    Lesbian and gay rights in comparative perspective: The case of Romania and Poland

    The purpose of this paper is to describe and analyze the contextual elements that have shaped the lesbian and gay rights movements in a comparative perspective, in Romania and Poland. First, some general assumptions are made in regard to the similarities and differences in the two countries. Second, the role of the Romanian Orthodox Church and Polish Roman Catholic Church, EU institutions and national governments and the role of the activists. Next, conclusions are drawn for future research and attention is drawn in placing sexual minorities at the core of future policies, practices and studies

    The Street-Level Bureaucrats – an Analysis on the Future of the Romanian Front-Line Public Services

    The study focuses on street-level bureaucrats in Romania and on their activity within public services. In this paper we will describe how the issue of discretionary power is tackle in emergency situations and the theoretical framework in the area. The general hypothesis of our research is that among different street-level bureaucracy there are necessary and well-protected relations. Within the paper we have started a comprehensive analysis of the desirability of the interactions among street-level, screen-level and system-level bureaucracies and of the relationship with the citizens as clients. Moreover, for a deeper understanding of how system-level bureaucracy works we will emphasize how streetlevel bureaucrats incorporate new technologies and practices in their procedures. Based on the investigated theoretical framework of street-level bureaucrats, in this material we will provide supportive evidence for the claim that improving bureaucratic accountability is not only about defining it but also about the “fear of discretion”

    Ideologies as theoretical models: a new approach towards morphological analysis

    In this paper, I develop on the concerns specified by Maynard (2013) regarding ‘inter-approach ignorance’ in the study of ideologies as being exhibited to the detriment of morphological analysis. First, I provide an overview of this approach, I then identify an important ‘blindspot’ and detail on its significance – the case of grassroots movements and the initial ’decontestation’. Finally, I advance the view of ideologies as personal theoretical models to offer a starting point for resolving that drawback of morphological analysis, and present an overarching account that would satisfy the conceptual needs of both political theorists and political scientists

    The academic community suggests that there are multiple variations of the welfare state depending on its specific political and socio-economic background. Considered a “novelty” of both modernity and capitalism (hence the term welfare capitalism), its main end goal is generally considered to be the just redistribution of wealth to the most disadvantaged and/or marginalized citizens via social policy, which can translate into retirement schemes, social and healthcare insurance, maternal leave plans, employment policies and so forth. Feminist theory tries to analyze and emphasize the interaction between the public and private spheres, both being directly affected by the market and the state’s intervention upon it. This article sets out a brief historical account on the emergence of the concept of welfare state, which is then followed by a review of the main currents of thought and contentions within feminist literature on this topic. The main research question I am trying to address here is the following: Is the welfare state an effective device of diminishing gender inequality and its inherent issues such as the feminization of poverty or the double burden? At the same time, can it be used as an instrument to balance the gender hierarchy

    Hanspeter Kriesi in his article on populist challenge (Kriesi, 2014) came out with an inspiring conclusion on the reasons for which the populism in the East European countries is different compared to the West European populism. Let us summarise his main points: the Central and Eastern Europe democracies are less established, the party system’s representation function is low, which is mainly caused by the lack of institutionalisation of those parties as well as by the low-quality performance of the public authorities. My concern to the issue of populism will be mainly analysed via the challenges that the rise of populism (as a phenomenon that is present both in West and East European politics) brings to the institutions, which are traditionally based on solidly structured political parties and on their well performed strategies. I will discuss the following questions:Is the eastern populism different from the western understanding of it?Is the likely difference connected with different cleavages in the society?What were the likely causes of the lacking behind the institutionalisation of parties?Is the lack of solid institutionalisation of parties due to the floating support of voters, to the volatilepolitical leadership and weak coalitions and unclear mode of responsive and responsible politics in bothnational and subnational levels of governance?What are the short and the long term possible consequences

    In this study I will discuss the disobedience wave echoed in the civil society debates provoked by the researching and shale gas exploitation activities connected to hydraulic fracking in Pungesti, Romania. I will trace the collective decision making methods following the debates from the deliberative publicarena. My aim is to analyse this event using the epistemic proceduralism approach proposed by David Estlund as a middle ground theoretical model which blends pure democratic proceduralism, on the one hand, with epistemic considerations, on the other hand. The methodology will consist in extracting a theoretical model, operationalizing the concepts, and proposing an explanation for the debates and protests from Pungesti, namely a sign of collective opposition against shale gas exploitation. In addition, through the proposed model, I will try to present the civic engagement of experts and NGOs as civic, judicial and informational support and as a solidarity token towards the Pungesti locals

Lucrarea va urma firul discuþiei dintre Richard Arneson si Christopher G. Griffin. Structura lucrarii va fi urmatoarea: voi prezenta doua moduri de justificare a democratiei, instrumentalist si intrisec punând accentul pe distinctia dintre drepturi din perspectiva lui Richard Arneson respectiv Christopher G. Griffin. Prima parte va prezenta pozitia instrumentalista a lui Arneson, dupa care voi continua in cea de-a doua parte cu justificarea democratiei intr-un mod intrinsec si criticile aduse modului de justificare instrumentalist venite din partea lui Griffin. Voi incheia lucrarea cu o critica adusa argumentarii instrumentaliste al lui Arneson. Pe langa asta voi aduce o critica sistemului de delimitare a drepturilor in fundamentale si non-fundamentale

I will focus particularly on the process of adapting the Romanian legislation to the European one and on the inherent instability caused by decades of continuous reforms without a specific and clear set of targets. Therefore, I plan to answer the following question: what is the impact of the constantly changing institutional frame on the academic community and what further developments are to be expected in the future
