسمى للحكومات التي تسعى للنهوض باقتصادها. يمثل التنويع الاقتصادي العمود الفقري لاستقرار اقتصادات الدول النفطية، فكلما كان هناك تنويع اقتصادي أتاح ذلك فرصاً جيدة لتكوين وبناء اقتصاد قوي يقف في مواجهة التدهور والأزمات الاقتصادية جراء حساسية تقلبات أسعار النفط الناجمة عن عوامل خارج الدولة. تلخصت الدراسة بثلاث بنود , البند الاول تم تحليل ووصف الانفاق العام وجاء البند الثاني مفهوم اساسيات التنوع الاقتصادي وعن البند الثالث تجربة قطر في التنويع الاقتصادي.
Economic diversification is one of the most important indicators by which countries' economies are measured, as the desire to achieve a greater number of basic income sources would enhance their real capabilities within a framework of global competitiveness, which is the ultimate goal of governments seeking to advance their economy. Economic diversification represents the backbone of the stability of the economies of oil-producing countries. Whenever there is economic diversification, this provides good opportunities for the formation and building of a strong economy that stands in the face of economic decline and crises due to the sensitivity of oil price fluctuations caused by factors outside the state. The study was summarized in three items, the first item analyzed and described public spending, the second item came the concept of the basics of economic diversification, and the third item the experience of Qatar in economic diversification.
