IMPACT OF THE WHISTLEBLOWING POLICY IN THE FIGHT AGAINST CORRUPTION IN NIGERIA
The menace of corruption and its corrosive effects on the Nigerian people and polity is pervasive and obvious throughout her history. These fatal effects corruption has produced and will continue to produce if left unchecked, has propelled successive Nigerian governments to devise strategies and policies to decisively tackle corruption with the aim of reducing it as much as possible. The necessitating factor for this research, however, is that despite these efforts, the problem of corruption still persists in Nigeria with insinuations that it is getting even worse. This study, therefore examines the impact of the whistle-blowing policy on the fight against corruption in Nigeria; From the findings of this work, the whistle blowing policy has not had the desired impact on the country’s anti-corruption crusade. This work, therefore, recommends, among other things, that the whistle blowers should be given adequate legal and security protection and adequate public awareness be embarked upon to educate the people of the need to expose corrupt individuals
CRISIS OF DEMOCRACY, POLITICAL DISTRUST AND AFRO-PESSIMISM IN NIGERIA POLITICS; THE FOURTH REPUBLIC IN FOCUS
Democracy is highly celebrated as the best system for governance. The introduction of democracy into African society which in time replaced the old African political system, however even after political independence majority of African society continued with this same western political system which was seem as been more advance in providing equal opportunity, collective responsibility, human rights advancement, state development etc. However, there have been a repression, backsliding and crisis in the democracy of some states. Crisis of democracy are the threats to democratic principles. Huntington (1975) sees it as the excesses of government rule and citizenry repressions. Poor governance and "bad" politics in African countries as the personalized nature of rule, the failure of the state to advance and protect human rights, the tendency of individuals to withdraw from politics, and the extreme centralization of power in the hands of few people are the basis of the crisis of politics. The crisis in democracy has therefore expounded distrust, pessimism and skeptical relationship between the political elite and the citizenry. The research applies the quantitative research methodology. Further, the constructive theory of idea was employed to show the relationship between the crisis of democracy, distrust and afro-pessimism. More, the research found out that the historical trend of corruption, political repression, maladministration, political and ethnic crisis etc. are the factors mitigating against democracy. The research thereforerecommends that succinct and apt application of democratic principles and the end to political and administrative corruption is the major way out for solving Nigeria’s crisis of democracy
BORDER SECURITY AND TRANSNATIONAL THREATS: A COMPARATIVE ANALYSIS OF NIGERIA-NIGER BORDER DYNAMICS
Border security is of utmost importance when it comes to safeguarding a nation's security and sovereignty against any possible threats. Its primary objective is to manage and regulate the movement of individuals across borders, thereby mitigating the illicit transport of goods and persons. The boundary that divides Nigeria and Niger, known for its expansive nature and lack of strict control, has become a central point for numerous cross-border threats, thus necessitating a thorough examination of its dynamics. This paper aims at making a comparative analysis of the security issues that both Nigeria and Niger share at the border, delving into the intricate network of transnational challenges and their implications for the well-being and safety of individuals in the region.The border that separates Nigeria and Niger has experienced a convergence of diverse issues, including terrorism, insurgent activities, drug and weapons smuggling, human trafficking, and criminal enterprises that operate across the border. This analysis also aims to clarify the complex and multidimensional nature of these challenges, by exploring the underlying factors and evaluating their significant impact on the lives and livelihoods of the communities residing in the borderlands.In doing this, the similarities and distinctions in the security dynamics of both nations, taking into account the geopolitical, cultural, and economic factors that exert influence upon these dynamics will be explored
BEHAVIOUR AMONG FEMALE MIGRANTS IN MAKURDI, BENUE STATE
Women’s sexual behavior affect their physical, psychological and social wellbeing. Neglecting the sexual and reproductive health of women can lead to high social and economic crisis. Benue state is one of the states in Nigeria which is worse hit by insurgency (BokoHaram) and comfits (Farmers-Herders conflict),leading to Migration of people. The increase in the number of internally displaced people in camps promoted this research. Though research works on risky sexual behaviours among youths abound, very little is currently known on the role of female migration in enhancing risky sexual behaviour in Makurdi, Benue state. This study makes use of primary and secondary data. A total of 205 questionnaires were administered using the purposive systematic random sampling technique. Result showed female migrates between the ages of 15- 34 years being involved in risky sexual behaviour compared to those that are 44years and above (53.7%and19.5%respective). Conflict and unemployment are the major causes of risky sexual behavior (29.3%and23.4%respective). 20.5% had multiple sexual pattern, 25 9% had casual sex without the use of condom. Pattern of movement was largely rural–urban. Increased alcohol consumption, depression, suicides, cancer, unwanted pregnancies, STDs are all consequences of risky sexual behavior. The Chi-square test was used for the level of significance between migration and risky sexual behaviour, and the findings showed apositive relationship between the two variables. This paper advocates the need to mitigate incidence of risky sexual behavior and provide policies that will ensure human security and economic empowermen
