Los humedales son áreas geomorfológicas muy dinámicas, esto debido a los diferentes estadios y las sucesiones que presentan los cursos de hídricos activos y paleocauces según la presencia o ausencia de agua en determinadas épocas del año. La seguridad humana y su complementariedad con la seguridad ciudadana : un estudio en la zona de triple frontera
La investigación analiza la validez de un modelo de gestión de planes participativos de seguridad ciudadana, -considerando factores de seguridad humana-, para contextos urbanos en zona de frontera, visibilizando las fortalezas de las políticas públicas en contextos fronterizos entre Paraguay, Brasil y Argentina. Se focaliza sobre Ciudad del Este que se configura como una urbe compleja por sus características fronterizas y geopolíticas con actividades comerciales que involucran, además de Paraguay, a Argentina y Brasil. Entre los hallazgos se evidencia la ausencia de factores de seguridad humana insertados en los programas y planes de desarrollo territorial, por cuanto estos se enfocan en el factor económico y social; en su implementación se observa la débil articulación existente entre los gobiernos, y de estos con las propias instancias legitimadas por el municipio y la oferta pública existente en el territorio. Este hecho habilita la necesidad de generar mecanismos eficientes de articulación, lo cual resulta un punto crítico para el desarrollo de Planes de Seguridad Ciudadana con enfoque en la seguridad humana. Un aspecto a corregir consiste en el actual desaprovechamiento de las redes de protección social existentes en el ámbito del MERCOSUR, dado que no existen procesos de articulación social entre los municipios de la triple frontera. Un aspecto positivo es la existencia de un capital social importante en estado latente.The research analyzes the validity of a management model of participatory citizen security plans, considering human security factors, for urban contexts in the border area, making the strengths of public policies in border contexts visible between Paraguay, Brazil and Argentina. It focuses on Ciudad del Este, which is considered to be a complex city due to its border and geopolitical characteristics with commercial activities that involve, in addition to Paraguay, Argentina and Brazil. Among the findings, the absence of human security factors inserted into territorial development programs and plans is evident, since they focus on economic and social factors; in its implementation, a weak articulation between the governments is observed, and of these, with their own legitimized instances from the municipality and the existing public supply in the territory. This fact enables the need to generate efficient articulation mechanisms which is a critical point for the development of Citizen Security Plans with a focus on human security. One aspect to be corrected is the current failure to take advantage of existing social protection networks within MERCOSUR, given that there are no processes of social articulation between the municipalities of the triple frontier. Uso de sistemas de fitodepuración para el tratamiento de efluente hospitalario
Históricamente en el Paraguay, el Lago Ypacaraí representaba uno de los puntos turísticos por excelencia, tanto por sus aguas, para aplacar el calor de veraneantes que provenían de diferentes puntos del país, como por el hermoso paisaje del lugar, un atractivo para los turistas extranjeros en todas las estaciones del año, sin embargo en los últimos años, los municipios en torno al Lago han perdido ese estatus, causado principalmente por la contaminación de las aguas del Lago Ypacaraí, declarado oficialmente, no apto para la recreación. Esto ha acarreado una grave problemática, principalmente a las ciudades de San Bernardino y Areguá, no solamente por la peligrosidad de las aguas contaminadas, sino también por la baja demanda turística, la principal fuente de ingreso. Llegan al lago Ypacaraí aguas residuales de diferentes cauces, pasando por plantas industriales, viviendas, centros hospitalarios, contribuyendo a la contaminación y eutrofización del lago. La Universidad Nacional de Asunción, a través del CEMIT, ha participado de diferentes comisiones encargadas de resolver esta problemática. Y con el fin de atacar la principal fuente de contaminación, “la falta de gestión de aguas residuales” el CEMIT ha realizado varios ensayos piloto, de tres tipos de humedales: humedal construido de flujo sub-superficial, estanque de tratamiento de efluentes con plantas fitorremediadoras en sistema de flotación y sistema de islas de Typha domingensis en el Lago Ypacarai. Estos proyectos tienen como eje a la biorremediación, que consiste principalmente en el uso de diferentes organismos (plantas, levaduras, hongos, bacterias, etc.) del medio para neutralizar sustancias tóxicas, bien transformándolas en sustancias de carácter menos tóxicas o bien convirtiéndolas en inocuas para el medio ambiente y la salud humana. Estos sistemas comparativamente con otros, tiene ciertas ventajas como ser menos costosos, tiene un impacto menor en el medio por la utilización de plantas autóctonas del lugar y pueden ser complementarios a otros sistemas. Los resultados obtenidos, de los tres tipos de ensayos piloto, en los diferentes parámetros de indicadores de contaminación, como DQO, DBO, nitrógenos totales, fósforos totales, indican la viabilidad de la utilización de esta tecnología para el tratamiento de aguas residuales, previendo la optimización del diseño adecuado para los fines de cada lugar.Consejo Nacional de Ciencia y TecnologíaPrograma Paraguayo para el Desarrollo de la Ciencia y Tecnología. Speed control of a six-phase IM fed by a multi-modular matrix converter using an inner PTC with reduced computational burden
