    Does the Village Fund Policy during the COVID-19 Pandemic become Community Conflict Sources?

    In Indonesia, villages are the spearhead of development implementation, including economic and social governance, as well as assistance tasks. Various forms have been developed to ensure the development implementation. One of them is the village fund program. However, it can cause issues, such as conflict among communities, especially in Aceh, Indonesia. Thus, the present study investigates how the village fund has been a source of conflict in society in the Nagan Raya Regency. The research is conducted using a qualitative method. Primary and secondary data are used to identify the source of conflict from the misused of the village fund. A public policy implementation model developed by Van Meter Van Horn was used to investigate how the fund is implemented in the village in Nagan Raya Regency, Aceh Province. This study identified that the Indonesian government had allocated a fund for developing the village. The society committees in the village manage the fund. However, a lack of skill and knowledge of village administration has led to a social conflict in the community. The study found that lack of public participation has caused mistrust in using the fund

    Government Allocation and Economic Growth: An Empirical Evidence from States in Malaysia

    Academic researchers are still interested in government fiscal management and its economic consequences. The impact of federal government fiscal policy on the economy has gotten a lot of attention. Nonetheless, little is known about state-level fiscal management. The main goal of this research is to investigate the relationship between state government fiscal and economic growth across Malaysia\u27s states. We also investigate the economic impact of the federal government\u27s contribution on each state\u27s budget allocation. We identified disparities in federal funding. We use a panel dataset that spans 13 Malaysian states and ten years, from 2008 to 2017. We found that government spending drives growth in domestic products for most state governments using the panel autoregressive distributed lag (ARDL) model. The Granger causality test reveals that state government spending and federal allocation to states significantly impact Malaysian state economic growth. In general, our empirical evidence backs up Wagner\u27s theory

    A Study of Leadership Innovation in Stunting Prevention and Handling in Simeulue, Aceh Province, Indonesia

    Aceh Province is one of the provinces in Indonesia with a high prevalence of stunting. Simeuleue Regency is ranked as the 2nd (two) highest out of 23 regencies/cities in Aceh Province and is assigned to the yellow zone. Simeulue Regency is designated as one of the national stunting locations of 360 regencies/cities in Indonesia. Commitment from the local government is needed to ensure the success of Indonesia being free from stunting. Therefore, this study aims to analyze the leadership innovations of the Simeulue local government in stunting prevention and identify factors that influence both internally and externally. The research method uses a qualitative approach through observation, interviews and relevant literature studies. The result of this research is that the regional leadership acts as a policy maker, coordinating and communicating with various related parties, implementing empowerment, monitoring, and evaluation. The innovations carried out by the Simeulue local government are the formation of a Stunting Management Team involving multi-sectors, the formation of village cadres, Stunting Consultations, and KPM Guidance. Factors that influence internally: personal awareness of the duties and responsibilities of leaders, strong commitment, clear division of tasks, good communication between actors. External factors: There is a shared commitment from various sectors as well as the support from the central government, and positive reception

    The Existence of Panglima Laot and Its Function as the Form of Local Wisdom: A Case Study of Meureubo District in Aceh Province, Indonesia

    Indonesia expressly recognises and respects indigenous and tribal peoples\u27 unity, as well as their traditional rights, for as long as they are alive and follow the development of the community and the principles of the Unitary State of the Republic of Indonesia, as stipulated in the Act. Adat Laot law in Aceh is one of the local wisdom that still exists in regulating the interrelationships in the process of managing marine areas and the various resources within them. In the adat laot law enforcement process, there is the Panglima laot institution, which is an adat institution that has the authority to carry out adat laot regulations and settle disputes related to adat laot law. The existence of this institution is regulated in Law Number 11 of 2006 concerning Aceh Government article 98-99 and 164 paragraph (2) letter e. This study concludes that carrying out the duties, authority, and responsibilities of the Panglima Laot Adat Institution, it has not yet been effective as expected by the law, in addition to the institutional structure, the role of the Panglima Laot institution is also unclear, especially issues related to fishermen. Therefore, it is recommended to the Regional Government of West Aceh Regency to revive and foster the existence of the Role of the Panglima Laot Adat Institution, related to the authority, functions and responsibilities by the mandate of legislation

    A Study of Women’s as House of Representatives in Central Java, Indonesia

    The United Nation (UN) recommendation has been ratified by Indonesian government to produce the guidelines to spur women’s political participation through Ministerial Women Empowerment and Child Protection Regulation 07/2013 on Increasing Women’s Political Participation in Legislative. Nevertheless, the emergence of this affirmative policy has not been able to attain the target of least 30% representation in the legislative institution, including the House of Representatives of Central Java 2019-2024. Further, this research emphasizes about the factual condition of women’s political representation and why the women’s political representation enhancement policy still yet spur the women’s representation rate in the House of Representatives of Central Java 2019-2024. By using descriptive qualitative method and system theory basis, this study tries to scrutinize more deeply about the reality in the field based on four main factors: policy cognition, socio-culture, human resources, and political factor. According to the result, this research finds various hurdles on the policy implementation, including the lingering of patriarchal culture, the lack of women’s capability as policy makers, and various political factors