A History of the Migration and Emergence of an Enclave Settlement of Gobirawa in Kano since Nineteenth Century
The migration of different people from various places of the world and their settlement in Kano were closely associated with availability of fertile land for farming activities, and the existence of commercial activities in the town had greatly contributed in attracting many people to the town. Thus, a group of people from Gobir (one of the biggest pre-colonial Hausa state) was said to have migrated to Kano in the 19th century, in search for greener posture either in commercial or industrial sector and settled outside the town. By the end of the 20th century, this new founded settlement witnessed an increasing number of people who were mostly from Gobir and settled in the area for one type of business or the other. Therefore, the intrusion of people since the inception of colonial administration onwards, Kano continued to experience series of enlargement both in population and its physical structure; and since then wards continued to emerge. Similarly, as a result of the growing number of people in Gobirawa settlement, coupled with its large size that it was finally commissioned and recognized as an independent ward in 1992, and Muhammad Bango who was one of the migrants from Gobir was appointed as the first ward head of Gobirawa. Using both oral and written sources, the paper examines a history of the migration of Gobirawa and emergence of an enclave settlement in Kano state. The paper also argues that the emergence and settlement of Gobirawa people in Kano state have greatly contributed to the economic and political development of both settlement and Kano state at large
The Role of Community Police in Crime Prevention and Control for the Effective Management
The study examined community policing and crime prevention in Nigeria with reference to Jenkwe Development Area. The study further sought to achieve other objectives which include to identify community policing and crime prevention; to examine the duration of combatting crimes; to identify the problems with community policing and crime prevention. The study adopted survey design and took census of the entire target population of the three communities. Questionnaire was administered. Tables, frequency and percentages were used to describe the responses from respondents, which shows that 3.56% was targeted sample from the population, out of 46 of the respondents, representing 29.5% described community policing as very effective mechanism of crime prevention in the study area. As well out of 45 respondents, 28 of the respondents representing 62.22% agreed quality information determined police response on crime prevention, this implies that community policing is an appropriate tool for crime prevention. While chi-square was used to examine the relationship between and among the variables and test of hypotheses. On this basis of analysis for this study, the study revealed that community policing and crime prevention has strengthen relationships of the community and the police amongst others. The study further revealed that community policing and crime prevention faces inadequate funding, lack of enough physical structures, poor management and logistics to be some of the major problems affecting community policing and crime prevention. The study concluded and recommended that community policing and crime prevention should be adequately funded to acquire state of the arts equipment’s to enhance effective community policing and crime prevention, also the police should create awareness for everyone to provide useful and needful information
INSECURITY IN NIGERIA: ITS IMPLICATIONS FOR THE EDUCATION SECTOR
The basic thrust of this paper is centred on insecurity and its adverse implications in Nigerian educational sector. The paper addressed the following objectives; access the relationship between misgovernance and insecurity in Nigeria, establish the relationship between governance and insecurity, identify the nature and activities of insecurity, identify the consequences of insecurity on education in Nigeria. The study adopted the group theory as theoretical framework and the qualitative research analysis method. This made the researchers to have critical observations, case studies amongst others. The major finding include the following; poor governance resulted to insecurity. Insecurity arose from poor education etc. the study concluded that poor governance (democratic practice) has done terrible and incalculable damage to the educational sector of the country. It was recommended that good governance is the panacea to better education in other to reduce insecurity in the country. Good measures and models should be introduced to enhance quality education. Leaders should show good example that will promote good governance and prevent insecurity
