Dataset for Green Transition Policies, Stakeholders and Practices in Montenegro
This dataset contributed to deliverable 4.2 Regional Mapping Report and shows the Montenegrin mapping. This report is the second deliverable of WP4 – Measuring and assessing impacts and costs of a just green transition in the WB, of the GreenFORCE project. It was jointly authored by the WB project partners, as well as 2 subcontracted parties from the region. The EU Economic and Investment Plan for the WB includes a green agenda for the WB, with pillars to be pursued for transitioning towards a carbon-neutral economy. Such a shift will surely challenge the economies and societies in the WB. The social and policy context is yet fragile to allow for the development and mass distribution of green transition technologies, while human resources are not prepared and/or are insufficient to produce and implement innovation. Yet, the green transition also paves the way towards new development and resilience opportunities. The research will inform on the readiness/potential of societal actors (industry, academia, policymakers, civic society) to embrace the pathways to transformation, and will propose a framework for continuous monitoring of impacts and costs. The key findings and lessons learnt derived within WP4 will be transferred into the scientific papers and policy briefs (WP 2 & 3) and published under the dissemination events (WP5). Regional mapping is a key task for the research, contributing to initial data gathering and the refinement of the research proposal, and to the sub-question on the identification of sectors and territories affected by the transitions and current progress of transition practices. This is a participatory mapping, engaging local stakeholders and communities to reveal local knowledge. Each WB partner will produce the respective country report, and Co-PLAN will work on the final regional report. This deliverable is the final regional report. It will also include the mapping frame used to conduct the mapping process. The WB partners will do the mapping for their own countries. The PC will subcontract data gathering for the remaining countries. The mapping is done for actors, practices and policies in place, territories upon the level of relevance and potential for engaging in green transition; and sectors. All partners will design the mapping frame, using also knowledge from other mapping processes. The frame will contain the type of information to be collected, the standardisation of data entry, and the tailored instruments to be deployed for accessing information
The demographic approach to the quality of official ethnicity data in Serbia - a research proposal
Demographic studies of the population by ethnicity are gaining new significance. Emigration, intensive aging, and declining fertility have caused changes in demographic trends, particularly in communities of different ethnic backgrounds. Ethnodemographic trends are mostly observed through the lens of official ethnic statistics. The most important factor regarding data quality is the approach towards subjective criteria in the self-declaration of ethnic affiliation in censuses and vital statistical surveys. This paper presents examples of statistical deviations of demographic indicators based on official data on ethnicity and introduces a proposal for research into their quality and use value. Our research proposal is based on previous demographic analyses of ethnicity data and focuses on the demographic framework of statistics of ethnicity in Serbia through data quality analysis. We contend that the results presented in the paper constitute a sufficient argument for a broader methodological discussion regarding the necessity of demographic research into ethnicity data to create a “more objective” demographic picture of minorities. Examining the quality of ethnicity data is very important for analysing indicators of statistically variable minority ethnic groups. The results of the research can form the basis for reviewing the data sources on which policies towards ethnic minorities are formulated

Improving Forest Detection Using Machine Learning and Remote Sensing: A Case Study in Southeastern Serbia
