    Analysis of the Formation of the Red and White Cabinet: Narrative Policy Framework Approach

    This study analyzes the formation of the Red and White Cabinet under President Prabowo Subianto through the lens of the Narrative Policy Framework (NPF). It examines whether the cabinet expansion was driven by technocratic considerations or political representation. This research provides insights into Indonesia’s governance structure and policymaking dynamics by exploring the narratives shaping ministerial appointments. This study employs a qualitative approach, utilizing the NPF to analyze policy narratives that influenced the expansion of ministries. Data collection involves document analysis of relevant laws, regulations, academic literature, and credible media reports. This approach systematically examines how political narratives shape institutional decisions and governance strategies. The findings reveal that the expansion of the Red and White Cabinet was primarily influenced by political coalition-building rather than administrative efficiency. Key narratives, such as governance effectiveness, political stability, and national unity, were strategically constructed to justify the increased number of ministries. While some appointments reflect technocratic expertise, many were dictated by political negotiations, highlighting the predominance of partisan interests over governance optimization. This study concludes that policy narratives legitimize political decisions, often surpassing technocratic considerations. The findings contribute to the understanding of political decision-making in Indonesia by demonstrating how institutional constraints, elite bargaining, and strategic policy narratives shape governance structures

    Integration of Human Resource Management and Leadership Culture in Corporate Social Responsibility

    This study explores the integration of Human Resource Management (HRM) and leadership culture within Corporate Social Responsibility (CSR) frameworks. Using a qualitative research approach based on a literature review, the article examines how HRM strategies and leadership values intersect to enhance CSR initiatives in organizations. By reviewing relevant academic literature and case studies, the research identifies key themes such as the role of leadership in fostering CSR values, the alignment of HR practices with social responsibility goals, and the impact of leadership culture on employee engagement in CSR activities. The findings suggest that successfully integrating HRM and leadership culture into CSR practices improves organisational reputation, enhances employee morale, and strengthens stakeholder relationships. The study highlights the importance of leadership in setting ethical standards and ensuring that CSR objectives are embedded within the organisation's strategic goals. HRM practices, such as talent development, employee engagement, and ethical performance evaluations, promote a culture of responsibility and sustainability. The article contributes to ongoing discussions about the strategic role of HRM and leadership in CSR, offering insights for companies seeking to strengthen their commitment to sustainable and socially responsible business practices

    Strategic Organizational Communication for Synergy: Post-Acquisition Integration of Parent and Subsidiary Companies

    This study examines the role of strategic organizational communication in fostering synergy between parent and subsidiary companies post-acquisition, using PT Bank Negara Indonesia (BNI) and PT Bank Hibank Indonesia (hibank) as a case study. As digital banking services for MSMEs expand, effective internal and external communication becomes crucial in mergers and acquisitions. While prior studies focus on structural integration, this research highlights the strategic role of communication by applying the ADKAR model for change management and Integrated Marketing Communication (IMC) for branding strategies. Through a qualitative approach involving in-depth interviews and secondary data analysis, key communication challenges and strategies are identified. Findings indicate that both formal and informal communication are critical for integration, yet internal communication gaps create uncertainty among employees. The ADKAR model reveals the need for stronger awareness, desire, and reinforcement efforts to enhance adaptation. Externally, IMC strategies support brand identity, but inconsistencies in hibank’s affiliation with BNI weaken public perception. Transparent and participatory internal communication improves employee engagement, while refined external communication ensures brand consistency. Future research should quantify communication effectiveness in M&A contexts to strengthen corporate synergy

    Analysis of the Effectiveness of Health Programs on Access to Public Health Services (Case Study at BPJS Kesehatan Marelan)

