Culture-Led Urban Development vs. Capital-Led Colonization of Urban Space: Savamala—End of Story?
The city quarter of Savamala, as an integral part of Belgrade, has had a very turbulent development path during the last two centuries. This path included several ups and downs, and culminated in tension over the last decade. Savamala fell into silent oblivion in the 20th century, but succeeded in re-emerging into the focus of the public and interest groups, mainly due to the cultural milieu that developed in this area at the beginning of the 21st century. The cultural vibes of the city quarter attracted various urban actors, who created a new image of Savamala. Eventually, cultural functions started to fade; however, after several years and through vague political decisions, Savamala became the part of the largest construction site in Belgrade, the Belgrade Waterfront. This article highlights the development of Savamala in the 2010s—from a forgotten city quarter to a rising cultural quarter and finally to the ’future centre of the city’. This analysis shows the participation of different stakeholders at different stages of development (their influence, power levels, and the mechanisms they used), as well as the footprints that urban development left in the quarter
Analysis of Cartographic Generalization based on PYTHON Programming Language on Digital Topographic Maps
Cartographic generalization is a creative process of abstraction, which is used in the design and content preparation of topographic maps. It includes the study of the geographic environment, processing of geographic data, and an evaluation with regard to type, purpose, and scale of the map, or selecting and merging their graphical presentation, with a big or small degree of abstraction. In the era of digital cartography more attention is paid to developing tools for automatic generalization of cartographic content. In this paper, automatic cartographic generalization is analyzed based on PYTHON programming language for production of digital topographic map scale 1:50 000 (DTM50) from digital topographic map scale 1:25 000 (DTM25)
Significance of functional organization of settlements for development of primary rural settlements in the City of Zaječar
The aim of this paper is determination of the City of Zaječar settlements' functional organization characteristics significant for development of primary rural settlements on this territory. The paper examines truthfulness of a hypothesis that in conditions of extreme monocentrism, i.e. dominance of urban centre, development of primary rural settlements is in direct negative correlation with isochronous distance from the urban center. Secondary hypothesis is an assertion that primary rural settlements functionally connected to centers of communities of settlements as dispersly located micro-development centers are characterized by significantly more favorable development compared to settlements functionally connected to local rural centers or directly to the urban center. Methodologically, the paper is based on the comparison of development characteristic of primary rural settlements relative to their isochronous distance from the urban center and functional connections to higher rank settlements in the functional hierarchy. Selection of indicators was made in order of comprehensive representation of the most significant demographical and economical processes in these settlements caused by their geographical and functional positions. Perception of the significance of the isochronous distance from the urban center was made using Pearson correlation coefficient, and the method of comparison was used for the functional connections. The significance of this paper is in contribution to the insight of applicability of decentralized concentration concept on local territorial level in conditions of extreme monocentrism, i.e. dichotomy on relation rural-urban
Relationship between spatial and development planning at the local level in the Republic of Srpska, Bosnia and Herzegovina
The mutual relationship between spatial and development planning at the local level is a very current topic that has concrete consequences for development processes in local government units in the territory of Republika Srpska (RS). Although it is still unregulated from the legislative point of view, local development planning is much more present in practice, which is primarily manifested in the almost complete coverage of the territory of the RS by local development strategies. The connection of these documents to spatial and urban plans has not been treated in an appropriate way, which leads to a certain degree of their mutual inconsistency. The basic hypothesis of this paper arises from this statement, and that is that the lack of a clearly defined connection with spatial planning in the methodology of drafting local development documents leads to the inconsistency of these documents as the final result. As an auxiliary hypothesis, the assumption will be investigated that a large discrepancy in the coverage of the territory of the Republika Srpska between local development strategies and spatial plans of local government units also contributed to this inconsistency