Corresponding author: Edgar Maqueda, ([email protected])A variable-speed predictive torque control (PTC) of a six-phase induction machine (SPIM) fed by a multi-modular matrix converter (M-MMC) is presented in this paper. This new system inherits the advantages of both multiphase machines (i.e., inherent fault-tolerance and better distribution of the power/current per phase compared to three-phase machines) and the M-MMC (i.e., smaller size and weight, and has no bulky storage elements). In addition, with the M-MMC topology, it is possible to use two power generation sources of different characteristics instead of a single three-phase source. This article proposes a method that reduces the number of calculations significantly compared to conventional PTC to overcome this issue. Simulation and experimental results are provided for speed control, module failure performance and tolerance to the variation of the magnetization inductance of the SPIM. Adjacent inputs with different labels and hardness in supervised learning

In this paper, we propose a study aimed at determining the relation between the number of adjacent inputs with different labels and the required number of examples for the task of inducing a classification model. To this aim, we first quantified the adjacent inputs with different labels as a property, using a measure denoted as Neighbour Input Variation (NIV). We analyzed the relation that NIV has to random data and overfitting. We then demonstrated that a threshold of NIV may determine if a classification model can generalize to unseen data. We also presented a case study aimed at analyzing threshold neural networks and the required first hidden layer size in function of NIV. Finally, we performed experiments with five popular algorithms analyzing the relation between NIV and the classification error on problems with few dimensions. Revisiting the dengue epidemic of 2011 in Paraguay : molecular epidemiology of dengue virus in the Asuncion metropolitan area
Correspondence: [email protected]. Dengue is one of the most important re-emerging viral diseases and the most common human arthropod-borne viral infection worldwide. Any of the four Dengue virus serotypes (DENV-1 to 4) can cause asymptomatic infections or clinical manifestations that range in severity from a mild, self-limited illness, to a severe disease characterized by a shock syndrome that can lead to death. Paraguay suffers periodic epidemic outbreaks of dengue since 1988 when the DENV-1 was introduced in the country. Epidemics caused by all four serotypes have been reported and the country. Although dengue is endemic in Paraguay, few studies have described the molecular epidemiology of DENV in the country, which is important to understand the local and global spread, as well as the evolution of this pathogen.
Methods. This was a cross-sectional study of a convenience sample. Suspected dengue patients of any age were recruited from the Emergency Laboratory of the Central Hospital of the Institute of Social Welfare, Asuncion, Paraguay, from February to June of 2011. A DENV antigen test was used to confirm the infection. The protein E gene sequences of isolated viruses were sequenced for phylogenetic analysis.
Results. Dengue was confirmed in 55.1% of the participants (n = 98/178). The most frequent clinical findings were fever, headache, and myalgia. Identity analyses of the protein E gene sequence of 56 viruses isolated showed the circulation of DENV-1 (n = 45) and DENV-2 (n = 11) in the Asuncion metropolitan area in 2011. Molecular epidemiology analyses suggest that DENV-1 was introduced into Paraguay from Argentina, while the DENV-2 from Brazil, replacing previous virus lineages.
Conclusions. We have analyzed the molecular epidemiology of DENV-1 and DENV-2 isolated in Paraguay in 2011. We found strong evidence that DENV-1 was introduced into Paraguay from Argentina, while the DENV-2 from Brazil, replacing previous virus lineages. Amazonian scorpions and scorpionism : integrating toxinological, clinical, and phylogenetic data to combat a human health crisis in the world’s most diverse rainforest
Correspondence: [email protected] from Amazonian scorpions of the genus Tityus contains components capable of eliciting a distinct clinical, mostly neurological, syndrome. This contrasts with the mainly autonomic manifestations produced after envenomation by congeneric southern and northern South American species. Herein, we summarize Pan-Amazonian scorpionism by synthesizing available toxinological, clinical, and molecular data gathered from all affected areas in Amazonia, including Brazil, Ecuador, Colombia, Peru, Venezuela, and French Guiana. We searched multiple databases, as well as our own records, for reports of scorpion envenomations in Amazonia by confirmed Tityus spp., and compared the clinical manifestations. To help uncover clinical and venom relationships among problematic species, we explored phylogenetic relationships with a rate-calibrated analysis of mitochondrial COI data from available species. The possible existence of diversity gradients for venom toxic and immunogenic components despite the predicted strong phylogenetic association among species is underscored by discussed clinical and toxinological findings. Changes in the topology of DNA replication intermediates: Important discrepancies between in vitro and in vivo
The topology of DNA duplexes changes during replication and also after deproteinization in vitro. Here we describe these changes and then discuss for the first time how the distribution of superhelical stress affects the DNA topology of replication intermediates, taking into account the progression of replication forks. The high processivity of Topo IV to relax the left-handed (+) supercoiling that transiently accumulates ahead of the forks is not essential, since DNA gyrase and swiveling of the forks cooperate with Topo IV to accomplish this task in vivo. We conclude that despite Topo IV has a lower processivity to unlink the right-handed (+) crossings of pre-catenanes and fully replicated catenanes, this is indeed its main role in vivo. This would explain why in the absence of Topo IV replication goes-on, but fully replicated sister duplexes remain