    The topic is highly relevant to public health and social policy, particularly in developing country contexts undergoing universal health coverage transitions.This study  evaluates the effectiveness of the National Health Insurance (JKN) program managed by BPJS Kesehatan in the Marelan area of Medan. This study examines how the BPJS Kesehatan program improves access to health services for low-income groups. Using a qualitative case study design, the research involved in-depth interviews and observations at several local healthcare facilities. Participants included BPJS users in Marelan with diverse demographic backgrounds. Data were analyzed thematically. The obstacles include long waiting times, limited facilities and medicines, and low public understanding of their rights and obligations.  Additionally, socioeconomic factors affect access, with low-income groups facing additional barriers. The study implies the need to improve health infrastructure, simplify administrative procedures, adopt an inclusive approach targeting vulnerable populations, and enhance program socialization to raise public awareness. Implementing these recommendations is expected to improve the quality of BPJS Kesehatan services and health outcomes in the Marelan community

    The Role of Interpersonal Communication, Social Skills, and Inclusive Teacher Competence in Student Satisfaction at the School of Human

    The decline in student satisfaction rates with the School of Human Services has encouraged researchers to dig deeper into the variables that influence student satisfaction at the School of Human. Through this research, researchers want to examine the variables of interpersonal communication, social skills, and inclusive teacher competence concerning the school of human student satisfaction. This research method uses regression analysis, where the researcher wants to test the relationship between independent and dependent variables partially. The results of hypothesis testing in this research provide interesting results. Teacher social skills and interpersonal communication significantly influence student learning satisfaction, while teacher competence does not have a considerable impact. This highlights teachers' importance in communicating and socializing with students to create a satisfying learning environment. The results of this study provide an in-depth understanding of how teachers' interpersonal communication and social skills significantly impact student learning satisfaction. In addition, the fact that teacher competency does not considerably influence highlights that being smart in a subject is insufficient. Teachers must also be able to interact with students effectively to increase their learning satisfaction

    Policy Implementation Analysis of Village-Owned Enterprises (Bumdes) in Empowering the Local Economy in Garut Regency

    This study aims to explore implementing BUMDes policies in the Garut Regency, which has not yet been fully effective due to various influencing factors. The research adopts a qualitative approach with a descriptive method. Data was collected through interviews with the DPMD and BUMDes managers in the Garut Regency and analysis of relevant documents. Implementing BUMDes policies in Garut Regency demonstrates varying outcomes, influenced by key factors such as stakeholder communication, resource availability, implementer disposition, and bureaucratic structure. Referring to Edward III's theory, the success of BUMDes policy implementation is shaped by four main variables: (1) Communication, which ensures that policies are well understood and accepted by the village community and BUMDes managers; (2) Resources, including funding, human resources, and infrastructure essential for the sustainability of BUMDes; (3) Disposition (Implementer Attitude), reflecting the commitment of local government, BUMDes managers, and the community in executing policies; and (4) Bureaucratic Structure, involving coordination between agencies and administrative procedures that affect the smooth execution of policies. The research findings reveal that despite challenges such as limited human resources and restricted access to capital, well-managed BUMDes have the potential to strengthen the local economy and reduce dependence on central government assistance. Enhancing communication, building human resource capacity, and streamlining bureaucracy are crucial in accelerating village economic empowerment goals through BUMDes

    Analysis of Communication Strategies of Hajj and Umrah Travel Agencies in Building Pilgrims' Trust Through Digital Media: A Case Study of PT. Assunniyah Al-Jauhari

    Digital communication has become a fundamental element in the marketing and trust-building strategies of Hajj and Umrah travel agencies, shaping customer perceptions, engagement, and brand credibility. As prospective pilgrims increasingly rely on websites, social media, and digital platforms for information, agencies must adopt effective digital communication strategies to maintain transparency and build trust. This study investigates how digital communication strategies influence customer trust in Hajj and Umrah services. This study contributes to the literature by analyzing verbal and non-verbal digital communication strategies, two-way communication models, and trust-building mechanisms through the lens of the Elaboration Likelihood Model (ELM) and Two-Way Communication Theory. This study employs a qualitative case study approach, focusing on PT. Assunniyah Al-Jauhari Wisata, a Hajj and Umrah travel agency in Jember, East Java. Findings indicate that digital communication strategies are most effective when they incorporate transparency, customer engagement, and interactive dialogue. PT. Assunniyah successfully utilizes websites, social media, customer testimonials, and direct messaging platforms to establish credibility and maintain customer trust. The study highlights the importance of real-time customer interactions via WhatsApp, social media storytelling, and live consultation sessions in strengthening agency-pilgrim relationships. This study concludes that effective digital communication in the Hajj and Umrah industries must be interactive, transparent, and customer-centric to foster trust, loyalty, and positive customer perception. This study implies that Hajj and Umrah travel agencies need to optimize interactive and transparent digital communication. Using AI chatbots, real-time engagement, and social media analytics can strengthen trust and service credibility

