    Problems and strategies for private sector development in Akwa Ibom state, Nigeria

    Akwa Ibom State – Nigeria’s leading oil bearing state – is populated with over four million people, 72 percent of whom live below the poverty line. The state which is the 7th poorest nationwide, and the poorest in the South-South region of the country is usually referred to as a civil service state due to the absence of industrial activities in the area. Most salary earners in the state are employed in the civil service. This study was carried out to determine the causes of the underdevelopment of entrepreneurship in the state, as well as strategies that can be employed to stimulate private sector activities. Two hundred indigenous entrepreneurs were included in the study which took a survey design. Data were collected with the use of a questionnaire. The findings of the study show that inadequate capital, lack of experience, noncooperation among entrepreneurs, and inadequate governmental support were the major causes of the underdevelopment of the private sector in the state. It was recommended that a special business enhancement agency to fast-track private sector development in the state should be established by the government.     Access and use of electronic information resources by scientists of national physical laboratory in India: A case Study.

    The paper aims to determine the usefulness of e-resources to the scientists of National Physical Laboratory, New Delhi, India and their skills in using various search methods and techniques to access and utilize these resources. The study further aims to investigate the level of satisfaction with the information accessed by the scientists through the available e-resources and various challenges faced by them in their field. The survey was conducted with the help of a questionnaire and personal interview. Questionnaire was distributed to a random sample of 75 scientists from different fields of physical sciences available at the time of study and the response rate was 80 per cent. The responses received from the available scientists are presented in tables and figures and data is analyzed by using simple calculation of percentage method. The findings reveal that access and use of e-information is an important component of research activities for scientists, also qualitative and quantitative developed e-collections overcome conventional resources with the characteristic of fast accessibility. Title field, simple search techniques and self-taught methods are used to access the e-information. E-journals are most preferred e-resources and scientists are very highly satisfied with the retrieved e-information. Also, research indicates that as the internet is most preferred medium of access, there is a need to provide high bandwidth to overcome poor network connectivity. Also there is a constructive suggestion for developing an automated library system and increased electronic resources with improved library services

    Extent of availability and utilization of law reports by law students in the universities of Uyo and Calabar law libraries

    This study investigates the extent of availability and utilization of law reports by final year in the Universities of Uyo and Calabar law libraries. Survey research design was adopted for the study. A total of 450 under graduate final year Law students projects were examined to determine the frequency of citations of law reports. The study was carried out between 2003/2004-2006/2007 academic sessions. The instrument used for collecting data was the observation method. Simple percentage and chi-square were used to analyze data. Findings showed that the number of law reports available in the universities of Uyoand Calabar law libraries and the frequency of citations keep increasing in each academic session. Further results showed that there is a relationship between the extent of availability and utilization of law reports by law students in the law libraries surveyed.     A Critical Analysis of the Legal Mechanisms For Combating Money Laundering in Nigeria

    Money laundering is a global phenomenon. Political leaders, civil servants in government and business elites in the public sector usually commit it. These are people who are entrusted with managing public funds for the benefit of the larger society but they turn around to betray such trust and confidence reposed on them and cart away huge sums of money stashing it in foreign banks that connive with them. They carry on the illicit activities by creating phantom companies, over-pricing contracts, using fronts and paying for contracts not executed or poorly executed. Many jurisdictions, including Nigeria, worried about this malaise have but the crime is yet to be drastically reduced. It is these worry which stimulates this discourse and which galvanizes this piece to advocate for more global actions against the scourge of money laundering across the world

    Effects of akidi (Vigna unguiculata sub spp. Sesquipedalis) planting density on growth, yields and land use efficiency of akidi/cassava intercrop

    Field experiment was conducted at the Teaching and Research Farm, College of Education, Afaha Nsit, Akwa Ibom State, Nigeria to determine the effects of akidi (vegetable cowpea) planting density on growth, yields and productivity of akidi /cassava intercropping system in 2008 and 2009 planting seasons. The experiment was laid out in randomized complete block design with three replicates. Treatments were seven akidi populations of 20,000, 30,000, 40,000, 50,000, 60,000, 70,000 plants/ha and a sole cassava. Akidi was also planted sole and in intercropped with cassava. Results indicated that the average plant height of 180.66 and 180.74 cm obtained from the akidi plots at 60,000 and 70,000 plants/ha was significantly (P<0.05) higher than the average of 170.12cm obtained from sole cassava. Similar trend was also observed in cassava leaf area index. A significantly (P<0.05) lowest number of pods/plant (7.37) was obtained from the intercropped plots of akidi (70,000 plants/ha). Dry seed yield of 313.00 kg/ha obtained from the sole plots of akidi (60,000 plants/ha) was significantly higher than 284.97 kg/ha obtained from intercropping akidi at the same planting density. Akidi plots at 60,000 and 70,000 plants/ha produced significantly higher cassava tuberous root yields than the yields obtained from sole cassava and from the plots of other akidi densities in the intercrop. Although akidi at 70,000 plants/ha produced the highest cassava tuberous root yield advantage by 30.1 % over sole cassava; the highest land equivalent ratio (2.34) was however obtained from akidi plots at 60,000 plants/ha. From this study, it appears that integration of optimum akidi density (60,000 plants/ha) in cassava intercrop can enhance cassava growth, tuberous root yield and increased land use efficiency.     Criminalisation of torture in Nigeria: a Desideratum

