Desentralisasi dan Penyediaan Layanan Publik di Negara-Negara Demokrasi yang masih Berkembang
This study examines the relationship between decentralization and the provision of public services in developing democratic countries. Decentralization is often considered a governance reform strategy aimed at improving efficiency, responsiveness, and the quality of public services by granting greater authority to local governments. However, the implementation of decentralization in many developing countries has produced varied outcomes, particularly in relation to local government institutional capacity, levels of accountability and transparency, and public participation in service delivery processes. This study aims to analyze how decentralization influences the quality of public service provision in developing democratic states. The research employs a qualitative approach through a systematic literature analysis using NVivo software to identify patterns, themes, and relationships among concepts across previous studies. The findings indicate that decentralization can enhance the quality of public services when supported by adequate local government capacity, transparent and accountable governance systems, and active public participation in decision-making and policy oversight. Conversely, limited institutional capacity and weak oversight mechanisms may lead to disparities in service quality across regions. The study concludes that the success of decentralization in improving public service delivery largely depends on the strength of local governance institutions and the broader democratic governance framework that supports them
Akuntabilitas Program Kemandirian Desa Berbasis Smart village: Studi Kasus Pengelolaan BUMDes Tirta Mandiri
This study aims to analyze the accountability of the village independence program in the management of Village-Owned Enterprises (BUMDes). Digital transformation and management innovation in the technology era offer opportunities for BUMDes to optimize the economic function of the village through more transparent, efficient, and participatory governance. This study uses a qualitative approach with a case study method at BUMDes Tirta Mandiri, Ponggok Village, Polanharjo District, Klaten Regency, Central Java Province. The results of the study indicate that the application of the principle of accountability of the village independence program in the management of BUMDes, such as openness of information related to legal certainty, processes, policies, and income generating. This is expected to increase public trust, encourage the sustainability of BUMDes business units, understand problems that occur in society, and improve the quality of life of the community to achieve village independence. In addition, the use of technology in the form of a digital platform in financial management and BUMDes services, especially business units owned such as the tourism sector, building management, village shops, and village study tours allow for integration between accountability and public service innovation.

Kinerja UMKM di Kota Mataram : Peran Literasi Keuangan Literasi Digital Dukungan Pemerintah dan Kompetensi Sumber Daya Manusia
The purpose of this study was to examine the relationship between financial literacy, digital literacy, government support, and human resource competency on the performance of MSMEs in Mataram City. The population in this study were MSMEs spread across 6 sub-districts in Mataram City. In determining the minimum sample using the Slovin formula with the proportionate stratified sampling method and proportionate stratified random sampling used in determining the number of samples in each sub-district and distributing questionnaires. Multiple regression analysis was used as a testing tool in this study. The results of this study found that the variables of financial literacy, government support, and human resource competency did not significantly influence the performance of MSMEs in Mataram City, but the variable of digital literacy significantly influenced the performance of MSMEs in Mataram City
Strategi Promosi Potensi Unggulan Dalam Meningkatkan Investasi Daerah Kabupaten Bima Provinsi NTB (Studi Pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Bima)
Regional economic development is an integral part of national development. One of the key factors in regional development is the inflow of investment, both domestic and foreign. Investment acts as a catalyst for economic growth as it creates job opportunities, increases community income, and accelerates infrastructure development. Bima Regency possesses various superior potentials that serve as investment attractions, including the agriculture, fisheries, livestock, and tourism sectors. In this context, the role of the Investment and One-Stop Integrated Services Office (DPMPTSP) of Bima Regency becomes crucial. As the agency responsible for licensing services and investment promotion, DPMPTSP is required to design and implement promotional strategies that are accurate, efficient, and oriented toward regional advantages. This research employs a qualitative descriptive approach aimed at providing an in-depth overview of the investment promotion strategies implemented by DPMPTSP Bima Regency. Primary data were obtained directly through interviews and observations, while secondary data were drawn from official documents. The findings indicate that the promotional strategies currently implemented still require reinforcement in both substantive and technical aspects. In terms of investment realization, there was a significant increase and shift between 2023 and 2024. The year 2023 was dominated by Domestic Investment (PMDN) in the trade sector, while 2024 saw a sharp increase in Foreign Investment (PMA) in the tourism sector. This reflects a shift in investment patterns and the success of promoting newly prioritized sectors, although further strengthening of long-term strategies remains necessary
Strategi Akselerasi Penerapan Smart City Di Kabupaten Wonosobo
Smart City is a new strategy in urban development and management, evolving with technological advances. The concept aims to facilitate community activities and access to information. This research focuses on strategies for accelerating smart city implementation in Wonosobo Regency. The large population causes Wonosobo Regency to be included in an area with a high level of poverty in Central Java Province.This research is a type of qualitative research with descriptive methods. The data collection techniques used in this research were observation, interviews and documentation using snowball sampling techniques. The data validity technique used is triangulation. In implementing policies using Paul Collier's theory. The research location is the Wonosobo Regency Communication and Information Service. This research aims to identify strategies and efforts to accelerate smart cities as well as factors that influence the implementation of smart cities in Wonosobo Regency. The research results show that the acceleration of smart city implementation in Wonosobo Regency is progressing quite slowly, but the Regency Government continues to innovate in the form of quick wins in every dimension of smart city which is a strategy to accelerate the implementation of existing programs. has been formulated in the smart city master plan. The inhibiting factors found by researchers were budget, communication, resources, collaboration, quick wins, and mobility. Factors that support the acceleration of smart cities are regulations, bureaucracy, quick wins, achievements and technological developments
