    PUBLIC-PRIVATE PARTNERSHIP IN THE DEVELOPMENT OF MSMES IN MANGGARAI REGENCY

    This study aims to analyze the partnership between the government and the private sector in the development of Micro, Small, and Medium Enterprises (MSMEs) in Manggarai Regency. The approach used is descriptive qualitative, with data analysis techniques based on the Miles and Huberman model, which includes data reduction, data display, and conclusion drawing. Informants consist of representatives from local government agencies (BAPPEDA and the Department of Cooperatives, MSMEs, and Trade), financial institutions (Bank BRI), and MSME actors. The results show that the established partnership has helped improve access to capital, business training, and managerial assistance for MSMEs. Supporting factors for the partnership include pro-MSME government policies, active roles from the private sector, and synergy in empowerment programs. However, there are also obstacles such as complex bureaucracy, limited information, and a lack of financial literacy among MSME actors. This study recommends strategies to strengthen cross-sectoral coordination, simplify administrative procedures, and improve the human resource capacity of MSMEs in order to make the partnership more effective and sustainable

    Penelitian ini bertujuan untuk mengetahui pengaruh lingkungan belajar terhadap motivasi belajar siswa di sekolah dasar. Penelitian ini menggunakan pendekatan kuantitatif dengan teknik survei menggunakan angket skala Likert. Sampel penelitian terdiri atas 30 siswa kelas V SDN Kota Baru. Data dianalisis secara deskriptif dan korelasional menggunakan Pearson Product Moment. Hasil penelitian menunjukkan bahwa lingkungan belajar yang kondusif, seperti kebersihan kelas, kenyamanan tempat duduk, pencahayaan yang baik, dan suasana belajar yang tenang, memiliki pengaruh positif terhadap motivasi belajar siswa. Nilai korelasi sebesar r = 0,628 dengan signifikansi p < 0,05 menunjukkan bahwa semakin baik lingkungan belajar yang dirasakan oleh siswa, maka semakin tinggi pula motivasi mereka untuk belajar.  Penelitian ini menyimpulkan bahwa lingkungan belajar yang baik berkontribusi terhadap peningkatan motivasi belajar siswa

    ANALISIS TEKNIK PLAYFAIR DAN SHIFT CIPHER SEBAGAI METODE KRIPTOGRAFI KLASIK UNTUK KEAMANAN DATA

    Teknologi enkripsi canggih seperti yang kita kenal saat ini berkembang, metode kriptografi klasik memainkan metode kriptografi klasik memainkan peran penting dalam menjaga keamanan informasi. Penelitian ini membahas dan menganalisis dua metode kriptografi klasik, yaitu Playfair Cipher dan Shift Cipher (Caesar Cipher), untuk mengevaluasi efektivitas serta kelemahan kedua metode tersebut dalam menjaga keamanan data. Playfair Cipher menggunakan enkripsi berbasis pasangan huruf (digraph), yang membuat analisis frekuensi tunggal menjadi sulit, memberikan tingkat keamanan yang lebih tinggi dibandingkan Shift Cipher. Namun, Playfair Cipher masih rentan terhadap metode kriptoanalisis yang lebih canggih, terutama jika pola pesan yang disandikan dapat dikenali. Di sisi lain, Shift Cipher adalah metode yang sangat sederhana dan mudah diimplementasikan, tetapi sangat lemah terhadap serangan brute force dan analisis frekuensi karena hanya memiliki 25 kemungkinan kunci. Hasil dari analisis penelitian ini menunjukkan bahwa, meskipun kedua metode ini bermanfaat untuk memahami prinsip dasar enkripsi, kedua metode tersebut tidak cukup kuat untuk aplikasi keamanan data modern. Oleh karena itu, dalam konteks perlindungan data saat ini, diperlukan modifikasi atau kombinasi dengan teknik enkripsi yang lebih canggih untuk mencapai tingkat keamanan yang memadai