Vegetation plays an active role in ecosystem dynamics, and monitoring its patterns and changes is vital for effective environmental resource management. This study explores the possibility of machine learning techniques and remote sensing data to improve the accuracy of forest detection. The research focuses on the southeastern part of the Republic of Serbia as a case study area, using Sentinel-2 multispectral bands. The study employs publicly accessible satellite data and incorporates different vegetation indices to improve classification accuracy. The main objective is to examine the practicability of expanding the input parameters for forest detection using a machine learning approach. The classification process is performed by employing support vector machines (SVM) algorithm and utilising the SVM module in the scikit-learn package. The results demonstrate that including vegetation indices alongside the multispectral bands significantly improves the accuracy of vegetation detection. A comprehensive assessment reveals an overall classification accuracy of up to 99.01% when the selected vegetation indices (MCARI, RENDVI, NDI45, GNDVI, NDII) are combined with the Sentinel-2 bands. This research highlights the potential of machine learning and remote sensing in forest detection and monitoring. The findings underscore the importance of incorporating vegetation indices to enhance classification accuracy using the Python programming language. The study’s outcomes provide valuable insights for environmental resource management and decision-making processes, particularly in regions with diverse forest ecosystems
Environmental Audit and Ethnological Expertise of Environmental Risks of Subsoil Use in the Circumpolar Zone
Обеспечение устойчивого социального и экономического развития Арктики ставит перед недропользователями весьма высокие требования по обеспечению экологической и социальной ответственности бизнеса. Оценены позиции российских и зарубежных недропользователей в системе ранжирования по Индексу экологической ответственности в Арктике (AERI). Рассматриваются экологический аудит (ЭА) и этнологическая экспертиза (ЭЭ) как инструменты снижения и управления экологическими и социальными рисками регионов циркумполярной зоны. Обозначена перспектива применения ЭА и ЭЭ при экологической оценке новых регионов недропользования Арктики.Ensuring sustainable social and economic development of the Arctic places very high demands on subsoil users to ensure the environmental and social responsibility of business. The positions of Russian and foreign subsoil users in the ranking system according to the Arctic Environmental Responsibility Index (AERI) were assessed. Primena GIS-a i daljinske detekcije u monitoringu vegetacijskog pokrivača na teritoriji grada Bijeljina
Savremene pojave i procesi na Zemljinoj površini intenzivirali su promene u vegetacijskom pokrivaču. Prekomerna transformacija šumskog zemljišta u poljoprivredno ili građevinsko zemljište jedan je od faktora nastanka različitih tipova prirodnih nepogoda (erozija zemljišta, bujićne poplave, klizišta) čime se ugrožava životna sredina. U ovom radu analizirano je stanje vegetacije na teritoriji grada Bijeljina tokom 2018. i 2023 godine. Kombinacijom satelitskih podataka (misija Sentinel-2) i geografskih informacionih sistema (GIS), metodom Normalized Difference Vegetation Index (NDVI) dobijeni su rezultati na osnovu kojih je izvšena komparativna analiza. Tokom 2018. godine, šume su obuhvatale 37,2% ukupne površine Grada, dok je udeo teritorije pod oranicama i livadama bio 57,3%. Dobijeni rezultati za 2023. godinu ukazuju da su se površine pod šumama smanjile i danas pokrivaju 27,1% teritorije, dok se procenat oranica i livada povećao na 62,5%. Dobijeni podaci mogu biti od koristi jedinici lokalne samouprave i službama za upravljanje vanrednim situacijama u cilju prevencije prirodnih nepogoda i donošenja mera pošumljavanja na lokacijama na kojima je proces aforestacije neophodan
Snow Cover Estimation Using Sentinel-2 High Spatial Resolution Data. A Case Study: National Park Šar Planina (Serbia)
Remote sensing, presented in the form of high-resolution satellite images, is essential in monitoring snow cover and the state of the environment. Due to the increase in the spatial resolution of the images, the Sentinel-2 mission improved the research of natural conditions and processes on the topographic surface. This paper presents changes in the snow cover of National Park Šar planina during 3 winter seasons: from December 2018 to April 2021. The study is based on the analysis of 33 satellite images where snow cover has been estimated using a combination of Normalized Difference Snow Index (NDSI) and S3 indices with suitable thresholds. According to the final results, the trend of decreasing the area of snow cover was observed. During the first season 91.75% of the study area was covered with snow, while in the next two seasons these percentages were lower - 79.94% and 72.84% retrospectively. The final result coincides with the trend of climate change, which is reflected in the increasingly intense warming of glaciers in the largest mountains and the decreasing amount of snowfall. It is believed that the obtained results will provide an adequate overview of the local population in terms of tourism and agricultural activities, as well as proper management of water resources in settlements that provide fresh water from reservoirs of mountain rivers that spring on the Šar Planina
