    Analysis of the Universal Thermal Climate Index during heat waves in Serbia

    The objective of this paper is to assess the bioclimatic conditions in Serbia during summer in order to identify biothermal heat hazard. Special emphasis is placed on the bioclimatic index UTCI (Universal Thermal Climate Index), whose purpose is to evaluate the degree of thermal stress that the human body is exposed to. For this research, mean daily and hourly (07:00 and 14:00 CET) meteorological data from three weather stations (Zlatibor, Novi Sad and Nig) have been collected for the period from 1998 to 2017. In order to identify patterns of biothermal heat stress conditions, the thresholds of the daily UTCI (UTCI >= 38 degrees C, referred to as very strong heat stress, VSHS) at 14:00 CET are compared with the thresholds of daily maximum air temperature (t(max) >= 35 degrees C, referred to as hot days, HDs), which are further termed as heat wave events (HWEs). The findings show that the UTCI heat stress category "very strong heat stress" at 14:00 CET indicates heat waves. The most extreme heat wave events occurred in 2007, 2012, 2015 and 2017. Moreover, three HWEs at Nis that occurred in July 2007 lasted 3, 10 and 4 d. HWEs and very strong heat stress events (VSHSEs) recorded in July 2007 (lasted 10 d each), 2012 (lasted 9 and 12 d) and 2015 (lasted 7 and 10 d) were of the longest duration and are considered to be the indicators of biothermal heat hazard.     The paper analyzes the specificities of Serbia's response to coronavirus. Two most important issues during the pandemic were the role of the State and the management of migration flows. Being placed in the China-Russia-EU triangle shaped the response on the crises but also the image of the country in the world. Two phenomena shaped mobility patterns. Citizens returning from abroad were caught between accusations of spreading the virus and a plea for healthcare and other key workers from the Serbian diaspora to help in Serbia. The issue of refugees and migrants attracted significant amounts of positive public attention, but in parallel with that xenophobia arose as a new attitude as part of aggressive campaigns against them

    Regulation on foreign ownership of agricultural land in the Republic of Serbia

    The research topic in the first part of the paper is the regulation on foreign ownership of agricultural land in XIX and XX century, while the second part focuses on analysing foreign ownership regulation in XXI century. The paper aims to provide an overview of the rights of foreign citizens to acquire real estate,with an emphasis on their right to acquire agricultural land in the Republic of Serbia through a methodological-theoretical framework. The legislation which has regulated the said legal concept in our region in different ways throughout history will be viewed through the prism of history by using the historical method. The current regulations which regulate the said subject matter in the Republic of Serbia will be analysed by the normative method, in addition to the use of content analysis that will complete this research through the systematic analysis of literature. The conclusion will sum up the results of the research which point to the fact that even though in certain periods foreign citizens were entitled to acquire agricultural land, their right was never complete as it implied meeting certain requirements

    Voćarstvo i vinogradarstvo kao osnova razvoja poljoprivrede Grada Smedereva

    Grad Smederevo ima veoma povoljan geografski položaj. Blaga klima, plodno zemljište i ekspozicija terena uticali su na razvoj voćarstva i vinogradarstva u brežuljkastom, šumadijskom delu Grada. Naselja Suvodol, Drugovac, Binovac, Kolari, Udovice, Seone i Lunjevac predstavljaju glavnu osovinu razvoja ove dve poljoprivredne grane. Najveći broj vinograda i voćnjaka smešten je upravo na teritoriji ovih naselja.     Ključni razvojni problemi izrazito nerazvijenih jedinica lokalne samouprave u Republici Srpskoj (BiH)

    Cilj ovog rada je da ukaže na ključne razvojne probleme izrazito nerazvijenih opština/jedinica lokalne samouprave u Republici Srpskoj (BiH), koji su permanentno prisutni od 90-ih godina XX veka. Na osnovu analize odabranih socio-ekonomskih idikatora o stepenu razvijenosti, konstatovano je da kategoriji izrazito nerazvijenih jedinica lokalne samouprave, uglavnom ruralnih, pripada 19 JLS (496 naselja, 88.168 stanovniкa), koje su svoju poziciju na rang-listama nerazvijenosti, uslovno rečeno, zauzele još od građanskog rata u BiH. „Dostignuti” nivo razvoja, razvojni potencijali i poteškoće evidentirani u ovim jedinicama lokalne samouprave, a posebno u onim koje su formirane nakon potpisivanja Dejtonskog sporazuma, predstavljaju kočnicu u sveukupnom prostorno-demografskom i privrednom razvoju Republike Srpske.Urednici: Aleksandar Đorđević, Dejan Filipović, Miroslav Mari

    Energetic stability is a precondition for a regular functioning of society and economy. Actual climate change raised the awareness of population and policy makers about the importance of exploited energy sources. Renewable energy sources are revealed as the solution which should satisfy both needs—a need for energetic stability, as well as a need for producing ‘clean’ and ‘sustainable’ energy, and therefore reduce humans’ influence on the climate change. Very shallow geothermal energy offers wide range for utilization, among others for heating and cooling living spaces. This article shows potentials of low temperature heating system networks in a small Serbian town of Ub. In addition to technical possibilities, this article combines geographical and social, as well as political and economic circumstances in the town of Ub, which emerge as a result of a complex (post-socialist) transitional vortex

    Relevantnost demografskih projekcija u prostornim planovima jedinica lokalne samouprave: primer prostornog plana opštine Ub

