Digital Approach towards Community-Based Activities with Culture and Heritage during COVID-19: Knowledge Transfer A Narrative Experience
Culture and heritage activities have always relied heavily on assembling a group of people to bring the event to life. However, during the pandemic COVID-19, these events cannot be held due to the restrictions and the danger it could bring in spreading the diseases. As a result, new options should be made available to ensure that cultural and heritage activities can continue in the face of adversity. This study describes the researcher’s experience in a knowledge transfer project on the long-term sustainability and conservation of community-based cultural and heritage activities during the COVID-19 epidemic. To preserve and sustain cultural activities, the article suggests a digital approach to culture and heritage activities. The research is based on the researcher’s observations and fieldwork experience. The result indicated that Lambo Sari and the research team kept track of each participant’s progress during the monitoring phase, which was the fourth step of this effort. In addition, the WhatsApp messaging service was used to track the project leader’s core communication with the participants. Apart from the monitoring phase, the fifth phase consists of a webinar delivered by the researcher and team to the general public and participants to increase awareness about the importance of cultural and historical preservation. In conclusion, cultural heritage conservation has been rendered extremely difficult due to the epidemic. If physical preservation of cultural heritage was done back then, revolutionization is required to stay up with the present period and make use of new technologies
Critical Risk Factors of Joint Venture Projects in the Oil and Gas Industry between Malaysia and Thailand
Oil and Gas (O&G) industry is one of the riskiest, most dynamic and challenging industries and plays a vital role in every nation’s economy. Like any other major industry, O&G is exposed to a host of both predictable and unpredictable risks. Joint venture projects (JVP) are often regarded as risky businesses as there is a high failure rate among them because of the complexities involved. This paper aims to identify the critical risk factors (CRFs) of JVPs for O&G between Malaysia and Thailand. Via systematic literature review (SLR) the risk factors for O&G and JVPs around the globe are identified and a set of questions relating to them designed and used in a pilot study. A total of 15 respondents from different background experiences working in O&G JVPs were requested to answer the designed questionnaire during the pilot study. The data collected involves 170 respondents currently working or have worked in O&G JVPs. The relative importance index (RII) for each risk factor’s (RF) value was quantified and the RFs ranked based on the value. A RII value exceeding 60% is considered to have agreement and of importance to the respondents. The RII value can be used as an indicator to rank the RFs from the most to the least critical. The CRF categories determined in this study are environmental, cultural and social, and organisation. Under environmental, the main CRFs are losses due to fluctuations in exchange rates/interest rates. For cultural and social, the main CRFs are problems associated with cultural differences and cooperation. Organisational issues are related to organisational fit, incompetent project management team, difficulty in finding and keeping skilled workers, and low worker productivity

World Health Organization has been categorized the old population is divided into four stages of middle age (45-59 years old), old age (60-74 years old), oldest age (75-90 years old) and very oldest age (90 years old above). Therefore, the elderly are to indicate individuals aged 60 years and above. There are several factors that cause the increase in the elderly such as decreased fertility and mortality, the improvement of technology towards medicine and the level of education. Elderly rates showed an increase from 1990 to 2010 of 5.7 percent to 7.5 percent. For the year 2020 the number of elderly is estimated to reach 3 million, up to 10 percent of the estimated 32 million population. The purpose of this research is to study the relationship between the old population, life expectancy and economic growth on health spending in Malaysia. This study is used annual time series data from 1985 to 2015 with four variables; health spending as dependent variable; old populations, life expectancy and economic growth as independent variables. To investigate the relationship between these variables, the Autoregressive Distribution Lag Model (ARDL) is used consisting of co-integration tests and other statistical tests such as Unit Root test, CUSUM and CUSUM Square tests. This study found that there have long-run and short-run relationship between old population, life expectancy and economic growth on health spending in Malaysia. The CUSUM and CUSUM Square tests are show a stable model. In conclusion, when the elderly are still healthy, they can actually become a state asset and can contribute to national income

Financial Literacy and Behaviour among Universiti Malaysia Terengganu’s Students during the Covid-19 Pandemic
The COVID-19 pandemic has affected almost all sectors including the higher education sector. Some students have lost their jobs and income due to the implementation of the Movement Control Order (MCO) by the government. This situation has led to the limitation of various activities such as economic, social, and educational sectors to operate, further leading to financial problems among students. The main objective of this study is to identify the extent of students’ literacy level, students’ financial problems and the factors that influence their financial behaviours in fulfilling their needs and wants as a student. These factors will be explored in terms of attitude, influence, fulfilling basic needs and wants and online purchases. The level of literacy will be examined through the value of the score obtained from the questionnaires. The respondents consisted of 100 students from various courses and faculties at UMT. The finding shows that the level of financial literacy for UMT students is at a low level. For statistical items, the study used quantitative analysis including two sample t-test, ANOVA test, correlation test and multiple regression analysis. These finding also shows that there is a significant relationship between basic needs (r=0.285, sig=0.004) and wants (r=0.535, sig=0.000) with financial behaviours. These findings also indicate that there is a significant influence of the basic needs (β=0.397, p-value = 0.01) on the student\u27s financial problems. Therefore, students need to be given financial knowledge to improve their level of financial literacy and given the incentives to ease their financial problems in students to survive themselves
A Study of Special Autonomy Policy and Its Effect on Aceh Community Welfare in Indonesia
The management of special autonomy funds in Lhokseumawe City has not worked well, all market infrastructure development that uses the autonomy fund cannot prosper the community, and infrastructure development until now is still abandoned and cannot be used for community needs. The purpose of this study is to investigate the policy of the Lhokseumawe City government in the management of Aceh special autonomy funds. Also, to identify the management of Aceh\u27s special autonomy funds in the field of market infrastructure is on target or not. This research uses a qualitative approach with descriptive research type analysis. The results showed that the policy of the Lhokseumawe City government in the management of market infrastructure through special autonomy funds included actors involved in the process of preparing special autonomy budgets, namely Badan Perencana Pembangunan Daerah (BAPPEDA) and also Dewan Perwakilan Rakyat Kab/Kota (DPRK), while the actors involved in market development that is Dinas Perindustrian Perdagangan dan Koperasi (DISPERINDAGKOP), and Satuan Polisi Pamong Praja (SATPOL PP). In conclusion, this study indicated that Lhokseumawe city government policy in the process of preparing the autonomy budget did not involve street vendors and the surrounding community as direct stakeholders. Market development planning programs are carried out in a "top-down" manner so that the impact on the resulting program is not appropriate to the needs and cannot be felt directly by the community. The development of market infrastructure using special autonomy funds is less felt by the community, this is because planning does not involve the community and is mostly not by the needs of the community, so in the field, the community rejects the help of this market development. The recommendation given in this study is that there must be community involvement in the Musyawarah Rencana Pembangunan (MUSREMBANG)