    PELATIHAN PENGGUNAAN APLIKASI MENDELEY PADA MAHASISWA ILMU PEMERINTAHAN UNIVERSITAS TIMOR

    Pelatihan penggunaan aplikasi mendeley bagi mahasiswa program studi ilmu pemerintahan Universitas Timor bertujuan untuk meningkatkan pemahaman mahasiswa dalam mengelola referensi dan sitasi akademik. Berdasasrkan survei awal, sebagian besar mahasiswa belum mengenal atau menggunakan mendeley dalam penulisan tugas akademik. Pelatihan ini dilakukan melalui beberapa tahapan; 1) survei, 2) presentasi, 3) praktik, 4) evaluasi. Hasil kegiatan ini menunjukkan adanya peningkatan pemahaman mahasiswa dari 22,73% menjadi 61,36% dengan tingkat kepuasan 93,16%. Namun, beberapa mahasiswa atau sekitar 36,36% masih menglami kendala dalam penggunaan fiturnya, sehingga diperlukan adanya pendampingan lebih lanjut. Secara keseluruhan, pelatihan ini efektif dalam meningkatkan keterampilan mahasiswa dalam menyusun referensi.   Kata Kunci: Mendeley; Sitasi; Referensi; Pelatihan

    ANALISIS KEPUASAN PENGGUNA TERHADAP APLIKASI IBALIKPAPAN MENGGUNAKAN SYSTEM USABILITY SCALE (SUS)

    Aplikasi IBalikpapan merupakan platform layanan digital yang ditujukan bagi masyarakat Kota Balikpapan. Keberhasilan aplikasi ini sangat bergantung pada tingkat kepuasan dan pengalaman pengguna. Penelitian ini bertujuan mengevaluasi tingkat kepuasan pengguna menggunakan metode System Usability Scale (SUS), sebuah alat ukur usability yang sederhana dan efektif. Survei dilakukan terhadap 35 responden melalui penyebaran kuesioner SUS. Hasil menunjukkan rata-rata skor SUS sebesar 72,14, yang termasuk dalam kategori Good. Faktor-faktor yang memengaruhi kepuasan mencakup kemudahan navigasi, kecepatan akses informasi, dan desain antarmuka. Sementara itu, kelemahan yang ditemukan meliputi ketidakjelasan menu dan kestabilan sistem.     Employees are one of the supporting factors for the success of an agency or company. With employees who meet the company\u27s qualification standards, company productivity will certainly be maintained and increased. The process of selecting high-performing employees is a process that requires various kinds of careful and complex considerations because of the many criteria being assessed. In order to obtain information on employee performance quickly, precisely and accurately, technology is needed for the automation process. Therefore, to meet these information needs, a web-based system is needed. In addition, employee assessments at PT. Hiba Utama still use the Ms Excel format, so this is the basis of the research. The research conducted is to create a web-based information system as a consideration for conducting employee assessments at PT Hiba Utama. The method used to facilitate employee assessment, researchers use the Simple Additive Weighting method, where the system will provide a sequential value or ranking according to the quality of the employee assessment. The results of this research are an assessment system that will become a decision support system for producing high-performing employee selection.Karyawan merupakan salah satu pendukung faktor keberhasilan suatu instansi atau perusahaan, dengan adanya karyawan yang sesuai dengan standar kualifikasi yang dimiliki perusahaan maka produktivitas perusahaan pasti akan tetap terjaga dan semakin meningkat. Proses dalam memilih karyawan yang berprestasi adalah proses yang memerlukan berbagai macam pertimbangan yang cermat dan rumit karena banyak kriteria yang dinilai, agar memperoleh informasi dari prestasi kinerja karyawan yang cepat, tepat dan akurat, diperlukan sebuah teknologi untuk proses otomatisasi. Oleh karena itu guna memenuhi kebutuhan informasi tedrsebut dibutuhkan sebuah sistem yang berbasis web. Ditambah lagi penilaian karyawan di PT. Hiba Utama masih menggunakan format Ms excel, sehingga hal ini yang menjadi dasar dari penelitian. Penelitian yang dilakukan adalah membuat sebuah sistem informasi yang berbasis web sebagai bahan pertimbangan untuk melakukan penilaian karyawan di PT Hiba Utama. Metode yang digunakan untuk mempermudah penilaian karyawan, peneliti menggunakan metode Simple Additive Weighting, dimana sistem akan memberikan nilai urutan atau rangking sesuai dengan kualitas dari penilaian karyawan.     This study aims to analyze the impact of the revitalization of Motang Rua Field in Ruteng City on the development of the creative economy in Manggarai Regency. The revitalization of this public space was intended to enhance the social and economic functions of an area that had previously been underutilized. Using a quantitative approach through correlation analysis of 40 respondents involved in the creative economy, including MSMEs, as well as a qualitative approach employing SWOT analysis from 20 key informants, the study found that the revitalization significantly contributed to the growth of creative economic activities, particularly in the culinary, crafts, and performing arts subsectors. The results show increased community participation, local economic circulation, and MSME growth in the vicinity of Motang Rua Field. Additionally, the local government\u27s development strategies included the provision of supporting infrastructure, strengthening of local tourism promotion, and active engagement of creative communities. These findings affirm that public space revitalization, when designed in a participatory and sustainable manner, can serve as a catalyst for building a creativity-based local economy. The study provides recommendations for local governments in formulating policies that support the sustainability of public spaces and the creative economy in other regions with similar conditions

