    From State to Human Security in South Asia

    Almost a quarter of the world's population lives in South Asia. Despite the steady economic growth, the region is characterized by dense poverty and human poverty. State security cannot be achieved without human security and south Asia is facing grave security challenges due to the increasing extremism and terrorism activities. Terrorism, Sectarianism and suicide attacks are menace and main hindrance in progress and prosperity of this region. The comprehensiveapproach to security assumes that when people are protected, society is protected, and when society is protected, the state is protected as well. Since it is the person who needs protection, all parts of his activities, such as Social, political, economic, etc., are part of the comprehensive approach to security. The study analyzes the issue of human security and states that regional governments should focus on growing non-traditional security threats to promote the well-being and quality of life of people by investing resources in human development and application

    Islam, Pakistan and Women Leadership: A Case Study of Benazir Bhutto

    This study is an attempt to understand the women leadership traits and revisit and re-evaluate the leadership qualities of Benazir Bhutto as a female political leader, Party head and the Prime Minister. Therefore, the underlying hypothesis of this study is that Benazir Bhutto emerged from a crucial situation when her father was hanged which created leadership void in the country. She filled that political gap and led the political party and country with such qualities which may be described as charismatic. In Islamic country of Pakistan, the female leadership traits of Benazir Bhutto were considered as an unusual characteristic for a women political leader. While analyzing her leadership traits, this study argues that, by dint of her sheer qualities, Benazir Bhutto stamped her name on the politics of Pakistan, the Muslim world and indeed in global politics. Therefore, the study explores, investigates and analyses the phenomenon of women leadership while specifically focusing on Benazir Bhutto’s works for the women development in Pakistan. As a Prime Minister of Pakistan, Benazir Bhutto took several steps and measures to ameliorate the plight of woman. The study is an endeavor to find out the following answers: How did Benazir Bhutto resist against the military ruler; what were challenges and response of a female leader in Pakistan; what steps did she take for women’s empowerment; how did these efforts led towards the sociocultural, economic and political empowerment of women

    Local Democracy as an Instrument for Socio-Political Change: The Case of Turkey

    The study focuses the rise of Erdoğan and his strategy towards restoring the traditional Islamic face of Turkish society without antagonizing its European neighbors and avoiding direct confrontation with the dominant Secular Nationalist Troika. The four consecutive landslide victories for Justice and Development Party (AKP) in national as well as in local government elections have legitimized Erdoğan’s initiatives. The study argues that it was only local democracy that first enabled Erdoğan to takei nitiatives like banning public nudity, restricting consumption of alcohol in public places and allowing women to wear head scarf according to Islamic criteria even in the Europeanized city like Istanbul and later on, raised Erdoğan to the rank of President of Turkey where he amended the national constitution and narrowed the role of military and state Judiciary in political and administrative affairs of Turkey. The study draws a conclusion that when the national political environment of a highly centralized state is dominated by specific political elites in such a way that new forces don’t have any space to emerge and challenge the status quo than the political institutions at local levels can be used, beyond their normative assignments, for influencing the socio-political behavior of society in desired way

    The Civilizational Rift and the Idea of the Turkish Model: A Case Study (2002-2014)

    The idea of the Turkish model and the idea of clash of civilizations appearedin the International Relations academic discourse around the same time.Initially during the post- cold war days and later during the post 9/11 years thetwo ideas prevailed side by side. At a time when the global war on terror wasseen as an evidence of an inevitable clash between Islam and the West, theidea of the Turkish model showed the possibility of reconciliation between thetwo. The current study examines the case of the idea of the Turkish modelthrough the theoretical lens provided by the clash of civilizations narrative. Itundertakes a cross sectional, comparative discourse analysis of the idea ofthe Turkish model as constructed by academics from the West, the Muslimworld and Turkey. The analysis finds that contrary to the clash of civilizationsnarrative, the academic discourse from the West, the Muslim world andTurkey tends to present similar ideas on and around the Turkish modelthrough various phases of the extended AKP rule in Turkey. It is compatibilityrather than a clash of ideas which emerges as a dominant trend in theacademic discourse across civilizations

    Loopholes in Public Policy Making: A Case Study of Pakistan

Its formulationdoes not only require decisions taken only from the highest authority but alsoincludes enticement and involvement of many new actors bringing inadditional actors and inducements important for a policy design. The paperattempts to study making of public policy in developing countries. Followingthe dominant model bureaucratic politics, various approaches, their policydesigns, tools of policy, integration and involvement of actors, their discourserelated to their policy communities and their networks of policy are studied tounderstand and learn lesson and important elements necessary forformulation of a policy. Further, reasons for loopholes and failures in publicpolicy formulation have been elaborated by studying the case of Pakistan. Inconclusion, the way forward for positive policy outcomes has been detailed byhighlighting the concept of citizen participation and focusing on four focalareas of process, quality, structure and politics required for practicing andimplementing policies in theory and practice

    Ever since the creation of the country in 1947, Pakistan has tried to form itsconstitutional foundations on a federalist system of government. Over theyears, there have been several attempts at devolving power and resources tothe provinces and consequently decentralizing that political and fiscaladministration to the lowest levels. However, the lack of continuity inimplementing these reforms and power struggle between central andprovincial governments has resulted in an inconsistent history ofdecentralization in Pakistan. Democracies especially have laid less focus ondecentralization especially when it has come to the creation of localgovernments and decentralized administrative structures. Withrepresentatives in the national and provincial legislatures often beinginaccessible to their constituencies, local governments and representativesfrom the communities appear as a viable means to efficient service delivery