    Prostorni planovi jedinica lokalne samouprave u Republici Srbiji uvek su u ma-njoj ili većoj meri zasnovani na rezultatima demografske analize. Oni nešto detaljniji čestoukčjučuju i projekcije stanovništva tokom planskog perioda. Sa druge strane, ove projekcijestanovništva, po pravilu iskazane kao prognoza (u jednoj-centralnoj varijanti), neretko subazirane na podacima popisa stanovništva koji u trenutku izrade Plana više nisu aktuelni, apolazne pretpostavke o kretanju rađanja, umiranja i migracija nisu transparentne. Takođe,u nekim slučajevima projekcije stanovništva na naseljskom nivou izrađene su matematičkimmetodom na osnovu trenda ispoljenog u poslednjem, ili nekoliko poslednjih međupopisnihperioda uz pretpostavku da će budućnost ličiti na prošlost kada je stopa rasta stanovništvau pitanju. Ovakve projekcije imaju metodološkog osnova jer se najčešće izrađuju za periodne duži od 15 godina, ali osim toga što zanemaruju eventualne promene u vitalnim i migra-cionim stopama, one zanemaruju i postojeću starosnu strukturu kao veoma važnu odrednicubudućeg demografskog razvitka, što je u dosadašnjim primerima dovodilo do veće ili manjegreške. Upravo će primer projekcije stanovništva opštine Ub za potrebe Prostornog plana iz2012. godine biti upoređen sa odgovarajućom demografskom projekcijom izrađenom na bazitransparentnih i jasno formulisanih hipoteza o kretanju fertiliteta, mortaliteta i migracija.Urednici: Aleksandar Đorđević, Dejan Filipović, Miroslav Mari

    Koncept zelenih gradova - novi pristup u planiranju urbanih sredina - iskustva i primeri

    Urbane sredine zemalja u razvoju nalaze se pred velikim izazovom: kako zadovoljiti potrebe za ekonomskim razvojem uz istovremeno unapređenje kvaliteta životne sredine? U svetlu klimatskih promena i drugih globalnih pretnji, neophodno je pronaći adekvatan odgovor kojim će se negativni uticaji minimalizovati, uspostaviti održivost, očuvati priroda i poboljšati uslovi života ljudi u gradovima. Jedan od savremenih modela planiranja gradova koji nudi mehanizme za rešavanje pomenutih problema jeste koncept Zelenih gradova. Koncept je veoma dobro prihvaćen na međunarodnom nivou, a važno je naglasiti da je 2016. godine Evropska banka za obnovu i razvoj pokrenula projekat pod nazivom EBRD Green cities i predstavila metodologiju izrade Akcionih planova za Zeleni grad (Green City Action Plan, GCAP) zajedno sa smernicama i alatima koje će gradovi - učesnici projekta moći da usvoje i primene na lokalnom nivou. Trenutno, inicijativa obuhvata 32 grada sa područja Centralne Evrope i Azije, regiona Južnog i Jugo-istočnog Mediterana i Zapadnog Balkana (EBRD Green city region). Zajedničko za sve gradove jeste to da se suočavaju sa brojnim razvojnim problemima, posebno infrastrukturnim, demografskim i ekološkim. U radu je dat kratak pregled tri do sada usvojena Akciona plana (GCAP Jerevan, Tbilisi i Tirana) sa ciljem indentifikovanja zajedničkih principa, smernica i planiranih aktivnosti. Primeri dobre prakse su kritički sagledani i data su konkretna planska rešenja kao polazna osnova prilikom planiranja budućeg održivog i zelenog razvoja Grada Beograda.Urednici: Aleksandar Đorđević, Dejan Filipović, Miroslav Mari

    Designation of conservation site network in order to mitigate climate change impacts on birds: a case study of Serbia

    This paper analyzes relations between population and conservation status of bird species that are affected by various threats, with a special emphasis on climate change on the example of the Important Bird Areas (IBAs) sites in Serbia. The special accent will be put on the analysis of the ability of the recently established IBA network in Serbia to continue representing suitable habitats as stepping-stones, especially for globally threatened species belonging to Serbian avifauna, which will be conducted using the relevant data on population status of species and projected climate change, with assistance of GIS tools. The results of this research could be used to update conservation status of target species and habitats in order to mitigate disturbing impacts through creation and implementation of conservation priorities

    Assessment of climate change risks to natural resources in the republic of Serbia

    A temperature rise, extreme weather conditions and its consequences negatively impact the quality of life in towns and regions in Serbia and are challenges yet to be faced in the future. In order to prepare the country more adequately to altered climate conditions, as well as the successful implementation of adaptive measures, it is necessary to determine the vulnerability, as well as the assessment of the risks to certain sectors to climate change. Estimates show that since 2000 the Republic of Serbia has faced several significant extreme climate and weather events that have caused the loss of human life, considerable material consequences and degradation of the natural environment. The consequences have been various depending on the part of the country and the paper uses as an example the Raska Administrative District which covers an area of 3.918 km(2) and has 309.258 residents. The aim of the paper is to assess the vulnerability and assessment of the risks of natural resources (agricultural and forest land) of the Raska Administrative District to climate change based on methodology 'FUTURE CITIES Adaptation Compass' [1], developed as part of the EU Project FUTURE CITIES. Using the results of 9 different models for the RCP 8.5 scenario, the paper concluded that agriculture and forests would be at a very high risk of heat waves, droughts and extreme precipitation, as well as under the medium-level risk of extreme cold. The research has a applicative character as it represents the starting point in the process of adapting to climate change. Also, the result of the paper has significant impact on planning spatial development because the defining of planned solutions must be in correlation with possibilities for adapting the sector to different climate conditions, and thus the realistic concept of spatial development