Analisis Financial Distress Pada Perusahaan Sektor Ritel yang Terdaftar di Bursa Efek Indonesia Periode 2020-2023
The development of the retail sector is influenced by many factors such as competition, government policies and technology that have an impact on consumer patterns in consuming goods or services. This will affect the company's business activities, especially in gaining profits. This will certainly have an impact on financial performance. Poor financial conditions allow companies to face financial difficulties and even lose investor trust. The purpose of this study was to determine the overall level of financial difficulties in retail sector companies during the 2020-2023 period using the Altman Z-Score Modified method to predict financial difficulties. This study uses a non-statistical quantitative method and 12 companies were used as samples using a purposive sampling technique. The results showed that out of 12 companies, one company experienced financial distress, one company was in the gray area zone and ten companies were in the healthy category
Analisis Kualitas Pelayanan Publik Terhadap Kepuasan Pasien Di Puskesmas Sleman, Kapanewon Sleman, Daerah Istimewa Yogyakarta
Health services play a strategic role in ensuring the quality of public services, especially in increasing patient satisfaction. The purpose of this study was to analyze the quality of public services in the registration service section for patient satisfaction at Puskesmas Sleman. This research uses descriptive qualitative method. Informants were selected based on purposive sampling technique, namely the head of the Sleman Health Center, registration officers, and patients. Data collection was done by structured interviews and documentation. Data analysis includes reduction, presentation, and conclusion. The results showed that the quality of service at the Sleman Health Center is quite good, adequate facilities, friendly officers and good empathy and the application of the 3S principle (Smile, Salam, Sapa), services provided according to the SOP, and supported by a digital security system. Supporting factors include officer competence, agency support, and use of technology. The main obstacles are limited waiting space, unstable internet network and low patient digital literacy. The factors that have the most influence on patient satisfaction are empathy, responsiveness, and tangible
Pengaruh Kualitas SDM, Pemanfaatan Teknologi Informasi, SPI dan Penerapan SAP terhadap Kualitas Laporan Keuangan Pemerintah Kabupaten Lombok Barat
This study aims to determine the effect of human resource quality, utilization of information technology, internal control systems and application of government accounting standards on the quality of financial reports of regional apparatus organizations (OPD) in West Lombok Regency. This type of research is associative. The sampling technique used in this study is the purposive sampling technique. The research sample was 96 financial employees in 32 OPDs in West Lombok Regency. The analysis method used in this study is the multiple linear analysis method. The test results show that partially the quality of human resources, utilization of information technology and internal control systems do not have a significant effect on the quality of financial reports, while the variable of application of government accounting standards has a significant effect on the quality of financial reports of OPDs in West Lombok Regency. The influence of human resource quality variables, utilization of information technology, internal control systems and implementation of government accounting standards (independent variables) in contributing to the quality of financial reports (dependent variables) is 14% while the remaining 86% is the contribution of other variables not included in this study
Integritas dan Profesionalisme SDM Pada Tata Kelola Keuangan di Sektor Publik dan Swasta
This qualitative study, using a Systematic Literature Review (SLR), aims to analyze the role of human resource (HR) integrity and professionalism in supporting good financial governance in the government and private sectors. This study fills the literature gap regarding the relationship between HR quality and financial governance effectiveness amidst the challenges of bureaucracy, digitalization, and cross-sector dynamics. Data sources were obtained from Dimensions and Scopus databases with publications spanning 2015–2024. Inclusion criteria included relevant, reputable scientific articles, published in Indonesian or English, and available in full text. The analysis results indicate that HR integrity contributes to building transparency and accountability, while professionalism supports the implementation of modern financial systems such as Enterprise Resource Planning, an integrated system that manages all financial processes digitally and in an integrated manner, and agile financial management, an adaptive and responsive financial management approach to changes in the organizational environment. Thematic cluster visualization indicates the importance of synergy between HR capacity, oversight systems, and institutional readiness. This study recommends the development of contextual integrity and professionalism measurement instruments, as well as the need for empirical studies on the role of HR in more adaptive, participatory, and sustainable financial governance reforms
Strategi Pengelolaan Sampah Sistem Zero Waste Di Kelurahan Pegesangan Kota Mataram
This study aims to analyze the concept of zero waste, identify effective implementation strategies, assess the chances of success and establish an integrated waste management model for implementation in Pegesangan Village, Mataram City. This study uses descriptive and qualitative methods. The data sources for this study are primary data obtained directly from the government, private sector, universities, the community and information media. In addition, it is supported by secondary data obtained from documents, publications or literature related to zero waste system waste management strategies. The results of this study indicate that the lack of public awareness of the importance of waste management and the existence of traditional markets hinder the effectiveness of waste management and sorting, making it difficult to implement a zero-waste system in the Pegesangan Barat Village area. To overcome these obstacles, the Pegesangan Village Government implemented a "waste sorting" program between organic and inorganic waste. With proper waste separation, organic waste can be processed into useful compost and inorganic waste can be recycled or managed more efficiently. Therefore, community and government involvement is needed to create a waste management plan with a zero waste system, protect the environment, and produce benefits and economic value from the waste produced
