Get PDFCreativity is a topic that still retains some vestiges of an enigma not only for the inference that it had derived over the twentieth century and the twenty-first century elapsed. From Guilford to the theories of Howard Gardner’s multiple intelligences, has been made great strides in regard to the creative process of the talents. According to (Sternberg, 1987) and the genetic implications that make a major difference in the neurological development of man. It means first of all that education is not exploited by foreign targets and their receptors. Another important factor is the achievements of Neuroscience and the redefinition of so-called Cognitive Neuroscience has discovered new functions, so far unknown to the brain. The degree of diversity found in a system, in the words of Morin (unity/diversity), represents the notion of creativity in the light of complex thought to develop in this article.La creatividad es un tema que aún conserva ciertos resquicios de enigma no sólo por las inferencias que de él se han derivado a lo largo del siglo XX y en los que transcurre del siglo XXI. Desde Guilford hasta las teorías de las inteligencias múltiples de Howard Gardner, se han logrado grandes avances en lo que se refiere al proceso creador de los talentos; según Sternberg, implicaciones genéticas que marcan diferenciaciones importantes en el desarrollo neurológico del hombre. Significa ante todo que la educación no sea instrumentalizada por objetivos ajenos a ella y a sus receptores. A ello se agregan los logros alcanzados por la Neurociencia y la redefinición de la llamada Neurociencia Cognitiva, que ha descubierto nuevas funciones, hasta ahora desconocidas del cerebro. El grado de diversidad que se encuentra en un sistema, al decir de Morin (unidad/diversidad), representa la noción de creatividad a la luz del pensamiento complejo explorado en el presente artículo

Get PDFThis historical research of explanatory type, developed using the historical method,aims to explain, through the analysis of the immigration policy of the Venezuelan state under the influence of positivist ideas, from 1909-1945, the processes of inclusion and exclusion of immigrants and foreigners in relation to citizenship practices. It is justified by the need to generate theoretical and historical contributions that lead to understanding the politics of the Venezuelan State and its impact on gomecist society time, a traditionally agricultural society, impacted by the changes brought about with the beginnings of the oil activity. Changes that will facilitate communications, the emergence of new social and cultural paradigms, massive mobilization of population internally and externally, material and infrastructural development and the transition to modernity, setting new own identity codes of the oil culture.Esta investigación de tipo histórica explicativa, desarrollada aplicando el método histórico, tiene como objetivo explicar, a través del análisis de la política inmigratoria del estado venezolano bajo la influencia de las ideas positivistas, desde 1909 hasta 1945, los procesos de inclusión y exclusión de inmigrantes y extranjeros en relación a las prácticas ciudadanas. Se justifica en la necesidad de generar aportes teóricos e históricos que conlleven a la comprensión de las ideas políticas del Estado venezolano y su incidencia en la sociedad de la época gomecista, una sociedad tradicionalmente agrícola, impactada por los cambios generados con los inicios de la actividad petrolera. Cambios que van a propiciar las comunicaciones, la aparición de nuevos paradigmas sociales y culturales, las movilizaciones masivas de población en lo interno y externo, el desarrollo material e infraestructural y el paso a la modernidad, configurando nuevos códigos identitarios propios de la cultura petrolera
El cronista municipal: de la historia universal a las historias locales
Get PDFThis paper aims to present the figure of the municipal chronicler in the context of today’s society. At the level of Latin America, the chroniclers’ presence dates back the period of the Spanish conquest in terms of history in the New World as their presence dates back to the first empire established in human society. A conceptual aspect is developed on the lines of time and at the same time chronicling Indies contrasts with the current Latin American chronic and generally the styles and completely different themes, in relation to the ancient chronicles. In addition, the position initially had a very distinguished rank and even in Spain who chairs the Spanish Writers Association, is the king. In Venezuela very, few are certain at least of what is a chronicler, what their functions, their presence is unnoticed as a public function.El presente ensayo tiene como propósito, presentar la figura del cronista municipal en el contexto de la sociedad actual. A nivel de Iberoamérica la presencia de los cronistas se remonta al propio periodo de la conquista española en términos de la historia del llamado Nuevo Mundo ya que su presencia se remonta al primer imperio constituido en la sociedad humana. Se desarrolla un aspecto conceptual en las líneas del tiempo y al propio tiempo se contrasta la crónica de Indias con la actual crónica Latinoamericana y en líneas generales los estilos y temas totalmente diversos, con relación a las antiguas crónicas. Igualmente el cargo inicialmente tenía un rango muy distinguido y aún en España quien preside la Asociación de Cronistas Españoles, es el rey. En Venezuela muy pocos tienen certeza al menos de lo que sea un cronista, cuáles sus funciones, realmente su presencia es casi desadvertida como función pública

Get PDFThe purpose of this research is to compare the legal aspects of tourism policy framework applied in Mexico and Venezuela, in order to find similarities and differences in both tourism policies in such cases. authors like Lopez (2008), Arcaya (2014) and Carrillo (2009) were used to establish the legislative development of tourism in these cases as well as the tourist reality show both countries. It was concluded that tourism policy in Mexico is a promoter of private enterprise at a rate that is linked to a paradigm of economic policy, while in the case of Venezuela the policy seeks the regulation of tourism towards the figure of the State as main promoter of tourism as an industry but as a social process that should benefit the whole community in their daily development.El propósito de la investigación es comparar los aspectos jurídicos del marco político turístico aplicado en México y Venezuela, con el fin de establecer similudes y diferencias en ambas políticas turísticas. Se utilizaron autores como López (2008), Arcaya (2014) y Carrillo (2009) Villa y García (2015), Noya (2014) entre otros, para establecer la evolución legislativa del turismo en los casos mencionados, así como la realidad turística de ambos países. Se concluyó que la política turística de México es promotora de la empresa privada a razón que está vinculada a un paradigma de política económica, mientras que en el caso de Venezuela la política busca la regulación de la actividad turística en pro de la figura del Estado como principal promotor del turismo, como una industria sino como un proceso social que debe beneficiar a toda la colectividad en su desarrollo diario