COMMUNITY POLICING AS A PANACEA FOR MITIGATING ARMED BANDITARY IN CENTRAL NIGERIA: THE ANKPA EXPERIENCE OF INTERCOMMUNITY SECURITY RELATIONS FROM 2020 TO THE PRESENT ERA
Given the dearth of studies on community policing in Nigeria and Kogi State in particular, this study has focused on Ankpa Local Government Area, located in the north-east of Igalaland in Central Nigeria. The strategic location of Ankpa makes the area a cross current town between northern and southern Nigeria. Although studies on community policing in the area are equally rare, with the current global security challenges, a lot of lessons can be drawn from Ankpa’s present community policing architecture comprising the neigbourhood watch, the village committee level headed by the king and council of chiefs as well as all the other local government organised levels. Historically, community policing is as old as evolution of communities in which some of these developments have metamorphosed into urban centres. Consequent upon the creation of a modern policing system as well as other security agencies, the old community guard system drastically declined. However, as time went by, the modern policing method has not been able to curb the ever growing crime wave in the modern 774 local government areas in Nigeria. It is against this backdrop therefore that the need for community policing has become more imperative to tackle the menace of modern crimes such as banditry and terrorism. Thus, the data for this study was generated and interpreted through in depth interview with successive local government chairmen, local policemen, chiefs, elders and youths of Ankpa communities, with related literature critically reviewed. Findings from this study reveal that the locals should be empowered for enhanced effective and efficient community policing structure as the success of food security can only be guaranteed by security of lives and property. In the final analysis, community policing will enable communities to quickly identify criminals and, through its strategic observation, alert the local police and the Nigeria Police through technology driven devices. Arising from research findings, conclusion and recommendations were made
COVID-19 LOCKDOWN AND THE CHALLENGES OF FOOD INSECURITY AMONG HOUSEHOLDS IN SELECTED COMMUNITIES IN ZARIA AND SABON-GARI LOCAL GOVERNMENT AREAS OF KADUNA STATE, NIGERIA
The restriction of people’s movement during Covid-19 lockdown has affected the abilities of many families in securing, either from their own production or through purchases, adequate food for meeting the dietary needs of their members in Zaria and Sabon-gari Local Government Areas of Kaduna State, Nigeria. Thus, the study was intended to find out how the lockdown has affected households ability to access food during lockdown in the two selected areas. The study used two (2) different but complementary methods of data collection (Qualitative and quantitative).Eight (8) communities were systematically randomly selected, the population of the study comprised of households heads and ward heads, a total number of four (400) hundred households were selected for the quantitative data, and eight (8) ward heads were as well chosen for the qualitative data. The findings revealed that majority of the households were faced with the challenges or shortage of food during the period of the lockdown. The study recommended that affected families should be supported with food and financial aid to enable them reactivate their activities for the survival of their households
CLIMATE CHANGE AND FARMERS-HERDERS CONFLICT IN NORTHERN NIGERIA
Farmer-pastoralist conflicts have been reported in many parts of Northern Nigeria. Often presented as being driven by resource scarcity, Farmers and Pastoralists have for a long time, found themselves in deadly clashes, most of which resulted in loss of lives and destruction of properties. The main resources fanning the embers of conflicts are water, land, and pasture. This study, therefore, assesses the effect of climate change-induced farmer-pastoralist conflict in Northern Nigeria. The paper relied on secondary sources of data, such as textbooks, journals, magazines, newspapers, the internet, and other relevant materials. The desertification of far Northern Nigeria, accompanied by the reduction in the availability of pastoral land for grazing of cattle and crop farming activities and other attendant extreme environmental conditions such as rising sea levels, drought, and other infectious diseases as a result of global warming, have forced pastoralists to migrate from the affected areas to safer parts for the survival of their means of livelihood. The study adopts the human needs theory as a framework. This framework insists that violence is a tragic expression of unmet human needs, implying that all actions undertaken by human beings are attempts to satisfy their needs and means of livelihood. The study affirms that the effect of climate change has been rife on both pastoralists and farmers and has inherently conditioned the conflict between farmers and pastoralists in northern Nigeria. The paper recommends that government should provide climate-smart interventions in the Sahelian areas which are more prone to climate change impacts for adaptation and mitigation