    Reassessing U.S.-Indonesia Development Cooperation: A Constructivist Analysis of the USAID Aid Suspension and Its Geopolitical Implications

    The suspension of USAID funding to Indonesia in 2025, following a 90-day freeze on U.S. foreign aid, disrupted key development initiatives and reshaped the diplomatic landscape. This study examines the impact of the aid freeze on U.S.-Indonesia relations, using a constructivist approach to explore how shifting norms, identity changes, and evolving diplomatic narratives influence bilateral engagement. The research focuses on the effects of the aid suspension on critical sectors such as health, education, economic empowerment, and environmental sustainability, while also analyzing Indonesia's response to shifting geopolitical alignments. Through document analysis and literature review, the study investigates official reports, policy documents, and academic discourse on U.S. foreign aid and Indonesia’s strategic responses. Findings indicate that the suspension disrupted long-standing programs, particularly in healthcare and governance, leading to financial strain, program terminations, and a decline in trust toward U.S. commitments. Furthermore, Indonesia’s pivot toward alternative partnerships, particularly with China, highlights changing diplomatic dynamics. This study underscores that foreign aid is not just a financial transaction but a tool for norm-building, identity reinforcement, and geopolitical strategy. It emphasizes the importance of consistent aid policies to maintain credibility and trust. As Indonesia recalibrates its foreign policy, this research highlights broader implications for U.S. influence in Southeast Asia and the role of alternative global donors

    Evaluating Socio-Economic and Safety Impacts of Grade-Separated Railway Crossings in Indonesia

    This study analyzes grade-separated rail infrastructure development's socio-economic and safety impacts at railway crossings in Indonesia through Structural Equation Modeling—Partial Least Squares (SEM-PLS). The research examines relationships between safety enhancement, congestion reduction, property values, local business effects, and community support. Data collection involved 450 respondents across six major crossing sites through stratified random sampling using a validated questionnaire (Cronbach's α = 0.89). Results demonstrate significant correlations between safety enhancement and community support (β = 0.678, p < 0.001), traffic congestion reduction (β = 0.623, p < 0.001), and property values (β = 0.589, p < 0.001). The measurement model confirms robust construct reliability (CR > 0.84) and validity (AVE > 0.65), with community support showing strong predictive power (R² = 0.762). Findings indicate that grade-separated crossings reduce accidents while positively impacting property values and business activities. The study contributes to transportation infrastructure theory and provides evidence-based policy recommendations for sustainable development in Indonesia, emphasizing integrated safety measures with socio-economic considerations in infrastructure planning

    Investigation of The Extent To Which Tourists Behave In Ways To Protect Environmental In The Community-Based Tourism Sector

    The study aims to analyse determinant factors influencing environmental responsibility in the tourism sector, especially community-based tourism (tourism villages). It explores the influence of place attachment, place identity and environmental knowledge on tourists' environmental responsibility by using socially responsible behaviour and personal norms as moderating variables. The quantitative research method tested casual hypotheses as unified model data from 210 tourists who visited 3 tourist villages in the Yogyakarta area, namely Bleberan, Pakarsari and Nglinggo. The data was analysed using SEM-LISREL 8. Research findings revealed that place attachment, identity, and environmental knowledge directly influence responsible behaviour. The study also found that destination social responsibility moderates the influence of place dependence on environmental responsibility, but it does not moderate the influence of place identity on environmental responsibility. An interesting finding from this research is that personal norms moderate the influence of environmental knowledge on responsible behaviour. Research findings can contribute to understanding tourists' environmental responsibility by comprehensively using a unified structural model, considering aspects of place attachment and knowledge about the environment as determinants that are strengthened by social responsibility and personal norms that influence responsible tourist behavior