    Analysis of Marketing Strategies in Increasing the Number of Non-Wage Recipient Membership: A Case Study on BPJS Ketenagakerjaan Belu-Atambua Branch. This study aims to find out: Analysis of Marketing Strategies in Increasing the Number of Non-Wage Recipient Participants at BPJS Employment Belu-Atambua Branch. The data used in this study is primary data obtained through a questionnaire given to 12 respondents. Instrument testing includes validity tests and reliability tests. The object of this research uses observation, interview and questionnaire methods. Meanwhile, the analysis technique uses the SWOT analysis technique using the IFAS matrix method and the EFAS matrix. The results of the IFAS table analysis on the strength factor are: 2.16 and on the weakness factor (Weaknesses) is 1.56 so that the difference between the strength factor and the weakness factor is +0.60. The results of the analysis of the EFAS table on the Opportunity factor (Opportunities) are: 2.06 and on the Threat factor (Threath) is: 1.82 so that the difference between the opportunity factor and the threat factor is +0.70. Based on the results of the analysis of the IFAS matrix and the EFAS matrix, the value of the WS axis on the SWOT diagram is + 0.60 and the value of the OT axis on the SWOT diagram is + 0.24 so that the position of the BPJS Ketenagakerjaan Belu-Atambua Branch office is in Quadrant I (+,+) using the WO Strategy (Weaknesses - Opportunities) then the strategy recommendation at the BPJS Employment Belu- Atambua Branch office is Progressive, meaning that the organization are in prima and steady condition so it is perfectly pssible to continue

    Amid the rapid currents of globalization and technological advancement, the success of an organization greatly depends on the quality of its employees, whose performance can be enhanced through strong motivation, proper training, and inspiring leadership. This study aims to analyze the influence of motivation, training, and leadership on employee performance at PT Anugrah Multi Kreasindo. The research population consisted of 250 employees, with a sample of 100 respondents determined using a probability sampling technique with the simple random sampling method. Data were collected through questionnaires and observations. This study employed a descriptive quantitative approach, with data analyzed using SPSS version 20. The results of the study indicate that motivation, training, and leadership have a positive and significant effect on employee performance. These findings suggest that improvements in motivation, effective training, and strong leadership can enhance the performance of employees at PT Anugrah Multi Kreasindo