    The Relationship between Gross Domestic Product, Foreign Direct Investments, Inflation Rate and Unemployment in Selected ASEAN Countries

    Unemployment is one of the significant challenges faced by most developing countries, especially in ASEAN. This study aims to investigate the relationship between gross domestic product, foreign direct investment, inflation rate and unemployment in selected ASEAN countries. The panel data collected from the World Bank covering the period of 1980-2017 for Malaysia, Indonesia and Thailand. The data were analysed using static panel regression. The results of this study showed that Method Random Effect Model (REM) is more appropriate and that gross domestic product has a negative relationship with unemployment. Further, foreign direct investment and the inflation rate positively correlate with unemployment in Malaysia, Indonesia and Thailand. The overall findings of this study can guide policymakers to consider the unemployment fluctuations faced by ASEAN and establish policies to realise ASEAN Community

    Evaluating the Validity and Reliability of Authentic Learning Instruments using RASCH Model

    Social science research with a quantitative approach should use the appropriate scale of measurement to interpret a variable correctly. There are two types of measurement scale that is category scale and numerical scale. Category scale is for nominal and ordinal data, while the numerical scale for an interval and ratio data. In mathematical analysis, numerical scale indicates the exact measurement and more precise definitions of certain variables. Category scale is only used to classify a variable. However, Likert scale which is used for ordinal data are often used as a measurement tool in social science research. Therefore, the Rasch model analysis that can change the nominal and ordinal data to interval and ratio data was used in this study. Here, it was used to evaluate the validity and reliability of authentic learning instrument at Malaysian Polytechnics. Validity of instrument was seen by unidimensional analysis through principal component analysis method. Reliability of instrument was seen by summary statistics, variable map and item fit table. The findings show that the authentic learning instrument at Malaysian Polytechnics has high validity and reliability

    Indonesian Logistics Preferences during COVID-19 Pandemic

    This study aims to identify the critical factors of shipping success and courier services in Indonesia. The study uses a survey questionnaire in Indonesia on the consumer preferences of logistics service consumers, using the location of Jakarta, Bogor, Depok, Tangerang, and Bekasi (Jabodetabek) as the locational preferences. The critical factors consist of ease of use of delivery services; estimated shipments; package delivery location; delivery operational time; availability of packaging services; pricing methods; package guarantee; payment method for shipping costs; ease of use serving tracking; tracking maps; delivery location; delivery operational time; availability of delivery information packages; delivery failed compensation; service scape, corporate image, user image, product image, and price. A total of 150 respondents participated in this study. In conclusion, most consumers use the logistics service for small package delivery. The consumer also did not believe the service provider needed to be available 24 hours per day, 7 days per week. Nevertheless, they prefer it if the provider provides the shipping day estimation. The results of the rate preference survey, the consumer study reveals that for the safety of the shipping process, providers must charge an additional fee for standard packaging. Also, the consumers are willing to pay more for the warranty of the package protection during the shipping process. Thus, the providers service includes extra packaging based on the package type. Moreover, they need access to track the package in real-time using the provider\u27s application or website. Hence, the courier and all the staff must update the package position during the shipping process

    Global business pressures and competition affect Micro, Small and Medium Enterprises (MSMEs), such as globalization, technological improvements, demographic and social changes, the ability to innovate, financial support, and entrepreneurship. This research was conducted to investigate the effect of entrepreneurial orientation, business environment and management ability on performance. The purpose of this study was to determine the effect of entrepreneurial orientation on performance, to determine the effect of the business environment on performance, to determine the effect of management ability on performance and to determine the effect of entrepreneurial orientation, business environment and management ability on performance. The sample used in this study was 30 small-scale cafes using the census method. Based on the results of research with multiple regression analysis results from the t test that the influence of entrepreneurial orientation influences performance, the business environment affects performance, management ability affects performance. While the effect on the simultaneous test between entrepreneurial orientation, business environment and management ability have a significant effect on MSMEs performance

    How Do Good Corporate Governance and Financial Performance Affect the Value of State-Owned Enterprises?

    This study examines the effect of good corporate governance and financial performance on the value of state-owned enterprises (SEOs). The population of this study was all companies listed on the Indonesia stock exchange, with a sample of 20 SEOs companies in 2015-2019. The independent variables in this study were Good Corporate Governance with the Independent Board of Commissaries and the Audit Committee and financial performance with the Return on Equity proxy. The dependent variable in this study was the value of SEOs with the price to book value proxy. Hypotheses were tested using SPSS 21.0 software, and data were analysed using multiple linear regression tests. This study found that the Independent Board of Commissaries had a negative and significant effect on the value of SEOs; Audit Committee had a positive and significant effect on the value of SEOs. On the other side, ROE has a negative and insignificant effect on the value of SEOs