    The use of torture as a mechanism of extortion and a routine method of interrogating persons suspected of having committed criminal offences has assumed an alarming proportion. In Nigeria, security operatives particularly the police, adopts torture for obtaining confessional statements. The country is yet to adopt the United Nations Convention Against Torture 1987. This paper explores the nature and use of torture by the state and private entities in Nigeria and, evaluates the constitutional standpoint thereof. It presents arguments for the necessity of criminalising torture in line with instruments adopted by the international legal community and the criminal statutes enacted by many jurisdictions

    Thermal conductivity estimates in the Niger Delta using lithologic data and geophysical well logs

    Thermal ock properties and heat flow were determined from 260 wells in the Niger Delta. The thermal conductivity data provides inputs for the determination of heat flow and for thermal evaluation of the Niger Delta basin. A map has been constructed using lithologic data and geophysical well logs to give an overview of its distribution. The thermal conductivity for sand and shale, the predominant lithology in the Niger Delta, shows wide variations from one well to another. In the Benin Formation, thermal conductivity has an average value of 8 W/mK. The lowest values are found offshore westward, while highest values occur northward. The conductivity values, however, decrease towards the marine paralic section, with an average value of 5 W/mK, the region of highest interest. The thermal conductivity values have been used in calculating heat flow. A significant regional trend of relatively low (20-30 mW/m2) heat flow at the central part of the delta, increases both seaward and northward (40-55 mW/m2). The lowest values of heat flow as low as 20 mW/m2 are recorded in the central part of the delta while the highest values exceeding 50 mW/m2 are recorded in the northern part of the delta. Knowl edge of thermal properties has direct relevance for hydrocarbon exploration. It has been established that the bulk of hydrocarbon accumulation in the Niger Delta is of thermal origin, hence the importance of this findings

    ICTS in Nigerian school systems shifting from theory to practice

    Nigeria like any African country is under pressure by accelerated globalization. She is facing a dramatic dilemma of establishing a high quality system of education quickly or face development regression. Information and communication technology offers a rapid remedy. Nigeria as a nation has no specific policy for ICT education. In 2007, the Federal Ministry of Education created its ICT department and has since been collaborating with several government agencies and other stakeholders in the private sector to initiate ICT-driven projects and programmes to impact all levels of the education sector. Attempt has been made in this paper to review few of these initiatives and their objectives for establishment. Major challenges in the effective countrywide development of ICT in education are critically reviewed and strategies for shifting from theory to practice are discussed

    Growth of Different Yeast Strains During Fermentation of Soursop (Annona muricata) Juice as Influenced by Acetic acid Bacteria (Acetobacter aceti)

    A study was conducted to investigate the growth of different yeast strains as influenced by Acetic acid bacteria (Acetobacter aceti) during fermentation of soursop juice. Preliminary studies were carried out to identify the endogenous species of yeast responsible for natural fermentation of soursop juice and the effect of exogenous acetic acid and pH on growth and tolerance rate of the different yeast isolates. The growth rate of different isolates was monitored for 7th days with and without Acetobacter aceti (AAB). Soursop juice was inoculated with the different yeast isolates Saccharomyces cerevisiae (SC), Hansenula anomala (HA), Canadida tropicalis (CA) and a brewery strain Saccharomyces pastorianus (SP). Results showed a reduction in maximal cell concentration with samples treated with Acetobacter aceti. The inhibition of growth rate was higher on non-Saccharomyces yeasts HA and CA while the brewery strain SP indicated a higher tolerance to Acetobacter aceti in the fermenting juice. Addition of 0.5ml v/v of exogenous acetic acid resulted in a drop in pH from 6.8 to 4.1 and caused a reduction in cell count while 1.0ml v/v acetic acid resulted in a drop of pH from 6.8 to 3.7 and showed complete inhibition of growth of all the yeast isolates. When the medium was adjusted by 1N hydrochloric acid to pH 4.1 and 3.7 all the yeast isolates showed the same growth as the control (pH 6.8).     Child Abuse and its Implications for the Educational Sector in Nigeria

    Child abuse has become a global problem that needs to be tackled if children are to be given the right to education and freedom. The issue of child abuse has been given serious attention in many parts of the world and Nigeria is not left out. Given this serious effort, one would have thought that this menace will not persist. However a look at the society shows that child abuse occurs not only at home but has found its way into the school system thus constituting a barrier to the attainment of sound educational development in the country. This paper discusses the prevalence of child abuse in the school and its impact on the educational development of the child. Based on the prevalence of abuses in the school, the author recommends that there should be public enlightenment programme and education to combat the mass ignorance on the acts that constitute abuse and to protect the Nigerian child against these abuses so as to benefit maximally from the education system
