    The Role and Functions of Human Resource Management in Building a Learning Organization: An Empirical Study on a Sample of Employees in Public Industrial Organizations Operating in the City of Benghazi, Libya

    The objective of this study was to investigate and assess the influence of certain human resource management functions (human resources planning, recruitment and selection, and human resource training) on building a learning organization among employees in the general industrial organizations operating in the city of Benghazi. The study included all employees in the general industrial organizations in Benghazi, encompassing a total of (5959) employees. A random sample of (361) individuals was selected for the study. Data relating to the study's subject were gathered through a questionnaire. The data analysis and hypothesis testing were performed using the Statistical Package for the Social Sciences (SPSS). Several statistical analyses were conducted, including frequency tables, means, and standard deviations. The impact was assessed through multiple regression analysis to explore the statistically significant influence of certain human resource management functions (human resource planning, recruitment and selection, and human resource training) on the construction of a learning organization in the industrial organizations under investigation. The study showed that the level of implementation and practice of these human resources functions among the employees in the studied industrial organizations is notably high, with an overall mean of (3.51), surpassing the average of the scale. This points to the importance of the role played by human resources in achieving excellence and success for these organizations. In conclusion, the study recommends that organizations pay greater attention to human resources management functions, particularly in the domain of human resources recruitment and selection. This involves appointing the most qualified human talents and implementing training programs to enhance the skills and capabilities of employees, fostering teamwork and team building

A bibliometric analysis of 184 publications in this field from 2006 to 2022 was performed using Vosviewer and Scopus publication metadata. According to the findings, Sustainable human resource management is a relatively new area of research, with an increasing number of published articles in top-tier journals. Furthermore, the findings revealed a lack of collaboration in this research area

    هدفت هذه الدراسة إلى التعرف على السلوكات القيادية لقادة مؤسسة شيالي سطيف، وأيضا معرفة مستوى ممارسة هذه السلوكات وذلك وفقا للنموذج ثلاثي العوامل ل Yukl . وقد توصل البحث إلى أن السلوكات الموجهة نحو المهام، السلوكات الموجهة نحو العلاقات، والسلوكات الموجهة نحو التغيير هي أهم السلوكات القيادية لقادة مؤسسة شيالي، وأن مستوى ممارسة هذه السلوكات القيادية لدى قادة المؤسسة محل الدراسة متوسط.  This study aims to know the leadership behaviors of the leaders of Chiali Setif enterprise and also to know their exercising level according to the three-factor model of yukl. The research found that the task-oriented behaviors, relations-oriented behaviors, and change-oriented behaviors are the most important leadership behaviors of the leaders of the Chiali enterprise, and the three leadership behaviors are averagely practiced in the enterprise under study

    This article aims to present the novelties brought to the accounting of insurance and reinsurance organizations in Algeria, and this, within the framework of the new regulations enacted by the Notice N ° 89 of the CNC, of March 10, 2011. The most significant change is the removal of the concept "Technical debts" which have been replaced by class 03 "accounts for technical insurance reserves". We have carried out a small study and show using the equations where the problem lies. to do so, we collected data from the various organizations. Changing the diameter of the sewer networks can solve the problems of overflow and the waste they generate, because rainwater carries garbage and debris, which then accumulates causing stagnation of water

    تعد دراسة سلوك المستهلك مجال واسع ومعقد الى حد كبير، كما أنها احد الموضوعات الهامة لمعرفة تطلعات ورغبات المستهلكين وعاداته وتقاليده في الشراء  دوافع الشراء لديه وال يخفى ما تلعبه دراسات اإلنفاق االستهالكي من أهمية بالغةفي رصد وتحليل سلوك المستهلك - من خالل بيان العوامل المؤثرة فيه وخاصة العوامل االقتصادية واالجتماعية- في سعيه إلشباع حاجاته املختلفة من السلع والخدمات. وبما أن االسرة تعد أحد املجموعات الهامة المؤثرة على سلوك الى تكوين االسرة ومدة وجودها والطبقة االجتماعية ً المستهلك، ويختلف هذا التأثير على السلوك االستهالكي للفرد استنادا التي تنتمي اليها والظروف االقتصادية التي تعيشها، والشك في أن للعوامل )االقتصادية واالجتماعية( تأثير مختلف من شريحة ألخرى، لذا فان أهميةالبحث تكمن في أهميةالعوامل المذكورة في التأثير  على االنفاق االستهالكي ألسر عينةالبحث عن أن أهمية البحث تكم ً على مجمل البنود األساسية للسلع والخدمات. فضال ن في االساس الى قصور مثل هذه األبحاث الخاصة بمدينة دهوك بمختلف شرائحه. وفي االخير توصل البحث الى عدد من االستنتاجات والمقترحات تم عرضها في نهاية البحث لعل من أهم االستنتاجات أن اإلنفاق االستهالكي ألسر عينةالبحث يتزايد بتزايد فئات الدخل، وكما أنهيزيد بارتفاع مستوى تعليم رب األسرة،وبازدياد  أفراداالسرة،وأتضحأنهكلمازاد عدداألسر الذين يسكنون فيمساكن باإليجاركلما زاد انفاقهم االستهالكي الشهري، أما أهم المقترحات فتتمثل في اجراء مزيد من الدراسات المشابهة للدراسة الحالية بحيث ً تستهدف قطاعات معينة و عن تلك المستخدمة في البحث حتى مناطق ومدن اخرى من جهة ، وأخذ متغيرات أخرى فضال  يتسنى معرفة تأثيرها في االنفاق االستهالكي لألسر. The study of the consumer behavior is considered a wide and complex field to a large extent. And it is one of the important subjects to find out about the aspirations and desires of consumers, know their customs, and traditions in the purchasing and theirbuying motives. The study of consumer spending has extreme importance in monitoring and analyzing the consumer behavior in their quest to satisfy their various needs of goods and services, through the factors affecting the consumer (especially the economic and social factors). The family is considered one of the important groups affecting the behavior of the consumer. This influence of the consumer behavior of the individual differs from one person to another based on the family configuration, the duration of its existence, the social class it belongs to and the economic conditions that it lives in. There is no doubt that the factors (economic and social) have influence differs  from one group to another.Therefore, the importance of the research lies in the importance of the mentioned factors in the impact on consumer spending of the  families in the research on the overall basic items of goods and services. In addition, the importance of the research basically lies in the lack of such research of Duhok with its various classes. Finally, the research found a number of conclusions and proposals which were  presented at the end of the research. Perhaps one of the most important conclusions is that the consumer spending of the families in  the research is increasing the income. Consumer spending increases with the rise of the education level of the head of the family, and  also increases when the number of family members increases. And it turned out that whenever the number of families who live in  rented houses increase, their monthly consumer spending will increase. The most important proposal is to make further studies similar  to the current study in order to target certain sectors and other regions and cities, and taking other variables as well as those used in  the research in order to know its impact on consumer spending of the families