Етнодемографски контекст опадања наталитета и контроле рађања у Источној Србији - један пример атипичне демографске транзиције
Рестриктивни репродуктивни модел у Источној Србији који се појавио у условима прединдустријског сеоског друштва и без довољаног развојог по тенцијала који би водио ка редефинисању етичких, и општих друштвених норми, по много чему је био сличан оном у већ индустријализованим и урбанизованим друштвима. Експанзивно ширење рестриктивног модела репродукције је било атипичано у односу на верме, место и услове у којима се појавило, и изван свих теоријских постулата демографске транзиције. Зато је у раду анализирна динамика промена обе компоненете природног кретања становништва крајем XIX и почетком XX века и размотрен етно демографски, етокултуролошки и социоекономски контекст наталитета и морталитета из чијег међуодноса се препознаје етапност демографске транзиције. И поред објективних проблема у вези са квалитетом података тадашње статистике, ргионалнодемографска диференцијација промене наталитета и морталитета указује на извесну корелацију између интен зитета опадања рађања и етничке структуре становништва
ГИС анализа могућности појаве шумских пожара и њиховог утицаја на туристичку понуду општине Сокобања
The tourism sector, which is a significant driver of economic development, is particularly vulnerable to the risks of forest fires. Forest fires are a natural disaster that can have enormous consequences for tourism. This paper analyses the possibility of forest fires occurrence and their impact on tourist facilities in the Sokobanja municipality. Forest fires can occur naturally or as a result of anthropogenic impact. For the purposes of this analysis data about land cover, relief characteristics (slope and aspect) and distance from roads and settlements were used and processed in GIS environment (open source software “QGIS”). Based on the forest fire susceptibility index, areas with different degrees of endangerment were identified, which were then overlapped with the locations of tourist facilities. The applied methodology can be used except for the identification of endangered areas and the prediction of the degree of danger to the tourist offer and for the planning of appropriate prevention measures.Туристички сектор који представља значајан покретач економског развоја
посебно је угрожен ризицима од појаве шумских пожара. Шумски пожари представљају
природну непогоду која може имати несагледиве последице на туристичку делатност. У
овом раду извршена је анализа могућности настанка шумских пожара и њиховог утицаја
на туристичке капацитете у општини Сокобања. Шумски пожари могу настати природно
или као резултат антропогеног утицаја. За потребе анализе коришћено је ГИС окружење
(софтвер отвореног кода „QGIS”) у оквиру којег су обрађени подаци о типу вегетације, рељефним карактеристикама (нагибу и експозицији терена) и зоне удаљености од путева и
насеља. На основу индекса подложности настанка шумских пожара идентификованa су
подручја са различитим степеном угрожености, која су затим „преклопљена” са локацијама туристичких капацитета. Примењена методологија може се користити, осим за идентификацију угрожених подручја и предвиђање степена опасности по туристичку понуду и за планирање одговарајућих мера превенције
Neka aktuelna pitanja statističke tipologije turističkih naselja u Srbiji
U radu se analiziraju opravdanost statističke tipologije turističkih naselja i neka pitanja aktuelne tipologije s obzirom na splet atraktivnih, komunikacionih i receptivnih uslova. Turističko naselje као kompleksna prostorno-funkcionalna celina se obično ne poklapa sa administrativnim granicama naselja, već predstavlja mesto kontakta sa ostalim turističkim područjima i sa prostorno izolovanim objektima koji gravitiraju ka njemu i koje ih međusobno povezuje u jedinstvenu organizovanu celinu. Klasifikacija turističkih naselja je jedno od strategijskih i fundamentalnih pitanja razvoja turizma u Srbiji, i u perspektivi je, u zavisnosti od intenziteta i dinamike razvoja turizma, moguće diferencirati i neke nove kategorije turističkih naselja.Urednici: Dejan Filipović, Velimir Šećerov, Dejan S.
